half hour ago following a shooting. they were shut down for several hours this afternoon. investigators tell our media partner the mercury news, that a man in his 20s had been shot at least once. he took himself to the hospital and is expected to survive. sky seven was above, though, as officers collected evidence for hours. this happened between claremont avenue and telegraph avenue and broadway. it caused some major traffic jams. just look at this with backups on both i-5 80 and 980. so a heads up if you're planning to drive in that area. even though the lanes are open now, you can expect residual delays. we'll have updates on abc seven news at four and the abc seven bay area app. with that, we say good afternoon, i'm kristen z. tonight is a critical night for the future of san francisco unified. happening tonight. the school district board is set to vote on a plan that would send preliminary layoff notices to more than 800 employees. the district faces a $113 million budget deficit.

before tonight's vote, you can weigh in during public comment. the board meeting starts at 6:30 p.m. at district headquarters and on zoom. superintendent doctor maria su says cuts are necessary to close the deficit and avoid closing schools. >> we continue to prioritize decisions that are centered on the needs of our students, ensuring that the resources we do have will be used to support what matters the most. our students academic success, our families sense of safety, and our educators and our staff's well-being. >> the final number of layoffs could end up being less depending on enrollment numbers and retirements in may, when a final decision is made. it's not just san francisco unified school districts across the bay area have some difficult decisions to make. san jose's franklin mckinley school district, fremont unified, and hayward unified are all considering either closing schools, laying off staff, or a

combination of both. the deadline has passed for federal workers to respond to a demand from elon musk. list five things you did last week to justify your employment, essentially, or be fired. abc news reporter perry russom has a look at the response and how different departments handle the ultimatum. >> the white house says more than 1 million federal workers have responded to elon musk's email ultimatum. reply with what they got done last week or lose their job. >> this is to ensure that federal workers are not ripping off american taxpayers, that they are showing up to the office, and that they are doing their job. >> president trump calls the idea genius, but the pentagon, fbi and department of justice are telling workers not to respond. the department of health and human services first telling employees to respond, only telling them not to respond. six hours later, then finally telling them they can respond. but warning employees should assume that what you write will be read by malign foreign actors and tailor your response accordingly. dodge now asking federal judges what they

russom, abc news, washington. >> san jose leaders today announced the launch of a new program to reduce the city's homeless population. it's called homeward bound. pardon me. the program will pay for bus or train tickets for unhoused people to return home if they want to reconnect with friends or family. >> if our outreach workers can offer people family reconnection services immediately, that saves a bed in our shelter system. for someone who truly doesn't have anyone to support them. >> mayor matt mehan prioritized homeward bound in his last budget. the program was modeled after a similar one in san francisco. the latest now on a story we've been following for years. a longtime and beloved fixture atop uc berkeley's campanile has disappeared. annie the falcon and her mate have not been seen since early january. experts believe the two birds are likely dead, potentially of bird flu. we sent abc seven news reporter lena howland to

berkeley to find out more. >> towering over uc berkeley at 307ft tall, something's been missing from the top of the iconic campanile for nearly two months. >> it is hard to potentially lose her. she's been a rock in the berkeley community for so long. >> since 2016, annie the peregrine falcon has fascinated the berkeley community and much of the bay area. her every waking move, all captured on live cameras put up by uc berkeley. for anyone to check out online free of charge. >> she has had a dramatic, dramatic few years, with mates disappearing and new mates coming in and babies everywhere, and it's been a bit of a telenovella with annie. >> but those cameras now show an empty nest. doctor sean petersen, an expert on falcons, says annie, along with her partner archie, haven't been seen since early january. while annie has been known to go off

the radar in the past, petersen says this is the longest she's been missing. >> unfortunately, this kind of corresponds with a really big spike in avian influenza that's been hitting birds in the bay area recently. so right now we think that it's possible that she might be gone. >> cal falcons, a facebook community page dedicated to tracking the infamous falcons, posting on monday during their absence. it's possible annie and archie tragically succumbed to bird flu. they said it's also possible the birds are just hunting off campus, changing their nesting location, or were preyed upon by great horned owls or bald and golden eagles. doctor petersen says this comes within weeks of their traditional breeding season. >> we should be seeing her hanging out, getting the nest ready and just kind of doing some housekeeping. but now, as you can see there, we're just seeing nothing. no one has been there. >> though it is still possible for the falcons to make a

surprise return. petersen is hopeful new peregrine falcons will eventually come to take their place. in berkeley. lena howland abc seven news. >> all right. to the accuweather forecast. now, we had a foggy start to the day. but look at this now. spring like abc seven weather anchor spencer christian is here with what we can expect those temperatures to do today. spencer. >> they're rising already. christine. it's great to see the sun breaking through the clouds earlier today than it did yesterday. here's a closer look at the satellite radar composite image. you can see high pressure, the controlling factor in our weather right now, bringing us the sunny skies. it will bring us a string of sunny days, as a matter of fact. and a nice spring warm up. now you see some active weather out at sea that's moving in our direction as well. but that rain is not likely to arrive here before saturday. so right now we're looking at breezy but not terribly windy conditions. we've got wind speeds up to about 15mph along the coast, and 21 mile per hour gusts at half moon bay, and it's milder in most locations right now than at this time yesterday. five degrees warmer in novato, two degrees

warmer in oakland, san francisco is a degree cooler. can't get the lips to work in sync with the mind. on we go to the high surf advisory. we have elevated wave heights right now and rough surf. so this high surf advisory is in effect until 4 a.m. tomorrow. a wave heights could get up to about 25ft. that's obviously dangerous. swimming and surfing conditions. localized beach erosion is a possibility as well. nice view from sutro tower looking out over san francisco where it's 62 degrees right now. mid 60s in oakland, hayward, san jose, redwood city, 59 at half moon bay and a nice clear view from emeryville looking toward the golden gate at 67, up north at santa rosa, nevada and napa rather petaluma 63 upper 60s at fairfield, concord and livermore, and looking down onto the bay from mount tam. just a beautiful afternoon. and these are our forecast headlines. high surf advisory in effect through tomorrow morning. as i mentioned, warm sunshine will be with us for the next three days. then over the weekend things change. it will get cooler, cloudier with a couple of chances of rain. but for tonight we're looking at clear skies

francisco says it was disinvited from washington, dc's kennedy center. but their pride celebration concert will go on. in a statement out today, the orchestra says it's heartbroken about the cancellation. it comes two weeks after president trump announced his plan to gut the kennedy center's board, and then made himself the chairman. trump said, quote, we don't need woke at the kennedy center. the orchestra says it received an email from the kennedy center around that time, canceling their performance. they will now perform at the strathmore music center in maryland. now, somebody who did perform at the kennedy center as the trump

takeover unfolded was bay area based socio political comedian w kamau bell. some people on social media criticized the self-described anti-racist for going through with his engagement there earlier this month, because that's what people do on social media. even as many other artists such as issa rae and shonda rhimes canceled. so much so that bell posted an explanation on his decision. but in case he's not done explaining and in case you missed it or just want to see him anyway, today's your lucky day because w kamau bell is home in the bay area for a few weeks from his new. who's with me tour. like right there, hot off the presses. the new sweatshirt. who's with me? and it kicked off february 13th, in fact, at the kennedy center. so great to see you, camille. >> good to see you. >> you get to come home while on tour? >> yeah. no, i mean, i'm not like a rock band. so i got three kids, so i have to come back and, like, be a dad. so i'm, like, splitting time between being on the road, and i come back for a little bit and then go back. >> yeah. no, i mean, being a dad is important, right?

like, i felt like i'm standing up with with performers who have inspired me. i'm not i'm not turning away. >> yeah. i mean, there are different ways, right? to send a message uh- boycott in quotes. there are different forms of that, including actually showing up. >> yeah. and let's remember, the civil rights movement was about montgomery bus boycott, which is like, we're not going to ride the busses. but it was also about sit ins where we're going to show up and sit here at this counter until you serve us. so there are many ways to accomplish this. i'm not on opposite sides of issa rae and shonda rhimes. i, i also think that because i'm a comedian, i stand in the footprints of, like, lenny bruce, margaret cho, like wanda sykes, george carlin. i get to say the thing, i don't have to go there and just sing my song. i get to and i did. >> okay. so yeah. did you tweak your show? i mean, obviously, you know. yeah. how so? >> i mean, as i mean, i didn't even know how much i was going to do, but i was writing jokes up until right before i went on stage and did like the first 20 minutes was all about what was going on. >> yeah, yeah. all right. and in that way, you did not feel like, oh, some people might take it like i'm validating these bad policies. >> because i was speaking

against him the whole, like, i called donald trump everything but a child of god. so i don't feel nobody who was there. let's also, we have to remember the kennedy center sounds like this big, elaborate thing to those of us who don't live in d.c, but to the people in d.c, it's basically the most well funded community center in the country. and so people in d.c. have a very healthy relationship with the kennedy center. and trump taking it over is taking that away from the community. so for a lot of people, the community of people who showed up, it was like they were going, this is my last time. i will be coming to the kennedy center. yeah. and so for them, it was also it was a gift to the people of d.c. to say, let's have one more good party before we before we can't come here no more. >> oh, and i heard it was a good party. there was dancing outside and everything. right? >> yeah. i went outside and, like, stood with there was because trump said he doesn't want drag queens there anymore. so drag queens had a dance party because that's a drag queens protest. and i went there and spoke with them and they, they, they felt it was fine that i went inside and i felt it was fine. so yeah. so i also then engaged in like civil, you know, in activism while i was there. so it's not like i went to the green room and sat in back and

went on stage and censored my act. i think people i didn't snoop dogg, it is all i'm trying to say. oh, i didn't okay, i didn't snoop dogg. >> okay, folks, this is why he does what he does so well. but today, the kennedy center disinvited the international pride orchestra. what would you say to them? >> i think that i think that's going to happen a lot. see, i, i was sort of benefiting of being i was getting there too soon for them to do anything. but i was going to like, you're going to. >> like the next day. >> yeah. you're going to have to kick me out. and i think these people, by demanding you, i think there's a way to do this where you don't show up and there's a way to do it. we're going to go there and be our gay selves, and you have to uninvite us. and so they weren't invited. but there are many venues in the as, as we find in the dmv area and the audience. the audience cares more about seeing that act than where they see the act at. and so for me, i'm glad that they found another venue. and i think what's going to happen is you're going to see a huge sucking sound over the next four years as the kennedy center becomes a real dry, not vibrant place. >> yeah. all right. your left leaning. >> for sure. >> is that fair? breaking news. >> i might be left laying on the

ground at this point. left leaning was so ten years ago. >> look. yeah, if you, you know, the last four years, i think you found a huge audience in that message in your comedy really resonated about being anti-racist. and, you know, like you said, you went to the kkk and talked to them. will you need to change anything in the next four years? do you see yourself drawing upon the same well and creating the same kind of dialog through your humor the next four years? >> yeah, i don't think i think, you know, i feel like everything that happened up until the second trump term was like it was like being in school and now like, it's time to take the test. like, this is actually the test. and that's why i say left leaning. i'm way more than left leaning at this point, because i think now's the time where those people, artists like me, have to be even louder and do even more and be. and that's why when i went to the kennedy center, i went outside and talked to the to the drag queen performers and the free dc project to be like, we're on the same page. we're not, you know? so for me, now's the time to really be even more inclusive, more loud, more woke. especially as they tear apart, die. you know, you can't. i don't have a boss so i can die myself. >> all right? can i just say you, in addition to all that

programs for being out of line with the trump administration's recent executive order. apple defended its diversity policies, saying they have helped elevate the company's success. a new study on the $20 minimum wage for fast food workers found little negative impact on the restaurant industry or on consumers. uc berkeley center for wage and employment dynamics found after the 25% wage increase, food prices only increased about 1.5%, or $0.06 on a $4 burger. but some restaurant owners are speaking out ahead of tomorrow's meeting on the fast food council. >> i personally had to raise my prices. i actually had to lay off people who have been with me 2 to 4 years. we're trying to make ends meet. i think with the continual increases, we're not making millions of dollars. we're a small business. >> the study also found the increase did not negatively affect fast food employment, and the number of fast food restaurants grew. in california, a viral call for change led to a

hashtag turned into a worldwide call for change. >> ten years of oscarssowhite and we're definitely not where we need to be. but we're better than where we were ten years ago. >> activist and writer april rain is reflecting on the viral moment that turned into a movement. it all started when she was watching the oscar nominations in 2015. >> it struck me that category after category, there were no people of color nominated for any of the acting slots, and that means zero for 20. >> that year, all 20 acting nominations were awarded to white actors. rain's viral call for change produced real results at the academy of motion picture arts and sciences. since hashtag oscars so white, the academy made an effort to diversify its pool of members who get to vote on who should win the academy awards. >> everyone should be included in the conversation so that people who don't look like me, or don't look like you aren't making decisions for me without

getting my input. >> that change is noticeable. last year, 20% of the academy nominees were from an underrepresented racial or ethnic group. that's compared to just 9% in 2015. rain says while the academy has improved its on screen diversity, there's more work to be done behind the camera. >> what i would like to see is more insistence that at the beginning stages, when we're talking about who is writing those stories, you know, who is producing and directing those films. those are the conversations that we need to have. >> those conversations leading to actions that are changing the world of entertainment. >> what i am hopeful for is the fact that i see more people, actors and producers, directors creating their own production companies. you know, no longer waiting for their seat at the table, but creating their own mansion and putting their table in chair in it.
