family homes along with condos. >> just to repeat. so it is a flat 5% cap in terms of the rent increase. and anyone who owns three or more single family homes slash condos. the just cause for eviction provisions will still apply, but we will exempt those who own two or fewer. >> groups representing tenants, then made it known how they felt about the increase. >> call a recess. >> shame on you. >> in concord j.r. stone abc seven news. >> new information tonight about a stabbing at a high school in santa rosa. one student was injured and another arrested at elsie allen high this afternoon. police say the two students, both 15 year old boys, got into a fight inside a classroom. and that's when one of them stabbed the other multiple times. school administrators detained the attacker until police could arrive. the victim is expected to make a full recovery. meantime, investigators are

trying to figure out who shot a driver on highway 24 in oakland today. the chp says someone shot a man in a white sedan just before 1 p.m. he was hit in the leg and is expected to make a full recovery. the shooting had eastbound traffic at a standstill for hours this afternoon. there is no word on any suspects or arrests. >> now to the school budget crisis on both sides of the bay. it's a night of tough decisions for bay area school leaders, weighing layoffs and school closures to solve significant budget deficits. tonight, we are tracking the decisions and the debate in three local school districts, starting with the school closure vote in the south bay. a short time ago, the franklin mckinley board in san jose voted to move ahead with closing and consolidating three schools. they are los arboles, ramblewood, and mckinley. the district is facing a budget deficit of nearly $23 million. each school closure is expected to save about $1 million. the district is also weighing additional closures along with layoffs, and the board could make a decision tonight.

>> tonight, the san francisco unified school district unanimously voted to send preliminary layoff notices to hundreds of employees. the board approved notices for 395 positions. the district is facing a $113 million budget deficit for the next school year, driven in large part by declining enrollment. the superintendent says the district's workforce represents 80% of expenses, so layoffs are necessary. >> teachers are a backbone of sfusd. losing even just a few just means losing mentors who genuinely care about the successes of students and the lasting relationships that come with it. >> we need to show the community that we've done everything we can to keep the cuts away from our students. >> another round of preliminary layoffs is expected. the final number of layoffs could end up being lowered depending on enrollment numbers and retirements. the final decision will be in may. >> in oakland, teachers held a rally tonight ahead of tomorrow's board meeting where

county, accusing it of discrimination and harassment. >> today, a judge agreed to provide protections to hundreds of women formerly incarcerated at the now closed dublin prison. according to our media partners with the bay area news group, the landmark consent decree will force the federal bureau of prisons to institute widespread reforms. last year, the u.s. department of justice was ordered to pay nearly $116 million to resolve lawsuits alleging widespread sexual abuse. an independent monitor will have to oversee protections for nearly 500 inmates who have since moved to other facilities. >> now to a decision changing the face of san jose. tonight, city leaders approved a plan for digital billboards in parts of downtown. a deal worth $20 million. the plan inflamed a debate about what kind of city san jose wants to be. abc seven news reporter lauren martinez explains. >> advertising in downtown san jose is about to get bigger and brighter. five digital billboards will be installed at

four different and notable locations. the san jose center for the performing arts, mcenery convention center, and two parking garages. >> things like signage will help display san jose as a world class city. >> according to the plan, the city at a minimum will receive $20 million over the next 20 years for the advertising deal. the city will have free use of the billboards 15% of the time, which could include promoting local events. city council voted unanimously to approve the proposal, despite some pushback from residents. >> downtown san jose is a small town. big city. we are not las vegas. we're not denver. we're not miami. >> les levitt is the co-founder of the coalition called no digital billboards san jose. >> we don't think that this contributes to the local economy, because most of the advertising is programed by a company from out of state, and their mission is to program national brands. >> the company's orange barrel media, headquartered in ohio.

other plane as it came into land, it was all caught on camera. the southwest flight from omaha was flying into chicago's midway airport this morning. pilots made that split second decision to abort the landing when that smaller jet you saw crossed the runway right in front of them. air traffic control told the private jet not to cross the southwest plane cleared the jet. oh, goodness. by only 250ft. >> well, now to a live look at sfo, where federal officials are investigating after a plane apparently came in too low for a landing. the faa says the flight had to try again, possibly avoiding a disaster. here's what we know about this. it happened sunday afternoon at about 2:00. that's according to the faa. air traffic control alerted asiana airlines flight 212 that it had to had descended too low in altitude, forcing the aircraft to perform what they call a go

around. the plane eventually landed safely. it appears to be a similar situation to the deadly 2013 crash of an asiana airlines plane at sfo, without the tragic outcome. three people died after the plane clipped a seawall as it landed. federal investigators blamed the pilot, saying they flew too low and too slow. >> tonight, the u.s. house narrowly passed a budget plan that will be a critical boost for president trump's domestic agenda. it includes $4.5 trillion in tax cuts and a $2 trillion reduction in federal spending over the next decade. house speaker mike johnson had almost no votes to spare, with republicans very slim majority. it passed with the votes of all but one republican. among the democrats voting against it, bay area congressman kevin mullin, who has been in the hospital for a week. he says right after being discharged, he flew to d.c. for the vote. democrats pushed to stop. the plan also led colorado representative brittany peterson to head to congress while on maternity leave, bringing her one month old baby to the house floor.

>> new at 11 if you park in san francisco, transit leaders have a warning for you about text scams. the sfmta says it's heard from several people who received text messages about unpaid parking citations. it comes with a link to a website where they can pay. sfmta says the website is a total fake. they never ask for payments this way. if you've paid through this website, it's recommended that you report it to your bank or credit card company right away. all right. time now for our abc seven news at 11, helping you get ahead on some of the headlines that you'll be hearing in the days ahead. thousands of university of california health care workers are going on strike tomorrow. this strike will affect every campus in the uc system, as well as the uc medical centers. two unions are planning overlapping strikes one tomorrow, one thursday, the other running through friday. they're accusing the uc system of not bargaining in good faith, which the university system denies. you can expect to see a

picket line outside the ucsf medical center on fourth street in san francisco, though most appointments and surgeries will, we're told, go on as scheduled. >> our next adventure, state farm in california's insurance commissioner are planning to meet tomorrow in oakland to discuss a double digit rate hike. the insurance company wants to raise its rates between 15 and 38%. it says last month's wildfires in los angeles county have left it in a dire financial situation. today, state farm estimated that it will cost $7.6 billion to settle those fire claims, though the company's own insurance will cut that dramatically. insurance commissioner ricardo lara says the company must prove the rate hikes are necessary and not excessive. >> our last answer is an important heads up for san francisco commuters. the central subway has only been open for two years, but starting tomorrow, all four stops will shut down for more than two weeks. here's the problem. the chinatown rose park station. that station is about 100ft underground. beneath the water table. it's normal to see water

leaking in the station, but in this case, it's causing damage. >> we do have to implement this closure in order to have crews get in there. they're going to fill in any voids with grout. they're going to add sealant to our waterproofing and just make sure that we address and remedy the water situation. >> instead of the train, people can take the 30 or 45 bus lines, which run parallel to the central subway. a shuttle bus service will run from the chinatown station to the fourth and king stop, including ambassadors, to direct people to bus routes. so if you take that, there will be someone there to help you out. the founder of a highly anticipated new museum in san francisco says the exhibit is no longer opening next month, but the attorney for the management company insists the show will go on. abc seven news anchor dion lim spoke with both sides about the museum of failure. >> i didn't know anything, i didn't know, i mean, i have no plans of opening. i didn't know anything either. so yeah. total surprise.

>> samuel west is the creator of the museum of failure, which started in sweden in 2017. it became a traveling exhibit across the globe, featuring more than 150 now defunct products such as colgate beef, lasagna, crystal pepsi and more. >> i can really feel this working. >> after popping up in new york, la and dc, it was announced that the museum would open on march 21st in fisherman's wharf. much to the surprise of west. >> but i don't have any plans to open in san or in the states. >> as of tuesday morning, the website museum of failure.com urges visitors not to buy tickets, alleging the previous manager of stealing museum items and opening without permission. >> i'm obviously super, super angry and disappointed and actually the biggest feeling is helplessness. >> west, who controls the museum of failure website, alleges that the management company c global entertainment has not paid him for any of the u.s. exhibits. c is the same group that held the

popular sistine chapel experience in san francisco in 2023. i reached out to anne singer, the attorney for c global entertainment. she didn't want to go on camera, but told me the allegations are, quote, absolutely false and that west has been trying to interfere for years. she went on to say west was not entitled to any profits from the us tour, and that c owned the museum's trademark, all assets and all ip, and was in the midst of drafting a lawsuit. while west isn't sure what his next steps will be. >> i'm not in a position to be able to legally fight it. no. >> the website the museum of failure dot net still advertises the show coming to town. west reflected on the irony of his predicament. >> i the museum of failure is a failure. i mean, the irony is not lost on me, but it's just it's painful that it's me. >> in san francisco. dion lim, abc seven news. >> okay, let's turn to our weather. it was warm today, but still a few sprinkles around. >> that's true. no big success in the weather department.

sandhya patel is here with the forecast. >> yeah. you couldn't find your way through the fog this morning, dan and ama. it was drizzly. it was gray. and then all of a sudden, the skies opened up. i want to show you the view right now, which is absolutely stunning from our emeryville camera. look at how san francisco is just sparkling tonight. most areas are clear, but we do have some fog in half moon bay tonight. it's going to be limited compared to yesterday. we do have a drier air mass in place. and while those temperatures went up into the low 60s to low 70 today, tomorrow is going to be even warmer than today. santa rosa from 68 to 75, seven degrees warmer. you'll notice oakland going up four degrees. excuse me. san francisco from 64 to 76 degrees warmer and san jose 13 degree jump from 65 to 78. many of these temperatures 5 to 15 degrees above average for february. high pressure is going to provide us with the warmth. it's going to last for a day.
