>> then the concern from health officials after the united states sees its first measles death in a decade. >> good morning. it is thursday, february 27th. >> yeah, i'm going to turn to drew. i keep saying it this morning, but yesterday was beautiful. >> i know you and i were talking about outside. do it again today. even warmer than yesterday. so today is going to be a nice day to maybe hit up a park. the coast will be nice as well. no matter where you are, warm sunshine is in your forecast. a live look from our east bay hills camera this morning showing you great visibility out there. temperatures right now a little bit chilly inland 30 and 40 from danville to livermore, around the bay shoreline. it's a little bit warmer. 40s and 50s right now. 54, in the city. we're at 52 in half moon bay. 47, that current temperature in san jose. cooler in the north bay, where many of us sonoma, napa, vacaville. we're beginning in the 40s. but just like yesterday, we warm up really quickly over the next couple of hours. so future weather. look at these numbers. here's 1130. this is going to feel warm already before the middle part of the day then into the

afternoon. not only are we going into the 70s, but we'll likely see 80 in the south bay. we're going into the low 80s for san jose. that's about 15 degrees above average for this time of year. this evening, just like yesterday, it will stay mild temperatures in the 50s and 60s even by 730. so get out and enjoy today. numbers feeling a lot more like spring than late february. let's check in with gloria to see how we're doing on the commute this morning. >> good morning. we're still tracking a sig alert in south san francisco. there is fuel spill there. this is causing some big backups in the area. there was a two vehicle crash that then resulted in that fuel spill. this is on southbound 101 before the south san francisco exit. and right now, speeds are down to three miles per hour. they have shut down all the right lanes. there's 160 gallons of fuel that's been spilled in all those lanes. so there are some big delays in that area. we'll let you know when that gets cleared up. and we also have a commuter alert for you this morning. if you take caltrain, there are reported that there is no service between

unforgiven. >> i didn't see you there. >> no, no. >> woman. no. two gun shooters. >> hollywood. this morning, remembering gene hackman found dead alongside his wife, betsy arakawa, and their dog at their new mexico home yesterday. the sheriff saying overnight, i want to assure the community and the neighborhood that there is no immediate danger to anyone. the sheriff not providing details on cause of death. hackman was 95. his wife 64. they had lived in new mexico since the 1980s. years ago, hackman was asked by gq magazine how he wanted to be remembered as a decent actor. he said, as someone who tried to portray what was given to them in an honest fashion. authorities in santa fe say they will give more information about hackman's death later today. perry russom, abc news, new york. >> now, back here at home in the east bay, a financial crisis is forcing another school district to make major cuts. last night, the oakland unified board voted 6 to 1 to issue layoffs and

eliminate positions. abc seven news reporter lena howland is here in studio with the impact on the school campuses. >> reggie. last night, after several hours of a heated school board meeting, we watched as the oakland unified school board voted to issue layoffs and eliminate about 100 full time positions. this comes as ousd needs to cut $95 million from next year's budget. like many other bay area school districts, it faces declining enrollment and increasing operational costs. originally, the board was looking into closing schools at the end of last year, but they got so much pushback from the community that plan was scrapped. before the vote, the board heard from concerned teachers, parents and staff pleading with them to avoid these cuts. >> and when we talk about supplies and resources in the classroom, the most important supply and the most important resource to these kids are caring, loving adults providing care and education to children in the room. >> to any of the school board members that voted for cuts and layoffs today, it is shameful.

our school is facing 19 positions being cut. >> a previous plan to close emerge schools back in 2022 led to several members of the school board being recalled by the community. by state law, preliminary layoff notices for the next school year need to go out by march 15th. and just like we've seen in other districts like san francisco unified by about mid-may, a final round of layoff notices will go out to confirm that the layoff holds or is being rescinded. live in studio lena howland, abc seven news. >> all right, lena, thank you. and this morning, we are tracking a health concern that has plenty of parents across the country on alert. the measles outbreak that has been spreading is now deadly. and gloria is at the live desk with a warning from health experts. gloria. >> good morning. amanda. doctors are underscoring how important it is to get your children vaccinated because this is a preventable disease. there has been one case of the measles in california so far this year, but in west texas, there have been more than 100. the outbreak has

been spreading among rural mennonite communities. a majority of the patients are under 18 and unvaccinated, including the child who died. doctors warn that we will continue to see measles cases spread across the country, because vaccination rates have declined considerably since the pandemic. despite the warning from the medical community, health secretary robert kennedy jr insists this is not unusual. >> we're going to continue to follow it. incidentally, there have been four measles outbreaks this year in this country. last year there were 16. so it's not unusual. we have measles outbreaks every year. >> while measles outbreaks may not be unusual, what is unusual is someone dying from the sickness. this is the first time in a decade that there has been a death from the measles. health experts say that the vaccine provides a lifelong protection and can prevent deaths. and it's also possible to get a booster for extra protection. but you should check with your doctor

before doing that. amanda. >> all right. gloria. thank you. a key fda meeting that was supposed to discuss next season's flu vaccine has been canceled without explanation. multiple sources tell abc news some experts are concerned the cancellation may delay the rollout of the vaccine this fall. the annual meeting with the fda's outside advisers was scheduled for march 13th. advisory committee members received a cancellation email yesterday. it typically takes six months for vaccine manufacturers to prep flu vaccines before the season peaks. >> the military is planning to start firing transgender service members within 30 days, with few exceptions. the policy was revealed as part of a lawsuit challenging president trump's order banning trans people from military service. a person could qualify for an exemption if their skill set directly benefits war fighting efforts. however, they would not be allowed to receive gender affirming care, nor would they be allowed to use their

pronouns. president trump is defending his administration's effort to dramatically reduce the size of the federal workforce. he's warning more cuts could be on the way. a memo sent out yesterday tells federal agencies to prepare for large scale cuts and submit their plans by march 13th. this is coming as the trump administration is facing lawsuits over the efforts and how elon musk's dodge team is going about them. during the president's first cabinet meeting yesterday, he stood by the cuts. >> so i'm going to ask if it's possible to have elon get up first and talk about doge, because it seems to be of great interest to everyone. >> the overall goal here with the doge team is to help address the enormous deficit we simply cannot sustain as a country, a $2 trillion deficit. >> during the cabinet meeting, musk also stood by his email from last week demanding federal workers list their recent accomplishments or risk being fired. the supreme court will look into a separate executive order case on whether the government must unfreeze usaid

payments. stanford is implementing a hiring freeze because of uncertainty with its budget. a post from the school's president and provost cites the trump administration's proposed reduction in payments from the national institutes of health for research, as well as possible increase in the endowment tax. stanford's endowment helps pay for everything from salaries to financial aid to research. the freeze does not affect faculty positions or student workers. >> time now 609 will begin in the south bay with a live look outside. that's 280 you see on your screen. look how clear it is out there this morning. already seeing first hints of daylight. and just like yesterday, it is going to be a warm afternoon, even warmer than yesterday, believe it or not. here's live doppler seven along with satellite. what we're tracking. you can see this area of low pressure. this cut off low, the center of the low is going into southern california. but we will get some of these high clouds you see streaming in from time to time. but mostly sunny skies today expected and

the city of san jose is establishing a permanent pedestrian mall on part of post street downtown. it's just a block off first street, but the city sees a whole lot of promise. this comes a little

more than a year since nearby san pedro square closed to cars, which the city says has boosted business and helped speed up pandemic recovery. downtown last night, officials celebrated the city council's vote to create downtown's second pedestrian mall. >> we've sometimes been overshadowed by our smaller neighbor to the north when it comes to nightlife and activation. but the era of san jose being the less cool cousin to the south is over. >> the hope is post street can be a public space for more entertainment and gatherings like san pedro square, which became a permanent pedestrian only walkway in january of last year. beatlemania is about to hit the bay area. this weekend, a new exhibit opens at the de young museum in san francisco, featuring photos taken by paul mccartney. the images document the year leading up to a concert here in the bay area. that was back in 1964. you'll see everything from local venues in liverpool to the ed sullivan

show to the screaming crowds as the band traveled the world. abc seven news anchor dan ashley spoke to the curator of the exhibit, sally martin katz. >> these photographs throughout the exhibition were taken during the height of beatlemania, but there we're experiencing it as they're discovering their superstardom. so we, as visitors, get to come along for the ride. and that's really exciting. >> fascinating. and you really are getting a firsthand view of the ride. mccartney traveled with a 35 millimeter camera and snapped the photos as he was experiencing life in real time. katz says that's part of the magic of this collection. >> exactly. some of these pictures actually resemble, you know, holiday snapshots or show, you know. vacation photos. vacation photos. he's a tourist. i mean, this this was his first time coming to the us. and you have to think they're also 21 years old. these are for, you know, best friends who are 21.

so the pictures are playful. they're whimsical. >> the exhibit opens saturday. if you want to go, the deyoung advises booking tickets ahead of time to make sure you are able to get in this morning. levi stadium is building a bit of mystery for all of us. officials have planned a news conference for noon to announce a new concert coming later this year. they have left zero clues about who is coming, but they say sourdough, sam and the 40 niners gold rush cheerleaders will be there for the big reveal. and cruise lines are setting age limits for passengers. royal caribbean and carnival cruise lines have raised the minimum age requirement for unaccompanied passengers. they now must be at least 21 years old for cruises departing u.s. destinations. anyone below that must book with a guardian or relative 25 or older. >> and i heard somewhere that they wouldn't get their money back if they were underage and they were alone, that they would not get a refund. so. >> i mean, couldn't you easily

it's cloudier. it's cooler. we bring back some rain chances starting on sunday and into early next week. but for the foreseeable future, today it's all about the warm sunshine. so here's a look at our highs today versus average. average this time of the year. we are typically in the low and mid 60s, but today we're blowing past that. we're about anywhere from 789, 15 degrees above average compared to where we should be this time of the year. so here's a look at the forecast today. it's mostly sunny out there. the trend is we warm quickly. you may need the jacket for the next hour or two before the sun gets up here, but you get rid of it because much of the day is going to feel warm. look at our highs today 70. low 80s for late february. i mean, doesn't get much better than this. warmer than yesterday with mostly sunny skies overnight tonight. very similar to where we are right now. 40s and 50s under partly cloudy skies. tomorrow it's still mild, just not as warm as we are today, but it will still feel very nice out there. you'll really feel the cool down here on saturday, and then by sunday it just feels

actress michelle trachtenberg has died. the actress was best known for her roles in buffy the vampire slayer and gossip girl. she started her career at three years old and rose to prominence in the 90s with harriet the spy and the adventures of pete and pete. she went on to star in black christmas and eurotrip. in 2004, she earned an emmy nomination for hosting the show truth or scare. sources say the actress recently underwent a liver transplant and may have been experiencing complications. she was only 39. governor newsom unveiled his blueprint to help with the recovery from the southern california wildfires. >> as we promote the state's economic growth from a community led perspective, bottom up, not top down, not selling a vision and recognizing that a state vision, a federal vision is realized locally. and localism, as we say, is determinative and will be determinative in terms of the recovery here in los angeles from the devastation of the wildfires.

>> the governor calls the blueprint california jobs first. it's expected to allocate millions of dollars in state funds to help the los angeles area. this is a separate initiative that was launched from the one that was launched three years ago. the governor has already requested nearly $40 billion in additional federal funds for wildfire relief. speaking of the governor, next, at 630, he's calling for an investigation. he's instructed the state's parole board to do when it comes to the possible release of the menendez brothers, plus $20,000 in damages, the illegal activity caused by thieves in morgan hill, and why officials say with the way that pg&e handled the wildfires. yeah. yeah. i totally, totally understand. we're adding a ton of sensors.

morning. here's a look at future tracker 1130. this will feel mild out there, but we still have several more hours of warming to go by 330. not only are we well into the 70s again in the south bay, we'll see some low 80s pop up for the first time this year, so temperatures about 10 to 15 degrees above average in many cities, a high of 72. in san francisco today, 75 in oakland going 80 in san jose. let's check in with gloria, see how the commute is going. >> good morning. we've been telling you about the sigalert all morning long in south san francisco. there's some oil that spilled onto the roadways, and we have a live look for you right now. you can see that huge backup there and cars are barely moving there. so if you're driving in south san francisco area, keep that in mind. try to take an alternative route. this is exactly where it's happening. it's at southbound 101 before the south san francisco exit. there was a two vehicle crash that resulted in that fuel spilling onto the roadways. right now, the delays are about six miles per hour. we're seeing some huge backups all the way to

bayshore boulevard from south san francisco. it's about an hour delay right now, so we'll keep tracking that for you throughout the morning. let you know how that is shaping up. but it's been a while and they still have not completely cleared that. and looking here at your commuter alert, caltrain is reporting no service between san francisco station and san bruno station. this is because of a power outage. bart is honoring those caltrain tickets so you can take bart. and we also want to tell you about an incident over at 680. there's a big rig crash that's blocking lanes. it's causing a heavy traffic on southbound 680, causing about an hour delay. >> all right, gloria, thank you. now to some breaking news from. >> washington, d.c. president trump says 25% tariffs on goods from mexico and canada will kick in on march 4th. he will also increase tariffs on china to 10% that same day. fears of these tariffs have created turmoil in global economies and a lot of unease among consumers. they will likely cause the prices of

many items to go up. >> breaking news overnight. oscar award winning actor gene hackman and his wife were found dead in their home in santa fe, new mexico. no details on the cause of death have been released, but authorities do not suspect foul play. hackman was well known for his roles as lex luthor in superman the french connection and unforgiven. he was 95. his wife was 64. santa fe authorities say they'll be giving more information later today. >> this morning, staff and families in oakland unified are facing the reality of major cuts coming to their schools. district leaders voted last night to issue layoffs and eliminate positions to help balance a big budget deficit. abc seven news reporter lena howland is live in studio this morning, with the plan that was approved during an emotional meeting. lena. >> amanda. in a heated school board meeting that went on for more than three hours last night, the board heard from passionate teachers, staff members and families pleading with them to avoid these layoffs. despite that, the board ultimately voted to issue layoffs and eliminate about 100

full time positions. this comes as ousd needs to cut $95 million from next year's budget. originally, the board was looking into closing schools at the end of last year, but they got so much pushback from the community that plan was quickly scrapped. janelle harris, a parent at mcclymonds high school, urged the board last night to consider making cuts from the top instead of their valued teachers. >> all of our teachers are 11 month staff members. every single teacher at mcclymonds and i'm looking at this cut list and i'm just like, please don't do that to us. we have the highest risk students that we serve, and we do it with love. and we need our teachers like, please don't do this. cut from the top. >> a previous plan to close and merge schools back in 2022 led to several members of the school board being recalled by the

community. like many other districts across the bay area, it faces declining enrollment and increasing operational costs. by state law, preliminary layoff notices for the next school year need to go out by march 15th. live in studio lena howland, abc seven news. >> thanks, lena. this morning we're learning the trump administration is moving forward with plans to fire transgender service members. gloria, this could begin soon, within 30 days. >> yes. and the firings would begin within 30 days and be done by the end of june. that was revealed in a memo that was part of a court filing yesterday, as part of an ongoing lawsuit over president trump's order to ban trans service members. the memo outlining the policy says any service member who has a history of or exhibits symptoms of gender dysphoria will be released from service. there are some limited exceptions that allow trans people to stay in the military if their skill set is beneficial to warfare, however, they cannot seek any gender affirming care or use a proper pronouns. now, as for

that lawsuit about the executive order, a judge has delayed any rulings until he gets more arguments from both sides. another hearing on the case is set for next month. live in the studio gloria rodriguez, abc seven news. >> all right, gloria, thank you. the menendez brothers is. quest for a new trial might not be going very far, but governor newsom is going to explore the possibility of releasing them from prison. the governor has ordered the state parole board to investigate whether the brothers pose an unreasonable public safety risk if released from prison. eric and lyle menendez are serving life sentences for killing their parents in 1989. their case received renewed attention following the release of a netflix documentary last year. it painted a sympathetic picture of the brothers and presented what they claimed was new evidence of abuse by their father. newsom hopes to get a report and a hearing in a matter of weeks. >> we are moving forward with an investigation, a risk assessment

investigation that i've directed to the board of parole hearings. >> there is no guarantee the investigation could lead the menendez brothers being released from prison. newsom does have the power to commute their sentences. >> in the south bay. morgan hill is facing a $20,000 bill to fix the damage done by copper wire thieves. this is part of a trend that just keeps happening across the bay area. morgan hill police say they arrested two people for the theft and the vandalizing and vandalizing light poles this week. last month, the vallejo school had to cancel classes after copper theft left the school without power. last summer, copper wire theft in the east bay downed 9-1-1 lines at pinole, hercules, and san pablo. we spoke to one expert who explains why thieves continue to target copper wire. >> we are number one in the northern california for the theft. >> fortunately, when you look at street lights, it's pretty easy. targets. thieves are able to pry the bottom access door off and just pull the wire out.

>> some cities are trying to stop theft by replacing traditional street lights with solar powered lights, with solar panels on top of the poles. others are filling the bases of the poles with cement. the problem there is harder to steal from, but it's also harder to fix the poles. >> california's insurance commissioner is looking into why state farm insurance asked to raise its homeowner policy rates by as much as 38%. he sat down with the company yesterday to ask questions. now, according to the commissioner, state farm is worried about its ability to pay out all of its claims after the southern california wildfires. state farm is the largest insurer in california, and two years ago, they stopped writing new policies for homeowners, and last year they refused to renew thousands of existing policies. critics say state farm will have to prove themselves to secure a rate increase. >> they've had rate increase after rate increase, and there's a process in california to make

sure that the rate increases are fair. and for californians, when you're looking at such a big number up to a $600 increase, we just really think you need to go through the process and make sure that it's going to be the right number and fair for californians and protect them. >> state farm wants to increase homeowner policies by 22%, condo owner policies by 15%, and rental policies by 38%. if you thought egg prices were high, now get ready to pay even more. the u.s. department of agriculture has revised its forecast for egg prices this year, and predicts prices could rise as much as 41%. retail egg prices jumped by nearly 14% in january. prices were up 53% from the year before. the u.s. is considering importing more eggs, and the u.s. department of agriculture is presenting $1 billion plan to address the bird flu outbreak and lower egg prices, all within the next six months. but here's how it breaks down 500 million to poultry

the road with something unusual. yesterday, a decommissioned boeing 747 jet. the fuselage of the plane measures 16ft tall and 70ft long. it was being moved to the area 15 complex. it will become part of an immersive experience later this fall. the jet was previously a popular attraction in nevada in 2017, and since then it had been sitting in a storage unit near the las vegas motor speedway. >> now it's your morning money report. all eyes are on nvidia stock. the santa clara based company saw sales surge during its fourth quarter earnings report. the company attributes the rise as demand for its

bankruptcy. this month, it was revealed it was shutting down 500 stores nationwide. jo ann has several bay area locations. some changes coming to the washington post. billionaire owner jeff bezos is directing its opinion section to defend personal liberties and the free market. that's what he is saying. bezos, who also owns amazon, said on social media that, quote, viewpoints opposing those pillars will be left to be published by others. it's a shift that prompted the opinion page editor to resign, and it's the latest in a series of resignations after bezos signaled a change in direction for the paper, starting just before the november election. a san francisco based company may soon have a way to extend the life of our pets. it's called loyal. it's a biotech startup that said that its drug, developed to increase canine lives, has just passed a milestone on its way to regulatory approval. the fda has certified the daily pill, saying it has, quote, reasonable expectations of effectiveness at helping extend your dog's

today is going to feel oh so nice. even warmer than yesterday. the sun is up here on our exploratorium camera. the forecast calls for another warm day. highs in the 70s and 80 this afternoon. the weekend though, we can't hang on to the warm weather, unfortunately. cooler air moves in, the clouds return, and then rain is back here in the forecast sunday into early next week. but today, look at the forecast. we have our typical early morning chill in the 40s and in the 50s, but we warm up pretty quickly this morning. so by 11 a.m. it feels mild and then even warmer heading into the afternoon. so look at highs today. doesn't get that much better in late february. low 70s to the low 80s. it's a warmer afternoon under mostly sunny skies. so looking at highs today versus our averages average for late february. in the middle column we're mainly in the low and mid 60s, but today we're speeding on past those numbers. for a lot of us we're about 10 to 15 degrees above average for this time of year. san jose going for a forecast high of 80 degrees. so
