what happened at a cheerleading championship that caused a huge stampede that injured several people. >> always live. abc seven news starts right now. >> good evening and thanks for joining i'm j.r. stone. we're going to start off with weather tonight. we saw some rain earlier in the evening in san francisco. and it looks like more is definitely on the way. abc seven weather anchor spencer christian tracking it for us and joins us live right now. >> all right j.r. you're right. we've had some rain. and there's more on the way overnight and into tomorrow. this is a level one storm. a light storm on the exclusive abc seven storm impact scale. so through tomorrow we expect periods of showers and light rain. breezy conditions with occasional gusts. there's a chance of an isolated thunderstorm or two. not a great chance, but we need to include that in case one does develop. and we have dangerous surf. now here's the forecast animation. starting at midnight, we'll have periods of shower activity swinging through the bay area until about noon tomorrow. after that, we get a brief break, but then by about 2 or 3 in the

afternoon, more showers start to swing through. should be all over by about 3 a.m. on monday, and rainfall totals by early monday morning will range anywhere from just under a 10th of an inch, up to about nearly half an inch in the wettest locations. meanwhile, i mentioned that hazardous beach conditions. we have a high surf advisory until 9 p.m. monday. wave heights may reach as high as 20ft. dangerous. skiing, skiing, surfing conditions and swimming conditions. obviously more on that a little bit later. j.r. >> spencer, thanks so much. we look forward to that happening now. hazardous beach conditions are hitting the coast. spencer talked a little bit about that. but this is a look from ocean beach today where some people were braving the rough conditions. experts are warning of an increased risk of sneaker waves and rip currents this weekend. capitola closed its beach and wharf earlier today because of the high surf. police said numerous people had to be rescued this morning, so the decision was made to close both out of an abundance of caution. none of the people rescued were hurt.

severity, the trauma, the abuse that we went through is inhumane. >> i'm echavarria is a former inmate at the dublin prison. she says her treatment there was horrific. >> we as u.s. citizens went through horrific pain in there and abuse and retaliation. what are they going to do to these immigrants? >> so far, there are few details about how this federal prison could be repurposed in the future and when it might happen. u.s. immigration and customs enforcement officials have not responded to abc7's reqt for comment, but told the mercury news we can confirm that ice is exploring all options to meet its current and future detention requirements amid a significant number of criminal arrests. those arrests are part. >> transgender rights were the issue of the day at protests in san francisco. numerous executive orders have targeted the community, and today they push back. as abc seven news reporter tara campbell found, the activists feel it's their duty to fight for everyone, not

news. >> the new park on san francisco's great highway is now set to open on april 12th. today, local lawmakers and recreation and park crews made it official. the two mile park will be located between lincoln way and sloat boulevard. it was approved by voters on proposition k in november. now it needs to be named. the park will vote in a contest to decide which name to use. there's been more than 250 submissions, including the great parkway and the coastline. >> people know that this is a good thing for san francisco and that ten, 20, 30 years from now, people are going to look back and say, thank you for making this a reality. >> certainly has been some back and forth on this topic. and online vote begins on march 18th and will close on april 2nd, at which time the name will be announced. still ahead on abc seven news at 11. as if p-g-and-e's bills weren't high enough already, how much more customers can expect to start

dramatically. a temporary decrease could be on the way, depending on the outcome of a request that p-g-and-e's is expected to make of state regulators in the north bay. super burger is closing its windsor location. the popular hamburger made the announcement yesterday on facebook and gave no reason for shutting down. however, a sign says new burger joint will be taking over the location on old redwood highway. super burgers for other stations in sonoma county are restaurants that is are going to remain open. it got its start back in the 1950s in a shack in santa rosa on fourth street. well, the countdown is on where just less than 24 hours from hollywood's big night, the oscars, which will be right here on abc seven on sunday. so here's the rundown for your oscars sunday, right here on abc seven. our coverage begins with on the red carpet at 1230. that's followed by the oscars red carpet show at 330.

than at this time last night across much of the area, except the inland east bay and down in the south bay. so on we go to current temperature readings. san francisco right here in the city, 52 degrees 53 a piece in oakland, hayward and redwood city, san jose, 55 and 52 at half moon bay, looking across the bay bridge from emeryville, 51 in santa rosa. right now 48 petaluma. we've got low to mid 50s at napa, fairfield and concord at 51 degrees in livermore. let's check out our forecast headlines through tomorrow. we expect periods of light rain and showers. we also have a high surf advisory. in effect the chance of dangerous rip currents and sneaker waves. with these wave heights elevated. and next week we'll have periods of light rain as well. so we have some active weather coming our way with little breaks here and there. let's focus on this high surf advisory, which will be in effect until 9:00 monday night. with increasing westerly swell breaking, waves could reach heights of 20ft. dangerous swimming and surfing conditions, obviously, and there's a possibility of some localized beach erosion. now we'll talk about our storm.

it's a relatively light storm, a level one on the exclusive abc seven storm impact scale. so through tomorrow we expect periods of showers and light rain. it will be breezy to gusty at times. chance of an isolated thunderstorm or two, and on we go with the forecast animation starting at midnight. notice it's not a very well organized storm, but we'll see pockets of showers swinging through the bay area until about noon tomorrow. then we get a brief break, but again, a brief one because by about three in the afternoon we'll see another wave of scattered showers and light rain sweeping through and then sort of winding down going into early monday morning, making way for a sunny day on monday. rainfall totals will vary widely from just a few hundredths of an inch in many parts of the north bay and through the central bay area, to about just under a half inch in san jose and about a half inch over in san ramon. so some spots will be pretty wet. meanwhile, over in the siera winter weather advisory will be in effect until 4 p.m. monday. we're looking at mainly 2 to 5in of snow above 4500ft, but 6 to

the cooler temperatures today could not stop a swim from a great course or a swim. that is for a great cause. in alameda, dozens of people took a dip in the cold water off crown memorial state beach as part of the special olympics five k run and polar plunge. the swim came after a run along the beach. proceeds from the event directly support special olympics of northern california programs for children and adults with intellectual disabilities. what a great cause right there. 40 niners trade away one of their star receivers, larry beil, is here with a preview of sports. >> j.r. deebo samuel has played his last game for the red and gold. traded to an nfc rival. and the niners did not get that much back in

seven. news starts right now. >> now to the latest on the situation between the u.s. and ukraine. president zelenskyy is in london ahead of a summit involving european leaders. comes as sources say president trump is considering pausing military aid to ukraine. all this following that heated exchange at the white house on friday. abc's perry russom has the latest from new york. >> billions of dollars in military aid for ukraine in jeopardy following that altercation in the oval office between president trump, vice president j.d. vance and president zelensky. sources tell abc news the trump administration is strongly considering cutting off military support as ukraine fights for survival amid the ongoing war with russia. >> you're gambling with the lives of millions of people. you're gambling with world war three. >> zelenskyy was at the white house to sign an agreement giving the u.s. access to ukraine's mineral resources. that deal unsigned. >> i just want to get a deal done. and if the deal happens,

competition in dallas. this is video of cheerleaders, as well as hundreds of spectators running out of the dallas convention center. the fight led to reports of an active shooter inside the building. those reports turned out to be false, but they were enough to abruptly shut down the competition and create a stampede as people rushed to safety. >> as soon as we started seeing everybody running uh- running over people, i just got my wife and my daughter and put them in a corner. just try to shield them off. but we didn't know what was going on. we heard pop, pop, pop, but i didn't know what it was. >> we didn't run. we hid behind pillars. >> you had. okay. you hid? >> yes. and we told everybody. get out of the way. if there's a shooter, they won't be able to hit the pillars. stand behind the pillars. take your kids out of the way. that's the most important thing. >> tense moments there. police say what sounded like gunshots turned out to be poles knocked over during the fight. they say ten people suffered injuries during the evacuation, but none are life threatening. developing news the vatican says pope

francis remains in stable condition after a setback in his recovery. the pontiff suffered a respiratory attack known as ad a bronchospasm friday. officials say since then, he's had no further problems. he does not have a fever and is alternating between mechanical ventilation and high flow oxygen therapy. the vatican says pope francis continues to be alert and oriented, receiving eucharist, then dedicating himself to prayer. a bird strike is being blamed for a fiery mid-air emergency for fedex cargo plane. the plane had to make an emergency landing in new jersey after a bird strike caused an engine fire that could be seen from the ground. you can see the video right here. the plane landed at newark liberty international airport. there were no reported injuries, and fire on the cargo plane was contained to the engine. the emergency landing caused air traffic control around the airport to be briefly halted as a precaution. still ahead on abc

one problem public urination has been banned in san francisco for more than 20 years. but that does not mean that people don't see it or smell it. despite the ban, there are serious problems. specifically at one park. abc seven news. building a better bay area reporter lyanne melendez, shows us what she found. >> reporter the stench in this section of portsmouth square is intolerable and offensive. years of public urination have left their mark on this now corroded

pole. when we looked below, we discovered the source of the foul smell. men urinating in a barren space of the park, home to dozens of rat burrows. this is not a designated pissoirs. those french public outdoor bathrooms. in fact, portsmouth square has bathrooms opened to the public only a few feet away and maintained by recreation and park crews. there is no semblance of privacy here or shame. there is so much accumulated urine that on one corner there is moss growing on the top. the san francisco health department would not tell us if this represented a health issue for the community, because they say they have never received a single complaint. the question that comes to mind is, what in the heck is going on here? and how is this even allowed? danny sartor is the new supervisor for district three, which represents chinatown. what

can we do to stop it? >> yeah, i think there's two things i think we actually have to look at. making sure that our existing facilities, our restrooms are in good shape, that they're not closed, that people know where they are with signage and with good lighting. and then on the other side, if people are doing this, you know, the park rangers need to make sure that they stop that, whether it's a verbal warning at first or maybe even up to a citation. >> san francisco banned public urination in 2002. at the time, supervisor tony hall said the vote by the board, quote, demonstrated we live in a civilized society. anyone violating the ban can be fined between 50 and $500. we asked police if they have ever cited anyone here or anywhere in san francisco. police told us at this time they don't have this data compiled. portsmouth square is run by rec and park. that department issued a statement reminding us that the square has, quote, some of the best maintained and most heavily used

restrooms in our entire park system. so why pee outside? so we're going to try to ask this individual why he is urinating in public. we waited until he was done with his business. excuse me sir. hi, we're with abc news. my name is lyanne melendez. i wanted to ask you. you realize there are public bathrooms upstairs, but you choose to urinate here. could i ask you why? >> okay. thank you, thank you. thank you. yeah. do you. why do you urinate here? >> he just simply walked away. portsmouth square is not the only park in san francisco with its share of peeing individuals. garfield square in the mission hosts many day laborers who were at one time urinating outside, despite also having a public bathroom inside the park. the city has since put a pit stop at the request of neighbors franklin square at 17th, and bryant has a sign at the

entrance of the park welcoming people to use this pit stop. instead of relieving themselves in the bushes. but nowhere was outdoor peeing so common than at dolores park. also in the mission. people often traded in the use of the bathrooms for these bushes while surrounded by the comfort of nature. until the park's renovation, included a french invention. that's where we met harris loeser. it was here at the top of the hill, that we engaged in an amicable conversation about the park's beloved pissoirs. >> i come here during the week to during the week to read, and it's a world class spot. it's great to, you know, be able to relieve oneself. >> dolores park has bathrooms on each side of the park, but at times not convenient for those enjoying the park at the top of the hill. >> a piece of wire increases the capacity. it takes the pressure
