will decide if the board of supervisors will gain the temporary power to remove the sheriff from office. it's a huge moment in what's been an incredibly contentious political wrestling match. >> abc seven news reporter suzanne fawn joining us live at the county registrar's office with what voters are saying, suzanne. >> so, larry, kristen, some voters tell me they feel like measure a is a power grab. others say they feel like measure a and is the way for to get up, i should say. some other some voters feel like the sheriff needs to go, and that measure a is a way to pave that path. thousands of voters headed to the polls in san mateo county today to cast their vote and drop off their ballots in a special election. >> to me, it's a very important vote. i think we do need to express how we feel about the way that certain officials are running things. >> on the ballot. measure a if passed, it would change the county charter and give the san mateo county board of supervisors the tempoorary power

to remove the current sheriff. >> it's a decision of the voters, and i feel like the way they're doing it, they're taking the voters rights away. it's a slippery slope. so i voted no. >> sheriff christina corpus is accused of corruption, nepotism and retaliation within the department. she has repeatedly denied those allegations and called the special election a political attack. >> i am being crucified in the public eye for allegations. >> voters we talked to today say they wanted to make their voices heard. >> we will vote against. well, i'm concerned about too much power in the government. >> i voted no, and because i don't want to give my voting power away to other elected officials. we want her out. we'll vote her out when it comes up. or somebody can do a recall. >> to have the supervisors act as judge and jury to me, is not right. so i have come out to

support what our laws say. and that is voters put somebody in office. voters are then empowered to take that person out. >> the county registrar's office says it sent out more than 440,000 ballots to registered voters, because this is a special election. officials say the turnout will be much smaller. >> special elections have low voter turnouts as compared to a presidential election that might have an 80% voter turnout. a special election can have a 20% voter turnout as where we're at right now. >> if measure a passes at the polls, a vote of four out of five supervisors is still required to remove the sheriff. that authority would expire at the end of 2028 if measure a fails. a traditional recall election can still be held to remove sheriff corpus. and voters will have until 8:00 tonight to drop off their ballot here at the county registrar's office or at a ballot box around san mateo county. we're live in san mateo, suzanne phan abc

seven news. >> suzanne, thank you. by president trump's orders, new tariffs took effect overnight on china, mexico and canada. that includes 25% tariffs on canadian and mexican goods worth over $800. as for china, mr. trump decided yesterday to increase tariffs from 10 to 20% on all goods. canada is imposing its own 25% tariff on america in retaliation, while mexico's president plans to speak with mr. trump. but if no deal is reached, then mexico will also impose a tariff by this sunday. china announced tariffs on meat and agriculture from the us. now, fears of a tariff imposed trade war have caused the stock market to plunge for a second day. consumers are expected to rein in their spending, and inflation remains above the federal reserve's target, which is 2%. now here's a look at today's worrisome numbers on wall street. the dow plummeted 670 points. the nasdaq down 64, the s&p 500 down about 71 points.

>> happening tonight. the tariffs are sure to be on the agenda as president trup addresses congress and the nation to outline his goals for the next four years. >> now, the president has teased it's going to be a big night. and house speaker mike johnson says to expect fireworks, whatever that means. >> abc seven news political reporter monica madden spoke to people on both sides of the aisle here in the bay area about what they're expecting. monica. >> kristen, if you ask the white house, they say that tonight is about the renewal of the american dream, which has a different meaning depending on who you talk to. on one hand, california republican leaders are singing trump's praises and have been pleased with the rapid fire executive orders and overhaul that we're seeing to the federal government. republicans expect trump will boast about us-mexico border crossings plummeting, while pushing congress to pass more funding for deportations and building his signature border wall. democrats, however, have low expectations for the night. many of them feel that the country is in disarray and say that trump's actions so far have caused more harm than good.

>> i'm all for efficiency, but when you get rid of the people who watch bird flu and the egg prices are going up, that's not efficient. when you get rid of fbi agents and we're more vulnerable to terrorism than ever. that's not efficient. >> he's going at it as quickly and as efficiently as possible. and there's a whole team of people in the white house who are reviewing executive orders and who are guiding him on the best way to implement some of his campaign promises. >> even with republicans control over both chambers of congress, many of trump's 76 executive orders signed in the last month are pushing the bounds of executive power. and it comes ahead of his first big legislative test, the budget bill needed to fund much of his agenda and avoid a government shutdown. some democrats are choosing not to attend in protest, but one bay area representative won't be in the building for a different reason. north bay democratic congressman mike thompson is one of tonight's designated survivors. each party picks a designated survivor for both the house and the senate. in case of an event where all of the nations are

gathered together under the same roof in one night, like the state of the union or even inauguration day. thompson, kristin and larry says that he is going to be watching from a undisclosed location. >> yeah, not part of the action, just in case. standard procedure. >> thank you. monica. all right, so the big question heading into tonight is how will president trump frame some current issues in his speech to congress. >> joining us live now to discuss this is abc seven news insider phil matier. hey, phil. >> hey, it's going to be an interesting night. buckle your seat belt. >> i know they're buckled. they're buckled okay. but you got you got to look at the tough issues that are out there. and trump's been hammered on a lot of them today, especially with the tariffs and the stock market tanking. how is he going to try to frame this and put it in a positive light. >> well, what he's going to do and or try to do is say that short term pain is going to lead to long term gain, and that by putting these tariffs on goods from mexico, canada, china and possibly other countries, we're going to bring more jobs back to the united states. it's going to

be more expensive for those goods from those countries to come here. you know, it's interesting, one of the reasons you should be watching this tonight is the shift in government. we're seeing a tremendous shift from the power of congress and over to the executive, through these executive orders, which are being signed at rapid rate by donald trump. we started seeing it big in the obama administration. we saw it with the biden administration, either because you don't have the votes necessarily in congress. so you push it on an executive order, which is basically something, you know, uh- king would do is just say, this is what i'm saying, this is what i'm doing. and so far, nobody in congress seems to be able to stop it, either on the democratic side or the republican side. so what he says tonight could wind up being what happens. >> well we'll see. for sure, there's likely to be legal challenges as well. but how about the war in ukraine? we saw the fiery oval office exchange with president zelensky last week. what's the fallout from that now? we're a few days removed from it. >> okay. as we watch it, we have the zelensky and the ukrainians

saying, look, we really appreciate what the united states is doing. we're going to work out a deal with you for the mineral rights or a portion of our mineral rights. trump administration says we're freezing funding to them right now. it's all in a state of flux. it's all in the art of the deal that donald trump uh- puts out there. he tends to open negotiations with a grenade, puts you on the defensive, and then work it back. he's tried that with california, where he came in and said he was going to abolish the presidio trust. that hasn't happened. he can't do it. he can't do it. he's talked about, you know, having the california coastal commission go away. that's not necessarily happening. so what he says he's going to do versus what happens. there's an in between there. and a lot of times he seems to go headline rather than the substantive three days or four days or five days later. >> yeah. it's interesting. you're right. i mean, he's talked a lot about california and things he might do in or to california, but it remains to be seen. all right. but what about democrats? what kind of display do you expect to see from them tonight. and what do you think

they will want to hear. >> well, what they want to hear is not what they're going to hear. what they're going to hear is more about trump's vision and a lot about how great trump is, because that's what donald trump is going to do, is say, i'm great, we're great, it's all great, and we're going to get better. the democrats are going to come in there. some of them are going to bring in guests of federal workers who have been fired or laid off. i'm not sure that's going to grab the heartstrings of america's public. the response is going to try to focus on probably where donald trump is weakest in the polls right now is the idea of, okay, you said you were going to come in and from day one, reduce inflation, things were going to get go down. now you're coming in saying things could get tougher before they get better. so it's going to be whatever happened to main street. now you're talking big global issues. what about what about what our day to day lives. the stuff you said you were going to start paying attention to so democrats would they are going to be sitting back and listening and saying, okay, he's he's got the votes right now in congress. he's got the senate. he's going to have he's going to go for it.

let's just not try to embarrass ourselves, you know in their response. >> yeah. well also, you know tariffs are only going to drive prices higher which will increase inflation. so it's kind of counterintuitive to what you would normally think. but phil we'll all be watching and we'll look for your analysis later on tonight. >> all right. >> all right phil mentioned that some of the democrats may bring in fired federal workers to be there at the speech. well, the democratic women's caucus is calling on women to wear pink to president trump's joint address. they made special buttons for anyone to wear that read betrayed for billionaires. the chair says pink is the color of power. protest in the strength of women. this unified stance shows an opposition to trump's agendas, especially against budget cuts to medicaid. then tune in tonight for president trump's address to the nation. it's his first joint address to congress of his second term. we'll cover it live on abc seven starting at 6 p.m. we'll also have the democratic response afterward. >> it is official the general services administration has listed three bay area federal buildings for potential sales,

and these include the office building at united nations plaza and the nancy pelosi federal building in san francisco, and the leo ryan federal records center in san bruno. the gsa listed 443 federal buildings for closure. the trump administration claims they're being underutilized, and they want to sell them, then lease office space for federal workers. >> in the east bay. there was another freeway shooting today. it happened this morning along 8-80 in oakland. but now law enforcement officials have more tools at their disposal to investigate incidents like this. cameras on many east bay freeways are now operational and recording. abc seven news reporter anser hassan has more. >> just after 10:30 a.m. on tuesday, chp shut down southbound 8-80 near downtown oakland to look for shell casings. chp confirmed to abc seven news that at around 7:30 a.m, a suspect fired off one round at a victim driving on the freeway. the victim was not injured and was able to safely exit the freeway. chp tells abc

seven news that there is no known motive, but that it will likely use cameras on the freeway to help in the investigation. >> and what this represents is, finally, the requests of oaklanders have been heard. >> justin burton is a media and political strategist. he believes freeway cameras are needed in cash strapped cities like oakland. >> in oakland, where you have a understaffed police department and you're stretched thin on resources, you need all the help you can get. >> caltrans confirmed to abc seven news that 200 cameras are now operational and recording on state route four, 13, 24, 112 and 123 and on interstate 82, 38, five 8880 and 980. but some critics say there isn't enough data to support claims that cameras will help reduce crime. >> we're being fed a lot of these lines about how much danger we're in, and we're being asked to sell everything, including our right to privacy. >> cat brooks is with the anti-police terror project. she argues that cameras will likely

be used after a crime has been committed, which doesn't help with crime prevention. >> if we're already under surveillance, if the existing cameras are not helping opd or the chp or the alameda county sheriffs or the east bay parks and recs, or the number of law enforcement agencies that are rolling through the town at any given moment, i fail to see what yet one more set is going to do. >> alameda county supervisor lina tam, whose district includes parts of oakland, supports freeway camera technology. she says laws at the city and county level will help safeguard how the data is used and collected. >> there's a level of scrutiny that's required, and that can help assure both the assurances and the accuracy, as well as the appropriateness of the use of the data. >> in oakland, anser hassan abc seven news. >> the el cerrito plaza bart station was shut down for several hours this morning after somebody was hit by a train. bart says the person entered the trackway and was struck. no word on their present condition. that incident also interrupted train service to the el cerrito del

in against the state of california over clean water. the ruling affects the environmental protection agency's ability to require local governments to limit water pollution. in this case, the amount of sewage discharged into the bay. the epa wanted to hold san francisco responsible for bacterial levels in the bay. but the court ruled that the bacteria requirement was too broad. coming up at five. abc seven news reporter luz pena breaks down what the ruling means for water quality in the bay. >> hundreds of thousands of south bay residents may soon lose their ability to get to work or school. overnight, the contract for bus and train operators with the santa clara valley transportation authority expired. so now a strike is possible in the coming days, as vta and union employees are currently at an impasse in negotiations. abc seven news reporter dustin dorsey explaining now how services may be impacted going forward.

>> santa clara county has built their community around public transportation. the santa clara valley transportation authority offers bus and light rail services to get practically anywhere in the south bay. but as a labor strike looms, riders are worried about how they will get around if the system is not in service. >> i feel really bad impact for me because i take it every day. it's also a source for me to get to my son, to pick up from school and even take to school. so i don't know what i would do without the light rail service or the bus. >> a reality that many riders may soon face after the contract between vta and atu local 265 employees officially expired. the union represents 1500 customer service reps, maintenance staff and dispatchers, as well as bus and light rail operators. if they strike. >> it would mean people could not get to work on a regular basis. they couldn't get to the grocery store or the hospital to school. there are 100,000 people who ride our system between bus and light rail every weekday.

>> the latest offer from vta is a 9% salary increase across the board, spread out over three years. 8-80 local 265 members have not approved this deal yet, and there are no scheduled talks anytime soon, union president raj singh says after months of negotiating. another major sticking point is over resolving conflicts in the workplace. >> if you don't have that uh- resolution process, then essentially the entire agreement is meaningless because at the end of the day, you're going to end up, you know, going and trying to file what, you know, some sort of an unfair labor practice or a civil suit, and you have to go go through the courts. and it's a waste of resources on both sides. >> a strike has been approved by members, and they will meet friday to discuss a potential walkout date. vta says riders need to plan accordingly. >> hopefully they can resolve whatever issues they're having. that way they don't go into strike because yeah, it'll be a big impact with everybody. >> contracts have expired before, but this would be the first strike for the groups. there's hope among all parties that doesn't happen to keep the wheels turning for riders going forward. in santa clara county,

dustin dorsey, abc seven news. >> all right, turn to the forecast now. and more rain on the way. >> i know what we got a couple days of showers. right, sandhya? >> that's right. kristen and larry, let's take a look at a live picture. right now you're probably looking outside going what? showers. we're seeing some peeks of sun from our mount tam cam, but trust me, we do have some coming in earlier today. as we take a look back at this morning, we did have some spotty showers. really light stuff, just enough to dampen the ground, but now we're just dealing with cloud cover and some sun in between. there is a weak system that is going to be coming in, and that's what's going to bring us some showers going into tomorrow. right now on live doppler seven, we do have the cloud cover from sfo camera. you can see it creating a little bit of filtered sunshine there. upper 50s san francisco, oakland 54. in half moon bay you're in the low 60s san jose, hayward, redwood city from our walnut creek camera. also seeing just the clouds filtering the sunshine. temperatures mid

50s around petaluma, upper 50s, santa rosa, napa, fairfield. you're at 61 right now in livermore. and from our kgo roof camera seeing some peeks of blue there next two days. periods of showers. friday and saturday you'll have sunnier skies and milder weather coming your way, and late sunday night into monday it's turning wet and windy again as another storm moves in. so tomorrow through thursday we're going to go with a light level one system, scattered showers, breezy conditions, a slight possibility of thunder on thursday, and that's when we have the potential for some snow on our highest peaks. so we're going to go hour by hour. and i'm just kind of giving you an idea as to when you'll need your umbrellas. 530 in the morning tomorrow you will notice the showers moving in 7 a.m. focus is still in the southern and eastern part of our viewing area. noontime sun shining in the north bay. and you're going what? showers. so this is not really a stormy, all day kind of situation, just periods of wet weather. 8 p.m. tomorrow night going into thursday. this is when we may see some snow over

mount hamilton. those showers continue to rotate through at 7 a.m. as the area of low pressure comes in here thursday afternoon. one last push before this system is out of here. so rainfall projections will pretty much show the highest totals where most of the showers are going to be focused in the southern and eastern part of our viewing area, northern part of the viewing area. not expecting a whole lot, but we could see up to 8/10 in ben lomond, a third in san jose looking at 17 hundredths in oakland. winter weather advisory starts tomorrow morning in the sierra. runs until thursday afternoon above 5000ft, expecting 10 o 16in above 6000ft. so travel could be very difficult at times. just keep that in mind. 30 to 50 on your temperatures tomorrow morning. tomorrow afternoon highs will be in the 50s and 60s. it is going to be breezy at times in the accuweather seven day forecast, a one for tomorrow and thursday, and then the sunshine returns and we're going to warm it up because i believe larry was complaining just a few minutes ago. >> chris i think so, yeah.

display cases. they wore gloves and scooped up thousands of dollars worth of gold jewelry. >> i was showing a nice customer a rug by the front door. the first thought went to my mind were being hit and they sprayed me with pepper spray. >> we've been in business for 25 years. never had this happen before. we're totally wired with all the security devices. five people rushed in to our showroom here with masks and hoodies. the typical story you hear about the smash and grab. they pepper sprayed our customers and they pepper sprayed my staff. uh. one of our staff was in the back pressing the panic button. that's why the police came so quickly. >> the orinda police station is across the street from hilton house home consignments, and at 1130 saturday morning, there was a busy farmer's market a block

since president trump took office for a second term. and just today, the administration announced plans to track the social media activity of immigrants who are seeking to enter the us. meantime, groups have been holding know your rights workshops to inform undocumented immigrants of their constitutional rights. >> and now those workshops are drawing criticism from the trump administration. abc seven news reporter lyanne melendez explains just what is being said. >> new signs are going up at a few bay area businesses. they simply state restricted area employees only. those four words can prevent immigration

enforcement agents from arresting an undocumented worker. >> encouraging folks to print a sign that says staff only beyond this point. basically, the area that would not be accessible by any of your customers. so like your kitchen area. >> laura valdes of mission action explains what the sign means to those san francisco business owners concerned about immigration raids. >> should ice come to your location? the only space that they are allowed to come in without a warrant is that lobby area. if they were to go in beyond that point and arrest someone, that is considered an unlawful arrest. >> advice like that has infuriated the trump administration. recently, president trump's border czar tom homan expressed frustration to cnn that carrying out mass deportations has proved more difficult because of, quote, know your rights messaging. >> you can call it know your rights all you want. we all

know the bottom line is the bottom line is how they invade law enforcement. don't open your door. don't answer questions. >> homan recently asked the department of justice to investigate if congresswoman alexandria ocasio-cortez should be prosecuted for a know your rights post. >> she's telling them not to open the door. i'm not saying that's illegal. what i'm saying is, i asked the attorney general at what point is it impeding and what point is it not impeding? >> this kind of talk has immigration rights advocates becoming cautious about the advice they give. >> if there's a raid and you inform everyone of their rights, you don't have to talk. keep your mouth shut. that's not harboring. but if you say run, you know out that door. hide under here. you could conceivably be charged with harboring. >> yeah. we're going to attempt to apprehend on the corner. >> immigration rights advocates worry border patrol agents are getting more aggressive in who they detain during a raid. they say it is to stoke fear.

>> i'm going to have to break your window. do you understand? >> an example was caught on camera during immigration raids in bakersfield in mid january. >> so you're transporting someone that is undocumented, correct? yes. >> this video was taken by a gardener who, by the way, is a u.s. citizen while he was driving with a coworker. they were stopped, and the coworker was detained under suspicion of being undocumented. >> you're under arrest right now for alien smuggling. that's a federal felony. >> the driver was eventually released. in this case, border patrol agents were wearing identifying insignia. but in recent raids, they have not. >> it was unmarked cars. the agents are in normal wear, and they're wearing a vest. sometimes it says police and ice. >> days after president trump took office, san francisco made it clear its police officers will not be involved. >> the san francisco police department does not assist in immigration raids.

>> san francisco also reiterated its commitment as a sanctuary city, but it has to walk a fine line. >> sanctuary is a sanctuary. criminals. end of story. there's sanctuary for criminals. >> the white house is threatening to withhold federal funds to sanctuary cities. >> we do not harbor criminals. >> for san francisco, that would be a loss of $3 billion in federal funds. >> as a sanctuary city. no employee of the city. county of san francisco is required to participate in any ice activity. but i want to be clear we are not impeding the federal government's legal authority uh, to perform their duties around immigration enforcement. >> immigrant rights groups are equally prudent. >> please remember not to physically block ice from entering an area. use your voice. >> the supreme court has ruled that immigrants, even if they are in the country illegally, have a constitutional right to

joining us. so we're talking about this. trump's tariffs on china. canada and mexico are pushing some u.s. consumers into tariff panic buying mode. vehicles are expected to rise an average of $6,000 because of the tariffs. electronics and appliances will also increase. financial experts are telling consumers to hold off on purchases if they can wait until prices kind of go back to normal and avoid panic buying or stocking up on items if they cannot afford them. this is a real thing. i mean, target is already saying you might see

prices increase, you know the fruits and veggies in a few days and then more to come in a few weeks. how are you guys dealing with it? >> well, i would suggest, you know, if it's something you have to have and you need it now, you may want you may want to buy it now before prices increase on those items. but if you can wait, this is probably going to shake out at some point here and just ride it out. >> if you're looking at the long game, it makes some sense because the idea would be to bring manufacturing back into the united states. but you can't just snap your fingers and suddenly, okay, here's our new manufacturing plant. this takes years to plan. and so i don't know how it's going to go over. interesting statistic that i was looking at the exports from canada and mexico are somewhere between 60 and 70% to the united states. so they will be severely impacted. and then obviously the prices here will go up as well. but but we don't. >> it's generally viewed as a lose lose. >> yeah i was going to say i mean once the prices go up, what

are the chances that they're going to come down dramatically? years from now you know. >> well, if the tariffs go away, there may well be a good chance of that because the prices are going to become artificially high, i suspect. >> yeah. and we already have that actually. all right. nba ratings are down. and critics are pointing to the three point shot as the culprit. splash three point attempts have gone up from seven per game in 1988 to 37 a game now. a washington post article claims that's making the game less entertaining. the nba is considering rule changes, similar to how major league baseball introduced the pitch clock, although i'm not sure exactly what they would do along those lines, i'd speed up the instant replay reviews because they take forever. sometimes i disagree with the premise that the three point shot is what's got people upset. i think that if you have gen z and millennials, they don't sit down to watch 2.5 hours of basketball like we used to do in the old days. they're looking at tick tock and seeing all the
