starts right now. >> westbound lanes of highway 24 are back open now after a shooting in orinda. the incident happened around 1045 this morning. lanes were shut down for about one hour. the chp did a sweep for any possible bullet casings or shell casings. investigators say nobody was hurt. but you can see that car

does have a shattered back windshield. chp officers are investigating whether this was a targeted shooting. with that, we say, good afternoon, i'm kristen z. thanks for joining us. some rain fell in parts of the bay area today and more is on the way. here's abc seven weather anchor spencer christian with your accuweather forecast. hey, spencer. >> hey, kristen. yeah, we had a little rain today. most locations that actually received measurable rain today got only a few hundredths of an inch. but farther to the south, starting at san jose, about 2/10 of an inch. and it was mainly a south bay event in terms of impactful rain. so here's a look at the satellite radar composite image. you can see that low pressure system which brought us rain to the south bay mainly earlier today, has taken a dive southward down towards la. so we're getting a little bit of a break behind this batch of rain that's pushing southward behind that low. but here comes a frontal system that's going to sweep through tonight and tomorrow. that will bring us some more showers. so we're not out of it yet. we certainly have some strong gusty winds at the moment. gusts up to 33mph at oakland, 36 at sfo, 23 at

novato. so all around the bay and closer to the coast. we have pretty strong wind at the moment, and it's a bit chillier than at this time yesterday, by anywhere from two to about 5 or 6 degrees across most of the bay area. so let's take a look at the exclusive abc seven storm impact scale. this is a level one storm for tonight and tomorrow. we expect mainly scattered showers. it will be breezy to gusty at times. a slight chance tomorrow of some thunder mixing in and snow on the higher peaks because cold air is accompanying this system. so here's the forecast animation by about 8:00 tonight, or perhaps a little bit later. we'll see the next round of scattered showers swinging through the bay area late tonight. overnight into early tomorrow morning. notice we expect some snow down over the mount hamilton area in our higher elevations because of that cold air accompanying the storm. then we'll get a little bit of a break in the early afternoon tomorrow before a few trailing showers work their way through in the evening tomorrow, and rainfall totals we expect by 7 p.m. tomorrow, generally of just a few hundredths of an

inch, up to maybe about a 10th of an inch in hayward. the farther south, the greater the rainfall totals will be. then over the santa cruz mountains, maybe 2/10 of an inch or higher. now in the sierra, there's going to be some snow. a winter storm watch is in effect for most of the sierra right now until 10:00 tomorrow night. snow totals below 7000ft will be only about 2 to 6in of snow above 7000ft. we're talking about 6 to 12in of snow with gusts up to 50mph. so driving conditions obviously will be challenging. right now we're looking at temperatures mainly in the mid 50s san francisco, oakland, hayward, san jose, redwood city and half moon bay. nice view from emeryville looking at brighter skies in the western sky. 62 right now in santa rosa. getting a little bit milder up in the north bay, but most other locations from petaluma to concord, livermore in the mid 50s and looking out over the city from sutro tower. these are the ■forecast headlins tomorrow. more scattered showers friday through sunday. sunnier, drier, milder. but early next week we get another stormy pattern coming in with even

stronger storms likely overnight tonight. low temperatures ranging from upper 30s in the far north bay inland areas to mid 40s just about everywhere else. highs tomorrow, upper 50s for the most part, 1 or 2 locations may hit 60 tomorrow, but it's going to be a pretty cool day with that level one storm. then friday, saturday, and sunday look at the sunny skies and the warm up up to close to 70 degrees inland on sunday. feeling like spring as we spring forward to daylight saving time. but then next monday, tuesday and wednesday we're talking about a stormy pattern all over again. so we get a nice break and then it goes. yeah, not so nice. >> all right. and while you were talking, our newsroom upstairs just passed along the message that we got some severe thunderstorm warning in santa clara county just now. >> let me check that out, because i mentioned the possibility of thunderstorms, which we thought would be more likely tomorrow. i'll go check it out right now and update you when i can. >> all right. but you know, what should we do, given that possibility? if that alert is out there.

>> well, we'll have to see what the what the alert is, because it may be just a passing cell that may not do much of anything or may produce some hailstones. we just have to look at the summary. all right. i haven't been there. >> i know, i know, you've been busy talking to us. okay. thank you. spencer. we'll get back to you on that. in the meantime, on the peninsula, early results show an overwhelming yes on measure a, which would give san mateo county supervisors the power to fire sheriff christina corpus. ballots are still being counted, but the sheriff says there's still more to come in this saga. abc seven news reporter lena howland has more. >> ballot counting is in full swing at the san mateo county election headquarters. workers stayed here until about 11:00 tuesday night for the first special election the county has had since governor gavin newsom's recall election in 2021, though many more votes still need to be counted. the latest batch of results released overnight show about 85% of voters said yes to giving the board of supervisors the authority to remove a sheriff, while just under 15% said no. to

measure a union members that represent the sheriff's deputies were celebrating the early results. >> not every ballot has been counted yet, but what we've seen so far from those first results was incredible, and it really showed that we have the support of the community. i think this shows that the people of this county feel very strongly that sheriff corpus needs to go. >> sheriff cristina corpus is accused of fostering a culture of intimidation and retaliation. she's also accused of having an inappropriate, intimate relationship with her chief of staff. corpus has repeatedly denied those allegations and called the special election a political attack. after the results came in, the attorney representing corpus told abc seven news that depending on how this goes, there could be legal challenges to measure a, though they're still in the process of weighing all options. >> when you look at this case, we were offered $1 million on this to pull out of the election. so i think the county

realizes that there are some issues involved in connection with measure a. >> if passed, this would give supervisors the authority to remove an elected sheriff by 4/5 vote. but even if it does pass, the county's assistant chief elections officer says supervisors would have to take several steps to fire corpus. >> so there can be a hearing, and then the sheriff would be provided due process providing the measure passes. so in summary, it's basically to allow the board of supervisors to review the matter with the sheriff and make a decision. >> election officials now have 30 days to certify this election in redwood city. lena howland abc seven news. >> just in the past hour, sheriff corpus released a statement saying it appears measure a has passed, but she's looking forward to a path forward in challenging the allegations against her. some san mateo county supervisors are speaking this afternoon about their next steps in this process, and abc seven news

political reporter monica madden will have that update on abc seven news at five. the white house says there will be a one month exemption for some u.s. automakers from the tariffs on canada and mexico. it comes as president trump blames canadian prime minister justin trudeau for fentanyl and undocumented immigrants in the u.s. trump says trudeau largely caused the problems with what he calls weak border policies. abc news reporter perry russom has more. >> on day two of the u.s. tariff war against canada and mexico. the white house says changes are already coming. >> we spoke with the big three auto dealers. we are going to give a one month exemption on any autos coming through usmca. reciprocal tariffs will still go into effect on april 2nd. but at the request of the companies associated with usmca, the president is giving them an exemption for one month. >> before that announcement. in an interview, the canadian finance minister says canada is not interested in some reduced tariff, adding canada wants the

tariffs removed. mexican president claudia sheinbaum today says if needed, her country will look for other trade partners. trump also imposing tariffs on china in response. the chinese embassy in the u.s. posting on x. if war is what the u.s. wants, be it a tariff war or a trade war or any other type of war, we're ready to fight till the end. >> secretary hegseth has responded to that this morning. he said that america will always be prepared to defend itself, especially under the leadership of this president in the oval office. >> trump claims tariffs will make america rich, even as experts warn the added cost on goods could get handed down to american consumers. >> there'll be a little disturbance, but we're okay with that. it won't be much. >> the yale budget lab estimates the average american family could spend up to $2,000 more each year. democrats with a warning. >> costs are going to continue to go up and the american people will be hurt. >> trump is blaming all three countries canada, mexico and china for the fentanyl crisis in

the u.s. that is one of the main reasons, he says, for the tariffs. perry russom, abc news, washington. >> all right. we mentioned that severe thunderstorm warning. let's go right back to spencer with the latest information. >> okay kristen, it's down in santa clara county. now you see here in this on the live doppler seven. that thunderstorm has developed already just east of gilroy. and it's moving out into the more sparsely populated areas. so what is producing right now is some small hailstones, strong, gusty winds up to about 60mph. the impacts are that the hailstones could damage. let's see where i'm looking at the latest impacts. it's all coming in right now from the national weather service. could possibly damage roofs or siding. that's pretty much it. it could also damage some plants, but the system is moving eastward into the more sparsely populated areas. this warning is expected to expire in about 5 or 6 minutes, so hopefully it will be out of here and won't pose any further threat, but i'll keep watching it. if we have an update, i'll

provide it before the newscast is over. >> all right. sounds good. thank you. spencer. california democratic lawmakers have strong negative reaction to president trump's joint address to congress last night. and they showed that in a variety of visible ways. >> we won the popular vote by big numbers and won counties in our country. >> finding that members continue to engage in willful and concerted disruption of proper decorum, the chair now directs the sergeant at arms to restore order. remove this gentleman from the chamber. >> all right. that was texas congressman al green removed from the chamber. joining us live now to talk more about last night's spectacle, the policy the president laid out and how the bay area may be affected is south bay freshman congressman sam liccardo. congressman licco have you on the show. >> great to be with you, kristen. >> i want to get your reaction and that of your democratic colleagues. some people walked

out. texas congressman al green there was removed. there was some shouting. your fellow bay area freshman, congresswoman lateefah simon also walked out. did you walk out? why or why not? >> i walked out after an hour and 45 minutes because i actually had to leave. but i stood there and sat there silently throughout the rest of the speech, and obviously it went quite long. i think it was more than two hours. look, i think, you know, i was there for a simple reason, which is my mother always told me, don't run away from bullies. you sit there and stare them in the face. and that's what i did. and more importantly, i wanted to bring a guest to is very important. and that was a young man who had been fired from the va hospital, a veteran who had served us for ten years. daniel had who was terminated, who was because he was injured, he was serving as a civilian, was terminated from his job. as soon as we announced he was going to be a guest at

this joint session within two hours yesterday, he was reinstated in his job. that's just typical of the chaos that this administration runs with, right? >> i know some of you did that brought in, you know, people who were unceremoniously laid off to make a statement against the big federal cuts that are going on under elon musk, really. and we're looking at a video that we've been showing of democrats showing their opposition in other ways, right. wearing pink, holding signs that say resistance or no king. look, congressman liccardo, i've read criticism strangely from both sides, like from people who say, hey, democrats went too far. where was the decorum? and those who say democrats actually didn't make a strong enough statement, everybody should have left after al green. how do you feel? >> i'm not really that interested in the debate. i'm much more concerned about doing everything we can to ensure we have the rule of law in this country, and ensuring we preserve a constitutional democracy. and right now, what we saw last night, this was, you know, an exercise of this

president putting lipstick on the pig. but the reality is, is that this is chaos. he's got a bunch of 22 year olds over at doj who fire 350 employees at the national nuclear security administration and then rehire him days later, and then 750 cdc workers. and by the way, we have avian bird flu on our on our front porch. and they're rehired. this is chaos. we're not seeing any efforts to reduce the cost of living. instead, we see higher tariffs. and now we learn for the second time tariffs have been rescinded. at least you know, as to one category of tariffs. this is the chaos that is no way to run a government. and it's certainly no way to serve the american people. we have to be focused on ending this chaos. >> so if your concern is chaos, explain what those types of policies and the whiplash would do, especially here in the bay area and in the silicon valley, where, you know, you hail from. >> yeah. depending on which week it is, we'll know whether or not we have 25% tariffs, for example, on imports from mexico and canada. by the way, two of

our very closest trading partners and allies. interestingly enough, i didn't hear about tariffs against russia. and we're going to see the impacts for american families. i've heard costs ranging from 1200 to $2000 per household, depending on how you calculate that impact. that's very severe. and we know at a time when families are struggling mightily, this is not the time to impose tariffs that are going to make it even harder for folks to be able to afford their groceries. so that's just one of many examples. >> so, congressman liccardo, how do you fight back against that given you don't have the numbers in congress right now? obviously, you're going to hope to get your message out and make gains in 2026. but for now, what will you do? i mean, there are some who are like, hey, i want to see democrats push more bills out there and force votes on key issues, or maybe organize more protests or blasting the airwaves, making their message more clear. but they're so divided. what can you actually actually do? >> well, the good news is we're not divided. we're pretty unified. we need to legislate.

but as you noticed, we are a minority party in both houses. but we're going to be fighting hard, particularly on this budget, where we know medicaid and social security is threatened to be cut. we hold together the we know the republicans do not have consensus within their own party about how to pass a budget and extend tax cuts. they want to extend to everything else. so we're going to be fighting on that front. we're certainly going to be litigating. and so far we've had 34 courts issue orders. that's as of a day ago. so that may be a low number. all of those injunctions have either limited or stopped executive action in one form or another. we're going to continue to work with partners like public citizen democracy forward to keep pushing those injunctions. and then, of course, we're going to be communicating and communicating broadly, particularly those parts of the country, which we know are critical for us to be able to regain a majority in two years because we know these medicaid cuts, these social security cuts, or at least the threats of those cuts, is what we're seeing today are going to hit hard. and

that team that helped to create the irs free tax filing service. we know millions of consumers relied on that to file their taxes. are you concerned that that team leading it is gone now? and do you anticipate there will be impacts? >> well, i think there will be impacts because the team was helping to make sure that everything was working right. and the participants were adhering to the rules. now that they're gone, then who knows, right? >> we do know that the site is still active online, but of course, there's concerns about the leadership, as you point out now with we have 30s left. i did want to ask you briefly about the president talking about no tax on tips again last night in his speech. it was a big talking point in his campaign. how will that work? we know it hasn't even been proposed, let alone passed yet. but what are your thoughts about it? >> well, i think it has to be fiscally responsible. most bills
