like now is on the left side of your screen. renderings of the new version are on the right.e >> it paints a pretty picture, as you can see, but with a pretty steep price tag. who's paying for it? >> we sent abc seven news reporter suzanne phan today on a mission to find out. >> and she joins us live with results. suzanne. >> dan. ama supporters say this effort will pump new energy into a space that badly needs it. they say now is the time to transform the embarcadero plaza into a world class plaza that will connect the ferry building to downtown. >> it's dilapidated. it has sunken brick. it has a fountain that hasn't worked in a decade. >> the embarcadero plaza at the foot of market street by the ferry building. it's seen much better days. >> yeah, the fountain used to be on. it used to be much, much more lively out here. >> it is in such poor condition that we really can't do that much out there. >> and that's why there's a big push by city leaders to renovate the plaza. >> so it's not a welcoming space right now. and this project is going to change that. >> san francisco supervisors unanimously voted tuesday to

greenlight a $35 million plan to renovate the downtown park. >> it's going to have beautiful new green space. it's going to have kiosks for retail. it's going to have a new stage for musicians. it's going to have public art. >> while some people would love to see a new and improved park. >> i would spend the money to make it, to make the fountain run again. >> some people wonder if that's the best use of funds right now. city museums like the deyoung and the legion of honor have to scale back their hours because of the city budget deficit. national parks are cutting staff and services. >> i'd like to see them use the money to clean up the city, and i'd like to see that first before i see the money go into a new park or any new fountains or anything. >> supervisor danny sartor explains where the money is coming from for the project. >> 10 million from private donors, 15 to 20 from public sources. and this is most of this money will be coming from a public bond last year. prop b, so it was a bond that the voters

passed in the fall. and there's money specifically in that bond for downtown parks and plazas. >> it will be a public private partnership with funds donated by real estate developer bxp and others. the downtown s.f. partnership and bxp also plan to raise millions of dollars. the general manager of sf recreation and parks emphasizes that the money won't come from city funds. >> this project has the benefit of a pledge of 15 at least $15 million in philanthropy, and that's why this project is such a good opportunity for us, because we get to leverage the public money that we are investing and make it go so much further, because we are in difficult times. >> supporters tell me this is a cost effective win win approach for renovating a public space. live in the newsroom suzanne phan abc seven news. >> okay, suzanne. thank you. another push to improve san francisco. a crackdown on a corridor that some say is the new sixth street. neighbors say 16th and mission street is increasingly becoming a hotspot

for open drug trade and usage. abc seven news political reporter monica madden spoke with people about what they are seeing and what police are doing about it. >> hey. hey. gracias. okay. i'll see you later. thank you. bye bye. >> on any given day at the. >> sandwich place in the mission district. >> what's it going to be today? >> juan, better known as the sandwich guy, serves up food with a friendly chat. >> across from my condo on mission. it's. it's like a jungle. >> the conversations, sometimes filled with complaints about the neighborhood. >> nobody cleans the street. >> he and other business owners on the corner of 16th and mission say the street conditions are a persistent problem. >> for us to get better business, they got to clean everything up. if you're going to clean it up, do it right. >> it's why the administration says it's cracking down on enforcement announcing an overnight drug raid in the area. >> we are going to be relentless in our focus on cleaning these areas up. >> we asked leaders about the open drug markets. moving to other areas. isn't there concern

that these pockets are just going to appear in other neighborhoods? >> did they go to other neighborhoods? we have to go there as well. >> it follows last week's narcotics raid at jefferson square park, which resulted in 84 arrests. wednesday night's operation only resulted in four narcotic related arrests. leaders say that doesn't mean it was a failure. we asked if any of the four arrests were of drug dealers, and while we did not get any specifics, the mayor's office says that law enforcement were able to get important intel that they hope will lead to the arrest of more dealers in the future. one unhoused person we spoke to who didn't want to show his face, says the crackdowns are creating fear. >> are we just attacking the lowest hanging fruit? i think that's what's happening here. >> thursday's street conditions not appearing immediately different. >> you start arresting, you start doing this. you start doing all kinds of commotion. you show a bunch of cops, and then you know what? forget about it. it's still the same thing. >> leaving some in the neighborhood skeptical. >> you dump them someplace else,

and that's what they're doing. okay, so i don't see no change on anything. you know, i still see them, that they're hungry and i still see them, that they have no help. >> in san francisco, monica madden, abc seven news. >> some new developments tonight in the vandalism of john reed elementary school in rohnert park. police have arrested an 18 year old charged with breaking18 into the school and vandalizing about half of the rooms and student spaces early in the morning on monday. classes were canceled that day as employees cleaned up the mess. the superintendent says there was no graffiti, but things were thrown around and broken. today, san francisco state announced plans to eliminate three sports teams in the fall to help close a giant budget gap. in the meantime, students and staff at sonoma state continue to push back against the elimination of all sports and dozens of faculty layoffs. abc seven news reporter cornell bernard has the latest now from both campuses. >> the budget ax falling hard at

san francisco state university president lynn mahoney says three sports programs are being cut. baseball, men's soccer and women's indoor track and field. in order to save $1 million a year, 44 student athletes directly impacted by the move. >> this has got to hurt. >> yeah, it definitely hurts. >> it's tough news for interim athletic director brandon davis. >> it's heartbreaking. you know, there's student athletes, the baseball teams behind us. you know, the soccer student athletes, the track and field student athletes. all the student athletes. really. right. we're one big family. so it's really difficult to have to do this. >> president mahoney saying in a statement, i recognize this decision is particularly painful for the student athletes. it impacts their families and coaches, not to mention the countless alumni and supporters of these three teams. the move comes three months after san francisco state declared a fiscal emergency, triggered by declining enrollment and ad by budget deficit of 25 million. >> chop from the chop. >> sonoma state, facing its own budget crisis. employees

marching on campus thursday carrying boxes representing 144 faculty and staff facing layoffs. all sports programs and some academic courses have also been cut. >> if these cuts are implemented, it will be the beginning of the end for sonoma state. we don't accet and we need to fight back. >> the administration here says discussions about the university's 20 2526 budget are continuing. but one thing thate hasn't changed is the looming $24 million budget deficit. the university employees union is hoping for more time to find a solution. >> our view is, is that the csu, the csu in general, could cover our deficit and give us more time to work this problem and more effectively work it, and also get all the various different interest groups on campus involved in the process, as opposed to just being a top down decision. >> many students are feeling caught in the middle. >> i like thought about dropping out and i'm like, almost done. but i was like, they don't value education, they just don't value

it. and the school are telling you that. start from the top. >> cornell, bernard, abc seven news. >> california governor gavin newsom is getting backlash from his own party after comments on transgender athletes. he made them during the first episode of his new podcast. abc seven news reporter zach fuentes joins us live with what the governor said and the reaction to it as well. zach. >> yeah. newsom's podcast guest was conservative activist charlie kirk, and the two of them talked about several different topics, including immigration and cost of living in the state. but it was newsom's comments on trans athletes that have been getting the most attention. >> what i mean, i'm in shock. >> we woke up really sickened and very disappointed. >> reaction thursday from both lgbtq community leaders and lawmakers over comments governor gavin newsom made in the first episode of his podcast, this is gavin newsom. newsom was asked by conservative activist charlie kirk about trans athletes. >> did you say no men and female

sports? >> well, i think it's an issue of fairness. i completely agree with you on that. so that's easy to call out the unfairness of that. there's also a humility and grace that, you know, that that these poor people are more likely to commit suicide, have anxiety and depression, and the way that people talk down to vulnerable communities is an issue that i have a hard time with as well. so both things i can hold in my hand. >> the comments sparked a strong response from the california legislative lgbtq caucus. >> harmful, hurtful and divisive language that just feeds into a narrative out there. that is something that is the trump and the republican party are obsessed with. >> gabriella antolovic, with the south bay's billy defrank lgbtq plus community center, said the comments were especially surprising because newsom has been an ally in the community. >> he was our big hero when he was in san francisco with the marrying the first same sex couple and very pro the lgbtq plus community. >> in the podcast, newsom also referred to that time marrying

same sex couples and highlighted the fact that his and kirk's opinions differ on marriage equality, before he again brought up what he called the issue of fairness. lgbtq politics expert and menlo college political science professor melissa michaelson says newsom may be looking to expand his national profile, but adds he's not necessarily reaching out to republicans. >> because, in fact, support for transgender athletes has been declining among independents and democrats as well. and so while a few years ago we saw pretty dramatic partizan split on this issue, the most recent national surveys show that support for transgender athletes has been declining, even among democrats. >> looking ahead, the state lgbtq caucus says that it just announced its priority legislation yesterday morning so that 17 bills that they say have two main intentions, that's to protect against anti lgbtq attacks and addressing everyday challenges in that community. the committees the bills are going to be heard in different

from a pilot program to deal with the drug crisis. it gives gift cards to meth users who stay off drugs. the county is one of several around the state participating in this program. abc seven news reporter tim johns has a closer look. >> almost two years after it started, officials in marin county say its pilot program that gives gift cards to meth users is a massive success. >> honestly, we don't have a lot of alternatives for stimulant use. so for opioid use disorder or for alcohol use disorder or even nicotine addiction, we have

medications for addiction treatment. but for stimulants, we don't have something like that that's fda approved. >> the idea behind the program is that at least once a week, participants with a history of drug use get tested. if their test results come back clean. they're then rewarded a gift card to one of dozens of retailers of their choice, with options including walmart, safeway, or even apple. so far, 94 people have taken part in marin's program, earning thousands of dollars in gift cards. one of the organizations participating in the gift card program is the river center. their ceo tells me they're currently working with 19 individuals as part of it, and that the progress has been overwhelmingly positive. river center ceo mark shotwell says the program has been an effective way of helping treat people in ways beyond just their substance abuse. he says once someone is introduced to their staff, it's easier to connect them with other wraparound services they may need. >> if we think about what happens with stimulants or other drugs that people use, they are a very positively reinforcing substance, right? so if you can

replace that reinforcement with a positive reinforcement that is healthy, then people are able to utilize that to be able to let go of the substance. >> marin is one of several counties around the state participating in the pilot program, which is run through medi-cal. given the results, officials hope that once it's over, a permanent replacement will take over. >> anything that we can do when people want to quit to support them in that journey is has so many ripple positive ripple effects. >> last year, several thousand people died from a stimulant overdose in california in marin county. tim johns abc seven news. >> next week, the marin county board of supervisors will consider declaring a shelter crisis. it would allow removable cabins and rvs to be designated as emergency shelters for three years. the proposal would also allow projects on county property to bypass local zoning requirements and environmental review. the plan could bring new options for temporary shelter. >> all right, let's turn things over to sandhya for talk about

the weather, because after some rain, we've got a nice couple of days coming up. >> sounds like it. let's get to meteorologist sandhya patel. sandhya? >> yeah. ama and dan. you can pretty much put the umbrellas away for a few days, which includes the weekend. let me show you live doppler seven right now. we did have some showers, as you will notice. rotating through here. even saw some snow on mount hamilton as we take you back in time earlier this morning. it certainly looked like winter there, and there were even a few flurries, possibly in the santa cruz mountains. as you can see there, mixing in with the showers. as we look at the wider perspective, this system is producing wet weather down in southern california. we had a thunderstorm, by the way, in santa cruz county earlier today as well. we're taking a look at the sierra snow. d right now 80 and 88 requiring chains. but the snow showers are winding down. let's talk about the 24 hour snowfall totals. dodge ridge picking up 13in of snow. sierra at tahoe seven. you'll notice kirkwood eight. same thing with palisades tahoe. now it

may be scraping that ice off the windshields early in the morning as we head towards later on this evening. a lot of 40s and 50s by 9:10 p.m, as you'll notice tomorrow morning, our coldest locations will drop down into the 30s. but look at this as the sun is out, it's going to warm up nicely. most areas will be in the 60s, so first thing tomorrow morning it's going to get cold mid 30s in places like santa rosa, napa, fairfield, livermore, 41. in san jose you're looking at low 30s around ukiah and lakeport tomorrow afternoon. the sun's out. the temperatures will respond, will be going at or above average in some cases 67 in santa rosa, 65 in san jose, mid 60s oakland, concord, 61 in the city. as we check out the accuweather seven day forecast. it's a cold start but a milder day. beautiful and sunny for a couple of days for your outdoor plans this weekend. don't forget sunday. we have to set our clocks forward one hour. we go to daylight saving time and we'll certainly be looking at a change in the pattern next week. right

there's the bell for a rough day on wall street. all three major indices ended lower. investors are feeling the whiplash of the trump tariffs. let's look at the numbers. dow jones went down 427 points. the nasdaq fell 483. the s&p 500 dropped 104 after nearly a century of public trading. walgreens is going private. the pharmacy chain will be privatized by sycamore partners for $10 billion. for context, walgreens was worth $100 billion a decade ago. its fortunes collapsed as drug margins fell and as consumers turned to cheaper rivals. it's been closing thousands of stores, including a dozen in san francisco. job cuts by elon musk's department of government efficiency contributed to a wave

of layoffs last month. new numbers show nationwide job losses in february increased 245% from january to more than 172,000 jobs total, about a third. more than 62,000 were government jobs. the total job loss is the highest since july of 2020 during the pandemic, according to executive outplacement firm challenger. gray and christmas. >> silicon valley remains one of the most difficult places to own a home anywhere in the country. a new study paints really a tough picture, with the median price at just over $1.9 million. >> we've we're reporting that our white residents command incomes that are three times as much as our hispanic or latino residents. and what is especially concerning is that we can't explain that gap by education. we've we're reporting

daniel lurie wants to make it easier for small businesses to go through the permitting process. >> abc7 news is building a better bay area. reporter leon melendez is here to tell us what that might actually look like. leon. >> yeah. you know that san francisco has so many restrictions. my head is twirling red tape, right? exactly. so now they're saying san francisco would like to have the permitting experience equivalent to, say, buying a pair of shoes online. so you place the order you pay for the shoes, or in this case, the permits. you submit your address, and then you track your application fast, predictable and transparent. that's what the city is selling. but right now it's anything but. on the day of his inauguration, mayor daniel lurie mentioned several changes coming to san francisco, including this one. >> the era of a new restaurant going through 40 inspections and receiving 50 different answers is over. >> i lost almost my identity. so

who i am, i what? how are you? how am i going to get out of here? >> if anyone had a reason to complain about government bureaucracy, it's jose castillo, owner of cielito lindo taqueria. there was nothing lindo or pretty about the restaurant's permitting process, which took nearly four years and thousands of dollars in fees while trying to meet the required building and planning codes. >> they put. this obstacle are another obstacle, so make you do life impossible. >> when it came to upgrading the electrical system, he was forced to add two meters, one for his business and another for the entire building. so once you have this in place, right, which cost you a fortune, they asked you to build this wall as well. >> exactly. so i had to do a new modification. >> and each time he had to modify the plans, it cost him more money. all along he continued to pay for rent while

he was still closed. mayor lurie wants residents and business owners to navigate the permitting process more easily by having most of it accessible online. katie tang of the office of small business is part of the permit sf reform team. >> we want to be able to have that kind of a process for anyone who's applying for any type of permit to be able to see that journey, the status and also have timelines. >> but this is another reason why the process is so complicated. this is the planning code. three binders with 2500 pages. these are layers and layers and layerf codes added through the years, mainly by san francisco supervisors. so let's take someone currently going through the permitting process just to get a license to serve wine at the store where bottles of wine are already sold. how could that be complicated? >> it's not a nuclear waste site, it's a wine bar. so we're

thinking about subdividing about right here, moving the retail items towards the front of the store, maybe moving some of the wine back here. and what you see is being occupied by various things would basically become a little bistro. >> bastian schell owns the spanish table. he thought it would be an easy process because of proposition h, which is meant to streamline the approval process for small business permits, some taking only 30 days. >> we went through a permitting application process with the city, thinking we could get it done quickly, and then and then sort of hit this wall of like, this is going to take six months and i can't figure out all these forms. i think we're going to have to hire somebody. >> right off the bat. he was met with 11 steps just to apply for a conditional use permit, including providing architectural plans, submitting the plans, reviewing the plans and a public hearing wherelans anyone can weigh in. then there are these next steps. he already has a type 20 license to sell

wines at the store, but to serve a glass of wine with, let's say, a little bit of cheese on the side, he needs a type 42 license mandated by the state. but wait, there's more. >> when that conditional use permit is granted, the issuance of the alcohol license then is subject to board of supervisory approval and mayoral sign off. like, get that for a minute. >> it's been six months already, and scholl has decided to hire a consultant who knows the permitting process inside and out. how much is that going to cost you to hire that consultant? >> i think it'll cost us. between the consultant and an architect, it's probably going to be somewhere close to $10,000. >> meanwhile, remember castillo, the owner of cielito lindo? he's still paying off his debt. but now that he has a business to run, castillo admits he's a much happier man.

plaza in brentwood. it will be one of the biggest costco stores in the state, at 155,000ft■!s. the brentwood store will be costco's fifth location in contra costa county. the alameda county board of supervisors just wrapped up a meeting. a spel meeting on whether or not to finalize the sale of the oakland coliseum complex to the african american sports and entertainment group. abc seven news reporter anser hassan is following this story. >> after an almost hour and a half closed session meeting. alameda county board of supervisors came back with no deal. supervisor nate mileyno assured investors that he wants the deal to be done. county negotiators say there's two documents that are outstanding one, a quitclaim deed. second is a release document dismissing a lawsuit filed by an environmental group, which has since been resolved with the african american sports and entertainment group. he believes that investors will still hang on and remains optimistic. >> i mean, i think everybody is still obviously committed to the process. we're too far. i mean, we've waited five years. why

starship in texas did not go as planned. about nine minutes into the mission, several of the ship's engines flamed out and mission control lost contact. spacex confirms the spacecraft was destroyed mid-flight. it forced the faa to stop some flights into south florida because of falling debris. no astronauts were on board. today's launch was a test following a launch failure in january. spacex says the starship is a fully reusable transportation system designed to carry crew and cargo, but today was such a success. now, new details about the deadly crash of a medical transport plane in philadelphia. that crash in january killed seven people, six in the plane and one on the ground. investigators will not get any information from the cockpit voice recorder, unfortunately, because a preliminary report by the ntsb says the recorder likely hadn't been working for years. both pilots were experienced the

pilot, the captain, had 9200 total hours of flight experience. the copilot had 2600 total flight hours. 1500 flight hours is the minimum required to get an airline transport pilot certificate. that is the highest level of pilot certification in the u.s. >> the white house says president trump will not sign an executive order today to dismantle the department of education. sources tell abc news a draft executive order directs the secretary of education to facilitate a department closure. president trump says he wants to give education back to the states. abc news has learned behind the scenes, there was concern among administration officials about the blowback the order would receive and the lack of messaging in place ahead of the rollout. california's attorney general announced today another lawsuit against the trump administration. it's over the termination of grant funding for k through 12 teacher preparation programs. >> these are grants that our states counting on to train and prepare qualified educators.
