it. >> where else can you be? you can't be in a car. you can't be in a tent. you can't live outdoors. so your whole existence, if you're not trespassing, i mean, if you're not a tenant or a homeowner, is illegal. >> and good evening. i'm ama daetz. >> and i'm dan ashley. thanks for joining us. we begin tonight with two stories about how the bay area is changing its approach to our biggest challenges. our commitment to building a better bay area means paying attention to problems and tracking whether the solutions pay off. >> tonight, our focus is on new policies tackling drugs and homelessness. let's start in san francisco, where the city is launching a campaign against outdoor drug markets. one bust overnight in the mission. another last week in jefferson square park. that led to dozens of arrests and a town hall tonight. abc seven news reporter j.r stone spoke with public safety officials about the push. >> our strategy is to go to where the problem is and try to prevent the problem from becoming a bigger problem. >> san francisco police chief bill scott, addressing how the department is tackling the

city's drug problem at a public safety meeting in the marina district. the chief with a clear message to those partaking in illegal drugs anywhere in the city. >> yeah, the message is real simple. you know, we're going to come after you if you're dealing. >> last week, in an overnight raid at jefferson square park, san francisco police arrested 86 people, though only a handful were arrested for drug dealing. >> we did have a few people who were arrested for dealing drugs. the majority, though it was for misdemeanor crimes related to either illegally being in the park and or using drugs in the park. >> more than two dozen of those arrested were being sought by law enforcement. >> 31 of the 86 already had outstanding warrants, and they went across multiple counties. >> many of those we spoke with at this meeting are optimistic about what they've seen, but still concerned. >> i think that i am encouraged that all the branches of law enforcement are working together. >> the district attorney says charges have been filed against

11 of the 86 people arrested in the park, and the office is reviewing other citations that were issued. will you keep going after people in parks who are doing drugs or dealing drugs? >> absolutely. our job is not only to enforce the law, it's to disrupt the behavior. and so we have to make sure that no matter where they are congregating, that we are staying on them. >> wednesday night, police were involved in another raid at 16th and mission. at least four arrests were made in that case as to when we could see additional massive raids, like the one we saw at jefferson square park. the chief told me those will continue to happen in cases when it's appropriate. in san francisco, j.r. stone abc seven news. >> all right. let's move now to that other big shift we're tracking tonight as the bay area enters a new era of homelessness policy and legal battles in a first of its kind court order. a federal judge is siding with an unhoused woman in the north bay, barring her city from sweeping her encampment. it's really a

significant ruling that could have implications as other communities lean into sweeps and camping bans. abc seven news reporter lauren martinez. >> from homeless problems to policies, the headlines extend to the whole bay area. as more cities adopt stricter ordinances, more people are taking legal action. >> when individuals decide to bring a case. you know, it's gotten pretty bad. these are not plaintiffs that are litigious. >> andrea henson represents evelyn alfred, a woman with disabilities who lives in a makeshift shelter and just sued the city of vallejo in february. a federal judge sided with alfred and halted the city from taking down her camp. henson says the court order is significant, the first time since last summer's supreme court decision allowing cities to criminalize homelessness, that a federal judge has checked that power. vallejo is appealing. >> the pendulum is swinging where we could see. and this is this is my hope is that we're

able to demonstrate with evidence that there's nowhere for people to go. >> cities are still expanding restrictions on thursday. san jose mayor matt mehan proposed arresting people who refuse multiple offers of shelter. the mayor arguing the status quo isn't working. >> one out of three people in this area who were offered housing refused to come indoors. >> law professor at uc berkeley laura riley said with more than 6000 unhoused people in san jose, there's not enough available housing or shelter. >> and so, practically speaking, if everyone who's unhoused is supposedly given notice that there is shelter available, inevitably some people would end up with criminal penalties. so it's not practical, and it's completely inhumane. >> in fremont, a coalition of civil rights advocates is suing to stop the city's new ban on camping and aiding homeless encampments. >> i think criminalizing it

further has the risk of further distancing people from the reality that unhoused people face every day. >> advocates and legal experts will hold a virtual press conference to discuss the fremont lawsuit on friday. lauren martinez, abc seven news. >> new at 11. vta bus and light rail service is expected to stop running next week, as bus drivers and train operators go on strike. their contract expired on monday and negotiations aren't making progress. at a vga board meeting tonight, union members announced their plans to strike starting at 1201 monday morning. vta says bus and rail service will stop running for days now. the transit agency has been telling riders to prepare backup plans. the union wants bigger pay increases and a change to conflict resolution policies. vta says it's made a fair and reasonable offer and wants the union to return to the bargaining table. >> right. the showers are gone and the bay area is in for a chilly night ahead, but the frosty temperatures will not stick around very long. abc

seven news meteorologist sandhya patel is here with your 24 hour accuweather forecast. sandhya. >> yeah, dan, tonight's the night where you'll want to turn up the heat or put an extra blanket on the bed, because look at this view. it is stunning. the skies are clear over san francisco tonight as we look at downtown temperatures all in the 40s at this hour. so we're on our way to a cold morning. a frost advisory 1 to 9 a.m. north and east bay valleys and the eastern santa clara hills. temperatures down to 32 degrees in the coldest spots, higher elevations even lower. so we will see a frosty cold start tomorrow morning. 30s and 40s. the sun is out at noontime, and look at how much milder it is compared to days past. upper 50s to the upper 60s in the evening it's going to be clear and cooler. i'll let you know how long this mild weather is going to last and when rain is back in the forecast. your weekend weather is coming up. >> thank you sandhya. vallejo is taking the first steps in a possible partnership with the solano county sheriff's office to help the police force. the department is dealing with a staffing emergency and currently has 78 officers, well short of

the 137 that are budgeted. the sheriff's office is offering to provide 17 people at a total cost of just over $11 million. a lot of details need to be worked out, including how the city would pay for the assistance. vallejo's police chief says the deal would make a huge difference in responding to calls. >> so my hope is that if and when we get sheriff assistance, that we would be able to cut response times in half. we'd be able to be more responsive towards the call volume that we currently have. >> vallejo city council decided to move forward and needs to figure out the funding and answer a few other questions. the plan is to have everything together no later than march 25th. >> a santa rosa high school principal is on paid administrative leave one week after an on campus stabbing. the press democrat reports elsie allen, high school principal gabe alba vera has not returned to the campus since the stabbing on february 25th. a classroom fight ended with 115 year old

boy stabbing another a number of times. the student was taken to the hospital and is expected. we're glad to tell you to make a full recovery. the victim's parent has criticized the principal because he has not contacted, was not contacted by high school administrators about this attack. >> unions representing state workers are pushing back against governor newsom's order that employees have to return to the office four days a week. the groups have filed an unfair labor practice charges with the state board, one complaint calling the policy, quote, inexplicable and unnecessary. governor newsom's order would require state workers to be back in the office by july 1st. the state is reviewing the charges and plans to respond through the employment relations board process. >> another delay in the process to sell oakland coliseum, the alameda county board of supervisors, came back from a closed door session tonight with no deal. supervisor nate miley assured investors they want this deal done. the county negotiating team says two documents need attention, including one dismissing a

lawsuit filed by an environmental group, which has since been resolved. the group buying the coliseum coliseum is still optimistic. >> we're too far. i mean, we've waited five years. why would somebody i mean, you know, we feel good about the commitment. and i appreciate supervisor miley speaking directly to investors. and you know, so that's important because the delay you know those kind of delays are tough. >> the board will continue negotiating friday and hold another session to vote on tuesday. >> another north bay city may work with a controversial developer to expand its land. rio vista city leaders voted this week to look at annexing some land owned by california forever. rio vista joins suisun city in considering an agreement with the silicon valley. billionaire backed project california forever plans to build a new 18,000 acre city from scratch in solano county. the project requires voter approval. expected to head to the ballot next year. the annexation process could bypass that vote, giving cities a say

his starship exploded today minutes after it lifted off in texas. several of the ship's engines flamed out. the mission control lost contact with the craft. no one was on board. falling debris was seen over florida, and that led to the faa halting flights at four airports. the faa let today's launch happen. despite its ongoing investigation into a similar explosion in january. >> new at 11 a u.s. soldier is under arrest, accused of trying to sell military secrets to china. two other men, one an active duty soldier and another who is a former soldier, are also charged in this case accused of stealing government property. the federal indictment says the men gathered information about weapons systems. among the items allegedly peddled were a computer capable of encryption and numerous hard drives marked secret or top secret. >> investigators in southern california arrested two men accused of using a san francisco based car sharing website to

steal and resell cars. police in the city of corona say a woman thought she was buying a used car off craigslist. but despite her best efforts to avoid getting scammed, the car she had purchased was actually rented from the turo app. the scammers forging the title. >> she inspected the paperwork. she inspected the vehicle. everything seemed to be okay to her. they agreed upon a price. she gave the suspect $23,000 in cash. when she went to register, it discovered that it was actually a rental car, that the subject who sold it to her did not own. >> the woman then found another ad, apparently from the same seller. she told police who arranged a meeting with them. police arrested two suspects they say had another turo rental car with forged documents. turo says the suspects teamed up with people who psed the company's screening process. the company is working with law enforcement. >> well, good news tonight in the fight against bird flu and for egg prices. california health and agriculture officials say the outbreak is now slowing down. the state's health department says there have been no new cases in people since

january. poultry quarantines are being lifted faster than they are being put into place. in the meantime, the state's cattle herds have been getting sicker from bird flu at a slower rate, and bird flu outbreaks are putting a bigger spotlight on raw milk. that's the focus of tonight's abc seven news at 11 deep dive. we've tracked several recalls of unpasteurized milk over the last few months, many focused on one california farm. reporter julia vargas jones explains the health risks and how the trump administration could change the raw milk industry in tonight's deep dive. >> despite safety concerns, raw milk is having a moment. mark mcafee is at the forefront of a movement to elevate it from the cultural fringes to the national mainstream. >> raw farm dairy. >> milk raw. >> raw milk has spiked in popularity in recent years and spilled into culture wars and even into politics. >> i only drink raw milk.

allergies and asthma. >> false. the idea that pasteurization is, you know, reducing the nutrient profile or are making this milk somehow inferior is just nonsense. >> fewer than 1% of americans say they regularly drink raw milk. and the fda has issued numerous warnings about the risks. raw farm has faced multiple lawsuits and recalls after e coli, bird flu and salmonella outbreaks. california is one of 15 states where you can find raw milk at a grocery store, but change may be on the horizon. mcafee says he was invited to apply for an advisory role in rfk jr's fda, and has already drafted a proposal for an ordinance that would establish an office with a budget from congress, create raw milk standards for farmers, and remove current regulations. >> if you expect people to have access to super high quality raw milk, you're going to have to change a bunch of rules. >> julia vargas jones, cnn, fresno, california. >> a cafe in vallejo that helps

neighbors in hard times is asking for help to stay afloat. momo's cafe suffered smoke damage from a fire last month, and a loss of power spoiled all of their food. they've been closed ever since. now they're trying to cover wages and expenses as they go through the insurance claim process. they are halfway to their goal of $12,000 on gofundme for a few months in 2022. the cafe implemented a pay what you can model for their meals. >> the future of artificial intelligence may be in happy meals. mcdonald's announcing it will integrate artificial intelligence diligence into its 43,000 restaurants. the company says ai powered drive thrus and kitchen equipment will help with issues like incorrect orders and broken machines. it's unclear, though, how that will affect employment. a survey from the world economic forum found that 41% of employers plan to cut jobs, as ai automates certain tasks. >> happening tomorrow, the east bay is getting a new costco, and it's already leading to long lines and traffic warnings. it's

on wednesday. your temperatures right now, they're in the 40s. it's going to be chilly tomorrow morning. as you get going, you're going to start to notice some 30s and 40s. but by the afternoon it's going to warm up nicely. we're going to see a lot of areas in the 60s. so once again tomorrow morning, before you head out the door, bundle up because temperatures will drop low 30s to the mid 40s tomorrow afternoon. it's going to be sunny and mild. it's going to feel good when you're out there. breezy along the coast, 58 in half moon bay all the way to 67 in fairfield. now we're going to check out what's ahead. high pressure in control through the weekend. it's dry for all your outdoor activities monday. here comes a system. it is going towards southern california. but we do have the opportunity for a few showers. and then our next real storm potential atmospheric river is coming in on wednesday. that's going to bring some heavier rain, gusty winds and snow to the sierra. obviously this is days out. so keep in mind that this is going to change. but the rainfall projections you're looking at anywhere from about 9/10 of an inch to over an inch and a half,

up to be a big year in the south bay. levi's stadium will host super bowl 60 in february, but that is just the start. in the summer, it will host six world cup matches. there's a lot of work to get done to accommodate those events, and all the fans that are expected to show up. vta will play an integral part, whether it's by bus or light rail. tonight during a meeting, the transit agency said understaffing is an issue. however, it's training up light rail operators so it is ready to handle all the new riders. vta is also waiting on a final transportation plan from the bay area host committee, so it can address security. >> it's pretty remarkable. it's going to be a big year indeed. all right. well, you know, we've seen steph make some amazing shots over the years. but what he did tonight. pretty incredible. >> yeah. sports director larry beil is here with more. larry. >> dan. ama steph curry can make shots literally from anywhere.
