crisis. it's been a hard pill to swallow, but now there's a plan to prevent more closures. >> always live abc seven news starts right now. >> the report is sobering in our in the city's ability to regain some footing. >> oakland's chamber of commerce delivers a blunt assessment on the hope of an economic turnaround in oakland, calling public safety the key to recovery. good evening. i'm ama daetz. >> and i'm dan ashley. thank you for joining us. the chamber's assessment came in its annual economic indicators report, considered to be oakland's premier economic policy document. >> abc seven news reporter tim johns explains why this year's findings are more important than ever. >> oakland city council members getting a preview friday of the city's economic indicators report. the report is published annually by the oakland chamber of commerce, and often serves as a guide for city lawmakers. >> generally, we believe that good data leads to good decision making. >> barbara leslie is the chamber

of commerce president. she says this year's report has some sobering revelations, based in part on survey results. perhaps most important of all, the role public safety plays in the city's overall economic well-being. >> the foundation for our economic recovery lies in public safety and by public safety, even drilling down a little bit deeper, we need to rebuild the confidence that our residents need to have. our visitors need to have and our businesses need to have. >> leslie says the chamber believes city policymakers should make public safety the top issue they address. she says without it, creating new businesses and expanding the city's tax base will remain a nearly impossible task. leslie highlighted some statistics from the upcoming report. one specifically showing the majority of oakland residents feel more unsafe now than they have in the past year or so, even though that percentage is dropping. that data also backed up by our abc7 news neighborhood safety tracker, which shows steady decreases in things like robberies, homicides, and

assaults. >> we really need people to come back downtown. we need businesses to stay in downtown, and we need to really develop more economic activity by attracting additional businesses. >> the report says while it's important to develop all areas of oakland economically, downtown remains the city's vital core. oakland faces a budget deficit of over $100 million this year, making getting the city's economy back on track more important than ever, says the chamber. >> there's a lot of interesting creativity. there's activity, whether it's going to a really nice restaurant, enjoying arts, culture, museums, theater, music. >> for economic indicators report is set to be released on wednesday in oakland. tim jonze, abc seven news. >> and one of the keys to helping deal with oakland's budgetary problem is the deal surrounding the sale of the oakland coliseum to the african american sports and entertainment group. the alameda county board of supervisors met with the group in another closed door meeting today, trying to finalize the deal. so far, no

rich. it gives us technology. it gives us our iphone. so if we attack it, we're really not going to live the same kind of lives we want to live. and i think it's really dangerous. >> the trump administration is attempting to cut hundreds of millions of dollars of scientific research funding since the end of january. grants have been threatened and thousands of employees were fired, leaving millions at risk. today, the bay area community joined rallies throughout the united states to stand up for science. >> it's not about politics. nobody voted for this kind of devastating attack on our medical system, and we have to stand up. >> among the sought after cuts, the national institutes of health would be stripped millions of dollars for research into alzheimer's, cancer, heart disease and other illnesses. its work being done at bay area universities like cal and stanford research with life saving implications. >> without it very, very scary. not just my life, but everyone's lives. >> i myself am a young breast cancer survivor. the treatment that i had is things that were

developed in universities decades ago, research that was funded by the federal government. so there's nobody in america whose life hasn't been positively changed by the research that our universities do. >> a federal judge has temporarily blocked the drastic nih funding cuts. but until the legal battle ends, the fight in the community continues. >> what do we trust to save our lives? >> science. >> what do we need to shape our future? >> science in the south bay dustin dorsey. abc seven news. >> california attorney general rob bonta says he's already seeing the impact at a state level, claiming a big spike in unemployment claims after the layoffs. bonta is part of a coalition of attorneys general who are suing the federal government to stop these job cuts, calling them illegal. >> so it's imperfect information, but we do make 149% comment around the increase. just to make it clear that there are spikes in in the request for

unemployment insurance. that's a harm to us. that's a harm to california. >> bonta says the state saw 1600 claims filed last month. that's 149% higher than february of 2024. california is seeking a temporary restraining order to the practice and to reinstate those federal workers who have lost their jobs. public transit in silicon valley could shut down on monday if vta workers go forward with a planned strike. negotiations have broken down between management and the union, representing 1500 public transit operators, maintenance staff and customer service workers. vta is offering a 9% wage increase over three years time with no service cuts. the union wants double that amount. >> with a wage increase at this level, or anything close to it would be service cuts throughout our system and the likely elimination of positions across vta. this is not a direction that we are willing to go.

>> if a strike happens on monday, there will be no bus service or light rail service in santa clara county. vta paratransit will not be affected. >> high drama in contra costa county courtroom this week, as a former antioch police officer testified against other officers. another officer, rather over violent behavior while on duty and exchanging racist texts. the scandal has embroiled the antioch police department for several years. abc seven news reporter anser hassan catches up on the shocking testimony. >> new details emerge in the antioch police department's racist texting scandal, as officers took the stand in the federal trial that began this week in oakland. >> if we were to just take the common sense interpretation of the language that was used by the witness, we can conclude that he was being completely honest and above board. >> criminal justice professor greg woods is talking about officer eric rombo, who, instead of standing trial, is serving as a witness for the prosecution. he took a plea deal in january. rombo described how he and

officer morteza amiri knowingly used excessive force, falsified police reports, and made sure their actions weren't caught on body cameras, sometimes rewarding each other with fancy dinners. >> those racial epithets reducing those individuals whom they encountered to be targets for rubber bullets to be incentivized through the reward of cookies and filet mignon. >> the defense tried to argue that some of the text messages were offensive, but that they were cherry picked or the meaning exaggerated, says lawyer ben nissenbaum. he has a separate civil case against some of the same officers involved in the texting scandal. but nissenbaum says wambaugh's testimony disproves that. >> you have an officer saying, no, these were not exaggerations. these were not this was not locker room talk that injects a dose of reality that i think will be persuasive to every juror. >> also this week, a mistrial was declared for a second officer charged in the case. nissenbaum says the ruling in devin wenger's case came after his lawyer told the judge she

couldn't provide effective representation, allegedly due to a lack of resources. >> officer amiri agreed to continue his trial to keep it going on on its own, and officer wenger's trial will be rescheduled later this year. >> well, it was all problematic. i mean, having, you know, bullet shells on your mantel and saying that those were your trophies, i think was disgusting. >> lamar hernandez thorpe was mayor when the texting scandal broke. he praised officer rambo for admitting remorse, but he says justice still needs to be served. >> it takes a lot of courage to own up to your mistakes. and so i was pleased to see that, and i hope other officers learn from him. and then those who got to be held accountable need to be held accountable for terrorizing this community. >> the trial continues next week in oakland, anser hassan. abc seven news. >> the national women's soccer league says it's opened an investigation into bay fc's coaching staff. according to the chronicle, two former players

prompted the investigation, describing the culture under head coach albertin montoya as toxic. he's also been accused of bullying. the accusations come after bay fc's head scout resigned last month after abuse allegations at the university of oregon created some backlash. the team's general manager, lucy rushton, resigned in june, halfway through its expansion season. >> they were eager for a deal. just ahead, the massive turnout for today's grand opening of the largest costco store in california. >> also, the plan in the works to put up a statue in honor of local legend bruce lee. but there is one major question left to answer. >> i went back online and i go, oh, there's two box appliances. i go, i've been taken here. >> customers beware. later, seven on your side shows us how phony repairmen are swindling bay area residents. and the trick they're using to steal your money. i'm meteorologist sandhya patel. noticeably warmer today. i'll let you know if the

>> co-owner neil nazareth says personal touch is their biggest asset. >> if someone needs an emergency run after work, we'll go deliver that medication to the person that really needs it. >> but lately, they're barely getting by. >> insurance companies are the biggest pet peeve right now. they their reimbursements are so low. eight out of ten prescriptions. you're losing money. >> is your package. thank you, thank you. >> they even contracted with the u.s. post office to hold and ship packages to bring in extra cash. the recent walgreens closures mean the city has lost 38% of its pharmacies in the last decade. a tough stumble for a city on the rebound. >> in san francisco. we've all heard of the theft happening from the pharmacies. >> experts say the reasons are complex and not isolated. >> there's negotiations happening with the insurance companies and typically what's called a pbm or a pharmacy benefit manager. is that middleman middle person doing that negotiation for the health

insurance company. and reay, at each step of the way, money gets peeled away. and so what actually comes back to a pharmacy? uh- can be a lot less than it used to be. >> the problem is, is massive for elderly and disabled and chronically ill people who really depend on these specific pharmacies. >> it's why supervisor jackie fielder is exploring if a city run co-op model would help prevent more closures. >> the department of public health already has a pharmacy, and so we're going to look into if it's possible for them to negotiate lower drug prices on behalf of other independent, community owned pharmacies. >> but first, the city needs to see if this is even possible. her office expects to get the report in the next six months. owners like nazareth will take whatever help they can get. >> insurance companies are dictating this world right now, and they are putting their mark on things of where and who should get what for how much. >> in the meantime, doing

everything he can to get by in san francisco. monica madden, abc seven news. >> costco held a grand opening for its new store in the east bay this morning. the store is in brentwood, and it's now the largest costco in california, with some rare limited items available for the grand opening, which brought out people from across northern california. some even started lining up as early as 10 a.m. on thursday. justin here from oakland, came specifically for the whiskey. >> meet new people and just talk about the different bourbons and how where everybody is from. i'm happy with with this one right here. >> so it's a really big deal for us. the economic boost and the jobs. we were just talking to people who said 400 jobs, local jobs. that's fantastic. >> brentwood officials say they are hopeful the store's opening will lead to even more growth across the city. >> we have a commuter alert for you. the bart station in pittsburg will be closed all weekend. crews will install new faregates at the station. the

new gates are supposed to cut down on fare evasion and improve safety. trains will run through pittsburg center without making stops at that station. also, trains from antioch will depart earlier and arrive later than their published departure times to accommodate work on the pittsburg center platforms. >> dozens of volunteers with green thumbs got their hands dirty to improve an east bay community. those handy folks helped plant more than two dozen new trees at bidwell park in hayward. members of the student conservation association joined amazon employees to take part in this morning's tree planting. the new tree canopy will do wonders for what's to come for the south hayward neighborhood. >> this is a great space to be able to provide a new community center for the community, and also to provide like a great place to play outside, right? and enjoy the outside. >> 25 trees were planted in the park. city officials say it will not only improve the look of the park, but the health of the community. >> oh for sure. very nice. and

for a while whether former vice president kamala harris will run for governor of california. sources close to harris say she will make a decision by the end of this summer, a year before the state's open primary in june of 2026. current lieutenant governor eleni kounalakis already announced her candidacy. so has republican riverside county sheriff chad bianco. others are considering a run. are former assemblyman antonio villaraigosa and former congresswoman katie porter. a poll last month shows harris leading the way. >> the colors of ireland are proudly hanging from the mayor's balcony at san francisco city hall. we saw an annual tradition today where the raising of the irish flag to kick off saint patrick's day celebrations was held. it's the first time mayor daniel lowery presided over these festivities. of course, he just got elected. some familiar faces in san francisco government took part to highlight the rich contributions of irish americans to the city.

in this half hour, with major new developments in the deaths of actor gene hackman and his wife, betsy arakawa. >> new mexico's chief medical investigator says hackman died of heart disease around february 18th. his wife died of hantavirus, a respiratory disease spread by rodent droppings. >> both deaths were ruled to be from natural causes, but arakawa's death happened a week earlier. now, hackman suffered from severe alzheimer's disease. authorities say the oscar winning actor may not have been aware that his wife was dead.

and russia. >> we're doing very well with russia, but right now they're bombing the hell out of ukraine and ukraine. i'm i'm finding it more difficult, frankly, to deal with ukraine in terms of getting a final settlement. it may be easier dealing with russia, which is surprising because they have all the cards. ukraine has to get on the ball and get a job done. >> mr. trump's comments came after a post on truth social, where he threatened to impose expanded large scale sanctions and tariffs on russia until it reaches a peace agreement with ukraine. he added both sides need to, quote, get to the table right now before it's too late. his comments come a week after the tense oval office exchange with ukrainian president volodymyr zelensky. and today, the trump administration stripped collective bargaining for airport security officers all across the country. this move by the department of homeland security will affect 47,000 officers represented by the american federation of government employees union. the department criticized the union,

nick's. we're a new restaurant in downtown san jose. >> business owner dan fan is one of the many in san jose banking on nvidia's gtc ai conference, set to kick off march 17th. the conference brings together top talent and companies to see the latest in ai and accelerated computing, all of it happening at the mcenery convention center. a short walk away from fans, businesses. >> you know, downtown san jose was on a huge roll pre-pandemic. you had wwdc out here. i think facebook had their f8 conference out here, and there was momentum building, and that all kind of stopped a little bit after the pandemic, as everyone knows. but it felt like those old days again when nvidia came to town. >> now, fan and city leaders are hoping for a repeat. >> our goal is to make downtown san jose truly the urban center for all of silicon valley, a destination. >> one step announced friday the activation of plaza de cesar chavez in downtown san jose as a spot to be taken over by gtc. >> will be at the convention center, but also with the tech museum here in cesar chavez par, with a night market here with 20
