shouldn't be getting pay raises. >> earning pay raises by accomplishing key goals. that is the mayor's new proposal for top city officials in san jose. good evening. i'm ama daetz. >> and i'm dan ashley. thanks for joining us. but the implementation of this idea isn't up to the mayor. >> now, abc seven news reporter zach fuentes joins us live to explain. ultimately, the decision will be up to the voters. zach. >> yeah. that's right. that's what the mayor wants. and he says this is all part of his march budget message set to be released tomorrow. and this part of it is tying the compensation of elected officials, just like the mayor and senior administrators, to progress made on key issues impacting the city. >> should our city leadership, from the council to department heads get automatic raises without results? or should we tie our pay to progress? >> that's what san jose mayor matt mehan wants voters to decide. he says the initiative isn't about automatic cost of living raises public sector employees get, but the raises they could get beyond that.

>> i want as a standard operating procedure and as part of our culture here for those pay raises to be justified based on measurable, documented performance, actual progress, based on a plan that we laid out at the beginning of the fiscal year. >> mehan says. what would be considered progress worthy of those workers? getting pay raises centers around four key goals. >> first and foremost, to end unsheltered homelessness, that is our first focus area to improve community safety. that's our second focus area to clean up our neighborhoods. that's our third, and to attract investment in housing and jobs. that's our fourth. >> mehan says the key goals and performance targets would be tracked by the publicly available dashboards that show the city's progress in each of those areas. neighbors we've spoken with have had mixed reviews on the idea, saying pay raises shouldn't dictate whether or not progress in the four

areas identified is made. >> this is our job. i mean, i think when they're appointed, just like any other job, it's like they need to give it 100%, especially if they're working for the community, for the city. you know. >> ultimately, if the city council approves the mayor's initiative, it will be the voters who decide. >> for elected officials, because our pay is determined by a salary setting commission that sits outside of city hall, that which is governed by past ballot measures. we have to go to the ballot in order to direct the salary setting commission to tie our pay raises to performance. >> so again, this is for elected officials, the city manager and the most senior members of the city council does not affect who mehan calls the front line city % subject to unions and bargaining units and so forth. but if this goes to the ballot, it would be their 2026. that's when voters would vote on it, and if it passes, it would be in effect in

2027. right now, live in the south bay bureau. zach fuentes, abc seven news. >> all right, zach, thanks very much much. also in the south bay, 1500 employees for the valley transportation authority are officially on strike. they began picketing today, effectively shutting down light rail and bus service. abc seven news south bay reporter dustin dorsey has the very latest on this. joins us live dustin. >> reporter hi, dan. yeah the picket line is continuing right here along zanker road in north san jose in front of the vta yard. this after earlier this morning, just a few feet from where we were standing. a couple of these picketers were actually hit by a marked vta vehicle. they were one suffered injuries, the other suffered less minor injuries. but they continue to be out here voicing their approval for this strike. these atu local 265 workers and of course this as bus and light rail services for vta remain down.

>> there are no light rail service until further notice into the union workers strike. >> a reminder playing over the loudspeakers at a vta light rail station, but with no riders there to hear it. once busy stops sitting empty while busses and light rails sat parked. atu local 265 workers who normally operate them on their first official day of strike. >> kind of disappointing that it's come to this this, you know, this at this point. you know, we've gone into negotiations a little over six months ago. and six months later, a stalemate remains between union workers and vta, with employees now on the picket lines. early monday morning, the picketing became dangerous, as this video shows, two men hit by a marked vta truck. >> first, he came around the block speeding. and then when people tried to, you know, be like, hey, what are you doing? slow down. and apparently he kind of swerved into them and whatnot, and it hit hit about 2 or 3 people. >> one demonstrator was sent to

the hospital. another suffered minor injuries in san jose. police is now investigating. and as this was all going on, an estimated 100,000 daily riders were without bus or light rail service, including san jose state students who rely on it to get anywhere around town. >> it really does help because it's the main like form of transportation i use to get to school. >> and what did the garage look like? were they busier than normal, you think? >> yeah, they were. >> yeah, absolutely. already tough. >> yeah. it was. yeah. >> students and others will be forced to drive while a deal gets worked out. vta offer includes 9% pay raises spread out over the next three years. >> what do we want it. >> but atu is asking for more, including special protections for arbitration guarantees. vta says the union has not shown willingness to move on their demands. >> the kind of wage increase that atu is asking for is just not possible in in a way that we can maintain the service that we're offering our passengers that they need. we would have to

make service cuts and possibly job cuts. >> now, both vta and the union don't want that to happen, but the union workers will remain here until a deal is reached. they're blocking off these busses that are parked here at this vta yard, and they don't want anybody coming in and out, because there's been some worry and concern from them that some nonunion workers may come in to fill up some of these services to get the light rails and busses going again. right now, vta tells us that that's not in the plans at this time. they just want to focus on getting a deal done with their workers. for now, we're live in north san jose. dustin dorsey, abc seven news. >> okay, dustin thank you. in san francisco, two mothers with young kids are on the verge of ending up on the streets as city shelters are following a 90 day time limit for stays. abc seven news reporter luz pena spoke to the mothers outside their kids school, who are joined by community advocates who are hoping the city intervenes.

>> vilma arias and maria flores woke up monday morning knowing they would have to break the news to their young kids. they can't stay in the shelter anymore. but i don't tell them anything because i don't want to make them feel bad. with tears in her eyes, maria is deciding how to say this to her eight year old son. this is a new trauma for him and i don't know what to say to him. both women are migrants. maria fled peru and is seeking asylum in the u.s. vilma fled from honduras. they met at the city's saint joseph's shelter and joined forces to fight back against their evictions. community leaders surrounded them outside their kids school, as many asked for mayor daniel lurie to intervene. they met with the mayor two weeks ago and said he promised them no kids will end up on the streets, yet many more are also set to get evicted next. >> dozens more will face this same fate this month. >> in december of 2024, san francisco's department of

homelessness and supportive housing reinstated the shelter state limit to 90 days, something that was on pause during the pandemic. in a statement, the city's homelessness and supportive housing department said in part, we believe that our compassionate 90 day time limit, with the possibility of 330 day extensions, enables families to take proactive steps in their housing plan. vilma confirmed she's had more than three extensions. yet community advocates view the city's approach as wrong. >> if they've signed up for housing, they're not supposed to be evicted. if they haven't found housing through no fault of their own. >> to explain the time limit, sage said in part, lack of active participation in the shelter program can hinder his ability to assist more families in need and lead to a program exit. >> district wide. there's almost 3000 students that are unhoused. >> as to these mothers, they're hoping for another extension. if not, vilma and i are thinking maybe to go to a hospital just

so our kids can have a place to go, the hospital so they can sleep inside. >> again. oh. >> they're going to let us sleep in the hallway. in san francisco. luz pena, abc seven news. >> the former owner of the biggest mall in san francisco is now proposing a possible housing redevelopment plan, according to the chronicle, westfield is trying to attract potential buyers by selling to empty office buildings next to san francisco center to be turned into housing. westfield bought the property near mission and fourth streets almost two decades ago for $42 million. the mall struggled during the pandemic and is now sadly nearly empty. >> a miserable day on wall street. stocks plunged over concerns about president trump's economic policies, as well as his refusal to rule out a recession this year. the dow dropped more than 2%, finishing at its lowest level since november. the nasdaq suffered its largest loss since 2022, dropping 4%, and the s&p 500

fell 2.7%. it's lost nearly 9% of its value in less than a month. >> the president, though, is not backing away from his economic agenda. he's now vowing a 25% tariff against all foreign steel and aluminum on wednesday to take effect. he's also proposing reciprocal tariffs on countries that retaliate with tariffs of their own. >> i think the tariffs are going to be the greatest thing we've ever done as a country. it's going to make our country rich again. >> the leader of canada's most populous province is now pushing back. today, ottawa premier doug ford announced a 25% increase in the cost of electricity exported to minnesota, new york and michigan. the growing trade war is raising fears of a recession. today's moody's chief economist economist told abc news that its recession probability gauge now stands at 35%. that's up 20 points since the start of the year. >> up next. we're waiting to hear if the state insurance

is expected to make a decision affecting millions of california policyholders this week whether to grant state farm's request for a massive rate hike. >> and it comes amid controversy surrounding a leaked undercover video of a now fired state farm executive. >> seven on your side stephanie sierra is here with the very latest on this. stephanie. >> yeah, well, it's a mess on both sides here. the timing of this could not have been worse for state farm, as california's insurance commissioner weighs whether to grant the company's

request to raise rates as high as 38% in the wake of the los angeles county wildfires. in a leaked, edited undercover video obtained and posted by conservative o'keefe media group, hayden kirkpatrick, the now fired vice president of innovation and venture capital at state farm, spoke openly about the victims of the palisades fire and residents of the bay area. >> like in marin county in northern california, or some of the fringe areas like where the palisades are. there can never be houses built there, like people want to be built in areas where they have like natural areas around them. yeah. for their ego. >> kirkpatrick told the new york times this footage was filmed during a tinder date. the clips are spliced up, potentially leaving out critical context, and we should note the conservative outlet that published it is founded by james

o'keefe. he's the former ceo of project veritas, a far right activist group that's reportedly been subject to lawsuits over publishing undercover content criticized as misleading. with that said, the clip is highly controversial given state farm continues dropping policies. the person recording asked this question. related to that. >> it seems like it's all, i don't know, orchestrated. >> i mean, it kind of is, but not in the way that you would think. think our people look at this and say, we've got like maybe $5 billion, that we're short if something happened. >> kirkpatrick also mentioned the recent meeting between the california department of insurance and state farm execs. but the state told seven on your side he was not present at that meeting. >> we go to the department of insurance and say, we're overexposed here. you have to let us catch up our rating and they'll say, hey, because the

department of insurance and the insurance commissioner is an elected position in, california. yes, he'll say, nah. >> i think it's shocking. i mean, clearly the executive didn't realize he was being taped. >> consumer watchdog sent a letter to the commissioner calling the remarks more evidence as to why policy cancellations are being wielded as a strategic bargaining tool. meanwhile, after firing kirkpatrick, state farm denies all his claims, saying they're inaccurate and in no way represent the views of state farm and do not reflect our position regarding the victims of this tragedy. >> and it's not the nail in the coffin for the rate hike. i think ricardo lara is going to be looking at a nail in his coffin. now, in response to all this, the california department of insurance told us, quote, we want answers from state farm. this only raises more questions. and i should note, even if this emergency rate hike is approved, state farm ceo, cfo, rather has already told the commissioner the company will not be doing more business across the state,

joy, and that's part of my nature. when i'm in the right frame of mind, mentally and physically, it's smiles and that flow that you see. obviously, if you're struggling during any part of the season, like it's hard to generate that, but you have to remind yourself not to stray too far away from that spirit. >> i mean, the guy plays with a lot of joy, so if he doesn't do it tonight, he does have a chance against the blazers. they play the kings here at chase on thursday night. if for some reason it gets past that, they play the knicks saturday on abc seven. so i don't think it's going to get that far. but it could. and another quick note from steph today he became the assistant general manager to the davidson basketball teams. of course he played college basketball there. he's the first ever pro athlete that's active to have that kind of role in college athletics. assistant gm while he does everything else what can steph do? i mean, he does it literally all. he added another thing to that big resume. if he's on linkedin trying to get a new job, i mean, that resume is very impressive.

i would hire steph curry. >> i think we all would. yeah. thanks, chris. >> he just needs more to do. >> i mean really. >> all right. well we'll go from the most three points to perhaps the most seven day forecast. >> yes. abc seven news weather anchor spencer christian. >> i've done quite a few of those, haven't i? well, here's another. here's a look at our satellite radar image. you can see a storm off the coast of southern california, which is not our storm, but it has been kicking some clouds up into the bay area sky. so we've had a mix of sun and clouds the last couple of days. that pattern will continue through tomorrow ahead of the arrival of our next storm, which is still intensifying out at sea. right now, we have relatively calm conditions around the bay area. it's breezy, but not gusty. wind speeds up to about 15mph at the max, and it's milder than at this time yesterday by several degrees across most locations in the bay area. here's a view from sutro tower looking out over san francisco, where right now it's 59 degrees. we have low to mid 60s at oakland, hayward, san jose, redwood city and 57 at half moon bay. nice view from emeryville. looking back toward san francisco and across the bay

bridge. 67 degrees right now in santa rosa. mid 60s also at napa and petaluma. and we have upper 60s at fairfield, concord and livermore. let's check out our forecast headlines. i hope you like these through tomorrow. sun and clouds mixed dry and mild again tomorrow. but we have messy midweek weather coming our way with rain and wind and snow and rough surf. and the extended outlook shows rain continuing through the weekend. so let's take a look at the exclusive abc seven storm impact scale. the approaching storm is a level two storm, a moderate storm, but it will have some intense moments with downpours and gusty winds and rough surf, and maybe even some snow on our higher peaks as cold air will accompany this storm. here's its arrival in the wee hours of wednesday morning. just as the morning commute is getting underway, we'll have widespread steady rain, which will become heavier and steadier, more widespread by midday, continuing into the afternoon and evening hours. so the evening commute on wednesday, the morning commute will be wet, but the evening commute will be even a lot wetter and slower. no doubt we'll get a little bit of a break late wednesday night. and speaking of late wednesday

night, by 11 p.m. wednesday, rainfall totals will range from about a half inch to an inch and a half in the wettest locations. and over in the sierra. some serious snow is coming. a winter storm warning is in effect or will be from tomorrow night through thursday night. above 4000ft, 12 to 18in of snow, up to four feet in the higher peaks and winds. winds gusting to 70mph. low temperatures tonight here in the bay area. mainly low to mid 40s. highs tomorrow mid to upper 60s once again for most locations. and here's the accuweather seven day forecast after that level two storm on wednesday. we have level one storms for thursday, friday, saturday, sunday and next monday. the rainy pattern just persists. there may be a few breaks here and there. some of those days will have showers and periods of rain with a little sun breaking through, but don't count on the sunshine lasting very long. >> all right. thanks. you warned us.
