starts right now. >> and we begin tonight with the protests over the arrest of a pro-palestinian activist. good evening. i'm ama daetz. >> and i'm dan ashley. thanks for joining us. president trump says that arrest is the first of many as his administration expands investigations into bay area universities over claims of anti-semitism. >> abc seven news reporter j.r. stone shows us the protests from the bay area to the east coast. >> crowds took to the streets of new york city to demand the release of mahmoud khalil, a columbia university pro-palestinian activist. >> this is the scariest thing on the first amendment i've seen from the federal government in many, many years. i mean, the only reason they detain this kid is because he took part in organizing demonstrations last year. >> that's uc law. san francisco professor matt coles khalil was arrested saturday night by federal immigration authorities, who, according to his attorney, said they were acting on a state department order to revoke his

green card. a small group rallied for khalil on the uc berkeley campus monday. here's professor robert cohen of nyu. >> it's going to have a chilling effect, particularly on immigrant students. they'll be afraid if they express their first amendment rights to dissent, that they have to worry about being deported. >> khalil's arrest comes just days after the trump administration canceled $400 million worth of grants and contracts to columbia university for what has been called harassment of jewish students. coles doesn't believe that the $400 million cut will hold up in court. >> the president does not have the authority to do a cut off with anybody. >> the u.s. department of education has also now sent out letters to 60 colleges under investigation for title six violations, including uc berkeley and stanford. the letter demands they protect jewish students on campus from harassment and discrimination or risk federal funding. both professors i spoke with questioned the intent of actually stopping anti-semitism.

>> this goes back, you know, it's old right wing playbook. they loathe the university as a center of wokeness, and they're doing whatever they can to strike back at it. i'm jewish, so i feel like it's so sad to see something so seriously, you know, serious. is this trivialized like this? >> now it will be up to the schools to decide if they either push back on possible funding cuts or work at restricting future rallies. j.r stone, abc seven news. >> and fears over funding cuts are driving san francisco mayor daniel lurie to send a delegation to washington this week. the mayor's office says without support from the federal government, the city's $800 million budget deficit could top $1 billion. this week, a team of city staff will meet with lawmakers in d.c. to push for fema reimbursements and infrastructure grants. they will also push back on proposed cuts to social services. >> now to your forecast, with some big changes coming soon.

this time tomorrow night. rain will be headed our way. abc seven news weather anchor spencer christian is here with a look at the timing of it for us. spencer. >> okay, emma. you're right. this storm is just more than 24 hours away. so here's a look at the exclusive abc seven storm impact scale. this is a level two storm that will reach. it will actually surge into the bay area after midnight tomorrow night into wednesday morning, bringing downpours, gusty winds, rough surf, even some snow on our higher peaks as the storm will be accompanied by cold air. forecast animation starting at midnight tomorrow night. notice by the time the morning commute begins wednesday morning, there will already be steady rain over much of the bay area, and it will intensify and become much heavier during the midday hours, into the afternoon, into the evening. so the evening commute on wednesday is really going to be a messy one. we'll get a little bit of a break after that storm, before the next round of rainfall comes in, but the rainfall totals from that first wave will range anywhere from a half inch to about an inch and a half. and the storm that brings us rain will produce heavy snow in the sierra. a winter storm warning will be in effect from

11:00 tomorrow night to 11:00 thursday night. for the sierra, we're talking about 12 to 18in of snow above 4000ft, up to four feet of snow in the highest peaks, and wind gusts up to 70mph. i'll have the complete accuweather seven day forecast a little bit later. >> dan 70 miles an hour. goodness. all right. spencer, thank you. new at 11. former president of the philippines rodrigo duterte is under arrest, accused of crimes against humanity. the philippine government says duterte was arrested at manila's airport tonight on orders of the international criminal court. that court has been investigating the former president's deadly drug crackdown. human rights groups say tens of thousands were executed during his war on drugs. >> several people are recovering from a crash involving nine cars in morgan hill this evening. photos from firefighters show a line of cars, all damaged from what appears to be a string of rear end collisions. two people were transported to nearby hospitals with minor injuries. we've reached out to morgan hill police for more details. >> we're heading into day two of the vta strike, shutting down

bus and rail service in santa clara county today. about 1500 workers went on strike. the workers walked off the job at midnight, one week after their contract expired. the union says vta's offer of a 9% pay raise over three years just isn't good enough. >> it's kind of disappointing that it's come to this, this, you know, this at this point, you know, we've gone into negotiations a little over six months ago. >> the kind of wage increase that atu is asking for is just not possible now. >> take a good look here. the picketing took a dangerous turn this morning. two strikers were hit by a truck. you see it there? we've circled it. one striker went to the hospital. san jose police are investigating. apparently, the truck took off. >> sonoma county investigators are revealing more tonight about an incident that led to the evacuations of two schools in occidental. sky seven was overhead as more than 200 students were let off. the campus, shared by harmony elementary school and salmon creek middle school. the father

of a student is under arrest, accused of making a threat to the school. >> that he was going to show up after school with the weapon, and to make sure that the sheriff's deputies were there. >> no injuries were reported. the office of education says classes will be in session as usual at both schools on tuesday. >> santa rosa police are planning more outreach in schools after a very difficult few weeks. officers will give presentations to students about fentanyl, opioid abuse and gangs. over the past few weeks, the community has dealt with teenage overdose deaths. a stabbing in a classroom and weapons found on campus. the department will also hold community meetings open to everyone. well, we're just days away from part of san francisco's great highway permanently closing to cars, and now opponents are suing to stop it. a group plans to file a lawsuit tomorrow. in fact, challenging prop k, the ballot measure approved by voters in november, cleared the way to

permanently close two miles of the great highway to private vehicles. opponents now claim the measure violates state law and did not have the required environmental review. supporters of the great highway park say the lawsuit is a waste of time and resources. that undermines the outcome of the election. >> a san jose sports team wants its stadium to double as a concert venue. the san jose earthquakes are pushing for a papal park to host more than a dozen shows per year. abc seven news reporter lauren martinez has details on the plan. >> papal park could be home to a new type of outdoor entertainment. >> go back to k k, working his way in right to the sixth. cross a rebound action o score. >> on monday, the san jose earthquake submitted plans to the city to modify the soccer venue into a concert one as well. papal park is located just west of the san jose airport. the open stadium can see 18,000 people. mayor matt mehan said it's a beautiful space. >> it's a pretty unique

experience and they do a really nice job with the fan experience there, so i think it just makes sense with our great weather to expand the offerings. >> the amendment would allow for 15 concerts each year for any day of the week. >> it's also in a part of town where you you already have some noise with the airport. and i think that, you know, as long as you position the speakers properly, i don't think the neighbors are going to be any worse off. so i really think this can be a win win for everybody. >> the team touts the economic impact, more spending at the stadium with visitors dollars spreading to other parts of san jose. >> people will park here because it's more convenient, and they take a shuttle up to papal. >> alex satinsky is the ceo of san jose downtown association. he said already they can feel a presence with soccer fans, boosting fast evolving businesses. >> 32 new places that opened just within this past year. so there's new restaurants, new bars, new entertainment venues coming online literally almost every month. >> next year will be a big one

for the south bay with super bowl, world cup matches and the ncaa tournament. the earthquake said, adding world class concerts can enhance san jose's profile. >> and we're getting ready for 2026. we want to take san jose to the next level. >> mehan said he's supportive and he's looking forward to seeing this come before the city council in san jose. lauren martinez, abc seven news. >> all right, well, discussions are underway to build a battery storage plant in daly city. the cormorant energy storage project is near the cow palace, at the corner of carter street and saddleback drive. the goal of the 250 megawatt facility is to strengthen the electric grid, storing enough energy to power up to 200,000 homes for four hours. once completed, it will be one third the size of the moss landing facility, which burned down in january. some daly city council members shared their concerns for the people living nearby. >> my concern is that god forbid there be a fire, and at moss

>> all right. back here at home, governor newsom wants to change how california handles parole. a plan that could clear the way for more prisoners to have their sentence shortened. he's citing the menendez brothers case, calling for the state board of parole hearings to complete risk assessments earlier in the parole process. newsom asked for the brothers to be given one of those assessment two weeks ago, as they request clemency in the murders of their parents. the governor's office hopes changing the process could identify more candidates for early release. >> the menendez brothers are pursuing another path to freedom, despite opposition from the new los angeles district attorney. today, d.a. nathan hochman announced he will allow the brothers to go before a judge later this month to seek a new sentence. even though he opposes freeing the convicted murderers. hochman says the brothers have not taken responsibility for the crime. >> for now, while the menendez brothers persist in telling these lies for the last over 30

years about their self-defense defense and persist in insisting that they did not suborn perjury or attempt to suborn perjury, then they do not meet the standards for resentencing. >> erik menendez are serving life in prison without the possibility of parole for murdering their parents in 1989. the brothers claim self-defense, saying they suffered sexual abuse from their father and believed their parents were going to kill them. >> president trump's tariffs are having a huge impact on wall street stocks, plunging as the president refused to rule out a recession this year as well. so what will tomorrow bring on the market? abc news reporter melissa dan explains the uncertainty on wall street and how canada is pushing back against the president's tariffs. >> u.s. stocks plunging on monday and suffering widespread losses amid an escalating trade war. the dow jones industrial average falling 2%, while the s&p 500 declined 2.7%. the tech heavy nasdaq plummeted 4%.

than at this time last night. two degrees warmer here in san francisco and in oakland. so let's move along and take a look at current temperature readings here in the city. it's 5352 in oakland and hayward and redwood city, san jose 5448 at half moon bay. other temperature readings right now as we look westward from emeryville, 46 at both napa and santa rosa. petaluma, 43 low 50s at fairfield and concord and 49 at livermore. and these are our forecast headlines tomorrow. one more mild, dry day before the messy midweek weather starts to move in on wednesday, with a level two storm on the exclusive abc seven storm impact scale. it will bring rain, wind, snow and rough surf, and the extended outlook calls for several more days of rain. consecutive days of rain after the big storm on wednesday. so here's a closer look. as i said, it will produce downpours, strong gusty winds, rough surf and snow on our highest peaks because cold air will accompany this storm. forecast animation starting at midnight tomorrow night. notice by the time the morning commute starts on wednesday, we'll have widespread rain and steady rain over much of the bay area. it will get more widespread and

even heavier by midday and into the afternoon hours and into the evening, so the evening commute is going to be a really messy one here in the bay area. as this storm begins to wind down a little bit late wednesday night. in fact, by late wednesday night, we expect rainfall totals to range anywhere from about a half inch to nearly an inch and a half in the wettest locations. and while it's raining here, it will be snowing in the sierra. winter storm warning will be in effect from 11:00 tomorrow night to 11:00 thursday night. above 4000ft. we're talking about 12 to 18in of snow up in the higher peaks, up to four feet of snow ridge wind gusts up to 70mph. so travel will be difficult to impossible. back to the bay area tonight. a mix of some clouds and some clear skies as well. overnight lows will be mainly in the low to mid 40s. high temperatures tomorrow. still on the mild side. even on the eve of the big storm. we'll see highs ranging from mid to upper 60s both near the bay and inland, upper 50s to about 60 on the coast. and here's the accuweather seven day forecast following that level two storm on wednesday. we have level one
