more about a wild shootout that may be connected to the federal corruption case involving former oakland mayor shengtao and others. >> yes, we are hearing from the man targeted in that shooting and a neighbor who saw it all happen. >> new at six. abc seven news i-team reporter dan noyes is here with the story. dan. >> well, dan and ama mario juarez is in a difficult place. he can't speak out because he could be a witness in that federal corruption case against former mayor shengtao and others. still, he wants to know why police arrested two suspects in december for the shooting at his home, but released them without warning him. you can still see a bullet hole in the rain gutter at mario juarez's house in the fruitvale neighborhood. nine months after the shootout. >> and then it stopped there and it shot like, two times. >> sheila campos lives across the street. she tells me she was headed to work after 9 p.m, when she saw a car drive by three times, firing at juarez's house and suburban. on the last pass, mario juarez came outside with his 40 caliber glock. >> and he starts shooting back

like firing back. pop pop pop pop pop pop pop pop. and the car just kind of skidded off, but kind of fast. and he was in the middle of the street shooting, like trying to get him. >> i've been speaking to mario juarez by an encrypted phone app. he tells me he can't be in oakland right now because he in still fears for his life. he sent a written statement, first reported by the san francisco chronicle, that says two suspects were nabbed in december 2024 tied to these attacks. but justice, it never came. oakland police e the arrest, but the da's office, just days after pamela price left office because of the recall, allowed the suspects to walk without charges and without informing juarez that the men who may have shot at him were back on the streets. it's an issue of safety, right? >> yes, absolutely. it's definitely an issue of safety. >> ernie castillo is mario juarez's attorney. >> when you have people coming to your house and you get into a shootout and people shoot at you, that's a huge concern. so we should have been notified by

that former administration 100%. >> mario juarez recently had a fraud case against him dropped. he was accused of bouncing checks for a mailer that supported xiang tao in her race for mayor. as part of that case, juarez accused then district attorney pamela price of demanding $25,000 from him to help her recall, saying when he refused, she filed the criminal case against h. >> in that motion were declarations and statements by witnesses, including mario juarez, that the former administration had tried to shake down mario for $25,000, and if he had not contributed to that campaign for $25,000, then they would charge him. >> through her attorneys, price denied asking juarez for money back to the shooting. in june, neighbors confirmed to me that the day after the gunfire, the fbi canvased the neighborhood looking for witnesses and surveillance video. and just ten days later, agents raided the homes of then mayor shengtao, her partner andre jones, and david and andy duong, owners of california waste solutions.

they're all charged with conspiracy, bribery, mail and wire fraud, and more. federal prosecutors also claim tao agreed to purchase modular units for the homeless from evolutionary homes, a company run by the huang's and mario juarez. >> the product that we have is a single family residence home. >> though he is not named in the indictment, juarez appears to be unindicted coconspirator one who acted as a go between for the wongs and shang tao. now, mario juarez says, they saw me as a threat. not because i'm perfect, because i wouldn't bow. they wanted me dead to keep their secrets safe, to silence a voice that wouldn't shut up. they picked the wrong man. e da's office now tells me they are taking a fresh look at the shooting case. one month before that happened, mario juarez says he was beaten by ten men outside the headquarters of california waste solutions. he expected to testify in the federal corruption case coming up. dan. >> what a story. >> yeah. >> thank you. yeah. thanks, jim.

>> and see all of the i-team stories. and get in touch with dan noyes by going to abc7 news.com slash i-team. >> all right. breaking news now from washington. major cuts for the u.s. department of education. nearly half of the department will be laid off. that's according to an announcement from education secretary linda mcmahon. she says the layoffs will restore, quote, the greatness of the united states education system. the cuts are expected to impact every part of the department leases for education department buildings located across the country will be canceled, including at its office at san francisco's u.n. plaza. it's part of the trump administration's campaign promise to shift education systems out of federal hands to individual states. the department will continue administering pell grants, federal student financial aid, and student loans. the trump administration will cut a $1 billion program that lets public school lunch programs and food banks buy from from local farmers and ranchers. the program began during the biden

administration. a spokesperson for the usda says the cuts will mark a return to long term, fiscally responsible initiatives. >> tomorrow, a storm that ranks two on the exclusive abc7 news storm impact scale will hit the bay area, bringing heavy rain and strong, gusty winds. some parts of the bay area could see more than an inch of rain. >> abc seven news meteorologist sandhya patel is tracking this storm after days of nice rain. this is going to be a bit of a cold shower, sandy. >> yeah, you're going to have to prepare for winter again. dan and ama. let me show you live doppler seven, and we'll talk about the storm that is developing in the pacific. it is a level two on our storm impact scale. and as it moves in tomorrow morning, you will start to notice some damp roadways. but it's not the morning that we're concerned about so much as we head into the afternoon, that's when the rainfall intensity will pick up. the winds will also intensify and it will be tough to get around for the afternoon and evening commute, so be prepared. winds will be gusting close to 50 miles an hour in some

areas. this one is for one of the coastal locations. you can see 43 at 1:00 in the afternoon on our storm impact scale. this is a moderate strength storm, a level two rain downpours in the afternoon evening. strong gusty winds. there's a slight possibility of thunderstorms as well. i'll be back with a full look at that timeline, plus the accuweather seven day forecast showing you more storms coming right up. >> ama all right. thank you sandhya. a sign of solidarity today at two baya universities in support of a pro-palestinian activist in ice custody. a group of stanford students held a walkout today for mahmoud khalil. he is a student at columbia university and a pro-palestinian activist. khalil is accused of activities in support of hamas, a designated terrorist organization. students also gathered at uc berkeley's sproul plaza as part of a national day of action to free mahmoud khalil. he is a palestinian and a permanent u.s. resident. ice agents took him into custody saturday at his apartment, and the government is trying to deport him. >> south bay leaders say they're

making a new push to address what they're calling landlording. they say people are illegally renting substandard rvs to the unhoused, letting them live in poor conditions. think of slumlords that reference. abc seven news reporter zach fuentes has more on the proposal. leaders hope will help build a better bay area. >> we walk and come and get some water. >> juanita macias and her husband live in one of the dozens of rvs seen in this area in san jose. theirs isn't one of the ones connected to this water source, so they come to it and carry water back to their rv. today she owns an rv. before that, she was renting one for $500 every month monthly rent. that didn't include the most basic features. >> there was no electricity, no water. >> she wasn't alone. she says many of her neighbors are still renting rvs like that owned by landlords, who charge even higher prices. >> charging like 1000. $800. >> calling them landlords, san jose city council member ben doan says he and other council

members have been briefed by san jose police about the problem. pd says there are at least two known individuals who have been renting around 15 to 20 rvs that are nearly unlivable to people who are unhoused. >> these bad actors going out there and towing these dilapidated, unregistered, unsafe rvs or vans or even trailers and then renting it out illegally. >> dewan, along with the mayor and two other council members, say they're proposing a crackdown on these so-called landlords, issuing a memorandum for increased enforcement. >> to help our police department and our code enforcement give them an extra tool. >> the memo directs city staff to come back with a clear plan in collaboration with the city manager, city attorney and also police and fire departments. advocate sean cartwright says the idea is tackling the issue the wrong way. >> people are definitely being taken advantage of, but you have to remove those people from thee situation and put them in housing first before you go after the landlords.

>> dewan points to his sj love proposal, a large homeless shelter with wraparound services as one option for where people can go if they leave rvs. cartwright, though, says most of the unhoused don't feel comfortable living in a large shelter setting as debate on the larger solutions to homelessness rages on. san jose city staff has 90 days to come back with their recommendations on a plan to address landlords in san jose. zach fuentes, abc seven news. >> new developments happening just days before the great highway is set to close to cars. a group is now suing to keep the road open. thursday is the last day before a two mile stretch between lincoln and sloat is turned into the city's newest park. voters approved the plan back in november when they passed measure k. the new park will officially open april 12th. abc seven news reporter tim johns has the last ditch effort to stop it. >> dozens of people gathering tuesday at an intersection on san francisco's west side. the group there to hear about a new lawsuit challenging the legality of proposition k. prop k is a ballot measure that was passed

by voters last november that would shut down a portion of the great highway starting friday. >> prop k proponents, just in their haste to sneak this on the ballot, decided that they were going to ignore the state law. >> richard correa led tuesday's news conference. he believes prop k violates state law by permitting an unauthorized road closure, and for failing to do an environmental impact report. but for many here, the partial closure of the great highway means closing a vital street. >> if you all came out here on a day that the great highway is closed and you tried to cross golden gate park to get over to the going south or going north, it's a nightmare. people can't get around. >> a lot of the frustration is also being directed at supervisor joel engardio, who represents much of this area and supported prop k's passage. in a statement, engardio told abc7 news, i have confidence in the city attorney's ability to draft legal ballot measures that go before san francisco voters. my guess is the court will quickly see this lawsuit has no merit. the passion among people at this

news conference is palpable. however, not everyone out here today thinks that this lawsuit should be filed. that includes lucas lux, who wants to see that portion of the great highway closed and a park developed. >> we have extended multiple invites to the leaders of the no on k folks to work together on neighborhood improvements, including addressing their concerns on traffic. their answer is filing lawsuits. >> while voters in the city's west overwhelmingly voted against prop k. city voters overall passed the measure with around 55% of the vote. lux thinks this lawsuit is an attempt to undermine the will of the voters. >> in a democracy. vote voting is how we decide on issues, especially when we have strong opinions. and for our democracy to work, we have to honor votes and not try to overturn them through obstructionism. >> the city attorney's office said they would respond to the lawsuit in court in san francisco. tim jonze, abc seven news. >> still to come, talk about a big change. no more free checked bags on southwest. it is a

badly the victim was hurt and the status of the suspect. >> on southwest bags, fly free. won't fly that way much longer. the airline today announced it is ending its decades long practice of letting passengers check up to two bags for free. abc seven news reporter suzanne fong is live at oakland airport with more on a change. suzanne, that's going to hit a lot of passengers pretty hard. >> a lot of passengers are concerned about this. they could be paying an extra, maybe 100 or $200. now, the news is definitely a downer for families and fliers who are really counting on that extra savings. this fees kick off may 28th. >> we have like 4 or 5 bags. >> chris nadeau and danica lustica travel with a lot of bags. >> we have to check. yeah, we have to check it. so we have we have a lot of stuff, especially with the kids. >> besides 16 month old olivia and eight year old dominic. the family arrived from vegas with four suitcases, a stroller or car seat and two big personal

bags. southwest airlines says for the first time ever, it's going to start charging for checked bags. for decades, each traveler got to check in two bags for free. >> that's really shocking. that's the main reason why we fly with southwest. >> we asked other travelers if the new policy would change who they fly with, or if they'll stop flying out of oakland airport. a major focus city for southwest airlines. nearly 7 million passengers flew southwest airlines through oakland last year, according to airport officials. >> it's a possibility, but i like southwest. >> well, it changed the way you fly. >> it will. >> also. >> if it's. i'll find the cheapest airline. and if they're charging for luggage like the others, of course, that's going to be a factor. >> southwest, a low cost pioneer, says it's abandoning its bags fly free policy in hopes of increasing revenue. travel experts explain. >> so coming out of the pandemic, you know, they were trying sort of how they've

always operated. yet profits speak a little bit differently. and this new activist investor that has really stepped in in the last few years is making some changes. and unfortunately for consumers, this is having an impact on how much it's going to cost to travel. >> for southwest air, tickets purchased on or after may 28th, customers will have to pay to check their bags, but there will be some exceptions. a-list preferred status will still get to check two bags for free. a-list level members will get one free checked bag. southwest credit card holders will also get one free checked bag. lawanda evans of atlanta says she's going to do things differently the next time she flies on southwest. >> i'll think twice about making sure i have a carry on bag and not a checked bag. i'm going to find the most economical way to travel. >> and no word yet how much it's going to cost if you check your bags on southwest airlines. but if you fly on delta, american or united, it will cost $35 per bag. live at oakland airport suzanne phan abc seven.

>> all right. thanks very much, suzanne. >> that's right. let's get to the weather. a two coming our way. >> oh, man. it's going to be a busy several days when it comes to the rain. sandhya patel is here. sandhya. >> yeah. the storm door is opening. and that means we are in for some wet weather for several days. good evening everyone. let's take a look at a live picture right now from our kgo roof camera. winds blowing around the clouds are coming in. so just a sign of some changes that are ahead. i hope you enjoyed the mild weather we had today as temperatures were in the low to upper 60s. we had some sun, but that's all changing as this storm is developing on live doppler seven down south, they've been seeing some showers in association with a low that is moving through that region. but right now here locally, we do have soe clouds moving in. and later on we'll start to notice even bigger changes. so from our san jose camera nice view 64 degrees. pretty mild right now. still in san jose, san francisco, oakland, hayward and redwood city and half moon bay. you're all in the 50s from our golden gate bridge camera. you're seeing

a little peek of blue there. 58 in santa rosa and napa, currently 60 degrees in livermore and 59 in concord. from our walnut creek camera. the clouds are moving in there. tomorrow, a level two storm arrives on thursday. we're looking at showers and snow on our higher peaks, and this weekend rain is back, but not until sunday evening. so i think your saturday should be just fine, at least right now on our storm impact scale. this is a moderate strength storm for tomorrow. it's a level two rain with downpours in the afternoon and evening, strong gusty winds and there's a slight chance of thunder tomorrow morning as the commute begins, some spotty showers start to show up. the rainfall intensity starts to pick up at 11 a.m. in the northern part of our viewing area, and in the afternoon as the front comes in, we will see some downpours at 3:00 and also at 5 p.m. so the afternoon evening commute is probably going to be the tougher one as we go into 11 p.m. just a few scattered showers remaining rainfall projections. most of you will be in that third of an inch to just over an

inch of rain. but there will be some wetter spots like half moon bay, calistoga, ukiah, clear lake that will pick up more than an inch of rain. the winds are going to come up out of the south 41 miles an hour. the gusts in half moon bay. notice they go even stronger to 50 miles an hour. but here's the deal. even though it's going to briefly get windy, it's not going to last quickly. the winds start to back off at 4 p.m. in the sierra. we're going to see a winter storm warning starting tonight at 11:00, running until 11 p.m. thursday above 4000ft, expecting 1 to 3ft of snow up to four feet on those peaks. and with those very gusty winds, it's going to be difficult to impossible to get up there. here's a look at the snowfall projections. this is really good to see. 41in there in kirkwood, 40in in donner. by 11 p.m. thursday. your morning temperatures will be in the 40s and 50s. we start out with just some spotty light rain, and then the rainfall intensity picks up. the winds will increase for the afternoon hours. it is certainly going to be a

former danish colony was has taken a new tone after president trump said he wanted to take control of that mineral rich island. and paper straws are out at the department of justice. a memo from attorney general pam bondi has instructed staff to reject paper straws in favor of plastic ones. that's after an executive order from president trump. persistent worries about tas and a trade war have investors feeling anxious. today saw another day of gigantic losses. the dow dropped 478 points, closing at 41,433. the nasdaq fell 32 and the s&p 500 dropped 42 points. president trump today tells abc news he does not think the u.s. will enter a recession, despite comments to the contrary made last week, and president trump has stopped the doubling of tariffs on all aluminum and steel imports from canada. this move caused the market to just

plunge even more. abc news reporter reena roy has the latest. >> i have drops and markets are going to go up and they're going to go down. yeah, but you know what? we have to rebuild our country. >> initially doubling his tariffs on all steel and aluminum imports from 25 to 50% for canada set to take effect wednesday morning after ontario slapped a 25% tariff on electricity sent to the u.s. but this afternoon, ontario premier doug ford, suspending that surcharge after speaking with the trump administration. >> the temperature needs to come down and i thought this was the right decision. they understand how serious we are about the electricity and the tariffs. >> trump later backed off the additional 25%. experts warn americans could see higher prices by memorial day on things like washing machines, canned goods and cars. some businesses, like hi-wire brewing in asheville north, are already feeling the impact. >> our cost of goods have gone up. our cans have already gone up in price. bottom line is it's

flopping several times on his tariff plans. reena roy, abc news, new york. >> today, president trump shopped for a brand new tesla in front of the white house. he selected a red sedan with elon musk and his son by his side to show support for musk's electric vehicle company as it faces blowback. president trump told reporters he would write a check for the car, which retails for about $80,000. he says he plans to leave it at the white house so his staff can drive it. musk has faced criticism for his involvement with the trump administration. the move may have slightly helped musk's company. tesla's stock price increased nearly 4% today after dropping almost 48% since trump took office in january. the company's market capitalization had hit an all time high of $1.5 trillion on december 17th. it started slipping after musk began working to downsize the federal government. >> coming up next, doing the math at san francisco unified. why the district wants to rewrite the rules when it comes to pta money. >> plus, what's new on day two

transportation to a standstill across the county. today is the second day of the work stoppage for vta. union employees and the two sides are not close to reaching a deal. the lawsuit claims the union broke a no strike clause in the contract. san jose state students make up a large number of the nearly up 100,000 daily riders for now. many of them are forced to pay for parking and gas. >> i know the parking here can get a bit hectic, especially right now because since more people are taking the our, you know, carpooling here. i hope i guess just the issue gets resolved quickly. >> san jose mayor matt mehan is against the strike. he says vta's 9% pay increase offer is more reasonable than the 19% the union is seeking. >> in san francisco. there is outrage from some parents over new restrictions on funds raised by parent teacher associations. abc seven news reporter luz pena went to the district headquarters to get some clarity ahead of this evening's school board meeting. >> a san francisco's unified school district gears up to face

a $113 million budget deficit for next year. parents who've been fundraising to keep schools equipped were told on friday those funds will now face limitations. >> it's really disheartening. >> to see throughout the district have historically raised funds to add programs, events and extend hours for staff, some raising between 100 to $300,000 a year. >> we worked really hard to help make sure that our school has the money to help. and right now we're having a threat for class size reduction, but we're also losing a nurse. >> sfusd is now restricting pta's ability to pay for extra staff. this as teacher layoffs loom. the pta at harvey milk civil rights academy raised over $100,000 to help their school. but we're told that money won't be allowed to go towards their plans. >> we're losing our half of our social worker, and we're losing most of our librarians. >> we went to sfusd for clarity. pta and sfusd funds are

separate. >> correct. >> why is sfusd doing this when there are two different accounts? >> it really comes down to making sure that we have enough money to fund our base allocation, which is the money that we get from the state. so that work needs to happen first. >> sfusd said their focus is to balance the current budget with funding they can count on for planning for the future. pta funds fluctuate and are raised on an annual basis, which they say makes consistent long term planning hard. >> equity is a really big piece of it. we do really want to make sure that all of our schools have fully enrolled classrooms and a high quality teacher in every classroom that's fully enrolled, so in order to do that, we need to be able to set these guidelines. >> in equitable to limit resources in certain schools where other schools get more resources. >> sfusd is on state oversight, so the fiscal advisers have the power to override any decision by the board that has to do with the budget. these parents are hoping that sfusd and board members change their mind. >> we see the importance of filling the gaps in a broken

a man. >> ever wondered what it looks like to ride out a tornado in your car? well. watch this. that's what this woman went through. she survived an ef two tornado in longwood, florida yesterday. you can see the rain of the debris flying all around. she's okay. there were no injuries. all of this from this tornado, but nobody hurt. with winds up to 115 miles an hour. it was the strongest one to hit seminole county in more than 25 years. actually, look at these are left behind. starting today, you'll start seeing driverless waymo vehicles on the streets of silicon valley. waymo is now offering rides in los altos, palo alto, mountain view and parts of sunnyvale. users can hail a self-driving car through the waymo one app if their zip

code falls in a service area. waymo is currently available in san francisco and daly city as well. >> an update now to the breaking news we're following. san francisco police say a woman was stabbed on board a muni train, and they do have two suspects in custody. this happened a little after 530 this evening on a muni metro t train in the bayview. you're looking at footage from sky seven over third street by carol avenue. police say the woman who was stabbed has life threatening injuries. she has been taken to the hospital by paramedics. witnesses say two suspects ran from the train onto egbert avenue. officers chased them and caught them. the investigation is ongoing and police are still on the scene. muni service, though, is resuming normal service today. the ntsb released its preliminary report on the investigation into january's deadly mid-air collision at reagan national airport. the crash between a commercial plane and a u.s. army helicopter left 67 people dead. the ntsb report revealed the airport had more

than 15,000 near-misses between commercial planes and helicopters between october of 2021 and last december. the agency is recommending the faa ban helicopter operations near the airport when two of its high traffic runways are in use. >> los angeles and its neighbor to the east, ontario, have been ranked among the most polluted cities in america. that's according to a new report from iq air. ten of the worst 15 cities on the poor air quality ranking were located in either central or southern california. no bay area cities were named the major u.s. city with the cleanest air seattle. the report found only 17% of global cities meet the world health organization's guidelines on air pollution, so work to be done. >> we will have moisture in our air quite quickly. >> yeah, that will clean out the air some. sandhya patel is back with the forecast. >> yeah. let's take a look at live doppler seven will certainly get fresher air as that storm comes in and cleans the air out, as dan just

mentioned. a lot of clouds right now on live doppler seven. the rain arrives tomorrow morning. it gets stormy tomorrow afternoon. it's going to be chillier. 40s to 60s. as we check out the timeline, you can see the storm moving in. the intensity of the rain picks up and the wind. sierra is getting snow. thursday we could see snow on our higher peaks. and then on friday, here comes another system that will pretty much go through here quickly. and then late sunday night into monday we are expecting some more rain and sierra snow. when all is said and done, taking you all the way through early next week. most areas should be picking up rainfall anywhere from about an inch and a third to over two inches of rain up north, over a half a foot of rain. here's a look at the accuweather seven day forecast. it's a wet and windy wednesday. level two tomorrow a one for thursday, friday, sunday and monday and certainly do bring out the winter clothes because you're going to need them. a couple of days of chilly weather to ama and dan. >> yeah. all right. thanks, andy. >> all right. it's been fun watching the warriors latel, larry. >> yeah, they've been fantastic.

expected to make his return for the warriors against the kings just a couple of days away. espn's shams charania broke the news. kuminga was averaging 20 points per game in his last 14 contests before he suffered a really bad high ankle sprain. jc has missed 31 straight games, meaning he has not been on the court with jimmy butler outside of practice, so it may take soe time for them to gel the dubs 12 and two since butler's arrival, and they love having him on the team. >> he's a great player, so we're not worried about how does he fit or what. that's he'd be fine, you know? but i think, like i said, lucky for him, you know, we've kind of stabilized the ship and he can come in and find his rhythm and add to what we've been doing, which is what we need. >> it's a lot easier playing with jimmy butler, for one. he called it so much attention. so a lot of times my guy is looking at him on defense a lot, and then he's just always making the right play, always on the lookout. so he frees up a lot of open shots. >> i like playing with jimmy. jimmy is fun to play with. >> it feels like a mass exodus

for the 49 ers. a bunch of veterans leaving in free agency as the niners kind of tighten the belt on their finances. latest today pass rusher leonard floyd cut immediately signed with atlanta one year for $10 million. floyd did not have a huge impact with the 49 ers. the biggest loss is linebacker dre greenlaw. he signed with the broncos. greenlaw brought so much intensity. he was a hitting machine. was really missed for most of last year coming off a torn achilles. and kyle juszczyk has been released. juice is tremendous, but fullbacks are kind of a dying breed in the nfl and the niners, they can use other players in that role and this one hurts. minutes ago. five time pro bowler joey bosa signed not with the niners. he signed with buffalo one year, 12.6 million. the niners were hoping to pair joey, who was cut by the chargers, and brother nick bosa. kind of bosa bookends, if you will. but that is not happening. acc tournament. cal bears. i feel your pain. coming off a four overtime game against virginia tech. now cal down one in the
