over a massive battery plant fire. p-g-and-e's and the activist who gained fame for fighting it weighs in on what's next. tonight on abc seven news at 11. >> always live. abc seven news starts right now. >> and we're going to begin with a stormy stretch of weather for the bay area that's about to begin. good evening. thanks for joining us. i'm dan ashley. >> and i'm ama daetz. we are tracking a level two storm heading our way, making for a wet morning drive tomorrow. >> let's look live outside now at a cloudy night. by the time you wake up in the morning, the rain will be moving in. >> abc seven news meteorologist sandhya patel is here with the timeline. sandhya. >> yeah. and ama and dan. this level two storm is going to impact both of your commutes. so as we look at it on live doppler seven, it is gathering its energy. it is heading in our direction. tomorrow at 4 a.m. you're going to start to notice some rain moving in. it is going to start to become more widespread as we head towards the afternoon hours. winds picking up. this is when you'll start to notice those downpours at 2 p.m, continuing at 5 p.m. so clearly the evening commute

is going to be rougher. thunderstorm risk is going to be elevated. the entire bay area is highlighted at risk at this point. and as we look at the wind gusts, they'll be increasing through the morning going into the afternoon, closing in on 43 miles an hour there along the coastline, some areas even topping 50 miles an hour. it is a level two on our storm impact scale. moderate in strength rain downpours in the afternoon evening, strong gusty winds, slight possibility of thunder and the snow is going to be piling up in feet by thursday night. we're talking about 41in at donner, 36in at kirkwood, and this is just the start of a stormy pattern ahead. i'll be back with a full look at the forecast. coming right up. >> dan okay, sandhya, thanks a lot. remember, you can track the wet weather this week using the same live doppler seven tools that sandhya and our entire weather team use. head to abc seven news.com or the abc seven bay area app for the full forecast. >> we have new details tonight about a stabbing on board a muni train in san francisco. during

peak commute time, one person is hospitalized with life threatening injuries after the attack on the t line. it happened around 530 tonight near carroll and third street in the bayview. abc seven news reporter j.r stone has the update on the crime. >> reporter friend got stabbed on the t train. >> this is what part of third street in san francisco's bayview district looked like late tuesday afternoon, after there was violence on a muni light rail train and a female was stabbed. the audio you're listening to comes from police scanner traffic. >> to third and carroll, third and carroll. they're stopping multiple trains now. the victim is stabbed multiple times in the back of the neck. >> paramedics then clarified the female's injuries. >> have wound to the neck. several to the arm. >> san francisco police say the victim was taken to the hospital and her injuries are life threatening. officers say they were given suspect descriptions by witnesses and after a brief foot pursuit, were able to detain two people as to the circumstances behind what happened. police haven't said.

francisco, will end. employees have been told to stay home tomorrow. department offices closed for what the department is calling security reasons. the department's workforce stood at 4100 employees. today's cuts bring the department down to just shy of 2200 workers. 600 employees accepted voluntary resignation offers. the cuts affect nearly every part of the department. critical programs like pell grants, federal student financial aid and loans will continue to be administered. president trump campaigned on a promise to eliminate the department of education, something congress would actually have to approve. >> new at 11, a popular santa rosa high school principal will not be returning after a stabbing inside a classroom. the press democrat reports the school board has removed elsie allen high school principal gabe alvera. he has been on paid administrative leave since late last month, when a 15 year old boy stabbed another multiple times. that student is expected to make a full recovery. the press democrat reports the school district's director of human resources says the

decision to remove alvera was made before the stabbing, but the crime changed the timing of the announcement. >> the hillsborough city council is offering a $100,000 reward to help find the person who shot an officer last month. this shooting happened in the back parking lot of the police station on the afternoon of february 22nd. this is a sketch of the suspect. police say the officer's bulletproof vest likely saved the life there. the officer tried to fire back, but the suspect got away. the officer is expected to make a full recovery. the strike shutting down vta service is heading into its third day as the transit agency takes legal action to try to stop and end it. the vta is accusing the union of breaching the no strike clause in its contract. bus and light rail operators are asking for a 19% increase in wages, while the vta is offering 9%. the strike has disrupted vta bus and light rail service to thousands of commuters since it started yesterday.

>> a state auditor says san francisco unified school district's budget is trending positively. that's after her latest top down review of the cash strapped organization's books. the auditor, christy white, says she's finally seeing long term problems being addressed. that includes dealing with the district's problematic payroll system and better tracking of leases, subscriptions and capital assets. but she warns it is still too early to say whether the district is in the clear financially. >> you know, an audit, particularly of a district this size, you know, there's always the potential, always the risk that you're going to have missteps in various areas and new things could come up. >> white credited new stable leadership for the improvements in the district's financial picture. the school district is still working out layoffs, approving hundreds of preliminary notices last month. the final decision on job cuts will come in may. >> tonight, we're getting a progress report on the work to clean up from the massive

battery fire in monterey county. the company that runs the moss landing facility says it's almost done disconnecting what's left of the batteries that burned. that's a critical step to prevent future flare ups should it happen again. abc seven news reporter lauren martinez has more now on the ongoing cleanup and the growing lawsuits. >> a complete loss, that's the expected outcome after a fire damaged the world's largest battery storage plant in moss landing. >> it was not a p-g-and-e's incident. >> on tuesday, p-g-and-e's hosted a virtual town hall where they reiterated the fire that broke out on january 16th did not happen at their facility, but at one operated by vistra. >> p-g-and-e's moss landing substation is located adjacent to, but walled off and separate from the vistra power plant. >> p-g-and-e's says vistra owns and operates the plant where the fire broke out. the battery plant dates back to the early 1950s, when p-g-and-e's initially developed it and began

operation. the company sold it in 1998, but as we've reported before, the law firm singleton schreiber is including p-g-and-e's in their lawsuit, along with vistra and other companies. on tuesday, the firm hosted a virtual town hall meeting as well. >> and we think they do because of the contracts they entered into that are publicly filed with vistra. they're filed with the public, california public utilities commission, and p-g-and-e's had the right, it appears to us to have a say in the design of the vistra plant. >> joining in on the virtual town hall was environmental activist erin brockovich. she asked residents to remain vigilant, write down things they notice about the plant and about impacts to the environment. >> and every single situation i've been involved in, a community member will document something eight nine months down the road that changes everything. >> on february 22nd, work began to delink or disconnect the remaining batteries. in an update released tuesday. vistra

said they've been able to complete 85% of this process. during the town hall, neighbors talked about health issues since the fire. >> my voice was not like this. i'm severely impacted. >> singleton schreiber said they're representing more than 60 business owners and residents in their suit, and they're not sure where that number will end in the south bay. lauren martinez, abc seven news. >> a suspect believed to be behind an organized bay area retail theft ring has been arrested. the chp recovered multiple bins of stolen makeup and skincare products. altogether, the stolen merchandise is worth nearly $800,000. officers say the items were found at a home, two storage facilities and in two vehicles in oakland. the suspect is due in court later this week. >> in the south bay, a beloved deli is picking up the pieces. after yet another break-in. antipasto deli is in san jose on mckee street. the manager says

two people smashed the glass front door and ransacked their offices just after 4:00 this morning. >> being a small business owner, trying to make a living and keep your employees working and under a good, stable environment, and then have these people that don't really care about anything else but themselves come in and break in and violate your store and your and what you've been, you know, building for a living for 37 years now. so it's frustrating. very frustrating. >> frustrating and infuriating for folks there. i'm sure the manager tells us this is the fourth time they've been burglarized and the third within the last year, costing them thousands of dollars in repairs. customers are responding on facebook, promising to stop by and support the business. >> convicted murderer scott peterson ends up hurt in prison, reportedly because of pickleball. >> no steering wheel, no brake pedals and that may be a problem. the new questions about these unusual robotaxis roaming san francisco's streets.

tomorrow morning, in a gma exclusive, jay-z's lawyer on why he's still suing the accuser. >> does your client know jane doe. >> and how the lawsuit has affected jay-z's family? the good morning america exclusive breaks tomorrow. >> a fire that broke out on the roof of a dry cleaning business at a santa rosa strip mall has been contained. firefighters responded to press cleaners at calistoga road near the sonoma highway, just after 8:00 this evening. the fire was under control within 30 minutes, but it did extensive damage to the business. a fire investigator is looking into the cause, but says it appears to be an accident. >> convicted killer scott peterson is recovering from injuries after he was attacked in prison, reportedly over a pickleball match. prison officials say peterson was hurt at mule creek state prison, where he's serving a life sentence for the 2002 murders of his wife, laci, and their unborn child. tmz reports peterson got into a heated confrontation over pickleball and ended up with minor injuries. peterson continues to maintain his innocence for the murders and

has enlisted the help of the los angeles innocence project as he fights to get his conviction overturned. the facility where peterson is incarcerated is one of several currently cracking down on increased violence. corrections officials are investigating seven homicides at california's high security prisons so far this year. as of this weekend, they are restricting inmate movement and revoking privileges, including visits and phone calls. >> amazon's futuristic fleet of self-driving vehicles may be running afoul of vehicle safety standards. that's according to a report in the washington post. zoox robotaxis are being tested right here in san francisco. a national highway traffic safety administration report finds they may not meet safety rules because they do not have steering wheels, brake pedals or rear view mirrors. experts say the lack of those traditional features found on nearly all other cars do not make zoox vehicles unsafe. zoox tells the post, a remote operator can always take control of the car.

passengers can call for help and open the doors of the robotaxi using an emergency release. waymo robotaxis are now carrying paying customers in silicon valley. today, the company started driverless rides in los altos. the company in mountain view and parts of sunnyvale as well. they're limited to a select group of customers so far, with plans to expand over time. as they roll this out a little more. waymo is already available in san francisco and daly city, but now in los altos, palo alto and mountain view. the expansion south has left out one big destination sfo. waymo's are still not allowed at the airport. >> five years after the world health organization declared covid 19 a pandemic. u.s. health leaders are raising concerns about growing measles outbreaks today. officials in los angeles and fresno county announced their first confirmed cases of the year. meanwhile, an outbreak in texas isn't slowing. reporter leigh waldman has details from health experts. >> the emergence of measles

needs to bother more people than it is bothering nationally. right now. >> though, there are states away. doctor jim mcdonald with the new york state department of health, is very concerned about the measles outbreak in west texas and new mexico. >> measles is not a harmless childhood infection. you know, if you look at the texas outbreak in particular, a little over 1 in 5 people are ending up in a hospital. >> mcdonald points to falling immunization rates as the reason behind the outbreaks. cdc data found vaccination coverage among kindergartners across the u.s. dropped to 92.7% for measles, mumps and rubella vaccine during the 2023 to 24 school year. >> when vaccine rates erode and they have eroded to the point where many jurisdictions now have vaccine rates that are well less than 95%, which is what's required to prevent measles. we're starting to see measles come back. >> doctor paul offit says there's an increase in vaccine skepticism and a rejection of them after the covid 19 vaccines. >> i do worry that as

immunization rates continue to erode, that these children will once again suffer. >> the cdc says measles has a mortality rate of 1 to 3 per thousand cases in children, with two deaths confirmed from the current outbreak. offit fears the current number of cases is much higher than currently reported. >> this is a highly contagious virus, and i don't think people realize how sick it can make you. >> in new york, emily waldman. >> california's salmon season could be canceled for a third year in a row, because there simply are not enough fish in the sea. the pacific fishery management council says there will likely be a very limited fishing season because of declining population. they could also issue a coast wide closure. the council will make a final decision at its meeting next month. >> okay, let's get a check on our weather because that too is coming our way. >> it sure is. meteorologist sandhya patel is watching the storm. sandy. >> yeah. and dan. and that's not the only storm. over the next seven days, we have three storms coming our way. so let's take a

look at our rain chances. they're going way up. starting tomorrow, we have another opportunity for wet weather. thursday, friday and then sunday going into monday. so let's check out what's coming tomorrow. area of low pressure. all the speckled cloudiness is cold, unstable air. there's potential for snow on our higher peaks, and certainly the chance for thunderstorms as we head into tomorrow. right now, the radar returns showing the rain is off the crescent city coastline there, and it's going to be moving in in just a matter of hours here. locally, we do have a lot of cloud cover, but that will be changing come morning. your temperatures right now 40s, 50s. as we check out the winds are also starting to pick up out of the south atlas peak, 31 miles an hour. but it's primarily over the hills so far and from our exploratorium camera. certainly seeing a great view right now. tomorrow, level two storm arrives thursday. we're looking at showers and snow on our higher peaks, and this weekend rain is back sunday night, but at least your saturday is okay. it's a level

two, a moderate strength storm for tomorrow. rain with downpours in the afternoon evening, strong gusty winds and that slight chance of thunder. we go hour by hour 4:00 tomorrow morning. don't leave home without your umbrellas and your jackets because it's going to be a lot colder too. so you see those showers at 4:00 in the morning, 8 a.m? you're still just seeing scattered light activity around the region. then the rainfall starts to pick up in the afternoon hours. the intensity of the rain will continue to increase as we head into 2 p.m. 5 p.m. is going to be a rough commute, especially with the wind going at 7 p.m, still looking at downpours in the east bay, and then scattered showers for the latter part of the night. going into your thursday, rainfall projections will range anywhere from about 2/10 in fremont to over an inch in calistoga, but there will be some pockets of downpours for several hours, so be prepared for that. and the winds, as you will notice tomorrow morning, 34 half moon bay, getting up to 40 along the coastline at ten and then by 2 p.m. topping 50 miles

an hour. so right now i think the ground can handle the rain, but the wind could cause some issues. so be aware in case you are driving during this time period. winter storm warning in the sierra until 11 p.m. thursday. above 4000ft. this is going to add up to four feet of snow up to four feet for the peaks, with gusts to 65 miles an hour. not a good idea to try to get up there. it's going to be very difficult to impossible. 40s and 50s. tomorrow morning it is going to be windy and there will be some wet roadways for the morning commute tomorrow afternoon. it is going to be a stormy one. look at these high temperatures. most of you are in the 40s and 50s, barely making it to 60 there in san jose. here's a look at the accuweather seven day forecast. it's wet, it's windy. a chance of thunder as level two tomorrow. it's a one for thursday. that's when we might see some snow on our higher peaks. and friday, as well as another system arrives. it's a rain snow mix. brief break saturday and then more wet weather sunday night. going into monday. that is a level one. so
