♪ say now, baby, i'm the rank outsider. ♪ . ktvu channel 2 news, the first major storm of the season packs a punch, leaving a bay area police station and thousands of customers in the dark and more wet weather is just around the corner. good evening. i'm maureen naylor. >> i'm ken wayne and heather holmes is off tonight. 50 square blocks, 15,000 courts, seven-hour long power outage in oakland has caused problem for police and fire

service and tonight oakland has used help from outside agencies to police streets and try to keep cars from colliding at darkened intersections. ktvu's debora villalon is live with the latest on the power outage that is just now coming to an end. >> reporter: that is right ken. we're at 10th and broadway, part of the outage that ended about half an hour ago. as it got dark police laid flares at intersections and asked chp and county sheriffs for patrol help. they were concerned about collisions, and break-ins because of disabled alarms and on this day, when pg&e had a failure, both police and fire did, too. >> do you see the change in color? does she have any history of heart problems? >> reporter: oakland fire dispatchers had a heart- stopping moment when their computers died. fire dispatch downtown was inside the outage zone. the backup generator kicked in,

but because of some glitch, didn't feed juice to the automated system. >> they went to the old, old system of handwriting the calls as the calls came in, instead of processing it into a computer screen. they had to do everything by hand on paper. >> reporter: for an happy new year it was old-school, index cards and a white board to keep track of everyone. hand held radios and cell phones to communicate. fire and ambulance calls were answered, but the response, a bit slower. >> generally, we try to be in a six-minute window. we were probably running 8-8.5- minute window. >> reporter: fortunately for fire and police, 911 rings elsewhere in downtown. >> our generator right now isn't working, but maintenance is working on it. >> reporter: police were working in the lobby by candlelight and taking only emergency calls from inside the outage area. officers arriving for shifts

found their door entry cards wouldn't work and got into uniform by flashlight. >> we have two generatorses, one malfunctioned and shut both down. so we have a few emergency lights and that is it. >> reporter: as the outage stretched on, a fire engine arrived to shine light into the police lobby to work by. so both departments today startled to find that equipped that they tested and thought they could count on collapsed when they needed it. you can bet they will get to the bottom of that. as for the outage itself, it's presume to be weather-related, but pg&e hasn't provided an explanation. reporting live in downtown oakland, debora villalon, ktvu channel 2 news. transit officials close the 12th street bart station in oakland because of the outage. one resident says he liked at the inconvenience as an opportunity. >> good exercise. people rely on it everyday, but

however, some things happen and you have to be prepared. >> mr. jacobs said he looks in a condominium on franklin street that lost power this afternoon. bart trains ran through the 12th street bart station, but did not stop to take on or let off passengers. >> the rain blamed for weakening the growns around a large okay tree that crashed at the home no sebastopol. a friend of the owner was visiting and said everyone was inside the kitchen when they heard a crackling noise. they found a tree limb burst through the roof and ceiling of a bedroom. emergency-responders in the east bay said today's rain may have been a contributing cause to several accidents near orinda. a fire spokesman said a woman and child were injured and taken to the hospital. there is no word on their condition. fire personnel said the area is known for conditions that cause vehicles to hydroplane.

much of the rainfall has moved on, but the storm left behind some pretty impressive totals. ktvu i'm meteorologist mark tamayo in the weather center with details. >> you can see on live stormtracker 2, a little bit of activity and lingering sprinkles or drizzle or light showers to mountain view as well. and also heading to east. just to the south of pleasant ton and to the east of san josi as well. and, in fact, there is the airport showing up there. bulb of the activity heading into the mountains. as far as rainfall totals over the weekend, very impressive amounts, especially for the north bay. look at santa rosa, 4.75", kentfield, 5" of rain over the past 48 hours hewn san francisco and oakland just over 1". winds were a factor as well. we had wind advisories that expired at 5:00 this afternoon.

here. long flight and the boys did some celebrating and they are tired, but tomorrow morning i will get with the staff and we'll have all of that figured out. >> reporter: fans are gearing up for game 1 of the world series. some fans we spoke with say they waited out here for hours to get a peak at their national league championship san francisco giants. in san francisco, christien kafton, ktvu channel 2 news. no surprise local ticket agencies are seeing a big demand for giant's world series tickets. stubhub says fans started to snatch up tickets as soon as last night's game ended. stubhub withstanding room only tickets at $425, but say fans are paying about $735 for a seat. so far game 3 of the series in texas is the top-selling game, but stubhub says it game 1 at at&t park is quickly catching up. for those who will be watching on tv here is the schedule for game 1. the giants face off against the american league clamps, the texas rangers at at&t park. broadcast starts at 4:30

financial and the entire world series will air here on ktvu. a mentally ill patient at napa state hospital has been arrested on suspense of killing an employee. police say donna gross was found dead in a courtyard of the hospital. they arrested jess massey, who has an extensive criminal history. late today the hospital issued a statement say, "it's working closely where investigators on the tragic incident and extending condolences to the family of the victim." in richmond, police are investigating a drive-by shooting that injured a 13 and 14-year-old boys one boy was shot in the lower leg, the other in the hand. both are expected to survive. police say they don't have a motive yet and are talking to witnesses to get descriptions of the suspects and the vehicle. a hayward teenager is

fighting for her life after an apartment fire earlier this morning. flames ebb gulfed second floor of the building at delmar about 1:30 this morning. firefighters rescued 16-year- old sierra steen who was listed in critical condition for burns and smoke inhalation. her father and 8-year-old sister made it out, but were also tape to the hospital for less serious injuries. about 15 other residents evacuated the building. investigators are checking electrical wires for a possible caused to the fire. police and firefighter unions in san josi are accusing a san josi council man of stealing their campaign signs and say they have the video to prove it. ktvu's diane guerazzi reports. >> reporter: firefighters and police posted this video showing pier luigi oliverio and followed the council member to

this apartment where they saw oliverio removing a sign from the driveway of willow glen shopping center. >> i only saw him take one sign. >> reporter: measure v, with a highly visible sign campaign would limit arbitration for police and fire department employee disputes. the police and firefighters unions have raised $800,000 opposing it and supporters have raised half that amount. oliverio says he did nothing wrong by removing the sign, since it was illegally posted in a public place. >> every resident under the municipal code can take down these signs and should, in my belief. >> he says the edge of a driveway is considered a public right-of-way and the municipal code says the city or volunteers working on behalf of the city may remove signs posted there, but police and fire union officials called the move illegal and offered

suspension tower on the new eastern span of bay bridge. crews are scheduled to starts work at 5:00 a.m. putting massive sections into place. construction once delayed while an essential piece of equipment was repaired. according to caltrans, even with delay, the $6 billion project is still on schedule and set to be completed in 2013. a decision could come tomorrow on whether to re-open three central beach closed since a deadly shark attack friday. 19-year-old lucas ransom was body boarding when he was attacked about what authorities say was probably a great white shark. the three closed beaches are on the property of vandenberg air force base in santa barbara county. authorities have issued serv warnings after great white shark sightings up and down the california coast. there is much more news straight ahead on the 10:00 news. oakland takes part in an aztec

. the rain here in the bay area is come down as snow in the higher elevations of the sierra. at boreal mountain resort at least 6" of snow fell today. a winter storm warning was issued last night in the sawyer and expired around 4:00 this afternoon. depending on the weather, boreal is expected to open friday, october 29th for skiers and snow boarders. . and we still have high elevation snow up in the sierra, basically up above 7500- feet and some rain right at lake level.

back here in the bay area, the rainshowers on the decrease. not a lot to show you on stormtrack 2. south bay, right here san josi, near the airport, we could have a few sprinkles and maybe some mist where i drizzle around willow glen, but party to mostly cloudy skies. you can see the boys deployed out in the ocean, and look at that wave height, around 21- feet and we're expecting an increase in swell for the bay area shoreline and could have a high-surf advisory kick in tomorrow morning. as far as rainfall, look at the north bay, santa rosa, over 3" of rain. san rafael, 1.76" and san francisco just over .75". san josi just a few handwrittenths with that system weakening rapidly as it moved to the south. concord, just about .5". a soggy sunday for a good portion of the bay area. a few showers this evening, but the overall trend has been

decreasing. scattered clouds for your monday, but the extended forecast features more rain. the rainshowers rapidly moving out of town, setting the stage for a dry monday and also into tuesday. wednesday we gradually thicken up the clouds in advance of our next weather system we'll be watching. all the activity targeting the northern half of the state earlier today. this system will be moving out of town late tonight into early tomorrow morning. a sun-cloud mix for monday, but the cool air continues to filter into the region and that means temperatures om in the upper 50s to low to mid-60s. here is the forecast timeline. we're going to start out with clouds and possibly patchy dense fog. temperatures 48-are a53 and you will see as we head into the afternoon, skies will become partly cloudy, but some gusty winds, winds around 15-25 miles per hour. temperatures, san francisco, 62, antioch in the mid-60s awn concord, 64. san josi 64 and san mateo, 62

and near the immediate shoreline, increasing swells building in the with west- northwest. wednesday, we're gradually going to thicken up the clouds and you can see what happens by thursday. there is nour next rainstorm and, in fact, the forecast models bringing possibly, potentially, a heavy rain band across parts of the bay area as we head into thursday. chance of showers into friday and one more graphic, the world series game 1, at least the first pitch on wednesday, temperatures around 60 degrees. as we do head into thursday, that will be the game to watch and at least -- i have been wrong once before with the timing, but we'll keep on eye on that for thursday. >> it takes quite a bit of rain to stop a baseball game. >> that is right and right now it looks like the bulk of the activity to the north of the region, but it will pack quite

a punch into day 4. >> thank you, mark. an event to mark the day of the dead was hold today in oakland's fruitvale transit village plaza. there was also food and activity. the day of dead is commemorated in latin american countries to honor family members who have died and embraces the reality of death as part of life. residents near chicago put on an elaborate celebration. the town hoped to break the world-record for the number of light pumpkins in one lace. organizers plan to light 38,000 jack o'lanterns, technically they needed to light 30,129 pumpkins to break the record. a chicago station tells ktvu that they are waiting for verification from guinness that they hold the new record.
