could be on the way. we have team coverage and mark tack yo is tracking it, but we begin with maureen naylor in emeryville. >> reporter: good evening, mike, all is calm and bright, but that wasn't the case a few hours ago. in emplyville the snowflakes are fake, but the rain was definitely real. bay area gutters gushed with runoff this afternoon as a steady rain drenched the region. >> man, it's crayy. it's raining and whew, it's cold. >> reporter: the chp had its lights flash as this cruiser swerved in oakland. one reason was the hazard lurking here at the flooded market street off-ramp. drivers repeatedly hit this patch of water at full speed, only to find themselves quickly surrounded. >> i didn't realize it was running this hard until i stepped out to get a few items for the week. it's really coming down,

especially driving. lots of wait on the freeway. >> reporter: this evening near piedmont, the downpour was a challenge. some huddled under umbrellas and others made a dash for the door. >> it's raining cats and dogs. it's really just rainy and nasty. in emeryville, shoppers in sweatshirts had umbrellas out as the rain eased a bit. it was reindeer, but rain gear on the minds of workers at this christmas tree lot, where wintry weather typically means less business, but not today. >> the past couple of the days when it was raining it was dead dry and no people. >> reporter: the tree lot manager had to call back workers that he sent home in anticipation of a slow day, but surprisingly customers weren't deterred by the wet and muddy conditions. in the last hour we talked to officials at sfo and say the bay area's wet and windy weather is causing delays up to

two hours for some flights, primarily affecting arrivals. we spoke with officials are pg&e and say 10,000 customers were without power because of weather-related outages, but say most of those customers have their power back. and four a look at live stormtracker 2 and to find out how much rain has fallen in your area, let's check-in with meteorologist mark tamayo. >> the rainfall rates have been decreasing over the past hours, but from late to mid- afternoon we were tracking significant downpours. rainfall totals over the past 24 hours, look at petaluma at .71". and san francisco just over .33". oakland picking up most of the rain and between around 4:00 and 6:00 this evening. and you can see more totals for

orinda, dublyun, san josi dublin. on live stormtracker we can show you the coverage. some clouds, a few light showerses in the south bay. you can see activity moving into parts of the north bay from marin county and also for parts of san francisco. nothing too major, but scattered showers there and you can pick out scattered around towards sonoma and napa. the darker green does correspond to moderate downpours. we till have a chance of rainshowers for monday. i have details coming up in a few minutes. residents of the santa cruz mountains were back at their windows check on the situation outside. the wet and windy weather comes after another recent storm caused some major problems. ktvu's diane guerazzi reports. >> reporter: this was the scene at noon on highway 17. a sudden downpour in sharp contrast to these beautiful south bay skies in the morning. the rain steadily increased in the afternoon, adding to the saturate mountain soil and to

the danger of more trees falling, like this 80-foot douglas fir that smashed into this house during the last storm two weeks ago. it fell after dark and after the power went out. we heard the tree start to crack and if you live in the mountains you have heard a tree go down. so we were waiting to see where it land. >> reporter: jim gram has sealed off the back of his home, now sporting a log through the master bedroom and bath. he is surrounded by trees on a hillside, but he is not panicking. >> i have lived here since 1981 and stuff happens and you roll with the punches. i think pretty much everyone up here is like that. >> reporter: further south in santa cruz a light rain was falling during a contest of the national scholastic surfing association. >> they actually like to surf in the rain. it's a lot of fun, but the conditions aren't the best for the spectators, but they don't care. they have a good time. >> reporter: surfers young and

arguments on whether the denial of marriage equality violates the u.s. constitution. the legality of proposition 8 has now reached its highest legal level to date. ktvu's john sasaki reports. >> reporter: a handful of people braved the rain outside the 9th circuit court of appeals to call for justice. they support same-sex marriage and came in support. >> really glad to be out here and i'm glad that even with the rain, that some people showed up to show how important it is that people of faith stand for marriage of equality. >> reporter: inside the home of stewart gaffney and john lewis, a legal marriage which they had in the short window before prop 8 passed. >> we know what it's like to be deprived of the freedom to be married and we know what it's like to have the joy to be able to marry and i can tell you it's a world of difference. >> reporter: the pair is hopeful that tomorrow's hearing will settle the dispute over same-sex marriage. >> that is what this case is about, to take discrimination

25-year-old anthony castillo was shot and killed. another map was wounded. investigators say that man tonight is in dangerous condition at kaiser permanente medical center in vallejo. three hours later a man was killed in an unrelated stabbing. 35-year-old aaron rudolph was attacked in front of a liquor store. witnesses say rudolph was arguing with another man in front of the store. the two overnight death are the 15th and 16th homicides in vallejo in year. so far no arrests have been made in either case. parents of an antioch toddler who died after a gun in the home went off are free on bail. jyn carr was playing with his brother when he was shot. his mother says she bought the gun more than a year-ago and had stored it inside a safe in a closet. both parents were arrested on suspicious of child

leandro, where she was sexually assaulted by two adult men. the family is glad to have her back. >> she is traumatized, but happy to be back with us. she said she thought she was going to die, but we're glad she is back home. >> the girl is an insulin- dependent diabetic and family tells ktvu that she went days without medication. if any san leandro police are looking into the. so i allegations. the girl answered a knock at the door when someone fired several shots. the gunman escaped and police have made no arrests. girl suffered injuries to her back and neck and investigators may pe able to talk to her as soon as tomorrow. >> a registered sex offender accused sexually assaulting a 2-

year-old girl at a union store is due back in court. eugene ramos is held without bail after being charged friday with several counts. police say ramos attacked the girl wednesday afternoon at dollar tree store while her grandmother and aunt were in the next aisle. ramos has not entered a plea yet and he is scheduled back in court at 9:00 tomorrow morning. a plan to boost hiring of local construction workers will be taken up by the san francisco board of supervisors tuesday. the so-called "local-hire rule," would require hiring 25% of construction workers from san francisco. if approved the law would go into year. the local hiring requirement would rise by 5% every year until san francisco residents comprised half of the workforce on a single project. mayor newsom who has a month left in office has no indicated whether he will sign or veto

the law. the city council is considering plans for 137,000 square foot store near home depot. some residents and business owners in the area are worried about potential traffic problems on nearby streets. a study on the project though found traffic would increase by 25% at two intersections. city officials say the problems would not be as bad as opponents predict. target estimates that store would generate 250 jobs and $675,000 in sales tax a year. well, thousands of people gathered in downtown san josi for what could be the last holiday parade. >> it's green. >> no, it's red. >> it was little isabellu as you first holiday parade, so she wasn't quite sure what color santa would be wearing. city officials say budget cuts may make it impossible to put on the parade next year. even though it would be a major
