a blast of winter tomorrow as a powerful storm moves into the area. punctured by high winds and power outages. good evening i'm julie haener. >> and i'm frank somerville. this system is bringing rain to the area, snow to the mountains and high winds everywhere in

the area. jana katsuyama live in the sierra, chief meteorologist bill martin has the latest on the system's track. but we begin with ken wayne. >> reporter: we're in the embarcadero, the brick window you see behind me has sandbags reason why. the bay waters have been splashing over the sidewalks here over the embarcadero. at one point we had a truck that splashed a good wave. the big problem is a wind. wind warnings. so far the action has been north of the bay bridge. this is how the drive looked on highway 101 in sonoma county. in santa rosa a fallen tree blocks the onramp from 101 to highway 12 and the chp shut

down the ramp for almost a half hour while the tree was cleared. in petaluma we found this at&t crew clearing tree limbs from power lines trying to keep branches from cutting off service. flags and wind socks whipped in the breeze and a pilot said he was expecting a challenging flight over the sierra tonight. >> we just checked the winds were gusting up to 50 knot, not steady but gusting so that's, getting our attention because the wind sheer consideration. the golden gate ferry pulled into the terminal tonight with some passengers talking about the wild ride across the bay. >> right when you're in the middle of the bay, you start rocking and rolling quite a bit. once you get behind angel island, it's not so bad. >> reporter: so you get seasick. >> i do, i do.

>> reporter: do you usually take the mead. >> just in the last few days i have. >> reporter: are you glad you took it today? >> i do,. >> reporter: some cars became stalled in standing water. public works crews arrived to help get those cars free. here live along the embarcadero you can see the water is churning here. looks like it's going to be a long stormy night in san francisco and all over the bay area, ken wayne, ktvu news. that snap, crackle and pop is the sound of sparking wires in san jose. pg & e was called. the utility turned off the power while tree trimmers cut branches. those high winds have been causing scattered power outages

throughout the bay area. we've been on the phone with pg & e tonight and updated these numbers just about 30 minutes ago. pg & e told us about three outages in danville impacting a total of almost 500 homes and businesses. in angwin there are more than 1,400 customers without power. another 700 in inverness. >> the national weather service posted a winter storm warning for the sierra. right now chains are required on 80 and 50. and right now jana katsuyama has the latest on the conditions right now. jana. >> reporter: julie if you can imagine it at 5:00 we were here and there was no snow in this parking lot and no vehicles either. now it's a different story. just take a look at the front of our truck and you can see how much snow has accumulated. and it's been coming down

pretty constantly since about 5:00. you can see that there have been people who have been coming in here to try to change their chains as you mentioned. there's a sign here a bunch of caltrain plows have been coming through just to make sure they were clearing off interstate 80. the interstate does have a chain control for about a 30- mile stretch from truckee to the pass. it has been quite a day. snowplows are on the move clearing the ramps and lanes on interstate 80 tonight. the heavy snowfalls started about 4:00 4:00 andneverr let up. molly beytien had to pull over. >> very bad, i could not see anything. >> reporter: one couple was stranded with no chains and no

cash. >> we're broke, we have no money for food. we have caribbean clothing. >> reporter: those who had chains hustled to get them on. >> i love snow. but right now i'm not doing very good. i'm wearing slacks and 3-inch boots. i'm like baby get the boots out of the bag. >> reporter: and i don't know if you can see out here live, but the wind is really blowing the snow around. i want to show you down here just how much has accumulated in the parking lot since we got here. this is actually if i dig down here to the bottom of the pavement. that's the pavement, we're looking at 6-inches that have accumulated so far. and we understand that they are expecting up to 5 feet total by the time this all ends sometime tomorrow night. so certainly it's going to be one of those nights that people have to be out on the roads and stay safe, go slowly because this is not going to be over

any time soon. jana katsuyama, ktvu news. snow boarding ended early today, the winds were just too strong. gusts reached 80 miles per hour atop the highest peaks. boreal closed at 4:00 today, it is usually open until 9:00 at night. other resorts did the same but they are all welcoming this new snow since they didn't see much in january. and this storm is happening right now as we sit on the air. we've got our live storm tracker two lit up as much as we've seen in a long time. those yellows and reds that is very heavy rainfall. we've already seen an inch of rain. oakland, san francisco right now the rain is coming down heavy. it's just now moving into half- moon bay. i want to show you something here. we're going to come in a little bit closer here. i'm going to track this particular cell. this is one of the biggest ones. what we're going to see here are the neighborhoods up towards martinez at 10:13

you're going to see increased rainfall. 10:14 at pine hill. that system, that heavy rain cell is moving in that direction. let's track another strong cell as it moves through the san jose area. this one right here and let's see what we've got. santa cruz at 10:15. mission springs around 10:16. the rain is really starting to come. we're in the heart of this storm right now as it moves through the bay area we have that wind advisory. heavy rain as ken showed you, localized flooding and in the lake tahoe area they will have a blizzard there in the next few hours. we're going to keep on this. i'm going to continue to show you live storm tracker 2 as we go through the evening. we'll be checking in with bill throughout the evening hours as this storm moves through the area. also, how pg & e prepared for this storm. that story coming up in about

10 minutes. our coverage also continues as always online where you can check storm tracker 2 any time and get the latest ski conditions. within the last hour police in oakland reopened a road where an transit bus struck and killed a man in the 3,000 block of grand avenue. according to an ac transit spokesperson, the bus driver said the man jumped in front of the moving bus as she was driving down grant. she is described as a veteran driver who is very shaken up by the accident. alameda county sheriff's investigators say the passengers on the bus cooperated with driver's account. the coroner has not released the name of the man who died. we have developing news now on the waters of san francisco bay where a delicate operation to refloat a barge and move it away from shore is nearing its conclusion. we have been following this story since the barge ran

aground in the morning. just after outside the marina. >> reporter: success at last, taking advantage of the 10:00 high tide. the barge has been pushed back from shore heading back out to deeper water. we're looking now at the thug boat, the floating crane and the barge as they are receding from view. this has been a 15 minute process but it could have been much worse. one of san francisco's most scenic spots was an unlikely clean up spot, all day and into the evening. it began with this blue barge which has been dredging sand from the middle of the bay but was riding alarmingly low. turned out it was taking on water. it's engine room flooding. >> if she had sank, those things would all potentially have ruptured then we would

have 3,800-gallons on the bay. >> reporter: a spill larger since the cosco busan crashed. not to do as the mile long oil sheen from the thug swung everyone into action. the newly restored wetlands near chrissy fields were protected as well. >> what we did today is a testimony of everything we've learned since cosco-busan. >> reporter: it was determined that the boons held fight. but the job remained, refloating the barge. and to do that tons of sands had to be moved by crane to a bigger barge alongside. we're back live now, and the lights you see out toward alcatraz is a thug boat which

is pushing the barge back out into the bay and if we move you see the floating crane that was used to off load it. it's going to be pushed by that other thug boat. by tomorrow morning when people wake up and do the jogs along the pass at the marina green this view will be back to normal and they got this operation in the nick of time. since we seem to be in the tip of this storm. debra villalon. more developing news, united airlines is in the process of grounding all 96 of its boing 747 fleet. one of those planes is at san francisco airport where checks were made on its controls. united says the computers are fully functional. the checks can take up to 90 minutes. it's expected that all the 757s will be flies again by tomorrow night. the fbi is investigating a

letter containing a suspicious substance sent to the va hospital there. the building was evacuated when a mail room employee didn't feel well after opening an envelope. the fbi is taking the envelope to a crime lab and hopes to identify the situation by tomorrow morning. and right now i've got live storm tracker two, it's lit up like a christmas tree. the storm is on us right now. i'll be tracking it as we come back we'll show you live images. will berkeley make california history tonight by allowing residents to open up their homes to guantanamo

the berkeley city council is meeting at this hour and debating a controversial proposal to extend a helping hand to guantanamo detainees. a vote is still expected tonight. heather holmes is live. >> reporter: i just came down from the second floor where they are still working on a few items ahead of this. this is a resolution 18 and it will basically roll out the welcome mat for guantanamo bay detainees. with its restaurants and shops, berkeley is about as far away as you can get from the forced

confines of a guantanamo prison cell and for one or two of the detainees it might become their home. >> they do not have to be born on this soil for us to be concerned. >> reporter: it would extend an invitation to a few of the men at the u.s. naval base in cuba who have been cleared of wrong doing. >> some where between 30 and 70 clears detainees have been inprisoned in guantanamo for over eight years, almost nine years. they are acknowledged to have no reason to be there. >> they do pose a danger, a risk to the american security. >> reporter: but -- stands by congress's current ban on clear detainees resettling in the u.s. >> it doesn't mean they don't have ties to al-qaida, it doesn't mean the evidence we

have against them is incorrect. and it doesn't mean that that person is not dangerous. >> reporter: resident john flanders calls the debate frivolous and says there are other most important issues. >> you see the streets are shattering. we need schools. >> reporter: the detainees would live with residents and nonprofits that would help find them work. berkeley would become the first city here in california and only the third in the country to pass such a resolution. as of now there is no vote but as soon as there is one we will be sure to let you know. reporting live, heather holmes, ktvu news. members of the berkeley city council also have some waiting financial issues to decide. the city manager figures $1.8 million needs to be cut through the budget through june. that could mean lay offs and cuts to the mental and health department. for the fiscal year the city is

looking at an $11 million deficit. disturbing information came tonight about a vicious attack on cbs reporter laura logan. cbs said logan got separated from her team and security and suffered a quote brutal and sustained sexual assault and beating at the hands of a mob. a group of women and some soldiered finally came to her rescue. logan is now bang back in the united states recooperating at a hospital. the ruling counsel says it want to hand over power to an elected president and new government within six months. and a panel appointed to proposed constitutional reform now has 10 days to do so. governor jerry brown ordered a hiring freeze today to reduce spending as the state face as $25 billion deficit. the order applies to vacant

positions, seasonal as well as part time jobs. brown made exceptions for jobs in public safety, revenue gathering and what are considered core functions. senior level appointments in his administration is also exempt. brown did not put a dollar amount on the savings. the unified school district may mean lay off notices will go out to many teachers. the superintendent says the district might be short in next year's budget. school districts rely heavily on the state for financing. also in oakland, police are calling it the largest heroin bust in their city's history. officers seized 200-ounces of heroin with an estimated street value of $12,000. the heroin is seen here packed in a suit. the bust happened on a home on 63rd avenue they also seized a

small amount of cocaine and crystal meth. police arrested perez, he was the top man in a ring that acquired drugs from mexico. >> there's no way one man can sell this amount of narcotics by himself. but we do believe he had people working with him. officers also recovered this gun and $8,800 in cash. they say their investigation is still ongoing. ktvu crews are spread out across the bay area tonight and the official storms bring wind and rain to the area. the storm has been slowly moving south and we took these pictures in san francisco. the rain was falling in santa rosa by 3:00 this afternoon but didn't reach the city in earnest around 9:00 this evening. the biggest threat is the wind. it can topple trees and break off branches taking out power lines. consumer editor tom vacar spent the day looking at pg & e storm planning including their own weather forecasting. >> reporter: this pg & e

contractor crew trimmed trees in brisbane this afternoon. it's a preventative move that goes on constantly. high winds often send the trees swaying and branching falling right on to power lines. the branch may not look all that heavy but i tell you something, it weighs 30 or 40- pound. if the winds topple it, it will take the lines out and the electricity to lots of home with it. pg & e still maintains it's own meteorology department. it's primary purpose, predict where incoming storms are likely to produce the most damage to power lines. >> when storms arrive, especially stronger storms like we're seeing today and tonight, additional crews are often needed and they often need a specific areas. >> reporter: based on the storm's strength and path, meetologist evaluate how it will react to the poing land

it will hit. >> the point is to have crews ready at the right time at the right place to keep the duration time to a minimum. >> reporter: the speed of response often depends on the number of outages crews must deal with, with the largest outages getting priority. tom vacar, kt vu channel 2 news. and tom was talking about the wind. we had wind gusting tonight up to 60 miles per hour. we're getting a frontal passage going through the area. we have rain coming down heavy in berkeley, south of oakland, out toward alameda. the yellow area out toward half- moon bay, this is very heavy rainfall. you're everyone seeing pooling of water throughout the streets. a wet one out there. san rafael heavy rain right now. over an inch of rain so far in

the california highway patrol said tonight that one of it officers has been killed. the officer was identified as 24-year-old thomas adams of fortuna. it is unclear which vehicle crossed into oncoming traffic.

the two people in the vehicle that collided with the chp officer were taken to the hospital. the latest robbery happened sunday when a man armed with a gun held up a starbucks on foothill boulevard. there have been at least seven robberies in haywood and one attempted robbery along with others in san leandro and fremont. >> he generally goes into the store, selects items, and when the cash register is open takes advantage of that opportunity by displaying a firearm to our victim and demanding cash. >> police say the victims describe the robber as a young, light skin black man with a mole on his cheek or chin. call it a hiring spree. more jobs than you might imagine are up for grabs at hundreds of home depot stores across the country. as ktvu's rita williams tells us the company has reason for doing it now. >> reporter: bulbs are blooming, buds are too, spring

in the corner, like to the stairway where i usually park. but, i saw a girl who also works with me pass right by him so i didn't really think about it. >> reporter: moments later she was in big trouble. >> the man grabbed me, told me to give him my keys and get in the car. yeah, pretty intense stuff. >> reporter: she did exactly as she was told. and wound up in the passenger seat of her own car. the man took the wheel. he picked up an accomplice. they told her not to worry that they only wanted her money and that they weren't going to hurt her. but when she told them she had less than $40 in her account, things changed. they kept driving and talking about finding another person to

kidnap trying to get more money. that's when a man approached lisa file. she was walking back to her car after work. >> there was a guy with a gun at my head. >> reporter: he demanded her purse and laptop then ran off. back to her car where scott was being held. the men kept driving into east oakland and finally pulled over at ninth avenue and b street. that's where officer besmire and his partner were on patrol. >> a cop car comes down the street and flashes the lights. >> as soon as he saw us, he walked to the girl. >> the guy comes up to me and says don't say anything. >> the woman looks nervous. and the man starts running.

>> reporter: officer fesmire's partner tased the man and they arrested myer jr. then after that comes scott, frightened and happy the ordeal was over. >> my mistake was i said, they're not going to bother you. hasn't really anticipated someone with a gun. >> reporter: police still say that being aware of what's happening around you is the key to avoiding becoming a victim. >> the best thing you can do to stop crime is to follow your gut instinct. >> reporter: it's that same instinct that told the officer that something was wrong, when she saw scott's straight on stair. >> she could have been raped, she could have been killed. >> reporter: all will be telling their story and learning from it well into the

future. >> we contacted an oakland police spokeswoman tonight and she told us the accomplice involved in that incident remains at large. there's no word on who he is. it says that every night and tonight is no exception. someone is dumping trash illegally some where in san francisco's bay view district. the problem is so widespread that city crews went door to door today alerting businesses about the problem and making sure they all have garbage service. and next week crews will go house to house with the same message. the city tells us the illegal dumpers are more likely trying to avoid paying fees at a legal dump. >> a lot of pillow talk at the public works department in san francisco today as it turns out that annual pillow fight we showed you last night cost a lot less to clean up this year. the pillow fight is held every valentine's day in justin herman plaza. this year perhaps because of the weather fewer people showed up. as a result, the clean up was

done in a few hours rather than several days as it did last year. last night we told you about a recommendation that could help make a bart extension to san jose a reality. well tonight there is another federal government recommendation which could ben benefit bay area bus riders. a streamline bus service would link berkeley and san leandro. the plan is to use buts -- use buses for the 14-mile route. mayor ed lee issued a proclamation honoring the upcoming chinese new year's celebration. members of the board of supervisors joined lee on stage. lee told the audience that the chinese new year is wonderful because it includes all of san francisco's diverse communities and ethnic groups.

>> san francisco police have released the sketch of a man wanted in a fatal stabbing of a teenager last week in the engelside district. police hope someone recognizes the man weighing about 160 to 180 pounds. he may have a mole on his upper right cheek. the man is wanted for the killing of victor chang who was stabbed.

and 45-year-old sherman peacock was shot according to the vallejo police department when he pointed a reinvolver at police officers after a slow speed chase. police first started to pull peacock over because of a vehicle violation. today officers gave $3,500 to the family of perez serrano. the girl was killed on the driveway of her home. police say her uncle accidentally backed up into the girl. earlier this month the family received $2,000 in community donations to help pay for her funeral. in news of the world tonight, in mexico an american immigration agent was killed and a second was wounded. the two i.c.e. agents were traveling from mexico city to the city of monterrey. they stopped at what appeared

to be a military check point and that somebody opened fire on them. attacks on american officials in mexico are rare. in iran, more than 200 hard line members of parliament today demanded opposition leaders be tried and executed. they named three men who they blame for protests yesterday in which at least two people were killed. the demonstrations were built as rallies in support of the egyptians who ousted president mubarak. in italy, a judge in milan today ordered silvio belesconi to stand trial. the charges, paying an underaged prostitute for sex and abusing his power. mr.belesconi has faced a number of charges in the past but this is his first case involving his nonofficial personal conduct. mr.berlosconi has called the allegations groundless and has

dozens of mayor retailers are now being sued because of a zip code ruling by california's supreme court. wal-mart, macy's and target are among the stores. last week the supreme court ruled it's illegal in california for clerks to ask for the zip codes of customers using credit cards. in the ruling, one justice said judges are now free to award token fines for violations. this evening the dublin city council considered increasing nonsmoking units in apartment buildings to 75% by the year 2013. the council is expected to take

the matter again in the months ahead. a house owned by apple ceo steve jobs in wood side is gone and that is just the way he wanted it. as you can see from these pictures in news chopper 2, the 1920s mansion is now a pile of rubble. for years steve jobs fought preservationists to demolish the home to build a smaller home. he argued it would have cost millions to restore the old mansion. the system that is bringing rain to the bay area is now moving south. and lloyd lacuesta joins us. >> reporter: the rain has really arrived. you are seeing us from the camera on the mast of our van. that's because the rainwater logged our camera and we can't use that camera. but it's really coming down. just about an hour ago it was bone dry out here. it's not just wet, it's cold,

and it's windy. winds of 20 to 40 miles per hour are already whipping through the santa clara valley and the surrounding mountains. one resident says because of strict vegetation on slopes, winds can blow across the ridges in excess of 60 miles per hour. >> you really have to baton down. it's the increased rain conditions. when the storm front does come in it's going to hit a little harder. >> reporter: that means the possibility of trees and tree limbs falling on power lines. >> have a generator and we have what it needs to get through a couple of days. it's never really that bad. but the generator is key, the wife and kids, have to keep them warm. >> reporter: rain can turn into snow as low as the 2,000 level. >> we can use the rain, we have

you see the story here, rain is really falling. lloyd lacuesta is over something that looks just like this in pacifica. out toward sharps park, linda mar, it's really extreme rain if you will. the rain is begining to come down heavy at times. we head over to the east bay, there's one we can track here. we've got south shore, alameda at 10:51. the rain is going to pick up and highland park is rain is going to pick up as well. it's a stormy night out there. it's going to continue that way for the next few hours or so as this rain continues to move through the area. you are hearing the rain on your window, tomorrow morning when you wake up the roads are wet. the showers will still be coming down slightly. so your morning commute is going to be wet. despite the fact that the rain won't be falling the way it is right now. most of this will be gone by 1:00 in the morning. this system moves through and

there you are on the back end. we're in it now. it's not cold enough for ice but by tomorrow night the cold air settles in. we're talking snow on bay area peaks and black ice. here's the system as it moves in, it's one and number two in a series of about four of these. this is probably the biggest web one we're -- biggest one we're going to see. the rain does not stop in the mountains for the next 36 hours then it just keeps going. they're going to have snow advisories and storm warnings all the way through friday. and they'll be chaining up through the end of the week. here's a close upshot as it slides through about 2:00 a.m.
