is a vibrant and busy neighborhood, even at 10:00 at night. over here you see a liquor store. and over here you see a tacoria. both will be here for hours. but many people who live or work here tell us they are nervous following a series of gang shootings in the neighborhood. this will be open until 3:30 a.m. workers say wednesday's shootings just steps from their restaurant is unsettling. >> it is very bad for the people working here because we are closing at 3:30, you know, is when the people come to their parties. >> reporter: an escalating gang war has left a 24-year-old man dead and three others injured. the fears more retaliation can come at any time. police have told us they have stepped up patrols. >> the recent spike has been very camphor quite sometime. >> reporter: supervisor david campos represents the mission. he tells us community out reach knows the gang members, their

police department. federal agents are now looking into the misconduct probe. it is a story we have been following all week. it includes exclusive video of one of the police raids in question. ktve's david stevenson tell us what the police chief did today and why the fbi is getting involved? >> reporter: these drug busts violated search and seizure and committed perjury with the police reports. they shut down that unit operating out of sfpd and did a complete audit. >> these officers are innocent until proven guilty. they will have their time in the judicial process, both administratively and criminally if, in fact, that's the direction it takes. >> reporter: in a statement an fbi spokeswoman confirmed to ktvu this morning that federal agents are now involved as well. the fbi is conducting an independent investigation of

allegations against several police officers and we have the sfpd's full cooperation. it will handle any allegations of civil rights violations. >> reporter: he had only learned of a third incident involving the plain-clothed officers when this surveillance tape aired last night on channel 2 news at 5. he called on the public defender's office to turn over any videotapes of wrongdoing. >> it makes it difficult for us to conduct the investigation if i have to watch the t.v. to find out what is happening with my police department. >> we have learned officers and public defenders will be working this weekend to identify cases that may be affected by the officers seen in the surveillance videos. in san francisco david stevenson, ktvu, channel 2 news. >> in oakland hundreds of people turned out for a protest on changing opinions on a controversial crime fighting move. people marched from fremont high school to downtown oakland

to put pressure on city hall to stop gang injunctions. keeping alleged gang members from associating with each other will reduce crime. opponents say the injunction will snare innocent people and just drive criminals to other neighborhoods. >> in heyward police arrested a 35-year-old man this afternoon following a standoff that lasted more than an hour. it all started when an officer stopped the man at the intersection of elmwood and ended a few blocks away on red bud lane. police say the officer asked for some id. after the suspect handed over his wallet, the police say he ran. and he may have had a gun or a knife in his hand. they finally found him in the attic in a home on red bud. his name has not yet been released. authorities in fremont today arrested a man who they say managed to slip away from jail on tuesday night. 21-year-old man was taken into custody this morning in an apartment complex on fremont boulevard. the alameda county sheriff's

department said they also arrested several other people on unrelated charges. a man with a history of dui convictions is back in jail tonight following a crash in petaluma. 46-year-old ross blackin was arrested just after 11:00 this morning. witnesses told the police blackin pulled into a parking lot and collided with two metal poles. police say he then took off and turned into a private driveway where he hit a wooden fence. they say his blood alcohol level was almost five times the legal limit. a woman accused of killing her young niece entered a not guilty by reason of insanity plea today. we have been following this case against davis since 2008 when she was arrested and accused of killing 15-year-old jasmine davis. prosecutors have charged davis with murder, torture and child abuse. she was the legal guardian for her and her twin brother.

the two doctors will now evaluate her mental competency. >> it turns out pg&e replaced part of its natural gas line in san brown just 300 feet from the pipeline that exploded last september. the work was done for seismic safety concerns in 1993 and 1994. five miles of pipeline online 132 was upgraded. a pg&e spokesman told the mercury news he doesn't know why the entire line wasn't replaced as part of the job. since the obama administration isn't defending the defensive marriage act house speaker john baener says he will. he is ordering the non-partisan general council to defend the stat out that defines marriage as between a man and a woman. attorney general eric holder said the department of justice will enforce the law but not defend its constitutionality. despite concerns that anti- gay protestors might show up

the show went on tonight at a san jose high school. a story we first told you about earlier this week. now k's lloyd laquesta shows us the students received a show of support. >> reporter: the production of the laramy project tonight was a sell-out. but there were even more people outside the theater. [ applause ] >> reporter: school officials say as many as 550 people showed up to demonstrate against the west boro baptist church. the kansas group said it would picket the play, the true story of the vicious murder of a gay student in laramy, wyoming. >> no matter what you are because you have to be who you are. >> i want to say to them that god loves us all equally. that's it. >> students from another high school which had already staged a production came dressed as angels with huge wings. >> we probably block them and

live in san jose, this is ktvu channel 2 news. >> i want to show you a live look at the signature tower on the bay bridge. this morning crews finished installing the last of the four 500-ton pieces that make up the top portion of that tower. and they wrapped up the work more than a day ahead of schedule. the 100-foot long pieces had to be raised 400 feet into the air. next week another deck section will go in. and then in april, the last piece of the tower called the saddle will be installed. the saddle will eventually hold the suspension cables that will hold up the bridge. you can learn more about this project and its timeline on our website ktvu.com. fast action today by the driver of an oversized big rig in the south bay averted what could have been a major traffic problem. it happened on northbound 101 when the driver realized the overpass is 15 feet high and that his truck is 16 feet high. he took a turnoff that

originally avoided that underpass but is now being rerooted because of construction. chp says it won't happen again because cal trans, the agency that issues transport permits is now fully aware of the problem. [ music ] ktvu has learned a san jose nightclub with a reputation as a trouble spot is now closing for go ahead. the owner of club wet has reached an agreement with the owner of the building to terminate the club's lease. the police have said there have been frequent complaints about public drunkenness and fights going on there. in its place will be a rock climbing company. san jose officials are said to be pleased. >> san jose firefighters

consider their vote on a 10% pay cut this weekend, the city warned today layoffs are still possible. leaders of the firefighters union reached a tentative agreement on the pay cut in order to help the city with its $100 million plus budget deficit. firefighters say they are already thinly staffed and don't feel there is much choice. we know what the guarantees are for sure if there are no concessions is that there would be 145 layoffs for sure. so we are concerned. >> the city is now negotiating with ten other labor unions hoping to agree them to 10% cay pay cuts. but san jose officials say even if they are still in agreement there will still be significant layoffs. scott walker says the hundreds of layoffs there can be avoided if the so-called budget repair bill passes within the next 15 days. today pink slip notices were sent out to 1500 state employees. the bill contains language that would restrict the collective bargaining rights of some state

employee unions. all 14 senate democrats remained out of stated to to prevent a vote on the bill. federal prosecutors in arizona today announced new charges against the man accused of trying to asass nays congresswoman gabrielle giffords. jared loughner is now facing 49 charges. those charges involve all of the victims, including the six who were killed and 13 others who were wounded. the previous charges only listed gabrielle giffords and two of her aides. jared loughner allegedly opened fire at a meet and greet event gabrielle giffords was holding in tucson on january 8th. take a look at this pick. the congresswoman's office today released this photo of her just moments before the shooting started. gabrielle giffords is seen listening to two of her constituents. the man you see in this picture on the left is jim tucker. he was wounded and survived. gabrielle giffords is still undergoing extensive rehabilitation in houston. the fbi is asking for your help tonight in finding a man who agents believe has been stealing for bank accounts for

more than two years. the fbi released these photos of the man at bay area wachovia and wells fargo. agents say he impersonates the victims to withdraw money from their accounts. he has also done it in sacramento and reno. the fbi says he has been at it since april 2009. the labor department released new job numbers today. there are signs that the economy is continuing to turn around. the national unemployment rate dipped to 8.9% in february. this is the lowest it's been since april of 2009. california is still lagging behind the rest of the country coming in at 12.4% for january. the official february numbers should come out in about two weeks. now, we looked up the unemployment rates for each bay area county and found that every single county went up in january. the largest jump happened in sonoma county. but there is a little bit of a silver lining. while all of the unemployment

rates went up, all of them are still below the statewide unemployment rate of 12.4%. tonight ktvu consumer editor shows us where workers are actually in demand. >> in the next quarter. >> reporter: deborah munro's temporary personnel agency has been in business for 25 years. recently she noticed something. >> this last month we have seen a big upsurge. now we are up about 50% over where we were last year. >> administrative services jobs have increased so much munro finds herself now looking for replacement employees. >> come the new year, we have had some people decide to go elsewhere. >> reporter: even at the edd office in harder hit contra costa county where the unemployment rate went up 3rd of a percent things are continuing to look up. >> when you consider the unemployment rate it has dropped by 6ths. there are signs of things picking up particularly with staffing. and with that that shows what is going to happen down the

road so we are seeing signs of optimism. >> but california's seemingly small jan job gain is significant. >> but it was 20 percent of the total net job gain in the nation. >> reporter: former director says most of the gains were in, of all things, construction. another surprise gainer was manufacturing. >> we constantly hear about the demise of manufacturing in california. yet california actually gained nearly 5,000 manufacturing jobs and still has 1.24 million. >> reporter: so has california finally turned the corner? >> i think we have. >> reporter: california's next job reports for february will be out in two weeks. this is ktvu, channel 2 news. now, one part of the economy that's attracting a lot of attention right now is what we pay for food. and coming up at 10:45, why the prices of many every day items at grocery stores are skyrocketing. and how it affects more than

. a harrowing rescue of two workers from the side of an apartment building in new york today. look at this. scaffolding broke, stranding two men twelve storeys above the ground. now here you can see one man standing on the top of the scaffolding, clinging to the ropes. a firefighter was finally able to repel down the side of the building to rescue the men, lowering them to the ground. one person at a time.

about darryl turner's stolen leg. well, we were here this afternoon when he walked into this office and got some help. it wasn't just a routine medical visit. >> yes, that feels good. >> reporter: today darryl turner came one step closer to getting a new leg up on life. >> this feels good. it feels real good. >> reporter: last month turner told us someone had stolen his prosthetic leg with its distinctive raiders logo after he left it in his gated yard so he could test drive a four wheeler. he curbed afford the $7500 to replace the leg but several companies and concerned viewers stepped forward after our report to help. >> i was excited. i was dancing. i was extremely excited. >> see how that feels. >> i got into the field so i wanted to do something where i could help people. and this is my opportunity, you snow, to step up and do something for a nice guy. a guy that i like. and a guy that deserves it. >> reporter: andy campbell of

extensions on the june ballot will prevent deeper cuts. >> i didn't come here to try to put sugar and syrup on the problem. i am telling you the way it is. and the way it is, it's either $12.5 billion in cuts or $25 billion. that's the way and i am going to try to make it as painless as possible. >> governor brown says he expects state lawmakers to vote on the plan by next thursday. >> the state auditor is asking governor brown for more time to compile a top ten list of ways to save money. the deadline was today but now the bureau of state audit says it won't have the list until at least next week. last month the governor asked the state auditor and the little hoover commission to provide ten ways to reduce waste. in libya, forces loyal to go. adhafi attacked a city near tripoli that was held by the opposition and at least 37 people were killed. rebels had still holding territory they have taken to the east. but for how long is the

replacing the $1 with a coin could save uncle sam more money. >> how are you with that? >> we would like the $1 to go away. >> reporter: west coast vending has converted their machines to accept $1 coins and return them as change. used bills sometimes jam the machines costing money in sales while out of service. but he says the company has to pay more than face value for the coins to resupply the machines because people seldom put them in. >> people tend to hoard the $1 coins. >> but the general accounting office study released today says the way to get acceptance of the coins is to stop making $1 bills all together. the gao says that would save the u.s. government $5.5 billion over 30 years because the life of a coin is three decades. $1 is just a year and a half. >> i would use them. and i think it's a good idea if you can save money. >> but most folks we talked with do not want to see the dollar bill become extinct.

>> having all of that change in your pocket is just probably a lot of weight. >> i wouldn't like that as a merchant. i don't think anybody would. >> the owner of oakland sierra deli says although cash register drawers have now been converted for the $1 coins they take up a lot more room than the good old greenback. don't expect changes any time soon. attempts to do away with the dollar have been tried before and failed. in oakland rita william, ktvu, channel 2 news. come monday, dog owners plan to protest a proposal to require their pets to be on a leash. the national park service wants to reduce the number of places in the golden gate national recreation area where dogs can go off leash. one of the organizers said there are already very few places where dogs can run free. they plan to hold a rally at fort mason after a 4 p.m. meeting there. we are following some developing news. we have just learned about a possible kidnapping. we will tell you what we know right after the break.

car. a car matching the description was found nearby. two men were taken into custody. but it is unclear at this time if they have been arrested. we now know how many oakland teachers and other school workers will be getting lay-off notices if the school board gives its approval. a total of 538 full time teachers and 15 social workers and the entire adult education staff are on the list. state law requires that lay-off notices be given by march 15th will. but exactly how many will actually get pink slips won't be finalized until the state budget is approved. >> in the south bay new information about an embezzlement case about the trace organization's parent teacher association. the mercury news reported the current ceo treasury first became suspicious when she noticed a $16itunes charge. the two women are accused of stealing more than $50,000. in news of the world

tonight in egypt crowds cheered today when the new prime minister came to cairo's square. he told the people he would do his best to see that their demands are met. he added he would step down if he fails to do that. he was chosen by the new military leaders to replace the last prime minister who was chosen by now ousted president mubarak. >> in india a massive fire slept through a slum tonight. officials estimated that 700 to 800 houses were gutted. and now the residents say they have nothing and want the indian government to help them. several people suffered injuries, but incredibly there have been no deaths reported. this by the way is the same area where the child stars of the movie slum diagnose millionaire lived. and dancing in the streets of rio today. this was the start of carnival. in carnival everything is turned upside down. the poor can be kings. men can dress as women. and they get to escape their

daily lives. more than three-quarters of a million people are expected for carnival. nasa scientists are trying to figure out what went wrong again with the launch of a global warming satellite. it looked good when the huge rocket launched before dawn from the air force base. but six minutes in a protective shell covering the satellite failed to disengage and the rocket fell into the pacific. the same thing happened two years ago. the price tag this time was $424 million. boeing won't have to defend its $35 billion contract from the air force from competition. boeing and a european company had been competing to build the next generation of air refueling tankers essentially flying gas stations. the european company said it decided it didn't want to continue but was already a multimillion dollars fight. commercial fishermen in oregon say they are excited about the chances of a good salmon season. bay area fishermen are hopeful as well. the chinook salmon count is expected to be high this

these pictures are from northern mexico where the winter freeze has killed much of the vegetables we here eat. >> when the superbowl had that freeze up in texas it came all the way down into mexico. huge, it devastated the produce. >> reporter: the weather has affected apples, onions and more. and people are feeling it. >> you go into the store with $50 and come out with one bag. >> the price of food has gone up, hell, yeah. >> the state's 42 food banks which help feed hundreds of thousands of poor californians are facing price increases of up to 70% because of the freeze. ron clark who coordinates produce buying for banks throughout california says the food shortage and high prices will last months. >> we are talking about well into the summer months because it was -- it hit at a particular, you know, very critical time of growing. >> reporter: statewide food banks buy nearly 90 million pounds of fruit and vegetables a year. the alameda county community

food bank is starting a campaign to raise an extra $10 million a money to cover the extra costs. >> the only way we can make that up is in cash and donations. >> when will food prices come back down? well, experts say when the weather improves and the price of oil declines. the report finds almost 15% of people in san francisco, oakland and fremont cannot afford enough food to keep their families from going hungry. in the south bay that number is a little lower at 12.5%. the santa rosa area came in the highest at a little more than 18%. >> a heartbreaking story tonight out of michigan where a community is still reeling from the sudden death of a high school basketball player who died just moments after he made a game winning shot. counsellors were on hand today at all of the schools to help students deal with the loss of 16-year-old wes leonard. officials say he collapsed last night as fans rushed to the court after the final buzzer. he was taken to the hospital but unfortunately doctors were not able to save him.

school officials today said they are just trying to help fellow students cope. >> we just try to offer our love and support for those students as they go through it. >> an autopsy revealed that leonard died of cardiac arrest prompted by an enlarged heart. [ music ] well, wrapping up a fairly nice friday across most of the bay area. you may have noticed an increase in the high clouds by mid to late afternoon. those clouds associated with our storm that will impact at least a portion of your weekend. right now the maps on live stormtracker 2 you can see a batch of at least some rain primarily to the north of the bay area. come in a bit closer here. nothing to show you right now. i am highlighting the one area that can pick up nearly an inch of rain from the north bay coastal hills that will pick up the heaviest downpours probably by this time tomorrow into early sunday morning. here is a look at the overall weather story for the bay area forecast the clouds are in place. overnight lows most spots in the 40s. for the weekend rainfall

develops late saturday. still some sunday showers. the extended forecast features partly sunny skies and some mild temperatures. for tomorrow, for your saturday, we are going to hold on to the clouds with partly to mostly cloudy skies. the rainfall will take its time to develop primarily after 5:00 and maybe even closer to 10:00 tomorrow night. there is the possibility we could have a few pop-up showers tomorrow afternoon up in the north bay. especially up towards sonoma county. this system moves through late sunday night and early sunday morning. for sunday hold on to some good showers mostly for the morning showers. as we head into the afternoon scale back on the coverage and also the probability. here is our forecast model tomorrow afternoon at 12:00 showing you some clouds in place. so once again the possibility of a pop-up shower in the north bay. tomorrow night at 11:00 there is that rain band pushing into the region. and the bulk of the activity happens first thing, in fact, early sunday morning. and still some scattered rain showers at 7:00. at 1:00 we could have a few leftover showers but this particular model scales back on

coverage and the probability of some lingering clouds by sunday at 5:00. the saturday forecast at 7:00 43 to 46 degrees. scattered clouds out by there 12:00. 55 to right around 60. by 3:00 still mostly cloudy skies. temperatures on the mild side. we had those readings in the 40s last week. dealing with extremely low snow levels. tomorrow a completely different story with the readings backs up into the lower 60s across a good portion of the region. brentwood is 64. san francisco is 61. fremont tops out at 64. san jose in the mid-60s at 65. the south bay will not be picking up too much in the way of shower activity. probably just less than a 10th of an inch with the approaching system. here is a look ahead at your weekend forecast always in view. showers likely into sunday. mostly for the morning hours. there is a chance of a shower on monday. and the forecast models are scaled back on the probability that tuesday and wednesday will be dry. but julie and frank at least plenty of breaks in the
