survived a jump from the golden gate bridge. and debra villalon is live now at the bay bridge. >> reporter: along that railing is where the 17-year-old, a junior from windsor high school pulled a stunt no one can believe. >> it was something we see all the time but mostly suicides. >> reporter: surfers were riding the waves when the teenager fell beside them. >> i looked at him eye to eye. not a bruise, nothing wrong with him. and he went to say he did it for fun. >> reporter: and he went to tell first rescuers that he was

a jumper. he told his classmates that it would be fun to jump over. and he kept looking over the bridge. but they never thought he would jump. >> we were like, don't do it. he looked down at the water and looked back at them and smiled and then jumped off. >> reporter: the 45 students on the field trip were offered counseling. they want it made known no one dared the student to jump or egged him on. >> we would never encourage that. we were all devastated. we thought they were dead. >> it's a miracle. not many people survive this fall. it's a miracle. >> reporter: he's already been schooled by the surfers. >> he was alive and then everybody got mad at him because what were you thinking. >> reporter: only he really knows. the teenager who's nickname

otter injured his tailbone, and he suffered some bruising. he is okay at the hospital tonight. more details tonight on just how many people jump after the golden gate bridge. the marin coroner says last year it counted 31 suicides and that since the bridge opened more than 1,300 people have jumped to their deaths. those numbers may be conservatives because some suicides go unnoted. fall out tonight from the latest san francisco police scandal. jeff adachi is asking for officers who were using master keys to get into residents. eight officers have been named. 57 criminal cases have been dismissed as a result. the contra costa county sheriff announced that deputy sheriff tenabe has resigned after being arrested on drugs

and weapons charges last friday. tenabe has been linked to the case of norman welsh and christopher butler who are suspected of stealing confiscated drugs and selling them. a surprise development in the controversy involving pg & e smart meters. a judge asked pg & e to come up with a process allowing customers to opt out. it's a story we've been following for a year now. and patti lee has the story. >> reporter: people will have the option of refusing pg & e to install these new smart meters and keeping one of these older ones around. but there's a catch. opting out will likely cost you. >> that's what they've been putting in. >> reporter: mark toni is with the reform network, a watchdog group. he says ongoing pressure

major earthquake in japan. moments ago authorities there issued a tsunami warning. there is a warning of a tsunami

for as high as 7 feet. we are monitoring news feeds from japan and we'll have more information as it becomes available. new at 10:00, a south bay school district grappling with a school budget. and they are warning of lay offs >> reporter: some 300 people showed up tonight to make their case that there have been enough cuts at the largest district in california. some have been through this before. >> it's just kind of nervewracking that every year

for the last three or four years i get the pink slip. >> it's no longer kids come first, it's dollars and cents. >> reporter: tonight the school board listened to the fees, but this district of 2,400 students has listed $14 million in cuts and by kerrigan, estess, law, lay off notices will have to go out. >> in the year 2015 we could end up with classes the size of 70 or 90 students. >> reporter: what happened tonight is being repeated across the state as financially strapped school districts will begin issuing lay off notices. as many as 25,000 teachers may get pink slips. the one hope is for a special election. >> if that tax extension is available and it passes then we could see some of these positions restored. as far as right now it's not

even going to go to ballot. then these positions are going to be cut tonight. >> reporter: last year 60% of 26,000 teachers who received lay offs were eventually let go. this year it's anyone's guess. live in san jose, lloyd lacuesta. ktvu channel 2 news. police in palo alto are investigating four car burglaries in parking lots. two burglariesccurred outside the tofu house just before 7:30 last night. the other two happened within an hour later outside sun dance, the steak house. palo alto has seen a spike in hit and go car robberies. laptop computers were the primary targets of last night's thefts. take a look at this surveillance video. authorities are looking for these two thieves seen breaking into a family owned jewelry business. it happened last night in the

town of lincoln. the burglary lasted all of three minutes. and officials say cell phones are routinely smuggled into prisons. phones can be used for a variety of crimes in prison. >> it's a matter of public safety and we can't let funning or moneys keep us from doing what we need to do to enhance public safety. more than 10,000 cell phones were found in state prisons last year. state lawmakers are considering a bill to make it a felony for an inmate to have a cell phone in their possession. nine alameda court employees have won their jobs back after being laid off a year ago. the employees should be rehired based on seniority plus receive back pay for the time they were

unemployed. the county laid off the court workers in an attempt to close a budget. democratic leaders met with governor brown today and senate leader steinburg sounded hopeful. >> we're preparing if the very latest, monday or next week. >> reporter: lawmakers are on call to return to sacramento for a vote. the governor has set his own deadline for today. last night asked the legislators leaders to hold off voting while negotiations pressed on. the shouting is over in wisconsin after a three weeks of protests. the state assembly in madison passed the bill today that eliminated the collective bargaining rights of many public employees.

scott walker pushed for it as a way to reduce the budget deficit. the unions vow to make it a campaign issue in upcoming elections and not just in wisconsin. a flier was front and center today in a heated congressional hearing today. rita williams tells us the hearing was called to examine whether muslim groups in america are doing too little to fight terrorism. >> the committee of homeland security will come to order. >> reporter: peter king made this the poster child on the radicalization of muslim americans. a flier promoting a know your rights event in oakland, the bay area care chapter briefly posted on its website in january. >> they are not well served by c.a.r.e. >> we thought the flier was being taken out of context.

the quake had a magnitude of 7. 9. japan's meteorolical foundation is warning of a tsunami. these are pictures now that are just coming in to us. showing don't know exactly where they are. but this is japanese television. again the reports that are coming in is that that tsunami has already hit in parts of japan. seems like the water there in the middle may be carrying away some debris or cars or something of that nature. those are the reports we're getting here that cars and houses and trucks and what not are being swept away as a result of that. now this earthquake what that happened just about six days ago is in the same area where

most of the cuts will be india where 700 workers will lose their jobs. aol once had more than 20,000 employees. the cuts will bring that figure down to about 4,000. this round of lay offs will eliminate over lap from aol's recent purchase of the huffington post. california added more than 23,000 jobs in january. the labor department also published unemployment figures that showed nevada with higher unemployment rates. followed by california at 12.4%. florida was in third place. the national unemployment rate in january was 9%. on capitol hill, senate democrats are vowing to fight a plan to cut housing plans for some homeless veterans. christien kafton met with a vet. getting back on his feet that

more information now on our breaking knew. japanese television is showing widespread coastal damage. homes, cars, trucks, buildings all have been swept away. this is video taken during the earthquake. you can see a lot of shaking happening inside the building. the quake hit 2:46 in the afternoon in japan. at least one strong aftershock has been reported. there's also television footage showing the large building on fire in tokyo. a tsunami warning has been issued in parts of the pacific all the way to hawaii but not the west coast of the united

states and not california. in china an earthquake earlier today destroyed 1,000 buildings in the southwestern part of that country. police, firefighters and soldiers have rescued dozens of people trapped in collapsed structures. more than 200 are injured. the quake struck at about 1:00 in the afternoon. passengers and freight trains weren't running today in berlin. railroad engineers held a strike. the engineers threatened to walk off the job indefinitely if their demands were not met. the body of a soldier came home from afghanistan along with the remains of his dog. leam tucker was killed in an

more now on the breaking news, this is just in from the u.s. geological service. the japan quake has just been up grated to upgraded to 8.8. that is now considered a great quake. one aftershock measured 7.4. these are pictures of the situation there in japan. this quake happened off the north eastern coast. a little more than 200 miles away from tokyo. if you look across the middle of screen. we have seen running water carrying what appears to be lots of debris, in some cases large pieces of debris. the tsunami has hit the north eastern coast of japan. there are reports of houses, cars, trucks, buildings being drifted away from the scene.

you can see it is carrying away a lot of degree. there are reports of at least one building on fire. a lot of buildings buildings in tokyo shaking. the lights inside a building really swinging back and forth. again, the classification of this earthquake, the breaking news right now it is just been upgraded to a magnitude 8.8. that's just about as bad as it gets. that is considered a great quake under the earthquake classifications. we're continuing to follow this. as we get more we will continue to bring it to you. and of course continued coverage tomorrow during our mornings on two forecast. and artichoke joes casino
