there's san francisco's newest police officers and we're told they are saving the city money before they ever hit the the street. good evening i'm julie haener. >> and i'm ken wayne. frank somerville is off tonight. they are from oakland, san jose and other regions. police officers don't need specific trains because unlike rookies they are coming from

other departments. police are saving time and many money by adding manpower without having a class of cadets. amber lee has the story. >> reporter: it takes two months to train a police officer. compare that to a new recruit. we were given complete access to see the new officers enter their first week of training. the 14 new hires are called laterals. officers from other law enforcement. they dress in dark blue uniforms, unlike what this would be. a sign of the respect for their previous experience. four officers in this class come from oakland. the oakland police officers

americans. >> reporter: protesters from conservative and liberal groups are expected to be on hand at various stops tomorrow. it's the president's second visit to the bay area in three months. among the ticketholders if -r the president's speech tomorrow are about three dozen members of the san francisco's boys and girls club. jana katsuyama spoke to a few of the students on what they wanted to see. >> reporter: these students will get to go right inside the auditorium where the ticket prices ranged from $25 to $2,500. in the heart of san francisco's tenderloin today, students at the boys and girls club were very excited. >> init's pretty cool to have the opportunity to meet the president. >> reporter: if you think these teens don't care about presidents, think again. today they shared about what they would share with the

>> charisma and confidence. and we'll be tracking president obama's visit at ktvu .com and here on ktvu news. the faa is investigating the possibility of a high profile misstep involving air traffic controllers and a plane carrying first lady michelle obama. the first lady's flight was told to abort it landing yesterday evening at andrews air force base. the faa says the 737 carrying mrs. obama was flying too close behind a military cargo jet and had to abort due to concerns that the plane would not clear the runway on time. the first lady's plane landed without further incident. air traffic controllers in virginia may be responsible. a woman is under arrest

tonight accused of shooting a man several times at close range. it happened around 7:00 this evening on the 700 block of west grand avenue. the woman was with the man at a gas station when she pulled out a gun and began firing. they said she made remarks that suggested he had been hitting her. following the shooting the woman walked to a near by church where she called police to turn herself in. the man was taken to the hospital. police say his injuries appear serious. oakland police are also investigating a homicide tonight. someone shot and killed a richmond woman last night as she was walking down the street. the victim's daughter learned a the devastating legend. >> reporter: a memorial for 33- year-old mother of two sits along the roadway in west oakland where police say she was shot. >> it's just hard for me because i never would expect to lose my momma so soon. >> reporter: sims is now without a mother. just before 10:00 last night

officers responded to a call of a shooting on union street. 33-year-old patrice burton had been shot. it appears burton was the victim of a drive by shooting. >> she dropped me off about 5:00 after we had dinner. >> reporter: after that her granddaughter went to oakland to visit friends. she was told that burton and another woman were walking to the store when they were shot. the other woman who was not harm called a male friend who -- who was not harmed called a male friend who drove her to the hospital. >> i just want to say to all the young girls who ain't looking up to their mama or thinking they are too grown. not to because you don't know when you're going to lose her. and it hurts so bad.

>> reporter: oakland police say they have little to go on and think that someone might know what happened on this block. if you have any information call police. we checked with oakland detectives today and learned there have been 35 homicides so far this year. at this time last year that number with us 28. it's still only april but that works out to an increase of 25%. there's some pointed criticismed aimed at governor brown after the analysts office said his proposed contract with the state's prison guards could cost taxpayers big money when those guards retired. under the deal proposed by brown, the guard must be paid vacation time when retired. the association claimed almost $200 million to help brown win

last year's election. the legislature must approve the contract. fired chiefs in three peninsula cities are working on a plan to merge their fire departments. millbrae and san bruno are looking to join. they'll have to determine what stations to close and if a new one should be open for a centralized location. former alameda fire chief capler has filed a lawsuit against the city. capler says he was wrongly fired from his job. he says a councilwoman

this evening the san jose city council decided to drastically cut the medical marijuana dispensaries in the city. the rules are going to be tough and not everyone will like him. lloyd lacuesta is live with the story. >> reporter: the medical center is one of 110 medical marijuana collectives in san jose. tonight it is trying to position itself as just one of the 10 that will be allowed in the city of san jose. >> here on the shelf there's probably close to 30 varieties on the shelf. >> reporter: this cannabis club

has 3,000 members and has been in existence for 13 months. marijuana is grown here. tonight the san jose city council after nearly three hours of spirited discussion voted on regulating the sale of medical marijuana. >> my count that passes on a 6- 5 vote. so the motion is approved. >> reporter: san jose will now limit the number of marijuana clubs to ten. no more than two in any of the cities 11 districts. the marijuana sold must be grown on the club's ground and not brought in from the outside. >> hopefully the city does what it says and they do go through a process where they do a process of elimination. where you are the best of the best. >> reporter: but other club operators were not happy feeling 10 is not enough to serve a city of 1 million. >> there may very well be lawsuits. hopefully we can avoid that. >> reporter: the police chief wanted a ban on all clubs siting seven violent robberies

b.a.r.t. station. police say the man's hair and sleeve got caught in the escalator. power to the escalator was shut off so firefighters could cut him free. officers say the man may have been trying to go up a down escalator when he suffered a medical american. the man was taken to the hospital where he later died. and prosecutors allege yusuf bey iv ordered chauncye bailey to be killed because she was going to write a negative report on the bakery. it also wrote the bakery owed the irs more than a quarter million dollars. the reviewing recommendations from the department of energy, this comes after an audit found the

lab failed to adequately protect information. for example the audit said the lab allowed cob tractors to make changes to a system which monitors nuclear explosions without getting proper approval. the east bay lab maintains several security systems pertaining to the nation's stock stockpile and reactor programs. oakland residents saying not in my backyard. they are upset that a new tower is going up in their neighborhood. but this tower isn't for cell phones it's for community safety. >> reporter: people who live here on butter's drive tell us construction started late last week. luxy hardaway's house is across the street. she says nobody she knows in the neighborhood was told before construction began. >> i am pretty comfortable with

my neighbors here. i spoke to several of them, nobody received notice as well. >> reporter: it is one of two new towers to support a new radio system they say oakland has needed for quite some time. >> there's been some well publicized recent incidents where our public safety radio system is aging. it's starting to not operate as efficiently and effectively as we need it to. >> reporter: which is why the city says the process was fast track. roxy hardiman says she wants to know from the city that the tower won't harm her. city officials emphasize that the tower is safe and are working hard to get the

communication system in order by summer? some walnut creek rez residents are upset about a tower going up in their neighborhood. neighbors of the buena vista group say they are concerned about cancer risks and they believe the tower will be an eye risk. the proposed at&t tower will be at st. steven's catholic church. the group also questioned whether there was a conflict of interest. there are a few clouds out there right now. more cloud in the forecast as we head to tomorrow. weather system stacked up over the pacific. they are all very weak but they are bringing a little bit of shower activity to parts of the bay area. here we are at 10:00 mostly cloudy. here is the computer model for

cooper thieves in san francisco are taking crime to a dangerous through level. thieves cut a power line that feed electricity to the city's nummi buses. that kind of power can kill. when the first calls came in, authorities thought it was a case of vandalism but it turn out to be a theft. >> about 125 feet of line were cut. >> reporter: the thieves cut down the line about 8:00 sunday evening. and managed to get away with 300 pounds of cooper cable before anyone noticed. the thieves took their lives into their own hands.

the area are waiting to find out whether they'll be mcdonalds new employee. the line in palo alto stretched around the building. mcdonalds is looking to hire at least 700 employees this week for its 250 bay area restaurants. many job seekers we spoke with said they want to advance into manage ment. , the company plans to hire 25,000 people nationwide. california and 12 other states along with the district of columbia had a net loss. most of the countries faired better. last month 34 states saw a drop in their unemployment rate. that's the largest amount since june. texas led the way adding 37,000 jobs. the price of gold hit an all time record hitting $15.59

an ounce. credit and debt concerns are said to be pushing up the price of golds and precious metals. the price of gold has climbed more than 5% since the beginning of the year. a strong earnings report from johnson an johnson sent stocks higher today erasing some of yesterday's losses. the nasdaq picked up nine, the dow picked up 65 points. private first class brandon manning faces several charges for leaking information. some lawmakers and human rights group have criticized his name at a marine corp. base in virginia. rebels fighting to house libyan leader gadhafi will be getting some help. the british company said it's sending up to 20 military advisors to help the rebels who

two blind sea lions at the marine mammal center are getting new homes at the san francisco zoo. once who's known as silent night and another named henry will be moved to the zoo as soon as arrangements can be made. silent night was apparently shot in the head and is now completely blind so he can't be released to the wild. henry who is also blind has become his companion. the san jose city council

today gave the green light for an environmental study to rebuild a major water treatment plan in the south bay. the san jose, santa clara plant has been in business for about 60 years but now it's in need of a major rebuild. the project could cost $208 million. that rebuild is not expected to start in the near future. for years sign years scientists have been trying to perfect the process of turning sea water into fresh water. two local companies have come up with a new portable water desalination plan that can be used on emergencies. >> reporter: we watched bags of life saving drinking water churn out of this new first of its kind purification machine. >> it's pumping the water out

and using this hose to our emergency response trailer. inside joe of forever pure showed me a series of filters and pumps, a desalination plant that turns saltwater into drinking water in second. >> we want to get water to victims as quickly as possible. and we can bag it into half liter bags and distribute them immediately as well. >> reporter: the bags are tough. the system's power is as clean as the water. this 2,500-watt motor solar system is unhampered by weather. >> over cast is no problem. even a rainy day is all right. you still have rays coming through. >> reporter: the bay area's forever pure and renewables west are now partnering on these emergency units, one already sold to canada. they are talking to the

you can forecast a good strong front with rain. this is just minimal stuff. as you get into thursday, we clear out. friday we clear out and friday afternoon in the evening, the model flipped out there but we would be seeing increasing clouds out there and those increasing clouds will lead to showers and sprinkles on saturday. so mostly cloudy and showers late in the day. at lunch 63 for a daytime high. beautiful shot, there's concord out there toward the right side of your screen a little bit. that's mount vaca in the background. 62 in vallejo, cooler than they were today and they're going to be about the same the next few days. the five day forecast, just nuisance showers, what else can we say. things could change on that weekend. don't shut your plans down yet on saturday. i think the next model will have a different take on it. for now, tomorrow evening scattered, sprinkles in the
