what police had to encounter as they cornered a criminal in the act. >> reporter: they searched dozens of backyards on the block. and we saw firsthand how officers struggled cash strapped. a brand new suv stolen and followed until it crashed into a pole. their radios clicking constantly so they can't hear or be heard. >> we were able to transmit. i wouldn't say we failed. >> reporter: but where the on star system could have stopped the vehicle, they could not get the word out. radio failures aren a ongoing problem. >> sometimes they don't work, sometimes they are in and out.

sometimes they bleed over each other. it's hard to explain it all because it does different stuff. >> reporter: after a few hours, they gave up. not even a borrowed dog did the job. >> everyone the dog we were using today is from emeryville. >> we did not have a helicopter. we requested a helicopter. >> reporter: and haven't had one for two years. the lack of tools disturbing for residents. >> if there's a shoot out and they're calling for back up and their radio isn't working, what happens then. >> reporter: today's radio problem lasted about two hours. looking into it dispatch tells us it was an off site radio keyed open. a fluke this time in a frustrating system. reporting live in oakland, debra villalon. as we reported, two new communication towers are now

going up in oakland. the towers are being fast tracked to support a new radio communication system. the city hopes to have at least one of the new towers in operation by the end of the summer. there is late word tonight that workers at an idaho silver mine have recovered the body of a miner caught in the mine two days ago. in the last two hours, came word the death was official. merick was working alongside his brother when the collapse happened. the incident happened 6,000 feet under the lucky mine. according to the san francisco chronicle. the utility supports a proposed state rule banning spikes, if the rule allows certain exceptions. pg & e previously argued that previous regulations required

spiking in order to test pipelines and that the practice was safe. the ntsb continues to investigate the september explosion that killed eight people. is it turmoil in the middle east or market specklators trying to make a quick buck. whatever the reason, drivers feel there's little they can do but complain about ever rising gas prices. john sasaki reports. >> reporter: $4.29 for regular, $4.47 for super. that's what drivers have to pay for gas in van nuys. >> it's insane. it's costing me lots of money to get to work. >> reporter: gas prices are jumped 12-cents a gallon in the last week. the national average is $3.88 for regular. san francisco's average is $4.22. taxi drivers feel the pinch all the time. >> it's hard every day, you know. but i'm hoping the gas does not get higher than that.

at least not too much. >> reporter: in the just the past seventh months, prices have risen $1.15. middle east unrest has taken the blame but some drivers we met don't blame middle east unrest. >> they have the highest profits ever yet they are saying they are not making any money. >> monsters. you know they are the ones that are clocking the dollarsen on us. we have no choice, there's nothing we can do about it. >> people start to make money on the gas, they buy oil and not for use but to just speculation. >> reporter: president obama acknowledged last week that specklators are helping drive gas prices up as they did in 2008. analysts add a bad hurricane season could drive prices through the roof to yes $6 a gallon. in san francisco, i'm john sasaki, ktvu channel 2 news.

radiator of this suv. >> reporter: one person finds humor in all of this. a for sale sign in front of a destroyed vehicle. a fire broke out on wednesday and was not contained until friday. fish and game warden say soot and foam used to cause the fire likely led to the fish death. police are refusing to comment further as the cases are ongoing. according to the san jose mercury news both cases involved latinos. the incident sited in the claim happened in 2008 and 2009. in one case a man claims an officer beat him, breaking his eye socket. in the other case a man claims an officer ran over him with a patrol car in an effort to stop him for questioning. there's word tonight that recovering congresswoman giffords is planning to attend

her husband's shuttle launch on friday. giffords' husband mark kelly is the commander of the mission. news about giffords recovery. doctors say giffords is now able to walk. friends say she uses her right side perfectly and is working on her left side. this easter sunday the pope offered greetings in 65 languages. as great burke reports, he spoke to huge crowds while praying for peace in the middle east and offering consolation to people in japan. >> reporter: more than 1,000 people gathered to hear pope benedict xvi deliver his traditional easter message. this year marks the pontiff's sixth easter as the roman catholic leader. the 85-year-old benedict asking for peace. he spoke about ending the violence in the middle east. >> may the splendor of christ reach the people of the middle

los angeles police scrambled today to stop a shooter that shot at their own helicopter. police say when the the gunman saw the l.a.p.d. helicopter he fired on it. police arrested a 20-year-old man and found a semi automatic rifle at the scene.

no one was hurt. a nationwide man hunt is under way tonight for a man federal investigators say attempted a bombing at a colorado shopping mall. earl moore set up a pipe bomb and two propane bombs at a mall near the columbine high school. fbi agents say they don't know where moore is and he should be considered armed and dangerous. new at 10:00, an indy rock concert tonight organized by a 13-year-old boy from palo alto. he recruited bands from all over the country. ktvu's janine de la vega is live to explay why those bands came. >> reporter: as you can see this concert is still going on and all about 300 people showed up. this is all put on by a kid who had an idea last summer to help

gay teens. the sound was checked and bands rehearsed. even concert merchandise was laid out. in the background noah chandler watched. this 13-year-old kid put together this concert to help gay teenagers who have committed suicide. >> reporter: noah says he's not gay but has friends who are. he created a website with a video asking people to donate money so he could put on the concert. >> hi, my name is noah. i'm an eighth grader from norman california and i'm hoping i can make a difference. >> reporter: noah contacted some of his favorite indie bands. three bands signed on including the band rabbit who traveled from florida. avenue q even traveled from

l.a. to attend the concert. >> as a gay kid myself, there was never nothing like this to help me. >> reporter: and noah's older brother julian wrote a song about it which he performed tonight. over $20,000 was raised tonight. that money will go to the trevor project, the teen suicide help line. and you too can support gay teens. janine de la vega, ktvu channel 2 news. a just released investigative report shows bay area taxpayers are picking up the tab for the health care of hundreds of part time elected officials. the bay area news group studies that 61% of small cities and 47% of school districts surveyed paid for the part time elected officials health insurance. the report showed the average health insurance was $8,500. more than the average paycheck

for part time officials. critics say in these hard times, health care should be denied to part time government officials. senate bill 356 requires the state parks department to tell cities or counties when a near by park is set to close and give them a chance to take over the park. governor brown asked the parks department to drop a list. that list has not been available yet. paul chambers reports, a recent trip taken by students

has had a victorious result in the past. >> we flew to houston and drove to the difference colleges then we caught our bus in cincinnati. >> reporter: this year the students went on a tour of 16 historically black colleges. the mission is to take these students from underserved and unrepresented communities and give them a chance to succeed and get a college degree. all high school seniors received multiple officers and partial or full right scholarships. >> i started high school not knowing what i was going to do. i wasn't even thinking about a four year college. >> reporter: the students also visited historic black schools. >> could i be a rosa parks, could i be a dr. king. >> i learned a lot about myself, about the colleges and the black history which i did not get to learn at my school.

take a look at this a mysterious explosion today leveled a home in a new york city suburb. it happened around 10:45 this morning in the long island community of brentwood. the house was vacant at the time of the blast and this was all that remains. 21 people were treated for minor injuries. investigators say they still haven't figured out what caused the house to blow up. there is new information about the source of an outbreak that sickened more than 120 people at the playboy mansion. now the centers for disease

control say it found the bacteria that causes lesionares disease in a hot tub. we have new information on what happened right before a woman was stabbed on an oakland street this afternoon. the stabbing happened around 4:15 this afternoon on eighth and adeline street. a witness told ktvu news that two women began fighting on the street. within minutes more than a dozen teenage girls, women and young men had gathered and began arguing with each other. the victim is in stable condition tonight. in news of the world tonight there are late reports that nato strikes badly damaged

an oakland woman who lost

her partner to cancer has found a way to turn her grief into art. tonight photo journalist greg grenzel bring us a look at some remarkable photographs straight from the heart in a ktvu special report. well it started because i, i felt madly in love with the girl next door. madeline rodriguez. and i just wanted to say all the time how much i loved her. i decided when i got off work at night, this is a really nice one to do. i would make a heart of silly things on her doorstep. this was a nice way to start the week with a something nice. this one i call evolution. and it's your heart opening. she was diagnosed seven months after we met and she died four

months after we met. she was advanced stage ovarian cancer. before she died she shared with me how much she loved them. and i thought, i'm going to continue to make them every week of my life just so you know that i will never forget you. so i started sending them out over the internet to my loved ones and friends and other loved ones and friends. and i thought let's do a monday ritual of putting love in the world. and i thought, why not put it in a book. >> my name is deb for the women's cancer research center. how are you doing. >> reporter: any woman with any kind of cancer is welcome to come to the women's cancer resource center. >> women who have come in here homeless without money for food. >> i'm so sorry you are going through it. >> payge is a long time friend of the center and said she would like to donate 25% of the proceeds she earned to the women's cancer resource center.
