her principal at her high school is asking others to talk about their feelings as they will be doing at the school in days ahead. she's survived by her parents, an older sister and two younger brothers. live this is deborah villalon, ktvu, channel 2 news. the national weather service says at least three tornadoes touched down late today here in northern california. several of the funnel clouds were spotted in bute county. take a look at this video. the twister touched down in durham a tiny farming community five miles south of chico in a sparsely populated area. a tornado warning in place until 7:30 tonight. it produced large hail and wind. it also produced some spectacular rainbows and a full report coming up a bit later at 10:50. >> also posted more of that incredible video at ktvu.com. just look for the stormtracker tab on the front page. >> this is strange weather for this late in may. today's storm also brought snow

to the sierra. i-80 at is he soda springs was closed in both direction earlier today because of a major accident. two big rigs and at least two cars collided. a winter weather advisory remains in effect right now. several inches of snow is expected by morning above 4500 feet. at this hour caltrans is not reporting any problems or delays on i-80. >> rain soaked parts of the bay area today. the south bay doesn't see much but the rest of the area got wet from san francisco to the east bay. construction crews working on a80 in north oakland told ktvu crews that rain put them on a tight schedule to finish their work by the deadline at the end of next month. today's wet weather also played a role in a crash that sent four people to the hospital. it happened at 1:00 at i-880 and one victim was trapped for a time inside a toyota four runner. chief meteorologist bill martin will have a look at tomorrow's forecast coming up in nine

minutes. >> another sad tale from the streets of oakland tonight. just a few weeks away from graduation. 17-year-old. described as a good student with no police record. but today on his way home from school, someone shot and killed him. ktvu's amber lee is live now at castlemont high to tell us what happened. amber? >> reporter: julie the principal here at castlemont high along with schoolmates and friends told us they are by what happened. >> friends showed with us this prom photo of franklin jr. taken just last friday. he would often flash a winning smile with his distinctive dimples. he was known effect affect ately as day. >> the why waste somebody's life from someone who is doing something with it. >> reporter: arriving officers told us they were disturbed by what they saw, a young life ended violently and senselessly. it appeared the teen was riding

potential and at the graduation ceremony on june 17th will be dedicated to him. reporting live amber lee, ktvu, channel 2 news. >> tonight four people in oakland are displaced after their house burned down sending a big cloud of smoke over the east bay hills. firefighters were called out around 5:30 to the home on burr street near 98th avenue across the 580 freeway from the oakland zoo. news chopper 2 was overhead at the time. the crews put the flames out in less than an hour. but tonight the authorities tell us the home is a total loss. no one was hurt in the fire. investigators say it started in the backyard where someone was cutting weeds. >> a chartered commercial jet out of silicone valley skidded off a runway in arizona this afternoon and then skidded some 300 feet down a hillside. the jet left the san jose airport and flew to sedona where the accident happened at 4:00 this afternoon. fortunately all five people onboard were able to get out on their own and suffered only minor injuries. the faa is investigating. but the preliminary reports

suggest the pilot simply misjudged the landing. a judge in tucson, arizona ruled today that jared loughner is not mentally competent to stand trial for the january shooting rampage at congresswoman gabrielle giffords's political event. after hearing from experts the judge determined he suffers from schizophrenia and is un fit for trial. if he regains his competency he can be tried. at one point jared loughner lowered his head and witnesses argued thank you for the freak show and she died in front of me. it is not clear what she meant. jared loughner is accused of killing six people and wounding 13 others, including congresswoman gabrielle giffords. >> federal investigators say that a fire that gut add mosque in stockton last month is a case of arson. the bureau released this surveillance photo of a man with a bag on his head taken from inside the mosque back on april 23rd. the fire officials say they believe that man is the

arsonist. the mosque and the church next door were damaged in the fire. there is a $10,000 reward for information that leads to an arrest and conviction in the case. 1500 california prison inmates released by mistake. a ktvu investigation first reported those findings last year. and now a report just released by the state confirms it. ktvu's rob roth tells us why this information has a state senator accusing the corrections department of lying. >> the report states that 1500 inmates were mistakenly placed on unsupervised parole last year and 5400 had a high risk of violence. nancy sidebottom is president of a neighborhood watch program in east oakland. >> for them to be let out as a mistake, i mean, this needs a full investigation. and somebody's head needs to roll on. this because this is ridiculous. >> reporter: the so-called non- revokable parole program was to designed to take low-level

offenders out of a crowded prison system. they assessed the likelihood of committing other crimes. but the report found there were mistakes with that program. we spoke by phone with the state senator who requested the inspector general's study. >> i was surprised by the scale of the number of violent felons being released without supervised parole. >> reporter: the department of corrections did not return our calls. but in response to the report stated that they connected any alleged errors. and they reject the notion that the california risk assessment is flawed. >> well, the department of corrections is simply lying when they say they fixed their computer program because my report shows they have not. >> it is not clear how many parolees have committed crimes since being released. >> when you have a person that is let out of the state prison system on some sort of parole, you are always worried that that person is going to commit that type of crime or a similar

crime again. >> reporter: state senator ted lou tells us he is requesting the department of corrections call a halt to the unsupervised parole release program at san quentin state prison, rob roth, ktvu, channel 2 news. a pre-trial meeting concerning lawsuits filed against pg&e for the sanbruno pipeline explosion is scheduled for tomorrow. more than 150 victims of last september's disaster have filed suits against pg&e. attorneys for both sides are set to meet with the san mateo county judge to discuss dispositions and other legal progressions. u.s. stocks strengthened today after three straight days of decline. the push came with a rise in commodities prices. the dow industrials added 38 points. nasdaq rose more than 15. today's gains were modest. the stocks have tumbled since the start of the month. >> it is official tonight twitter is now the proud owner of tweetdeck. the founder says the deal was sealed yesterday. it is a london based start-up that helps people read, write and organize feeds from their social networking sites. no official word on the price

stow. ken wayne is live in la with the picture and details of the police lineup the suspect was in earlier this evening. ken? >> reporter: julie, the lineup was supposed to take a few minutes but it was almost two hours before the attorney for ramirez came out of the la county men's jail to talk about that lineup. >> ramirez was lined up with several other inmates with similar physical characteristics. as many as eight eyewitnesses to the march 31st attack were on hand to see if ramirez was the man they saw beat bryan stow. >> there is an agreement with the district attorney's office not to -- not to say anything with regard to what happened at the lineup today. >> another attorney involved in the case says ramirez has an alibi that he was with his 10- year-old daughter the day of the attack and wasn't even at the dodger game. chip matthews says the girl is planning to meet with the police investigators tomorrow to tell them her story. >> i went through every detail of that day with his daughter and these other people as well.

i am confident that he was not there. >> matthews says other relatives can also corroborate the alibi. matthews says ramirez is so sure of his innocence, he's willing to take a lie detector test. >> absolutely. as a matter of fact, that was his idea. he is encouraging that and is adamant that it was not him. >> reporter: la police are not saying if they have talked to anyone who verifies the alibi. up until tonight, lapd insisted the news media not show pictures of ramirez. they said they didn't want the publicity to taint their investigation. tonight police say they have no problem with his picture being shown. >> my client is insisting that he wasn't at dodgers stadium. i has never been to dodgers stadium. and had absolutely nothing to do with this. >> ramirez still has not been charged with the attack against stow. he is being held on a parole hold. and he will not face charges until the police hand over

their investigation to the district attorney's office. live in la, ken wayne, ktvu, channel 2 news. the man who kidnapped elizabeth smart from her bedroom nine years ago was sentenced today to two life sentences in salt lake city. smart was just 14-year-old when she was abducted. now she's 23. she said today she has moved forward in her life and is pleased that brian david mitchell will be held accountable. >> i told brian david mitchell today in court that whether he received his just sentence here on earth or after this earth life that one day he will have to be responsible for his actions. >> smart added that she believes mitchell knew exactly what he was doing when he took her, despite his attorney's claim that he is mentally ill. mitchell held her captive and repeatedly raped her for nine months. it was the end of an era today for daytime talk shows as oprah win friday signed off after 25 years. . a ktvu news investigation has revealed millions of questionable parking tickets in san francisco. they could potentially be tossed out which could cost the city millions. in tonight's special report, ktvu's heather holmes takes a look at the three words that could lead to a flood of dismissals. >> reporter: on any given day, on any given street. >> only commercial vehicles are allowed to park there. >> reporter: san francisco parking control officers are on the job. but now accusations that they are not doing their jobs correctly. even violating the state law. at issue, this section of the

california vehicle code. it requires, among other things, that each parking citation contain the last four digits of the vehicle identification number. if readable through the windshield. >> i need to get the vin number first. >> reporter: while some parking officers are getting out of their three-wheeled vehicles to record the information, we found other officers who aren't even making an attempt. you never got of your vehicle to check the vin number. despite our ability to read the vin number this officer put cannot read by the vehicle's owner easily able to make out the information. and the vin doesn't get any easier to read than on this suv. but apparently the officer just couldn't read it. >> the standard of evidence is -- >> reporter: it's a move that retired superior court judge copp says could jeopardize countless tickets and the city's ability to can a cash in on much needed revenue. >> they are wasting time giving

citations which are not supportable in the event of a protest. >> reporter: he says if a person provides proof that the vin was legible that day, he woulds to the ticket. >> i would not find in compliance with the statutory requirement. and lack of compliance with the statutory requirements makes the citation null and void. >> reporter: ktvu news investigated and found out it is common for officers to omit this information. we poured over close to five million parking tickets, three year's worth and found nearly half of all of the citations issued, more than 2.2 million contained the words asking cannot read." we went to the city's" agency and asked them about the dramatic discrepancy. >> the vin isn't the magic bullet. >> reporter: joy managers parking enforce: she insists vin or not the tickets are still valid. >> there is no criteria that says we have to have the vin

number on every ticket we issue. >> the state legislature went out of their way to put that provision in the code. >> reporter: arthur levy says the vehicle code is the criteria. >> really not up to those agencies to second-guess what the legislature provided. their job is to follow the law as it is presented to them. and since that law says that the vehicle identification number needs to be recorded, it ought to be. >> reporter: the transit agency's own training manual also lists the vin as required data and not including it in validates the citation. the vin section of andy's two tickets said "cannot read." he fought both violations and won. the judge cited missing information. >> i feel that they are just taking advantage of everyone here. >> reporter: after viewing our video of parking officers skipping the vin steps, deputy director admits there is a need for re-training. in the meantime, parking violators may be able to get away with their violations

because of these three words. in san francisco, heather holmes, ktvu, channel 2 news. because of our investigation the mta tells us it plans to re-train its parking officers. the agency also recently changed its policy in an effort to improve the number of citations that include the vehicle identification number. and officials tell us progress is being made. a 21-year-old man is behind bars tonight accused of felony child bus after the police say his girlfriend's baby was found with brain trauma and broken ribs. joseph allan wilson was arrested in minnesota today. police say they were called to the babies' home last thursday. and the infant was unresponsive with bleeding in the brain. the child remains in critical condition tonight. it is expected that wilson be extradited back in the next few days. murder suspect efran was wielding two meat cleavers before he was shot and killed in richmond last year.

that's according to a coroner's inquest today. he was connected to the death of five people in hercules and a pathologist testified that he was shot 14 times following a high-speed chase. the jury reached an 11-1 verdict of death at the hands of another. they considered his actions a suicide. the pain from the mass murder suicide at jonesantoine guayana more than 30 years ago was still raw outside an alameda county courthouse. family members of those who died are asking the judge to stop the dedication of a memorial in oakland on sunday. the monument at evergreen cemetery lists the name of the more than 900 victims including the leader of the people's temple the reverend jim jones. opponents saying listing jones' name is offensive since he gave the order for his followers to take their lives. the judge says he will issue his ruling tomorrow. san jose state announced

today a scholarship fund in memory of the two honor students killed there two weeks ago. 25-year-old marcia and 26-year- old thomas williams were three weeks away from graduating. police say her husband, 54-year- old napolean killed them in a campus parking garage and then took his own life. the university is accepting donations for the scholarship found. >> palo alto's oldest home is one step closer to demolition. they reinstated a permit to tear down the historic house. the house was originally built back in 1944. the current owner has been in court for more than a dozen years to get permission to remove the house as part of the permit process, the owner agreed to allow preservationists to take certain parts of the home, including a rock wall built by native americans. bacteria at bay area beaches. what you need to know about your favorite spot and which beaches are the dirtiest. >> the rain is moving out of the area now. snow in the mountains and

. a mini urban oasis in the east bay has disappeared. and now a business owner is reaching out in hopes of getting his creation back. sal created a parklet outside his coffee house in san pablo in north oakland. it was a platform made of reclaimed wood with tables, chairs and planters. but ten days they literally drove off with the parklet. you can see it loaded on to a truck and a surveillance video and taken away. >> bring it back and i have some money set aside to reward somebody who does bring it back. >> he put up flyers and the

facebook page was created to spread the word. new tests show that the water quality at most california beaches are pretty good. the beach report card studies level of bacteria found in water samples taken from 445 beaches. 90% of those beaches scored either an a or a b. but not baker beach in san francisco what you are looking at in these pictures. baker beach is ranked as the eighth most polluted beach in the state. a testing was done between april of last year and march of this year. more details now on the state's most polluted beaches. santa cruz cowell beach is the worst coming in at number one. capitola beach was number 10. there are reports tonight the federal prosecutors are completed their investigation into possible misuse of campaign funds by two-time presidential campaign john edwards. the washington post and cnn are both reporting that the justice department could hand down indictments any day now.

the investigation looked at whether edwards' used campaign funds to support his affair with videographer hunter. he had a baby with her while married to his late wife elizabeth edwards. goodman withdrew his nomination today to be a federal court judge. republicans last week blocked a vote on his confirmation. they object to his liberal leaning. in a letter to president obama, he said he and his family need to make plans for the future. the pentagon said it is reducing the number of u.s. troops in pakistan at the request of the pakistani government. this follows the raid that killed osama bin laden at the beginning of this month. there are currently more than 200 american military personnel in pakistan. they are training pakistani forces in counter insurgency tactics. congress is moving forward a four-year extension of the patriot act. house and senate have struck an agreement for an extension of three provisions in the patriot act which are set to expire at

forecast. what do the clouds mean to us? they just mean that a weather system is close to us. that's enough with the cloud system close to us to keep temperatures out of the 80s. and even out of the mid-70s. temperatures mostly in the upper 60s and low 70s the next few days. a little breezy as we head into saturday with winds gusting up to 30 miles per hour. the jet stream is close to us and that's why this weather will prevail through the weekend. usually the jet stream is way up there around b.c. just north of us. so with that in mind tomorrow nice weather, mild weather but just not really hot. so the forecast model does this. tomorrow morning a few clouds and a little bit of fog. rain to the north in the afternoon. as we get into friday, we are looking for the showers to stay north but more clouds friday morning. more clouds friday afternoon. filtered sunshine temperatures in the upper 60s and low 70s and it's gone. so really compared to what we have seen not a heck of a lot. but just cloud cover and systems to the north close enough to us that temperatures will look like these instead of

. morion the tornadoes that touched down this and here in northern california. it turns out there was some minor damage. reporter richard sharp talked to some amazed residents of bute county who saw those twisters up close. >> probably four to five seconds you heard bang, crash, whoop, bang. and then a huge column of debris that i was looking almost straight up at myself. >> reporter: reid was only 150 feet away when the tornado hit this two car garage. >> we are talking about something that picked up limbs that had to weigh 200 and 300 pounds. >> reporter: the damage left behind was significant. this was the tornado as it was forming. they were the only station there when the funnel cloud started to pull debris off the ground into the clouds. you can't see the if you believe cloud here -- funnel cloud here. >> look up. >> it is not long before it comes into view. >> drivers stopped and were stunned. >> dude, i seen a whole bunch of signs and half the road over there. >> reporter: live chopper 3 caught this tornado near durham just after 6 p.m. you can see in the video it touching the ground.

complaining about eye-burning fumes of ammonia and a foul stench coming from a 13-acre waste lagoon at the farm. this has been going on since 2008. the court found that the egg ranch is a public nuisance and provided financial relief. >> federal officials today urged california to move full speed ahead on high-speed rail. the transportation department told the state's high-speed rail authority that it cannot delay next year's deadline to start the construction and still receive $3.5 billion in federal grants. the state rail authority requested the delay to consider starting construction in a different location closer to san francisco or la instead of the central valley. the feds just want the project to stay on track. virgin america just made its first flight to chicago today. and the airline is already setting its sights now on another destination. officials said today a third city in mexico is being considered for a new route. the carrier already flies to los cabos and cancun.
