. complete bay area news coverage starts right now. this is the 10:00 news on ktvu channel 2. >> devastating news for the family of a missing bay area nursing student. police say her disappearance is a murder investigation. good evening. >> she vanished ten days ago and now haywood police say they have found evidence in the case of 26-year-old michelle le. a look at her suv points to murder. the new information tonight from heather holmes live in haywood. >> reporter: le's family spent an hour here at police headquarters where they were told the case is now a homicide. their heads low the family of

michelle walked out of headquarters after being told the missing nursing student who vanished ten days ago was killed. >> thank you for all your support. >> reporter: gratitude to those who helped look for his daughter is all her father could express of police detailed why they have now declared this a homicide. >> we realize this is the worst possible news that the family and friends or anyone can have. despite everybody's hopes our efforts for michelle have now turned to efforts of recovery. . >> reporter: the captain said evidence collected from the car, surveillance from the parking garage at the hospital and information from search warrants and interviews all point to murder. >> all of these things we have considered to make this determination tell us it's a homicide. >> reporter: she was last seen may 27th walking to the parking

garage where she was making rounds. the student was pursuing a goal to be a nurse. the next day her locked car was found a few blocks away. ♪ [ music ] . >> reporter: on friday family and friends held a vigil, passed out shirts with her picture on the front and organized search efforts. tonight police say they have focusing on rural areas of the east bay as they look for her body. police say more than 25 people have been questioned in this case and there are several persons of interest. reporting live. heather holmes. >> and more details now the reward in this case is at 6 5,000 dollars. the university where she was a student contributed $25,000. her employer, pledged 20,000 and the le family gave 20,000. to that reward fund. >> two teens are behind bars in connection with a deadly shooting that claimed a baby

boy yesterday. police say it was a case of mistaken identity. both parents were wounded and the victim's mother spoke through tears today about their loss. little isaac was three months old. >> he was such a precious thing. he was my everything. now i don't have him. >> reporter: on sunday they were leaving a baby shower when two young men opened fire at their car. the mother was struck trying to shield her boys and today had to use a walker because of her injuries. >> i protected the 4-year-old with my body and i tried, i thought that i had protected my baby but one of the bullets went into his head. >> reporter: we were the only station there when police took two teens in to custody yesterday. they were found in a home one streets over from where the shooting happened.

investigators arrested this 17- year-old, detectives say he made statements tying him to the shooting. the 16-year-old in was arrested on weapons charges. >> people who live in the neighborhood where the shooting happened are pleased with how quickly police made arrests. >> that's wonderful. i feel safer. that's fantastic. >> reporter: investigators say the 17-year-old was beaten up last week by gang members and was looking for revenge. police say he mistakenly thought those responsible were in the car. today the mother pleaded to parents of teens. >> be involved on their kid's lives. pay attention to them. give them love. because if they don't they will find it on the streets >> reporter: a baby has now paid the price and they will never fully recover. in >> shots spotter device picked up the sounds of gun fire yesterday. the chief played it for us this

the officers took their complaints about contract negotiations to the city's council meeting. they say they have some of the lowest identity and benefits in the county and now they say the city wants them to pay one thousand dollars a month or more for their benefits. some say they might have to find work elsewhere. >> i have been here 21 years and 27 years in law enforcement and this is the first time i have ever considered leaving more reasons like this. >> the vice mayor said the city needs all employees including the managers to make connections. concessions. >> identity of a woman found stuffed in a bag is still unknown. a man found the bag in the bushes near his home. police say the victim is a latina whose body was intax, clothed and had blunt force trauma to her head. she was wearing a ring but had no identification. women who work at a preschool

>> what we are seeing the mayor saying yes, you know we are going to take take this seriously, investigate it and nobody is leave. >> reporter: we caught up with one councilwoman. it was a mistake. it happened. >> i don't know that and that's something that's subject to review right now. >> reporter: the council is expected to issue a report about its drowning response at its meeting here tomorrow night. live in alameda. >> a fire in san francisco this evening burned for less than an hour but caused $400,000 in damage. the blaze was reported just before six on the 2200 block of ceasar chavez street. when firefighter as lived the fire was burning on the roof and rafters of a storage building. they were able to put it out by around 6:45 but there was extensive damage to the roof and the contents of the building. they say it seems the fire was

caused by an electrical problem. >> the fire department finalized funeral plans for two fallen firefighters. a joint service for the two is scheduled for 12:30 this friday. the two will then be laid to rest at holy cross cemetery. a vigil is planned for thursday night also at saint mary's. the tower will turn red tomorrow night and through friday in honor of them. it honors firefighters and the families commitment san francisco. a memorial is also growing at fire station 26 where they worked. the last time two or more firefighters in san francisco died in a fire was 1946. >> the city council is meeting to vote on one of the city's biggest develop helicopter projects in decades. it involves an overhaul and expansion of stanford hospital. this is animation of what

>> reporter: it worked. the new system went online yesterday morning and officials say so far so good, the system sends a stronger signal. >> we find ourselves talking in areas we haven't been able to before so there is a improvement. >> reporter: it had been hit with problems. in february we reported that officers responsibility responded to a shooting at a motel and their radios went down. now with the new system they expect those types of programs to disappear for the most part. >> there will still be a few areas that won't be totally reachable. >> reporter: the city said it'll likely have to build more communication towers to eliminate any remaining dead spot bus one area that used to be a dead scene is hyde street. they say because of the new system radios now work here. that's a relief to the pharmacy often a victim of robbery and break-in. >> having them have full communications and be able to

respond quicker is definitely good for us and the community. >> reporter: other bay area law enforcement actions including san francisco and san jose are expected to start using the same new system by 2013. in oakland, rob roth. >> an investigation has led police to a 19-year-old in connection with a shooting over the weekend. he was arrested last night at his home in oakland. police say he shot and killed james dio saturday morning. investigators have linked the suspect to gang activity but say they still don't know the motive for the weekend shooting. >> leaders of the muni briefed the rank and file on the contract agreement. operators are scheduled to vote on the deal this wednesday between five and five. in the deal operators won't get races but won't endure pay cuts either. the operators used be able to count on routine pay hikes. it also calls for rule changes

. the city of vallejo is looking at an old problem in a new way. police have just activated two live cameras in their ongoing effort to fight prostitution. >> reporter: extra eyes on the streets now. two now surveillance cameras with more to come. >> this would be the northeast corner of the intersection. >> reporter: the sergeant showed us the video that is collected in realtime from the cameras by a hard line connection. the system can record up to 180

america's murder capitol but not anymore. east palo alto has turned a corner. we are live where we talked to some people, some of the people who helped make the city a safer place. >> reporter: this weekend's murder of a 3-month-old was a second homicide of the year for the area. as tragic as it was it does show that the crime rate has been dropping. it's wired for computer recording and tracking of gun shots. there was no such technology in 1992 when the city recorded 42 homicides and was called the murder capitol of the united states. >> it agency like living in a war zone back in the early 90s. >> reporter: william webster has lived here 37 years. he said residents took back their neighborhoods. >> they put on white helmets, they would stand on street corners along with the -- the

. firefighters reporting progress if their efforts to contain a fire in california's kern county. it started yesterday near lake isabella about 45 miles northeast of bakersfield. the good news is the fire is now 75% contained. it's burning in an area of hundreds of unmarked abandoned gold mines. 20 homes have been vacant
