it's no holiday weekend for law enforcement. we'll take you along with the highway patrol as they crack down on drunk drivers. >> hello again everyone. ramping up patrols and drunking driving checkpoints, two of the toes they're using to try to -- tools they're using to try to keep the roads safe this weekend.

we're joined now from san francisco. >> hi. this is one example of where police are crack down on drunk driving. this checkpoint has been in operation now for 1 hour and 20 minutes. it's one of the weapons they use during this holiday maximum enforcement period. >> labor day weekend is a parties, outdoor activities and lots of drinking. >> once they start drinking they get that courage. i don't think anyone gets in the car thinking they're going to hurt anybody. >> reporter: last year 21 people were killed on california roadways and they arrested 1521 people for driving under the influence. a 7% increase from the previous year. earlier this evening rob took us on the free way in oakland where he pulled over three drivers in 45 minutes.

none were a dui but he expected to see a lot this weekend. >> you see the commercials it's all over tv, it's drilled into your head, don't drive drunk. we're out there, we're looking for you. one driver pulled over for expired registration says he appreciates the dedicated policeman. >> safety is everything so anything anybody has to do to make sure everyone is safe, i advise them to do it. >> to keep a person from getting injured because some people are under the influence and tend to make poor decisions. >> reporter: back here police just told me that they so far arrested two people of suspected dui and they're working on a third possible dui. investigators are now looking at curveball evidence from a deadly explosion inside

a research lab. the fire department red flagged membrane technology after the blast. 56 year old adrian martin was transferring a mixture of gases from one can canister to another. martin was killed. the investigators have recovered the canisters and are looking at the possibility they were overpressure xized. the president expressed sympathy and said they are cooperating fully with authorities and cannot comment further until reliable information is available. >> today we heard the 911 call reporting a natural gas explosion at a condo complex. >> it's -- okay it's crazy. >> okay. and do you see the flames or? >> oh yeah, oh yeah.

>> the condo's owner said she smelled gas before wednesday's blast but did not report it. there were six additional gas leeks in that area. the pipes were made of a plastic that can get brittle overtime. they will replace the pipes. crews are going door to door to answer questions and also check appliances. firefighters say a fatal fire appears to be accidental. our crew got this video from inside the third floor of an apartment complex on mcalister street. they spotted smoke coming from underneath the apartment door. the man was dead in the kitchen. his identity has not been released. >> thousands of fans turned out not only to watch the giants put help end domestic violence.

how the family of bryan stow took part. >> his family was here. violence led to him nearly losing his life. today they supported other groups raising money for victims like brian. ann god more -- got more than just hugs tonight, she got support. brian's father through out the first pitch. for ten years the team has honored survivors of violence and groups committing to stopping it by allowing charities to raise money in the ballpark anyway they can. >> thank you guys. >> thank you. i hope i get a jersey actually, that would be fun, isn't it. >> yeah, it has been beneficial for this job selling chances to win signed giants jerseys. >> people understand it's hard

a crowd gathered as police blocked off a large area to begin the investigation. it was 20 year old terrance smith of oakland. the shooting was only a few blocks from where another 20 year old man was killed on wednesday. two people were detained in connection with the shooting early this morning. officers took the two into custody, at 22nd and market streets. the shooting happened at 69th avenue just before 4:00 a.m. the victim was shot several times but managed to drive himself to a police substation. he is hospitalized in stable condition. >> a developer is objected to the plan to get the city out of bankruptcy. triad tiled a challenge to the exit plan announced last month on top of an existing lawsuit it has against the city. they claim they broke a long standing contract in 2009 and

that it's entitled to money damages for the illegal termination. it's a precautionary move in case they don't win the lawsuit. the fbi is displaying evidence on the war on terror as part of the 9/11 attacks. it covers attacks before and after 9/11 including jet liners from the jets that hit the towers. >> it's shocking to see and to see the cell phone exits there and to hear that the phones range for days as people searched for their loved ones. >> it also includes the shoes of richard reed who tried to destroy a jet liner in 2001. it will be on permanent display. on sunday, ktvu news will have live reports from new york,

no rain for almost an hour, maybe longer here. maybe a couple of hours. that is good news because we'll have a band of rain come in and then a period of time where there's no rain. that gives the pumps time to pump it out. when you talk about that much rainfall that could become a problem. that's what they've been talking about. there's a little bit of clearing in the skies. they're talking about up to 20- inches of rain. >> reporter: new orleans is taking lee head on. the storm could dump up to 20 inches of rain in parts of the city, a city submerged by katrina six years ago. thousands are already without power. they're concerned about all the water and where it will go. the mayor says they're relying on water pumps. >> we are expected 15 to 20- inches of rains in the new orleans as a result of the tropical storm and as all of us who have been through this know, it's not how much we get, but it's how much we get in a short period of time. >> he insists the pumps are

working, but the big easy is already facing street flooding. >> putting up sandbags to try to protect my house. >> reporter: they're stacking sandbags trying to stay ahead of a slow moving lee. >> nervousness. with he know the area we live is prone to flooding. >> reporter: streets turned into waterways. meantime, a suburb is already concerned and says his residents deserve better protection. >> we've asked them to let us building but that money is sitting in the bank thousand for over two years and every year we get pushed back on the calendar. they just haven't gotten to it yet. >> reporter: and the areas that were under mandatory evacuation are those towns and areas outside that system, crown point, those areas. this of course, all this rain could certainly be another curveball test for that levey

protection system and pump system. back back to you. we're tracking multiple storms. here's katia which could be a factor in the next week. here's lee packing winds of 50 miles per hour. you can pick out the circulation just off the louisiana coastline. as far as the forecast track, we can take this into sunday afternoon, this is our time. not too much moving here with winds at 45 miles per hour and on track to move into mississippi, but this is a very, slow mover. that is the biggest problem with lee. at last check it was moving right around 2 miles per hour. that is very slow. as a result they are forecasting excessive rainfall amounts. here's the forecast model with the rain. you'll notice, watch out for those brighter colors into sunday and monday. rainfall expectations, especially in the areas shaded in yellow could be on the order

of 10 to 15-inches. isolated amounts will be approaching 20-inches. we have fog to talk about. i'll show you where it will be first thing tomorrow morning and the temperature change we can expect from the remainder of the holiday weekend. >> much of the northeast is still cleaning up from irene. it caused flooding and wind damage in upstate new york. some people still can't return to their homes and thousands still don't have power. the governor toured the hardest hit areas promising aid to farmers. tomorrow president obama will see the damage in new jersey. he declared disaster areas there and in four other states to help get federal aid flowing. a warning for bay area beachgoers this weekend. a storm in the southern hemisphere is sistering a big swell such as these. our crews shot this video

earlier this week. conditions are also expected to effect other south facing beaches and the beaches below coast and wild cat campground. videos of a grass fire. fire departments were out in force to knock back the fire on alamo hill with a helicopter, airplane, bulldozers, fire engines and hand crews. it burned at least 40 acres before it was brought under control. firefighters say the blaze required more than firefighters on foot. >> it's steep as you can see. it's mostly hose, you have to drag the hose up the hill and it's very difficult at times. >> they're still trying to determine how the fire started. they'll remain on the scene overnight to watch for hotspots and prevent the fire from

flaring up. >> hundreds of people are back in their homes after being threatened by wild fire. the fire along interstate 15 is now 60% contained. it started yesterday and quickly burned more than 1,000 acres. it also destroyed two mobile homes. 1500 homes were evacuated. homeowners that cleared the space around their property helped keep the flames at bay. >> they continue their search through rugged wooded terrain for a man suspected of killing two people. authorities say the 35 year old shot to death a councilman last saturday. investigators also believe he killed a 45 year old truss worker last month. his father says his son mentally ill and that the family has tried to get him help.

the san francisco mayor is opening through campaign head quarters this weekend. he spent today meeting residents. he'll open another office tomorrow. lee tells the news he is focusing on creating jobs for san francisco. he is facing off against a dozen other mayor candidates. >> she did not answer the question asked by her supporters. run sarah run is what they're chanting. she did not announce a run for the presidential nomination. much of her speech was critical of president obama but she also attacked corporate welfare, tax loopholes and bailouts. afterwards she told supporters she still hasn't decided if he'll run for the white house. >> governor rick perry was in new hampshire looking for support in the second state to

cast votes in the presidential primary. he surprised some reporters when he said he is not in favor of a fence along the mexican border saying that texas alone shares a 1200-mile border with mexico. instead strategic fencing. the smell of marijuana will be in the air outside oakland city hall. the city is hosting a two day marijuana street fair which includes an order from the mayor. if you burn it they will come. people waited in line to get into the expo. no one under 18, medical documents required. >> i carry this with me to prove that i am sick enough to smoke weed. >> and smoke they did. they showed but didn't sell,

some developing news right now. a stand off is underway right now between several police departments and an armed man who has now barracaded himself inside an apartment. police tell us they responded to a domestic violence call between a man and a woman at about 7:15 this evening when the man rushed back inside and armed himself. now the woman and three children were able to get out of the home safely. police have asked people in the neighborhood to stay inside while negotiators work to end the stand off. dominique strauss-kahn has apparently left the u.s. on a flight bound for paris.

the former director of the international monetary fund was mobbed by photographers at the airport and he and his wife headed for the air france terminal. he was cleared after rape charges last week but still faces a civil lawsuit by a hotel maid accusing him of sexual assault. it is inclear whether he'll return to french politics. until his arrest he was considered a likely front runner this france's 2012 race. >> they are celebrating the end of the gadhafi routine. they turned out for a celebration this martyr square. they have given loyalists a week to turn themselves in. he has remained in hiding although it's assumed he's still in libya. rebel forces are scowerring the area trying to find him. german police are working to confirm the identity of an american tourist killed.
