complete bay area news coverage starts right now. this is the 10:00 news on ktvu channel 2. >> happening now halloween. the change in the street party we discovered this year. good evening. >> crowds of people are flowing into san francisco's district at this hour as the halloween party starts. we have team coverage this evening from the world famous tradition in the city to a lesser known but very popular gathering in the south bay.

we begin with ktvu's amber lee that's going to tell us what's going on. >> reporter: we want to show you the crowd that's out here. there are plenty of people here. many are in costume. i've been covering this event for many years. i can tell you this is definitely a smaller crowd than in years past. with each passing hour, more people are arriving to show off their costumes. others are here to take in the spectacle. halloween in years past meant street closures and crack downs. four years ago, a movement to turn the street bash into a nonevent has prevented violence and reduce the number of rebelers. >> there's a lot of people out and the neighborhood everybody wants it to be. >> reporter: a bartender says fewer people has actually helped business. >> i think it makes it easier for people to come to locations and have a good time and feel

safe without having to be pressed with the mobs. >> reporter: this couple told us it's their first time. >> i expected more people to be honest. >> party, everybody on the street. >> reporter: some campaign workers used the occasion to stump for votes. there is a strong police presence here. officers say they want this to be the safe neighborhood gathering as it once was. >> this was the place to come. >> happy halloween. >> reporter: and it looks like people are still coming. as you can see, vehicles are allowed through. no street closures and police have set up a command center just steps from here. officers told us they will be here until 3:00 a.m. amber lee ktvu channel 2 news. >> neighborhoods have their own traditions on halloween.

lloyd is live where he found a neighborhood. >> reporter: i've been scaring a lot of people tonight. but the real frightening thing is halloween has now become the 4th most popular holiday inn america. and tonight we found a neighborhood where they really celebrate big time. >> there's scary themes, music, and costume trick or treaters galore. >> can you show me what you got? >> reese's, skittles and a few other things. >> this neighborhood hosts one of san jose's biggest party. streets are closed off. 1500 people came here last year. and not just for kids any more. >> it's my first halloween. i never celebrated halloween. so i thought i'm going to dress up.

is santa monica boulevard in west hollywood. up to a half million people are expected to parade up and down the street. some are creepy, some are cute. this is the 23rd year of the party. in ten minutes making sure halloween is safe for all. the state of california coraled sex offenders. >> new information about an amber alert. within the past half hour authorities reported the missing children have been found and they are safe. the woman is under arrest. she's identified as 31-year-old april joy swartz. the two children again are okay. the woman and children were located just before 9:00 tonight. >> several investigations are underway tonight into a deadly

high speed chase. the chase ended in a crash about 11:00 this morning. it raced away at 70 miles an hour. the driver of that truck slammed into an suv and then into a wall. a woman passenger was killed and the driver was seriously injured. >> he is a wanted parolee. >> police say the two people in the suv remain in the hospital tonight in serious but stable condition. the highway patrol, parole board and district attorney are investigating with police. >> long shore workers are refusing to load or unload cargo because of concerns about potentially deadly shipping containers. tonight we found a long line of trucks stretched

outside the saa terminal. a union official tells the news three people have died after refrigeration gear exploded or caught fire. all the containers were serviced in vietnam earlier this year. they need to know if the containers are involved so they can take proper precautions. >> we've been told there are no unsafe containers. we discovered today there were 18 on there. and there's a huge difference between 0 and 18. >> the union says it called the work stoppage because two shipping lines wouldn't reveal if their containers were in vietnam. work is going on tonight at those terminals. >> now, to our continuing coverage of the pay areas occupy protest and a call for a general strike this wednesday in the city of oakland. members of the occupy encampment held a

[ female announcer ] ...who thought she had reached the end of her story. [ joycelin ] the doctor told me i had two brain aneurysms and that one of them had ruptured. >> the search has ended for these two siblings. a 13-year-old boy and 15-year-old sister. the hope now is they call or show up at home. their mother who is 35 apparently last saw them at 10:00 this morning when she went into the fine arts building for a day of classes. they were supposed to wait on campus for her to get out at 4:00 but when she came out, they weren't there. she notified university police. officers searched buildings and grounds. housing areas and the mall next door. we have no photos or names of the teens yet but just got descriptions. both are mixed race. the youngest 13-year-old boy is 120 pounds, short black hair. he was wearing a purple t-shirt and black raider hoody and blue genes. his sister is 15 years

old. peach color shirt over. blew jeans and black vans sneakers. it's not clear if these kids have cell phones or how familiar they are with the city. but police have learned this is not the first time the mom has left them unattended on this campus on a day when they would presumably be in school. so there are still many unanswered questions on the circumstances. but university police, sf police, bart police and valello police are saesh muching for them. we're live in san francisco, ktvu channel 2 news. >> bay area authorities are taking part in a tradition to keep children safe from sex offenders. reported tonight to

they were born in the philippines joined at the chest and abdomen. their livers, breastbones and stomach muscles fuse together. their mother was 7 months pregnant when she found out the babies inside her were conjoined. >> i asked god why me? >> reporter: then last year, the family moved to san jose and the twins aunt started searching the internet to find hope for the hope less. she found it at this children's hospital. >> it's amazing. it's like i have to ask myself is this real? >> the surgery will be tricky. 6 hours to separate the girls. another 3 hours to then reconstruct their separate bill bodies. >> i'm fully expecting both girls to be perfect. >> years ago, their lives would have ended as they began, together.

bus earlier tonight at the corner of second avenue and wanda street. thousands of gallons of water flooded the streets. the water has since been shut off. >> for the first time today we heard from that 27-year-old surfer who was nearly killed by a shark over the weekend. robert tells us when you see the victim's neck you'll understand why it is a miracle he is still alive. >> reporter: he underwent final evaluations today. then at 1:30 this afternoon the shark attack survivor was brought out so he could return home. >> i feel really lucky and grateful right now. thanks to everyone who helped me. >> reporter: he was attacked saturday morning around 7:00 while surfing. the bite marks on his surf board show a jaw width of 19 inches possibly from

san francisco's supervisors are set to vote tomorrow on a resolution for occupy movement. held a hearing today. he wants a firm statement saying that no force will be used against the protestors. >> this resolution is important because we are seeing this huge change in people's attitudes about how well this is accumulating into fewer and fewer hands. >> some of the occupiers say officials are hearing them but others say they don't trust politicians. >> new details now about a woman killed last night while trying to run across interstate 680. she had been drinking. the 53-year-old woman was in

the southbound lanes around 9:30 last night when she was hit by several cars. the drivers did stop and cooperate. the woman's name has not been released. fire officials say two people are hospitalized tonight after a motor home caught fire. happened about 5:00 this morning. firefighters say they arrived to find a man and woman outside the home. airlifted to uc davis medical center. the man has improved but the woman remains in critical condition. no word yet on what started the fire. >> the un educational and scientific organization has given palestinians a victory. gave full membership. the white house voted no saying state hood can only be achieved through negotiations. u.s. also withdrew funding. in russia, a

court awarded two families a thun thousand dollars each. the families just discovered a maturity home switched their daughters. the girls have said they don't want to leave the parents who raised them. so the families are using the money to buy homes that are located near each other. soldiers and volunteers worked to repair flood barriers that failed. twice in two days water has broken through the walls. the months of flooding has forced them to cut production by 50% because of parts shortages from thailand. toyota is facing similar problems. >> coast guard returned home today after a three month deployment resulted in the capture of two drug boats. sent us video of one of the boats. they recovered 500 kilograms of cocaine and detained 5 people. a second boat was intercepted but details on that capture are

trick or treating is on hold this halloween in parts of the northeast because of the weekend snowstorm. sidewalks are blocked and temperatures are around freezing tonight. hundreds of thousands of homes are still without power. new jersey governor said the damaged trees and train lines is worse than the damage caused by hurricane irene earlier this year. jet blue and american airlines are in trouble while planes are held up for hours.
