. complete bay area news coverage starts right now. this is the 10:00 news on ktvu channel 1. >> students build a dome on the quad as the focus of campus demonstrations move to davis. good evening . >> the president of the university of california system is calling for a review of police procedures at all ten campuses after seeing graphic video of officers using pepper spray on nonviolent protesters.

ken wayne is live on the campus tonight where hundreds of students have been rallying are creating an occupy style camp. ken. >> the latest occupy camp is here on the davis campus, i just did a quick walk through and counted 73 tents and more are going up. as you can see in the center of the screen there is a dome being built right here in the middle of the quad. >> our priority is to keep the grounds that were living on clean and making sure that is never an excuse to raid us ever again. >> reporter: dozens of students and protesters from as far as los angeles are settling in for the long haul. the camp is being built in the wake of friday's pepper spraying incident that made international headlines. today the davis chancellor tried to reach out to students, some are calling for her to resign. >> i'm here to apologize.

i really feel horrible for what happened on friday. >> reporter: she was drowned out and fled to her car followed by rotters and protesters. today the university placed the campus police chief on leave. the two officers involved in the pepper spraying were put on leave over the weekend. >> apparently we were a threat to the police officers sitting down cross legged with our fellow classmates and friends. >> it's painful. i couldn't see. i was confused. it was -- i can't describe it. >> reporter: students particularly angry over proposed student fee hikes. the state speaker stopped by tonight to say lawmakers are working to lessen the financial blow to struggling students, even with budget deficits. >> we have had conservations, it's important to increase our level of investment and higher

week on a defense request to keep the media from taking picture. is he charged with first degree murder. he shot the officer during a foot chase. he was a marine, he was with the police department for 19 years and coached the girl's basketball team at vallejo high. >> form he bart police officer is on trial again. this time he is a accused of violating the civil rights of another bart passenger. a jury was picked today as -- at the federal building. six women and two men. one of them is described as asian and the rest white. they claim they used excessive force in november 2008. that was six weeks before grant was shot and killed. >> authorities using surveillance images tonight to try to track down a vandal targeting banks. they say this man is responsible for tagging at least three banks over the past several days. he has written the ford foreclosed on the window.

economy. >> reporter: the three republicans showed up along with several democrats. the tax credits are expected to cost the united states government about $95 million. >> the family of a bay area marine killed in afghanistan was greeted by hundreds of supporters live lining the streets to their home. as janet reports, the parents had just returned from a trip to the east coast where they claimed their son's remains after arriving back on united states soil in dover delaware. >> they came quietly, friends and supporters by the hundreds. some carrying flags, or signs of support and love for the family. others wrapped in the red, white and blue. >> i have -- known him forever and it's heart breaking. he was the nicest kid and everybody knew him. >> reporter: joshua was killed last week in afghanistan. a 19-year-old who had been overseas just two months doing

the dangerous job as a mine sweeper. >> he was leading every patrol. to have that job means are you a good marine. it means you have all the guys behind you trusting you. >> reporter: he was a high school classmate, fellow marine and like a brother. >> he was such a big part of my life. nobody can replace him. he was always there. >> reporter: the loss cuts deep for the town of danville. he graduated in 2010. >> he always had a smile for you and always had the up beat personality. >> extended -- sons of our community and this was a shock. the whole town is realing from it. i didn't know that everybody is here for him to support him. >> reporter: about 4:15 his parents arrived home with a military escort. giving their support and sharing their grief.

in fashion next string. two possible indications the economy may be turning around. we will have to wait and see. amber lee. >> san francisco police are looking for two men who robbed and raped a woman at a motel last month. police released these sketches looking like the men they are be log for. they say they contacted the woman through an online escort service and after paying her for sex and leaving one of them returned to rob and rape her at gun point. police are warning people they may do it again. a 17-year-old teen from vallejo receives a life sentence for the shooting of anis cream truck driver. he was 15 when he shot the 39- year-old truck driver who wouldn't give him money. the truck driver was a mother of three. she was shot in the chest but lived. a second suspect pled guilty to

attempted robbery. he could be eligible for parole in 17 years. >> the southern california teen who pulled a gun out of his backpack and killed a 15- year-old classmate because he thought the boy was flirting with him, agreed to a plea deal today. he was 14 when he killed larry king at their l school in 2008. he is now 17 years old. he agreed to plead guilty to second degree murder and manslaughter in exchange for a 21 year prison term. king's father said he believes justice has been served. >> the clock is ticking on occupy sf but nobody knows when the raid will happen. we are in the area tonight to learn that it'll likely take place any day now. >> reporter: a couple hours ago a police captain approached us and said we could leave the live truck parked out here for tonight's broadcast only and then after tonight we had to

. they died as her others but what isn't clear is how they died. in tonight's special report, mike looks in to why some families feel the military is hiding the cause of their loved ones death. >> reporter: they are images of a young man in action. a young man in uniform. >> i guess he just wanted to be a bad ass. enjoyed it. >> reporter: at age 24 he was a sniper with the marines. his father david said shies son's dream was to be a professor of history. on october 6th. he knew that dream wouldn't come true as two marines slowly approached his house. >> i knew then that -- it wasn't good. >> reporter: the family -- who lived here say it wasn't given the full story only that an investigation was underway. never were the words friendly fire mentioned until a reporter brought it to the family's

attention 18 days after he was killed. >> my sister called me and told me that benjamin had been killed by friendly fire and she said i feel like i just got another kick in the stomach. >> reporter: martha is benjamin's aunt. she said at her nephew's funeral the military at that point had only said he was killed in combat. at his service a secret was being kept by those who were saluting one of their own. >> it was hard for the family to accept the fact that at the fuel funeral and after there must have been at least probably 50 people who knew that he had died of friendly fire. >> reporter: the family of pat tillman was also not told the truth. an investigation showed at the time of his memorial service in arizona some army officials knew tillman was killed by friendly fire. his family at the time was told it was enemy fire. >> that was 2004.

one has to be shocked that -- after the tillman story got so much widespread attention that the military hasn't been able to correct this properly. >> reporter: since the story the military said it's confronted the issue of fratercide, the fog of war and the -- frustration with the system. an investigation conducted by the marine core inspector -- looked at iraq from 2003 to 2007. it found 87 out of the 91 cases involved family members not being told of the cause of death in a timely manner. the short comings were the result cult of unclear -- and a confusing chain of command. a marine corp. spokeswoman said she couldn't comment specifically on the case but said the corp made

. the days of businesses offering three parking could be over. a proposal being considered would charge businesses a thousand dollar fee per spot each year. it's thought there are about 30,000 unpaid parking spots in the city. by charging a fee they could create $30 million each year and they are dealing with an 80 million-dollar short ball. it would have to be approve bid voters. >> the board of supervisorrers could expand a plastic bag band tomorrow. the proposal would include all retail stores and restaurants. it includes a fee the stores would charge for providing bags, a dime starting in july of 2013. it would go up a quarter the next year. the stores would be able to keep the money. >> the food banks are gearing up and robert honda says how
