unlucky victim and this time the account belongs to a group that benefits u.s. certificate of members. jade hernandez talks to military moms, now short thousands of dollars, jade. >> reporter: this was just one of the lucky grocery stores affected in this scam and customers have just recently found out about this. tonight the south bay blue star moms tell us that they have had $3,000 stollen from them. the south bay blue star mom had already heard about the scam that left customers from lucky grocery stores wondering where their money went, but it was too late. we made purchases that week before for care package item. >> reporter: the supplies came from this lucky's in fremont, one of the affected grocery stores. lucky had put customers on alert, but not soon enough for the president of the lucky chapter. she says she they filed a

police report and told that debit/credit card machines self- checkout lanes were tampered with and she says her group is now without the thousands of dollars that they saved. on hold for now, holiday purchases for troop overseas. >> it's disgusting. this money is for our is deploy deployed troop and veteran. >> reporter: she says today alone her girls spent a faux hundred dollars out of possibility to help with an already scheduled event. >> there is no money in our account, and we have to wait until there is a full police investigation and so ninanything that we do from here on has to come out of our pockets. >> reporter: the moms raised anywhere from $4,000 to $8,000 for the care packages. number of people who have been affected continues to grow in the bay area. we contacted the san josi police department, but haven't heart back. >> more details on the lucky card scam.

at least 24 stores in the bay area had readers at self- checkout lanes that were tampered with and so far this scheme has claimedded more than 500 victims the fbi and security service are handling the investigation and so far no arrests have been made in the case. nine people were taken to the hospital in san francisco, one with serious burns after a fire that raised questions about whether residents were properly warned? debora villalon and residents say they heard no alow-pressure systems? >> reporter: that is what many say and the public housing high-rise is concrete, 12-stories high. you can see that some of the lights were on in the upper floors and window open and people trying to air things out. many are back in after a scary couple of hours. 16 people needed help with smoke inhalation tonight after escaping their burning apartment building. before going to the hospital this resident told us what it was like.

>> the back of the building was in a blaze and hi to run down eleven flights of stairs because the elevates weren't working. >> reporter: the fire considered suspicious was confined to a 5th floor apartment on the backside, but sent choking noksmoak into the halls and stairwells. several of the elderly and disabled in this building needed rescuing. others stayed safe on higher floors, but many didn't risk it. >> with a high-rise, people want to get out thereof, so you know, everybody was in the stairwells and some people got smoke inhalation trying to get out of there. and hours later they were egger to get back in. residents also talking about how fire truck sirens not smoke alarms were their first clue. >> i smelled the fire and the alarm didn't go off at all.

morning a trip to safeway took a turn for disaster for an elderly man. as patti lee shows us it's lucky this trip didn't end up worse. >> reporter: it took 15 seconds to turn this safeway into a makeshift motorway. >> i saw the car or pickup truck going through my front lobby, crashing things out-of- the-way and slamming into my starbucks. >> reporter: fire crews say at least 25 pel were shopping when the truck came through just after 8:00 a.m. >> there were a lot of people in the actual store and being checked out at time that the person drove right behind them. >> reporter: miraculously no one was hurt or hit, not even the driver who turned out to be a regular customer in his 80s. >> his foot got stuck on the accelerator and provided through the aisle. >> my first thought was it was an intentional thing. >> reporter: when he was heard to clean up the mess, he couldn't believe his eyes. >> you could see the tire tracks to the starbucks. >> reporter: the star closed for two hours

one driver remains in critical condition after being struck by three bullets. police responded and ordered him to drop his gun. instead investigators say he pointed the weapon at an officer and was shot and killed by police. ten days after a fierce windstorm led to massive power outages in los angeles county, governor brown today declared a state of emergency for that region. the governor's action allows local governments to apply for state and federal funds to repair infrastructure damaged during the november 30th storm that unleashed winds approaching 100 miles per hour. at one point after the storm, 643,000 customers in that area lost electricity. and some are without power for more than a week. the public utilities commission says it plans to investigate. funeral receivers held in meblo park for a transgender person shot to death last month in hollywood. family and friends of 72-year-

volunteers laid wreaths today to pay respect to the fallen this morning. the group cellphones wreaths across america started 20 years ago. today volunteers laid 90,000 wreaths at the historic cemetery. organizers say the greenery helps to keep the memory of those who served and sacrificed alive. it was a different emergency call some bay area first-responders answered tote. ktvu's eric rasmussen takes us inside the project spreading holiday cheer. >> reporter: making christmas happen for tracy harris' five children is no easy task. how do you do it with five kids? >> i pray on it. >> reporter: this year san josi firefighters
