three women. five others were wounded, some seriously. connor powell reports on how the deadly incident is complicating the very deadly relationship between the u.s. and afghanistan. >> afghanistan civilians, shot to death just 500 yards from a u.s. military base. women and children, among the dead. the military says a service member is the only suspect. and he turned himself in. >> he is being interviewed by investigators right now in a secure location. i can tell you that he is an american soldier and that he acted alone. >> reporter: three homes bearing the brunt of the shooting rampage, 11 killed in one area. the president called it an assassination. this city is the so-called birth place of the taliban, the tired villagers feel they have been targeted by the forces. this is difficult for kabul,

still recovering from last month's burning. tensions had only started to cool. >> as tragic as this incident is, and it is tragic, it would be more tragedy immigrantic for us to let it derail us from the mission in afghanistan. >> reporter: they have them taking control of the country by 2014. but on capitol hill, they sounded the alarm, a new push for a faster exit strategy, calling for an end to the 10- year long afghanistan war. >> the idea of turning it over to the afghanistan forces is the right way to go. >> reporter: the president called president karzai, promising to make whoever was responsible for it come to justice. >> the president said this is saddening, and that it doesn't represent our military and that the respect and the respect that the united states has for the people of afghanistan. more details now on the soldier in custody for the

attacks. a u.s. official who spoke on the condition of being anonymous says he is an army staff sergeant from washington state and was assigned to a remote special operation site to help the u.s. military transition out of afghanistan. officials say the soldier will remain in u.s. custody and is being detained in kandahar. the shooting has shocked many, the afghanistan people in the bay area react to the violence. plus, a local professor explains why afghanistan will still want help from american armed forces. and today across japan, sad expressions of grief, as they mark the event of the disaster, the tsunami and the nuclear crisis that followed. this video shows the moment the 9.0 quake hit in the afternoon. other video shows a road literally being pulled apart,

and people struggling to pull across the street as the road moves across their feet. the quake was so big, the scientists say it knocked the earth off the axis, causing the day to be shorter by almost a second. shortly after the quake, a huge surge of water hit the northeastern coast as the tsunami swept cars, ships and buildings away. entire coastal communities went away. and while they sounded the alert, many disregarded them. and as there had been several other warnings in recent days. in addition on that day, japan's off-shore bouoys, malfunctioned. and the official alert dramatically under estimated the size of the quake, following the tsunami, some 19,000 people were dead. it devastated the nuclear power plant there, causing three reactors to melt down. radiation leaked from the plant

after a series of fires and explosions damaged four of the plant's six reactor buildings, and a 12 hour excursion zone was put around the plant, forcing 10s of thousands from their homes. there is nobody in the area, due to high levels of radiation. and thousands came together in japan to mark the quiet anniversary, a moment of silence was held at the exact time the quake struck. at a massive gathering in tokyo, the prime minister of japan offered his condolences to the people of japan. >> we feel deep sorrow for those who died, and for the family members of those who have died. we'll remember them for the rest of our lives. >> japan will rebuild the town, where people paid their respects. and moments of silence, today, reporting from japantown, which mobilized a

year ago and is still helping. . >> reporter: prayers washed over the plaza as people came together to remember what was swept away a year ago. lives, lively hoods, whole communities. and since that day, a local disaster fund has raised more than four million, for release and re-building. >> we will never forget -- we will never forget this kindness. >> reporter: the needs are still great. restoring japan's landscape, and human spirit. >> from seniors to little children, it is going to go on for generations. >> reporter: the audience heard today from those recently in the quake zone, how survivors need help with stress and suicide prevention. >> you see them as a normal

person, but as you get to know them and talk to them, there is so much pain there. >> reporter: some great devastation it was noted comes hope. this was concluded with hundreds of personal messages, written on paper to the hardest hit areas. >> i hope my daughter gets it. she is there. so i hope she does get some hope. >> reporter: organizers know this was just the first of many anniversary ceremonies at this plaza in japantown. and necessity are grateful that funds continue to flow in for a recovery that is expected to take at least 10 years. in san francisco, ktvu channel 2 action news. and a san francisco woman shared a story with us today after volunteering three times to help with relief efforts in japan. she was visiting japan when the quake hit and stayed to help. she returned two more times, re-

building homes in one of the worst hit areas after the tsunami. >> it is only a year, people are still in temporary houses. >> she is now urging others to go to japan and volunteer. and the santa cruz yacht harbor still recovering from the effects of the tsunami, the surge damaged boats and docks there along the coastal community, and it sank a few. two docks have also been rebuilt. although 20 more still need repairs. it will probably take at least another year to get that work done. you will find images and video of the damage from japan's quake and tsunami, at ktvu.com. just go to the home page and click on the japan quake tab. and new at 10:00 tonight, a woman under arrest after allegedly driving drunk with a young child in the vehicle. and then crashing into a

utility pole. ktvu has more in concord, where they talked with both witnesses and police about the early morning crash. >> reporter: police say the driver was the 27-year-old woman. but witnesses say a man was behind the wheel. now either way, crews are still here on the scene after 13 hours, and a young child was also in that truck, and the woman tonight is facing dwi charges, among other things. crews worked all day to restore power to thousands of customers, lost after this pickup truck crashed into a utility pole, around 4:30 this morning, snapping it in half. >> we were cooking in the house, and we -- had a -- heard a bump, and shaking. >> reporter: at the time of the crash, the two were wide awake, getting ready for a birthday lunch. they ran outside to see electric lines covering market street and two cars seriously damaged. one of them, their gold

vehicle. >> the wires, there were sparks everywhere. >> reporter: a witness says that is when the driver, a young man, jumped out and started running. >> and i thought he was the only one in the car. and like three or four minutes later, here comes the later. >> reporter: she tells us the woman refused help and left the scene in a taxi. the concord police caught up with that woman at a nearby apartment complex, arresting house her for driving under the influence, hit-and-run and endangerment to a child. others had to do without power. >> we couldn't cooking it was cold, we couldn't really do very much at all. >> reporter: now the concord police have not yet acknowledged a third passenger in this car. but they have told me that they will answer more questions tomorrow. now as for the power outage, the crews you can see are on the scene. the street lights are still out. and several houses tonight remain in the dark. and they will be getting power

back tomorrow morning. reporting live, concord, patty lee, ktvu channel 2 action news. and a road rage incident in oakland landing a man behind bars this morning, happening just after midnight. the woman says a driver ran a red light at 17th and castro streets, hitting the vehicle she and her boyfriend were in. a fight followed and the woman says she and her boyfriend were assaulted by the driver and his female passenger, who then left the scene. officers tracked down the suspect at 54th and shaddock avenue, the driver was identified as the man who hit their car. and dozens of san francisco firefighters rushing to the castro district to fight a fire at a 3-story building, just before 4:00 on market and church streets. the investigators say it started in a basement. the flames worked their way into joe's barber shop, nobody was hurt, and no word tonight on what sparked that fire. and in alameda, officials say a fatal fire last night may have been started because too

many large appliances were plugged into one outlet. 59-year-old ken khate and his dog died when the house went up in flames. the fire on elm street was reported by a neighbor who saw flames coming from the side of the house. and fire officials in sonoma county looking at a fire in worcester windsor that left an elderly woman dead. firefighters say they kicked down the door to try to rescue the woman but she was already deceased. she was close to the front door and may have tried to get out herself, her name has not been released. and more fallout after the berkeley police ordered a sergeant to a newspaper reporter's house after midnight to get that journalist to change an article. well the president of the berkeley police association weighed in today, telling the san francisco chronicle that

the rank and file takes issue with the situation, and is gravely concerned regarding the trust of the community we serve. chief michael meehan went to the house, and told ktvu news it was a significant error on his part, saying it won't happen again. missing for more than a week, the efforts made today along the san mateo coast to find a camper from san bruno. and mission to mexico, what these bay area national guard members are able to do that could prove life saving for the stranded fishermen. and white house hopefuls hitting the campaign [ teen ] times are good, aren't they, kids?

reporting on the missing san bruno man. and members of the air national guard rescue team on their way to help injured chinese fishermen along the coast. the mission got under way, the rescue wing is especially equipped for long range missions, including helicopters that can refuel in mid-air. the >> it will jump into the back of the water, they can board a boat, take that boat, position it next to the selling vessel, and then board it. they will provide medical treatment for the injured sailors. >> the guard will send helicopters tomorrow to retrieve the fishermen and the crew. they have reportedly saved a total of 948 people. and it has been a very deadly area on the bay train

tracks. two people were hit and killed in san leandro. this woman was killed near washington avenue. the reason she was on the track is under investigation. and yesterday, a man was killed by a capital corridor train near neighbors street and central avenue. so far no word on his name. and a man who was killed by a caltrans on friday was identified by the coroner today as 39-year-old eric salveaterro of el paso, he was a pay pal executive. initial reports indicate he was on his bike when he was hit by the train. the investigation is continuing. and 2012 election news, tonight, the republican primaries in the deep south this tuesday could mean the last stand for newt gingrich. while santorum says he is confident that voters in mississippi and alabama will give him a boost against the frontrunner, mitt romney. >> they're trying to force a

permits, but the park must remain open to the general public. and the nobel prize winning scientist who warned about the ozone layer died, officials say roland died at his home after complications from parkinson's disease. he received the nobel prize for chemistry back in 1995, after he studied the earth's blanket. his finding led to several bans of chemicals. he was 84 years old. and the 18-year-old son of marie and arnold schwarzenegger has been released from the hospital after a ski accident. he was taken to the hospital where he received stitches for a cut on his back, he also said he has a lot of bruises but didn't provide details of the accident. it was another shake-up today at the crystal cathedral

past few days, still on track. in fact we're expecting some strong storms, rolling through parts of the day. the entire bay area over the next week, right now on live storm tracker two, nothing to show you, partly cloudy skies, a few light showers earlier this morning. even a few moderate cells, right now the rain action is way up to the north. but that will change by this time tomorrow night, and into tuesday, you can see the first sunset with the daylight savings time. that sunset was at 7:15. you can see the clear skies out there. and with the clearing skies, temperatures tomorrow morning will be on the cool side. you can see the cooler spots in the low 30s. for santa rosa, and napa, san francisco right at 46, san jose, 40 degrees. this is the forecast graphic showing the rainfall over the next week or so from the north, the south and look at these impressive amounts from tuesday through saturday. the north coast, up towards humboldt county, could see two

to five inches, possibly approaching six inches. so the next week we'll have significant rainfall, a big part of the forecast. tomorrow, the dry day, so if you have any outside activities, take advantage of monday, high clouds moving into the region, as the first storm approaches. storms developing out here in the pacific, definitely making the impact, as we head into tuesday, wednesday, thursday, for tuesday, rainfall developing, especially up in the north bay. not expecting as much in the south bay. wednesday, a round of heavy rain, and thursday, rainfall redevelops, we're tracking more storms for friday, and also into the upcoming weekend. in fact by saturday, we could see low snow levels, possibly thunderstorms and hail. and the snow producer up in the sierra, as a result. the weather service issuing a winter storm warning beginning as 11:00 monday night, snowfall on the order of at least a foot, amounts approaching at least three feet for the higher

train terrain. later in the week, the storm levels will go up. once again, the high level tomorrow will be dry. we'll take it into tuesday morning at 7:00. higher chance of rain will be up in the north bay, gradually spreading to the south. we're not expecting as much in the south bay, and then into wednesday, for the commute, significant rainfall, so we are expecting at least quite a few downpours during the time frame. and by 6:00 wednesday, the sometime moves out to the southeast. but then another one getting ready that moves into the region by late thursday afternoon, into thursday night. forecast highs for tomorrow, mainly in the upper 50s to lower 60s. san jose right at 62, and a look ahead, the five-day forecast, look at all the rain clouds coming up. once again, rainfall developing up in the north bay tuesday, heavy rain on wednesday, and then another system moving in for thursday, friday, with the weekend always in view, thunderstorms possibly by saturday. lower snow levels, heather and
