developing news firefighters work to contain a huge blaze at a bay area oil refinery. at this hour a shelter in place order is still in effect across several communities. good evening i'm ken wayne. frank somerville is off tonight. >> and i'm julie haener. we begin tonight with a live look at the fire still burning at the chevron refinery in richmond. the massive blaze started at 6:15 this evening. officials with chevron briefed us within the hour and tell us it's still too soon to determine a cause. they say right now their priorities is trying to control

the fire and protect the safety of individuals. contra costa health officials issued a shelter in place order for richmond, north richmond and san pablo. we have live team coverage tonight on the fire and impact on those communities. we have crews in the neighborhoods at the hospital and at the refinery. we start with ktvu's amber lee. she just attended a briefing with chevron, amber. >> reporter: julie we're at the refinery where this fire started about an hour ago the general manager came out and spoke to us. he said right now a crew is working to put the fire out as quickly as possible but don't know when that will be. we're told the main processing plant but he said a short while before that, crews found a leak

and evacuated. >> working with government agencies and regulators who are all on sight. to determine the cause of the incident. >> reporter: hern says there were fewer than 10 workers at the refinery when the fire started. he says one worker responding to the fire suffered a minor burn to the wrist. he was taken to the on-site clinic for treatment. the siren you hear is the shelter in place which is still in place. >> this is a remind er for all of us. it's a great time for attorney get registered for it. >> i want to apologize the community for the fire and smoke this evening at our richmond refinery. as you can see we've made significant progress and we're still in the process of controlling the fire. >> reporter: chevron says it plans to hold a public meeting

in 48 hours to answer the community's questions about what's happening. we are continuing to hear the siren go off that just mean it is fire is still burning and the shelter in place is still in order. now to christien kafton with the concern of the community. >> reporter: you may have heard those sirens going on behind amber. they're going off about every half hour. we're on san pablo avenue in richmond. we're just about 5-1/2 miles away from the refinery. you can see the streets pretty empty at this hour. they issued the shelter in place at about 6:45 says the smoke from that fire could cause eye, throat and respiratory irritation.

the steady drone of shelter in place filled the air around richmond this evening. residents covered their faces. >> i done want to get sick and have an asthma attack. >> reporter: linda garcia says she's one of the commuters let off at a different station. now the station is abandoned parking attendants gone. she says she'll have to come back tomorrow morning. she also says everyone around richmond should know what the warning sirens means and says those sirens came today in a timely fashion. >> i'm sure my husband told me the sirens went off right after the explosion. >> reporter: jerome disagreed he say it is warnings should have come sooner. >> it's better late than never but it should have been earlier than that. with things like that you have

people who live back in that area closer to the refinery they should have been alerted a lot faster. something like that, i mean you could have had people dead. >> reporter: the first area they gave that warning was around the refinery then they expanded it out. now it's up to 8,000 homes. as for b.a.r.t., we learned that b.a.r.t. service has just restarted at the el cerrito north. there's no bus bridge because of that shelter in place order. as for when that shelter in place order will be lifted, county officials say they do not know at this time when that order will be lifted. christien kafton, ktvu news. now to rosemary orozco who is following the wind direction. >> reporter: there's definitely pros and cons to the wind.

it was picking up earlier and that helps helps disburse it a little bit. in that sense it's a draw back. but in a positive sense it helps to get it out of richmond and by dispersing it it becomes a little less danger. right now we have a southerly wind but it's only at five to 8 miles per hour. it's moving straight across richmond perhaps into a san pablo area. what it's doing is creating a bit of a blanket of smoke and fumes. we really need that wind to help dissipate that smoke. officials say they have a team on the ground right now monitoring the air in neighborhoods near the refinery. they say everyone if you're not in a designated shelter in place, there's plenty of smoke in the air and smoke is an irritant. >> if they're having

respiratory distress they should seek medical attention or get away from the smoke. >> people should avoid entering or driving through smoky areas unless it's an emergency. the advice is to stay indoors, keep windows shut and air conditioners off. and drivers are in for a surprise tonight. toll takers were sent home tonight because of a shelter in place order around the refinery. there's no one to collect cash tolls. newschannel2 captured signs around the toll area telling drivers not to stop and that tolls are free. caltrans tells us it's been recording license plate numbers and plans to bill those drivers for their toll. we have been watching a stream of people reporting to the emergency room at kaiser in richmond. cara liu has been at kaiser and tells us what the situation is

there. >> reporter: we've seen many many people walking in here covering their faces. some are wearing surgical masks like most of this family right here including a 5-year-old girl. we're talking about dozens of folks who have come here since the refinery fire broke out. the sirens, flames and fire concerned residents. kema crump says she lives less than a mile away. her and her family are covering their faces. >> we're feeling the tightness of the chest.

my son is complaining about his throat and nose. >> reporter: they've seen about three dozen additional patients in the emergency department. most are complaining of respiratory concerns. they're in the process of evaluating and treating those patients tonight. the hospital spokesperson, hospital representative also tell me they are well equipped to handled the influx they've seen tonight. >> a ktvu viewer was in richmond when the fire broke out. damon williams shot this video. you can see two huge plumes of smoke going into the air. williams said he heard the loud noise and then saw the smoke and knew something was wrong. williams says some residents in the area were so scared they ran to the car and sped away from the scene. we're also getting other

pictures, this one from near san rafael. and jason arambula sent this picture. this is not the first time there has been a large fire in the chevron refinery. a shelter in place order was put into effect. one employee suffered minor burns. the fire was caused in part because of a pipe that was improperly attached and had been weakened by age. last year there was a small fire, no shelter in place was required in that incident. in 1999 there was a large explosion and fire at the plant. six workers narrowly escaped injuries. how tonight's fire could affect. you will find an extended clip

new information now on the mass shooting at the sikh simple in wisconsin that claimed the life of six people. the gunman was a failed soldier and ardent white supremesist. >> reporter: we're getting more information about the number of clear cut clues they seem to have in this case. while we're getting more background on the shooter we're learning more about the victims in this case. the one woman and five men. >> he did everything he could for the congregation. everything. unfortunately he gave his life until the very end.

tucson shooting that killed six and injured 13 others including former congresswoman giffords. the judge must find that the defendant jared laughner is competent. laughner has spent more than a year at a clinic. san francisco police respond up to three times a day to the city's busy westfield shopping center. heather holmes has looked over the miranda warning calls that include a recent report of an armed robbery, heather. >> reporter: that's right a male shopper he was inside the restroom just up on the fourth floor here when he was robbed. you're about to see exclusive video of the surveillance footage that police say are behind this crime. there they go bolting out of

store front in. >> reporter: chopper nellie wynn says she will be more cautious holding on to her purse a little tighter while counting on the suspected mall thieves. >> reporter: here's another look at those three men now late this afternoon westfield management they sent me a statement saying that the safety and comfort of its customer social security -- customers is a top priority. they say they are currently working with sfpd and their own staff on safety measures. a 1-year-old girl who investigators say was kidnapped by her father last night was found safe in the bay area. and is soon to be reunite with her mother. the father's suv was found in a parking lot near stone ridge mall in pleasanton around 5:45 this evening. no one was in the car. investigators located the little girl at a relative's home in san leandro. tonight the search continues

for the girl's father johnathon martinez. some richmond high school football players are mourning the loss of one of their teammates. 16-year-old ulises montalvo was a running back. last night he was shot and killed as he walked down the street near mcdonald and first. family members think his killing could be related to the colors on his sweatshirt. they were red and yellow colors worn by the football team. >> today is like the worse day of our lives. we were never expecting this, like never. like i said he was such a good boy. he wanted to get recruited. he wanted to be a big star. >> reporter: one person has been arrested. another is still on the lose and police say they know who he is. well a hot spell is headed to parts of the bay area. right now at this hour, three

to 6 degrees above what we felt last night. we are expecting patchy fog to return late in the evening and through the overnight hours. we will wake up tomorrow morning with patchy fog, widespread 50s much like what we felt this morning. warmer weather expected for the afternoon. along the coastline that localized sea breeze will hold on. upper 60s expected for the city. low 70s for the east bay. mid- to upper 80s as we get closer to orinda moraga and some of our hottest spots. despite calmer winds and higher humidity the so called chips fire continues to rage. the wildfire is burning in the plumas national forest. it began just over a week ago. officials say the flames jumped the fire lines over the weekend. 25 homes and four commercial buildings are threatened.

the way we might look for ancient fossils here on earth. >> reporter: curiosity marks nasa's seventh landing on mars. ktvu.com has continuing coverage of the mission to mars. you can watch nasa scientists celebrate and learn more about what curiousty took to the red planet. this past weekends proved tragic to a bay area family after a 6-year-old girl drowned in the merced river. a helicopter found her body about three hours later. the 6-year-old girl is identified at kerri sanchez. oak -- oakland police are searching for two robbery suspects. one of the three intruders were killed allegedly shot by the man who was in the home. ktvu's paul chambers tells us that the suspects on the lose

could face murder charges. detectives have gone in and out of this duplex in the city's china town neighborhood. inside more than 20 evidence markers were used to mark the scene. >> about 4:40 a.m. this morning, officers were dispatched to the area and reported gunshots in the house. >> reporter: investigators say three men tried to enter the home but it's unclear if they were successful. we do know three men were killed. police asked that we blur out his face for his safety. >> the homeowner was still present. he was detained for further investigation. >> reporter: animal control picked up a dog that was also shot and killed. police did not release any information but it appears marijuana was being grown inside. although the homeowner had permission to do so. although they are checking papers to make sure they were

you can see emergency crews have moved in closer and are now putting several streams of water on to the problem area. it's all happening in the refinery's number four crude area. amber lee is live to tell us what she's seeing from her vantage point. >> reporter: we're inside the front gates of the refinery. i just checked in with the spokesman for chevron he tells me the fire is still burning right now. he tells us that a crew is working to put out the fire with nitrogen and steam. just a few minutes ago i'm told the fire marshal called off the shelter in place. that's the community warning system to we won't be hearing the sirens go off any more. chevron says it is working with government officials to figure out what caused this fire and that the chevron is also planning a public meeting in 48 hours to answer the community's questions.

that is the latest from here at chevron in richmond, i'm amber lee, ktvu channel 2 news. the implications of the fire could have lasting effects throughout california. ktvu's consumer editor is live now with why gas prices could spike and win, tom. >> reporter: this is way more than just a refinery fire. with fuel prices already on the rise, this could impact you at the pump and very soon. the chevron richmond refinery can process 7,000- gallons of fuel a day most notably gasoline and diesel. the refinery process is more than 10 million-gallons a day or the equivalent of 100 big tanker truck -- trucks a day. >> with the crude down we're not processing some of our units. >> reporter: loss of part or

all of this refinery capacity can cause gasoline to spike in california. that's because of fuels not easily replaced. what's been lost and how soon it comes back online is yet unknown. >> we have so many workings, i am not prepared to answer that question. >> reporter: without this critical unit up and operating the refinery could still make fuels but that would be at an enormous cost and you'll be paying for it. coming back live, the sirens are still sounding. the person who has called this off hasn't gotten the message but this late at night it must be disconcerting to a lot of folks. >> certainly very eerie and ominous sounding sirens. stay with ktvu for updates. we will update you later on in the newscast and tomorrow morning at 4:30. members of the san jose police department are planning to make a strong statement

against their leader. union members will vote tomorrow morning whether to authorize a -- >> reporter: we're live at the police officers association where you can see the agenda has been taped to the front door including that controversial item whether members should consider taking a vote of no confidence on their chief. howard johnson is a recently elected director. he says it's his duty to push the issue on chris moore who was elected two years ago. >> my reason of doing it is to find out. my reason of doing it is because members have come to me. >> reporter: he says it's his job to speak for the rank in file. >> there's concern from some of the members of just the direction of the police department is going. >> reporter: those concerns include moral, pay cuts, changes to pension, not enough

officers to handle the volume of calls just to name a few. problems that aren't the chief's fault. >> i think every person needs to take responsibility for their own moral. i don't think they should be blaming the chief for not having enough officers. we have skyrocketing costs. >> who's fault are they? who's the leader? are we going to put that on if economy? >> the chief is appointed by the city manager, ratified by the city council and the city manager has expressed her confidence on the chief. >> even if this doesn't pass i got my message across for my members. >> reporter: thousands of officers are expected to take

part in the meeting that takes place tomorrow. because it's such a controversial issue it could take hours before it gets to a vote. the arrest of two car theft suspects was a little startling for people at a near by laundry mat. it was a quick operation. officered identified a stolen car and several officers quickly arrested a suspect. it happened right in front of a laundromat. one man came out to see what was happening and he found himself sprints for cover. >> i ran behind my car. the weapons were pointing in this direction so all i knew what to do is run and get out of the way. >> he says officers yelled for the suspects to get down, the suspected complied and they

were taken into arrest. the caltrans review was prompted by a former engineer who falsified reports last year. no bridge in the review has been found to be unsafe. caltrain is receiving more than $3 million in federal funds to improve safety. the department of transportation grounds will be used to install an advanced signal system along the peninsula new signals will support the automated system. this day 20 years ago changed tayamori's life and ended the lives of those he loved the most. he was only 8 years old.

hundreds of janitors marched through downtown san francisco this afternoon blocking a few streets to call attention to their ongoing contract disputes. the workers are upset over what they say are low wages they are also unhappy over management proposals to have workers pay more for their health coverage. before that fire at richmond's fiery finery hundreds of people came to richmond to try to get a job at a new health company. nutiva is looking to fill 200 positions at its headquarters. managers met with applicants for four hours today. openings included sale, accounting and administrative positions. the founder of best buy wants to buy back the struggling electronics retailer and take it private. richard shultz who now owns 20% says he wants to buy all the

shares he doesn't already own. he's willing to pay $26 a share that's about $6 more than today's closing price. the deal values the company at more than $8 billion. on wall street stocks moved higher the dow gained 21 points in the absence of any major economic news. the nasdaq rose 22. protesters say the recently approved homeowners bill of rights does not go far enough to protect homeowners. the syrian prime minister has fled to jordan with his family. the deflection comes two months
