orleans, evacuating people and their pets in a stretch of st. john parish. >> first we were going to try to leave then we didn't. because we had no place to go. >> one person died from trying to remove a fallen tree from a stranden vehicle. isaac continues to pour rain and a storm surge pushes against levees. the water did make it south of plaquemines parish. >> we'll be dealing with the storm through early friday morning. >> at least 700,000 customers are still without power, including the cities of houma, and parts of baton rouge. it's a case of deja vu for those who survived katrina, which hit seven years ago to the day. >> yeah, we left for katrina. but that's it.

had enough, i ain't coming back no more. >> about 20 diehard residents refused to leave grand isle today. in new orleans, winds whipped the mississippi river and tattered awnings next to a river boat. >> i would just like to say now is not the time to let your guard down. you have to stay hunkered down, and you have to stay inside. and you have to stay on task. >> reporter: there is a dusk to dawn curfew in new orleans tonight. the good news is the storm is weakening. ken wayne, channel 2 news. of course the big story with this storm is how slow it has been moving. it has downgraded to a tropical storm. that's based on winds. the rainfall is still hitting hard. look at new orleans. look where it is in that right quadrant of the storm, look at

isolated on a side street. she is test driving a new car. she says she's also shopped on craigslist, but is worried about meeting up with strangers. police say just yesterday, thieves lured a couple who was also looking to buy a car on craigslist to a bart center. >> be very mindful if the seller changes the location at the last minute. that should be a clue. if the seller only wants to deal in cash, that should be a clue. >> the couple was robbed of thousands of dollars of valuables and dropped off on a freeway. since the beginning of the year, there's been an increase in craigslist robberies. primarily involving car sales. not just in oakland. >> investigators are trying to identify, do we have individuals taking up this opportunity to prey on victims, or is there something larger,

where we're looking at a ring? >> reporter: the manager at buggy bank, an auto display tells us safety concerns are a factor in his business thriving. drivers come here to test drive or do a sale. they put their vehicles up for sale here after having problems on craigslist. >> scary situations, or they've been the victim of a crime. >> there's no screening on craigslist. >> reporter: police and crimestoppers are offering up to $75,000 for information to lead to an arrest in these craigslist robberies. just a few hours ago, police released this image of a

suspect. police say he walked into a market near palo alto square last saturday night, and made off with money from the cash register. a man is hospitalized tonight with very serious injuries after falling from highway 101 in marin. the chp says the driver of a motor scooter crashed shortly after 3:00 this afternoon. somehow he fell from the freeway onto 2nd street in san rafael. a dog he was carrying into a pouch died. an officer said he had never seen anything quite like this before. a 100-year-old driver plows his car right into a crowd of children. what witnesses say he was doing right before the crash. >> by this time friday night, that toll plaza will be closed. why the donbarton bridge is

an elderly man drove his cadillac into a crowd of people outside of a school in los angeles. 11 people were hurt, including nine children. least four of the children are in serious condition, but are expected to survive. the driver is about to turn 101 years old. the incident happened right after school ended. the man told a reporter he lost

control of his car. >> the brakes failed. >> you know you hit a lot of kids. >> you know i'm sorry about that. i wouldn't do that for nothing. >> some witnesses say preston carter was honking his horn at children who were running behind his car as he was trying to back up. then he seemed to lose control. drivers will need to make alternative plans this weekend. noel walker joins us live from the dumbarton bridge to explain why it is being shut down for four nights. >> reporter: construction crews will have the bridge all to themselves when this bridge closes friday night at 10:00, until it reopens tuesday at 5:00 a.m. it spans 1.6 miles and sects alameda, and sane mateo counties. tonight, construction crews are part of a final preparation to close all six lanes of the

dumbarton bridge. freeway signs have been warning commuters of the detour. >> stay away from the dumbarton bridge for a few days. but do everything you want to do to enjoy the weekend. >> reporter: crews will install a seismic expansion joint, and do other retrofits. >> the knowledge and the thinking in the '80s was to keep the bridge brittle, and strong, and to fight against movement. now we know that flexibility, and going with some of the ground motion actually keeps the bridge better in tact. >> reporter: when the two and a half year, $60 million project is finished in 2013, the dumbarton should be a safer bridge. >> it is my favorite bridge, because it's fast. it seems i can get over that bridge in 10, 15 minutes. >> reporter: they will have to battle this weekend. >> how many of those customers

ballot, we even commissioned a poll that shows by a 2 to 1 margin, the voters are with us. >> a spokesperson for the washington development says the project has been in the works for seven years, and has gone through the entire approval process. president obama tried to rally college students to his cause today. he spoke to about 7500 people at the university of virginia. unlike four years ago, president obama is not drawing enormous crowds. he told the virginia students he needs them to carry out his vision of change and growth. >> in november, your voice will matter more than ever. and listen, if you doubt that, then pay a little attention to what's happening in tampa this week. don't boo. vote. >> the president also surprised visitors by taking questions on the popular social news site

redit today. new information about a shooting in south san francisco that happened in june. a police officer shot and killed a 15-year-old derrick gains. a new program in the tricities of alameda county is paying at risk kids to stay out of trouble, but putting them into jobs. eric rasmussen, live in union city, where the challenge has been to find enough willing employers. >> reporter: frank, the pastor here at brown church, brought on several young men, who among other things painted all the lines in this parking lot. that money is coming straight from a county grant.

dale mccormic has been working at this church. >> what would you be doing if you hadn't been doing this? >> probably bad things. >> many people have sat in their chair and told me, i'm either going to end up dead, or back in jail. >> reporter: social workers say county grants worth almost $400,000 are opening up new options. matching them with employers who pay little or nothing to take them on. >> going good. i like it a lot. i see myself in the future doing. >> reporter: this making about $13 an hour with union city public works. the program is also helping him get a ged. >> i see the change in their life, even in the short time that i had them. >> reporter: his new boss has also become a men tore.

together we'll go far. continuing coverage now of tropical storm isaac. the rain really hasn't stopped, and apparently it won't for a while. nicole collins is live in new

orleans. last night, when she joined us, she was being pushed around by the strong wind. what are the conditions like now? >> reporter: frank, we're experiencing the back end of this storm. the outer bands, as isaac moves towards the plain states. it has improved. i'm standing here able to talk to you. not like last night, of course. but this weather still considered dangerous by officials so they've put into place, a mandatory dusk to dawn curfew. that is also in place to prevent looting. the rain, wind, and storm surge causing massive flooding, knocking out power lines and leaving hundreds of thousands of customers in the dark. >> it was just kind of crazy. it was really windy. really wet, and there's branches all over the place. >> reporter: plaquemines parish, one of the hardest hit areas. crews going out in boats

rescuing people and their pets. eerily similar to the rescues made during hurricane katrina seven years ago today the day. >> the national guard working with local officials, including sheriff's deputies, private citizens and others. have reported at least 35 people rescued. >> reporter: president obama staying in touch with emergency management. he says residents affected by isaac will get all the help they need from the federal government. >> we're going to make sure that we're doing every single thing that we need to do to ensure that the folks down there are taken care of, and have the support and the love of the rest of this country. because when things like this happen, there are no democrats or republicans. there are just americans. >> reporter: search and rescue operations in plaquemines parish are complete. in the end, about 70 people

were rescued, no major injuries were reported in that area. reporting live in new orleans, nicole collins, ktvu, channel 2 news. as we mentioned, hurricane isaac now a tropical storm isaac. it is bearing down in terms of rainfall in new orleans. take a look. the current radar imagery shows the yellow and red band right over new orleans. half foot, to 8 or 9 inches. but just south of new orleans, a rain gauge of almost 17 inches of rain in about the last 24 hours. the forecast is for maybe another 10 or 12 inches of rain in this area. that's a lot of rain. almost two feet of rain in a 48 hour period. that's the big story with the tropical storm. when i come back, we're going to take a look at your weather. in coming up in three minutes, a bay area family stuck in new orleans and their

effort to get back home. >> searching for three women accused of stealing credit cards and going on a shopping spree. police say the pair used the credit cards here at at drugstore, as well as a taco bell, subway, and jack in a box. crews just finished digging up this water pipe that broke yesterday in san francisco. why there could be a delay

tropical storm isaac may be

thousands of miles away, but it is still having an impact on some bay area residents. patty lee is live in san francisco, where one man has built a new life after fleeing hurricane katrina seven years ago. >> reporter: it's effecting a lot of bay area folks. some are still stuck in new orleansment others, including half the staff here at the boxing room are feeling the emotional effects of a storm that reminds them of mc. steve mcleod calls himself a hurricane surviver. hurricane katrina bored down on his city and forced him to seek shelter at the astro dome, in houston. the arrival of hurricane isaac brought back a rush of memories. >> especially with the fact that today is the seven year anniversary of katrina. it brings back a lot of emotions that took me a long

time to get over. eerily similar to what i saw in katrina. >> we're trying to drive home, but the rental agencies are not helping us get out. i feel that everyone's being over cautious. >> reporter: back at the boxing room louisiana natives remember thinking the same thing before katrina. now even tropical storms are a potential threat, and erring on the side of caution, expected. tonight, steve mcleod's family who still lives in new orleans has no power and no idea what lies ahead. >> they're going out into the truck, and charging their phones to try to be able to keep in touch with me, because i'm the only one that can tell them what's going on. >> reporter: after his shift ends here tonight, steve mcleod is catching up on hometown

news. as for the hillary family stuck in new orleans. their next available flight home isn't until saturday, and even that is not yet confirmed. reporting live in san francisco, patty lee, ktvu, channel 2 news. >> there is late word tonight that president obama has declared federal emergencies in areas hit hard by isaac. it covered dozens of counties in louisiana, and mississippi, and made federal funding available for emergency work. new information tonight on the fallout from the fire at the chevron refinery in richmond. ktvu has obtained state inspection records from that richmond refinery. the cal osha records list 19 inspections since 2005. five of them were done in 2010. three were down last year. none were done this year until the fire. a source also tells ktvu it could take 6 months to a year to repair the damaged crude oil unit. the mistaken release of

confidential documents has revealed some of pg and e's cost for the san bruno explosion. one document inadvertently posted details a settlement for a teenager who was burned. it shows pg and e paid that teen a total of $2.5 million. ktvu's jana katsuyama tells us what caused a water main to burst, and why it could take weeks to repair it. >> reporter: today, she swept, and cleaned, tried to get the dirty flood water, and the smell out of garage. lines on the car wheels show where the water rose. the wart main broke in front of his house on tomaso court. the pavement buckled up 6 inches. today pnc investigators dug out the pipe that broke yesterday

morning. they say it connected two larger 60-inch pipes and detached at a giant. the repairs expected to take more than two weeks. >> this inner connect was put in 9 weeks ago. we'll look at everything. the pipelines, the materials. >> reporter: water and power were restored overnight to the 14 homes evacuated. residents relieved to come back are still worried. >> we all have to go walk. this is going to be helpful, not just for us, for everyone. >> reporter: his driveway drops off the end into a massive sinkhole. >> i have no ride. my car is stuck. >> reporter: tomaso court at sunny dale remains closed. we've learned that the city is paying several companies to

help residents with the cleanup. reporting from san francisco. jana katsuyama, ktvu, channel 2 news. stock in san francisco's yelp surged today after early investors held onto their shares. the first window for early investors to sell their stock opened today. legally, they have to hold onto their investments for 6 months after the ipo. it jumped $4.11 per share. closing at $22.37. stocks for internet radio company pandora jumped almost 12% today after it released its 2nd quarter profit report this afternoon. pandoras revenue jumped 51% from a yearly earlier. analysts had expected the oakland based company to post just over $100 million in sales. facebook received the go ahead today from the state of california to issue stocks for its purchase of instagram. the deal was announced in april. at the time, facebook said it would buy instagram for $1

billion. that included 23 million shares of facebook stock. two companies have already cleared the deal on the federal level. on the broader market, the dow rose 4 points today. nasdaq also gained 4. reports of slightly stronger economic growth and housing growth. the sketch that police sent us this evening and the case of similarity to another incident that happened last week. >> tracking the fog that's returning to the bay area that's going to mark a cooling trend. i'll let

new at 10:00, police in palo alto are searching for a sexual battery suspect after a woman was fondled. police say a man stepped in front of a woman at nordstroms and grabbed one of her breasts over her clothes and ran away. police say it may be connected to another sexual battery last week. the suspect in that case, grabbed a woman under her dress and ran off. a bill could change how you provide care to your family. the bill would require nannies, and other house care workers to be given overtime, and meal breaks and restroom breaks. the law exempts teenage babysitters and family members. san francisco already has a similar law. sales tax will soon be added to purchases made by

californians at amazon.com. the online retail giant plans to collect tax in california beginning september 15. amazon is also about to start collecting sales tax in pennsylvania. they currently collect sales tax on orders shipped to only 6 of the 50 states. the city council passed an ordinance that would close hundreds of cannabis dispensaries as early as next week. the council maintains there are simply too many of them. advocates disagree and say this bill limits their access to medicine. they say they've gathered more than enough signatures to put a measure overturning the ordinance on the ballot next year. the city of richmond's efforts to tax soda is getting high profile support from actor danny glover. richmond is proposing a penny per ounce tax on the sale of drinks like soda that are sweetened with soda.

the proceeds would be used for sports programs. the tax is on the november ballot. in news of the world tonight, in germany, a 550- pound world war ii bomb uncovered at a construction site was intentionally detonated in the center of munich. bomb experts tried but were unable to defuse it. the question now is who pays for the repairs? in china, one by one, seven men were led out of a coal mine where they had been trapped for seven days. at another coal mine, a gas explosion has killed nine miners. china is the top consumer of coal in the world. in spain, as many as 40,000 people in the narrow streets of an eastern town just for the opportunity to slow tomatoes at one another.

doctors at uc davis call it a medical breakthrough. they have figured out how to

give a dog a jaw bone. >> reporter: tom says 10-year- old whiskey just wasn't himself. he had a hard time chewing. pain in his jaw. >> i figured that he had a bad tooth. which is surprising, he pretty much only eating kibble, and cauliflower. >> reporter: his vet recommended pioneering surgery. when whiskey came here, doctors found a tumor on his left lower jaw, about the size of your thumb. they said it was ideal for this breakthrough technique. >> it was just the right size that we only needed to amputate a part of the jaw. >> reporter: he inserted a sponge like scaffold. >> stem cells from surrounding bone and tissue migrate to this. attach to the scaffold, and

turn into bone cells. >> reporter: in two weeks, whiskey had solid bone. >> a big deal for us, but also for the dogs. we can restore the normal function. >> reporter: a total of eight dogs have now had the procedure. a precursor to helping humans. doctors warn the protein can trigger too much bone growth, and it may be years before humans benefit. but he says whiskey today is his old playful self. federal health officials are working on a nationwide alert about a hantavirus outbreak in yosemite national park. the park is also trying to contact 2900 people who visited yosemite, especially those who stayed in the tent cabins at curry village. so far four people have gotten sick, and two of them have died. the port of oakland was the

scene of a statewide crackdown on trucks violating emission standards. today inspectors from the california air resources board set up check points just outside the port. they pulled over all trucks built before 2005. 90% passed the inspections, which is better than the statewide average of 78%. a controversial, and highly debated weapons bill is now on governor brown's desk. that bill passed by both the assembly, and state senate would ban the open display of rifles and shotguns in most locations in california. it's a reaction to a law that banned the public display of hand guns. opponents say the long gun band as well as the handgun ban infringe on their second amendment rights. the state senate passed a bill today that would hold operators of the party buses legally responsible for drinking by underage passengers. the bill requires party bus

operators to make sure underage passengers don't drink, otherwise they would be liable if the passengers break the law. the bill was named after a teenager from burlingame who was drinking heavily on a party bus in 2010, and then died after he crashed his car while driving home. and we've got fog trying to show up at the coast. the winds in the right direction, but there's no fog. the fog right now still offshore. the winds blowing about 18 miles per hour. that's the big change. the fog comes back, temperatures are going to drop off a few degrees. tomorrow, the fog comes back certainly by tomorrow night. then the fog becomes a player through the bay area weekend as temperatures really start to trend down. a cooling trend right into saturday. sunday, you'll see in the five- day forecast, it starts to warm up. overnight lows tonight, look at that 47 in santa rosa. days are getting shorter. coming up on the equinox here in the fall.
