bracing for potential back ups on a busy bay area bridge. we are live tonight with new information about the construction project that could bring the morning commute to a crawl. good evening everyone i'm heather holmes. >> and i'm ken wayne. the commute is about to get more challenging for bay area drivers. caltrans closed the westbound lanes shifting them into the eastbound lanes for a quarter

mile just before the richmond san rafael bridge. the lanes then shift back at the toll plaza. the closures are necessary to do work. cara liu is live with what caltrans wants motorists to know. >> reporter: you can see it is moving very smoothly there's not much of it at this hour that is unlikely to be the case tomorrow. commuters crossing the richmond san rafael bridge tomorrow morning will likely see some delays. >> it definitely slows everything down. >> reporter: the delays could last up to three months. caltranss caltranss-- caltrans is diverting the eastbound side for about .25 stretch creating big headaches for drivers caught up in it. >> traffic we sat in probably 2

miles we took about an hour to go 2 miles. >> last night in particular coming back from marin about 2:00 it took two hours to get here instead of 25 minutes. >> reporter: caltrans expect delays of about 20 minutes. >> we have a traffic shift. we need to have people assert that 45-mile an hour speed limit. >> reporter: the western drive has also been shut down due to this construction and some big rig drivers will be forced to take a 9-mile detour. >> i like crossing the san rafael bridge, it was pretty easy to get across it and i've noticed now that they've narrowed three to four lanes down to three lanes and it crutches down the traffic and it takes a lot longer to get across that bridge. >> reporter: if you use the san rafael bridge, you will want to give yourself a little extra time tomorrow morning. a lot of folks will be seeing these changes for the very

first time. cara liu. >> there aren't many options, the toll plaza is jammedded, where do drivers go? >> reporter: you're right there are not a lot of great options but if you're trying to get to northern marin county, highway 37 is one option. back to you. >> cara liu thank you very much. more details on the closure, the speed limit in the affected area is reduced to 45 miles per hour. caltrans says trucks 3/4 of a ton or less can access the eastbound direction of the bridge between 5:30 a.m. and 9:30 p.m. by using a detour that runs near a bicycle facility understood beneath 580. our coverage continues starting at 4:30 a.m. with the ktvu morning news. sal castaneda will have traffic updates all morning long from 40:00 to 4:30 to 9:00 a.m.

police say the shooting happened this afternoon around 1:45 on international boulevard at 90th avenue. one person was pronounced dead at the scene. two witnesses who said they knew the victim told ktvu news he was just 16 years old and was standing on the street when he was approached by the gunman. one of the two people injured was in serious can be. the other person was shot in the leg. last night in oakland police responded to three separate shootings that sent three people to the hospital. one of the shootings happened at 7:00. when officers arrived they found two victims with gunshot wounds both were taken to the hospital. just 10 minutes later, shots were fired just a few blocks away injuring another man. a woman was hit by gunfire on 65th avenue. all the victims were in stable condition when they were taken to the hospital. and so far police have not made any arrests. oakland police are expected to announce a new plan tomorrow aimed at reducing dangerous

side show activity. now this comes after a side show early yesterday morning you're looking at video of it right now. it ended with a shooting that left three people wounded including a woman who remaining in critical condition tonight. it was just the latest in a series of side shows so far this year mostly in east oakland. san jose's police chief called an emergency meeting after a homicide yesterday that marked the sixth killing in just five weeks. the chief called in officers yesterday to discuss ways of curbing the violence. now this comes despite beefed up police patrols over the weekend as part of a crime crack down on friday. the mercury news reports faith leaders are calling for people to attend a vigil at city hall on thursday to honor the victims and families touched by violent crime. a late night birthday party in vallejo ended in gunfire and left two people dead. ken pritchett tells us police say the shooter walked up to a crowd celebrating a birthday.

opened fire and calmly walked away. at noon today, lin field drive in san vallejo looked peaceful. last night this was a different place. >> i was getting into bed and i heard shots and i seen flashing lights and helicopters in my backyard. >> reporter: he says those shots were fired at a backyard across her home. four people were shot at 11:45, the two men that died had multiple gunshot wounds. >> how much shots did you hear? >> five. >> reporter: so right after the other? >> right after the other like they were unloading. >> reporter: the shooter was in the sidewalk. >> they walked up and started shooting into the crowd. >> the suspect is described as

a latino man between 6'6", 6'8". >> after the suspect was shot, he just walked away. >> reporter: police do not have a motive or any indication the victims were targeted. obert says she knows the dead, they are fathers who have homes just doors away. >> it's sad because i know the kids and the kids come over here and play with my brother and there's never been any problems over here. >> reporter: police say there's no indication this shooting was associated with gangs they want anyone in the public to come forward. if they've spotted anyone walking around around midnight. ken pritchett, ktvu news. a woman walking her dog found a suspicious device that turned out to be a crude bomb. she made that unsettling discovery this morning. the woman who found the device immediately notified authorities. >> one got my phone, took a picture, called in. and e-mailed the picture to them and they came out. probably about a half an hour
