are options for the oakland teenager, who's ventilator is set to be turned off in less than 24 hours. >> reporter: ken, what they called their last hope, a new york hospital they thought would take jahi isn't panning out after all. now they have the money to move her, but no bed to go to. >> they don't rise up. >> reporter: this oakland church was to be the site of a fundraiser, to pay to get 13- year-old jahi mcmath airlifted to a nursing home. but the family pastor led prayer instead. >> still hopeful they would secure a location. >> reporter: so far, no facility has agreed to admit jahi. >> so the family requested that i would pull the plug on the fundraiser. >> i've seen her touching everybody. >> reporter: for weeks, jahi's mother has been overwhelmed with support, as she fights children's hospital in the

courts, and in a spectacle that grows by the day. since thursday, the family's online fundraising page has raised $20,000 to transfer jahi to care. >> she's going to shake up a lot of people around here that didn't believe what i said. >> reporter: tonight, the family is secluded, silent. a hospital spokesperson says jahi needs a feeding tube to be removed. something the other facilities can't, or won't. >> it's rare, if not unheard of for another facility to accept a person who is on a ventilator. >> administer healing right now. >> reporter: as some turn to faith and pray for a miracle, the hospital looks to science and a judge's deadline tomorrow evening. >> she has no chance of coming back under any circumstances. when 5:00 comes around, the

attack in the same city. we just got this picture in. this is of a deadly bus attack in the russian city. a suicide bombing killed 16 people, and wounded dozens more at the train station in the same city. >> caught on tape, first, a flash fills a vast area with flames, then smoke pours from the windows, shattered by the blast. >> all hell broke loose. people flush with shards of glass are thrown into the air. all the doors and windows scattered. >> everything was covered in smoke. after ten minutes, i was able to see again and there were bodies everywhere. inside the train station

crash. >> i heard a big bang. >> i've only been here five months. i've never seen anything that big happen out here. >> the crash caused traffic problems this morning when police closed the 5th and howard intersections so they could investigate. a pedestrian was struck and killed by an suv early this morning. it happened about 2:30 a.m. as the pedestrian walked along the 4th street onramp to westbound interstate 80. the driver stopped and is cooperating with police. the highway patrol does not believe alcohol was a factor in the crash. now to the unseasonably warm weather across the bay area. i want to show you some video of the sunset taken this evening in oakland. several records were broken todays as the bay area experiences summer like weather during winter. >> we're talking about more low 70s across parts of the bay area today. easily the warmest day of the weekend. we're showing you a few records

out there. san francisco, 66 degrees. that broke the old record of 65 in oakland. downtown 73 degrees. a couple more records, oakland airport topped out low 70s. mountain view tieing a record at 68 degrees. with all the warm weather, the dry weather, we've been monitoring the drought potential across the west. it is a big concern for us with this area of red expanding. we are wrapping up the dryest calender year on record for a big portion of the state, including san francisco. look what happens for 2013. easily, the dryest year, 5.59 inches all year long for san francisco. as i mentioned, we're working on a dry weather pattern into monday, tuesday, wednesday. coming up, the temperature change you can expect for tomorrow. we are looking for the rainfall in the extended forecast. we'll have that for you at

10:45. air quality officials did not issue an air quality alert for tomorrow. this dry warm weather is starting to worry some bay area gotter officials, as alex savage tells us, some of us may start facing conservation measures unless we see some rain soon. >> reporter: it's been a bone dry year across california. anxiety is growing at bay area water agencies. east bay sierra watershed has picked up just 4.5 inches of rain since october. >> that is less than 30% of average. so that's where we're worried. >> even with the lack of rainfall this year, east bay mud's reservoirs are still 68% full. that's very close to average. but the next few months are critical.

this water in storage won't last long, if the agency doesn't see significant rainfall soon, a drought could be the next step. everyone here will be watching the forecast closely. >> cautiously monitoring the rainfall situation and the snow situation. in february, if things don't begin to change, we would begin to take steps to prepare. >> reporter: the east bay mud board will decide in may whether to declare a drought. a statewide drought declaration is also possible. the governor has formed a task force to monitor the issue. already, people in parts of sacramento county are being required to cut water use by 20%. there is no rain, or snow in the forecast anywhere in the state between now and the end of the year. alex savage, ktvu, channel 2 news. south bay reservoirs are averaging about 34% of normal. santa clara county water officials say there is still plenty of drinking water available, but creeks are

beginning to dry up. that's causing problems for wildlife that depend on that water. the water district emphasizes conditions are not prompting mandatory water conservation. members of the raider nation raised money to help a 19-year-old girl, dominique romero of of richmond who is partially paralyzed by a stray bullet. volunteers collected donations. it was put together by the anticrime group called make oakland better. >> the raider nation is awesome. out here, supporting me, ask me what i need. you know, and somebody new comes here, and parks their care, they tell them what we're doing, it's just awesome. >> police have not yet arrested a suspect in the december 14

shooting that shot a bullet through dominic's home, striking her as she was watching tv. the final game of the regular season. for some who didn't make the trip to arizona, a trip to a sports bar was the solution. in oakland, the crowd at the go sports bar, gave their full attention to the big screen. fans had their on idea about the match up in the playoffs with the 49ers new division rival. >> with seattle winning today, it's just going to give them a lot of confidence and we're going to roll over them when we see them in the playoffs. >> the nfl playoff schedule was released this evening. the 49ers will be going up against the green bay packers next sunday in green bay. we will be carrying that game right here on ktvu. kickoff starts at 1:40 in the afternoon on sunday here on

the city of san francisco is gearing up for one of its biggest parties of the year. the new year's eve's celebration. >> reporter: there's certainly a veneer of calm outside. but people are working furiously behind the scenes to get ready. the hours for holiday decor are numbered as bars and restaurants ramp up for new year's eve.

tickets are still available for the bash at hotel vitale. most are for an upgrade option, which includes a bird's eye view of the fireworks. at the restaurant chiad there is one table still available. but the seating is for 5:30. >> one could call it procrastination. >> reporter: folks who work that night say a game plan is key. >> how do you get ready for new year's eve? >> i spend a lot of time sleeping. >> reporter: resting up for tuesday night. meantime, the valet is hydrating. last new year's eve he ran for miles, because there was nowhere to park and the streets were packed. >> you're going to have to wait for at least 30 minutes to an hour to valet. you're going to be stuck in the

garage. >> reporter: the embarcadero hosts thousands of people who come here to watch the fireworks, so having a game plan that involves public transportation is key to this experience, because trying to catch a cab along the street is an experience in itself. reporting live in san francisco, patty lee, ktvu, channel 2 news. speaking of public transportation, san francisco's muni is offering free rides on new year's eve. people can ride muni buses, light rail and cable cars for no charge. the free service starts at 8:00 p.m. on new year's eve and runs through 5:00 p.m. on new year's day. this is the 14th year, the san francisco municipal transportation agency has offered those free rides. police in antioch are investigating a shooting inside of a home that injured two people. it happened on claiborne road near lone tree raid after some people knocked and were let inside. when police arrived they found

a 20-year-old woman shot twice. the victims are expected to survive. no arrests have been made. a man shot to death in san francisco early this morning was identified today as 36-year- old david gilford iii of modesto. gilford was standing on a sidewalk near the kabuki theater in japantown, when someone opened fire. he was taken to san francisco general hospital where he later died. so far police have not released a possible motive, and no arrests have been made in this case as well. the san francisco bomb squad was called out to investigate a suspicious package today that turned out to be a harmless case. police had it cleared at 12:35, but several streets in the area were closed while police investigated. a new report exposes practices by the nsa that allegedly hacked microsoft and other major companies. a german magazine accuses

american spies of hijacking software from microsoft, dell, ciscoe, ibm and others. the division reportedly had sophisticated equipment for hacking and also planted malicious software. members of congress reacted to nsa leader edward snowden's announcement that his mission is accomplished. >> what snowden has done has unraveled a significant part of the defenses that we have set up after september 11. not just defense, but also some of our preemptive abilities to stop something before it happens. >> snowden said he wanted the public to know about nsa spying, and wants future decisions about terrorism to be made openly. a swearing in features some political stars. bill clinton will administer to

a section of the scenic toll road collapsed this weekend in baja california. a land slide came after a 4.6 magnitude quake hit the area. officials haven't linked the quake with the road collapse. there are no reports of injuries. retired formula one driver, michael shoemaker is reported in critical condition tonight. he fell while skiing and was airlift today the hospital. a statement from the resort

says schumacher was with his 14- year-old son when he fell. he arrived in a coma, and underwent brain surgery for serious head trauma. the bank robber shot and killed by phoenix police this weekend had a history of mental problems, including threats against president obama. these are surveillance photos from last monday's robbery. this afternoon, they identified the suspect as mario garnett. police linked him to another robbery in tupelo, mississippi. >> we can truly begin the healing process and that could not have happened without the hard work of so very many. numerous people didn't get to celebrate christmas with their families because they were trying to bring peace to our family. >> phoenix police shot and killed garnett yesterday during a bank robbery there.

the secret service says garnett was convicted of threatening president obama in 2010. he was supposed to get mental healthcare. an official change from the chinese government this weekend on the country's decade's old one child policy. this weekend, china officially approved a new policy that allows couples to have a second child if one of the parents is an only child. previously, a couple could only have a second child if both parents were only children. china argues its win child limit kept population growth in check and supported the country's rapid development, that has seen it soar from mass poverty to become the world's second ladies -- largest economy. a shark photo bomb? the frightening photo that is going viral. plus, keeping the internet a friendlier place. the push by several companies to make people disclose their identities before posting

with the new year comes new laws. some target drivers. ktvu's ken pritchett takes a look at the new laws you should know about. >> reporter: they decided to bike san francisco today, a city that he feels is bike friendly. but tunan says sometimes the cars creep a bit too close. >> if i'm in the middle of two lanes, one lane with moving cars, i try to stay in the middle of that. >> reporter: we witnessed it.

cars and bikes passing each other, with just a foot or two to spare. a new law is intended to prevent accidents like we've seen, by requiring cars to keep a minimum distance of 3 feet when passing cyclists. the new bike law may be the most significant traffic law of this coming year but there are others. drivers who are green or white carpool lane stickers can use them longer. they're now extended to 2019. metal license plates, and registration stickers may be a thing of the past. something new and cheaper, such as plastic plates. if you have traffic tickets, another law prevents you from transferring your car to a relative, until the traffic tickets are paid. leaving the new bike law as the only one that impacts all drivers cyclists like it, but wonder, who is really going to

measure? >> i think it's a tough law to enact. how do you make sure that each car is three feet away? >> reporter: a headline grabbing law, would have allowed undocumented immigrants to allow a special driver's license. that likely will not happen until january 1, 2015. ken pritchett, ktvu, channel 2 news. more details, one of the new laws on the books, is a ban on teens texting behind the wheel. anyone under 18 years old is prohibited from using an electronic device behind the wheel, even if the phone is equipped with a hand's free device. in an effort to make the internet a kinder, gentler place, a growing number of companies are attempting to rein in those rude places or comments online.

google, which owns youtube, says it is aimed at raising the level of discourse. in addition, the huffington post requires people to verify their identity by connecting their accounts to an email address. a controversial nativity scene outside a southern california church features a representation of a wounded, and bloodied trayvon martin. the display is intended to be thought provoking. george zimmerman was acquitted of murder charges in the shooting of martin. some are calling the display sack religious. in the past, they have depicted mary and joseph as a homeless couple. shot in june by a mother, showing her 12-year-old son and friend, with what some say is a shark, there in the wave right behind them. others say it looks like a

dolphin. the mother said the picture shocked her and is glad the animal didn't get any closer to the children. one of the bay area's largest wildlife centers is asking for help, saying a drop in donations may help it to cut back. it also treats and rehabilitates injured wild animals, including a hawk, brought to the center by samantha and her son. >> the hawk stayed here for a week and they brought it back to our backyard. that was the most unique experience our daughter had. >> they've seen a 20% drop in donations, and are asking anyone who can help, so they can keep all their programs up and running. an american classic, considered propaganda? >> you think the whole world

60s. no major temperature changes over the next few days. napa, fairfield, upper 20s. san francisco, 45. san jose, to start out monday morning in the upper 30s. the overall weather pattern is this. the main stormtrack, there is one, it's just heading up to the north of the bay area. high pressure has been in command of our weather. one day of measurable rainfall this month, that was december 6. this begins to weaken just a little for tomorrow. we will have a few high clouds, especially for monday night and into tuesday as temperatures do come down a few degrees, but the dry weather pattern will telephone. as far as our forecast model, we'll show you some of the high clouds approaching by monday night. for tuesday, possibly patchy fog and that pattern will continue into wednesday as well. forecast high for tomorrow, most areas, about the same as today. could be a little cooler. santa rosa, 65.

the 49ers play in green bay sunday, that's sunday at 1:40 p.m. a game you can only see right here on ktvu channel 2 fox. remember that. only on channel 2. broncos quarterback, peyton manning only played the 1st half in oakland, but it was enough to set new records and assure denver of the number 1 record in the afc. a lot of decisions to make this off-season. payton planning, added to his new record of touchdown passes in a single season. adds his 53rd. 14-0, 1st quarter. manning was just warming up. then, there's demareious thomas. brandon ross, phillip adams, you're catching, no you're not. touchdown, 63 yards. 24-0. manning needed 26 of yards to set a single season record for passing yards. he gets exactly 266 after this pass. the raiders gave up a franchise record for points in a season.
