a dredging rain in the bay area and fresh snow up in the sierra and more of both is on the way. it's not a drought buster but it sure does help. good evening everyone i'm frank somerville. >> and i'm julie haener. we're on storm watch with heavy rainfalling in parts of the bay area. while we've been seeing heavy showers all over the day. the forecast indicate it is heaviest rain is still to come. taking a look at storm tracker 2. you can see the rain moving through and more rain is expected all day saturday and into sunday. we have a team of reporters out in the elements tonight. they're tracking the impact of

the wet weather on our day-to- day lives and on the drought. we start with ktvu's chief meteorologist bill martin and a look at where things stand right now, bill. >> reporter: heavy rain moves through the bay area just in time for the afternoon commute. take a look at the movement, we'll go into the current radar imagine. you can see the showers now widely scattered but they're there. check out the rain accumulations for the last few hours. i've seen over two inches of rain. up there in the mount watershed nearly 3-inches of rain has fallen. here's what's going on. that's system number one and this is system number two and kind of number three. this whole plume of moisture moving boo -- into the bay area this weekend. this rainfall is going to triple, even quadruple the water we have. and the rain created a big problem for the afternoon

commute. people driving home were caught in back ups. >> reporter: now the highway patrol tells us the friday evening commute is always busy but today's rainfall just adds more headaches for drivers. a common mistake driving in the rain. windshield wipers are on but the head lights are off. it's the law and it got this driver pulled over and cited. >> i honestly thought the lights were on. i usually leave them on auto so they turn on by themselves. >> reporter: the evening commute was a crawl throughout the area. >> it was pretty bad. >> absolutely terrible. it took me about an hour to go from frederik andersen -- from

ktvu channel 2 news. now to ktvu's ken pritchett live in the sierra tonight with how the snow is making for a slow trek to the summit, ken. >> reporter: well, we were up here in blue canyon at this same time last night. i used this to measure the snow. the snow depth here at blue canyon last night was at 2 inches. through this here you can see the snow is almost a foot deep according to this. some of this is drift. so maybe six to 8-inches is closer to the mark. the other difference from yesterday is the traffic. when our truck left oakland and the time it took for our truck to get here to blue canyon, six hours had passed. we could have gone to l. a. so if you are heading up here to the snow tonight, be prepared for a long drive. at times it was moving slowly, other times i 80 eastbound was

a parking lot. we chatted with francis valdez stopped cold on her very long trip to reno. >> we've been driving all together for about three hours now coming from sacramento. >> reporter: that's three hours for a trip that should have taken about 45 minutes. traffic often backs up before chain controls but this was unusual. a back up of slow moving traffic about 3 miles long. one chain installer joked that there's been so few chain controls he forgot to put them on. this storm clearly caught some people off guard. francis said she didn't see it coming. >> we made reservations three weeks ago before the rain and everything. i think everybody prayed for the rain and here it is. we're like, we didn't expect all this. >> reporter: with a big storm like this the real news is about how it will impact the drought and how much we're adding to the snow pack. now when state officials did their snow pack survey at the first of the month, statewide the snow pack was averaging

about 12% for that day. now after yesterday's snow and today i checked the automatic sensors and the snow pack for the state stands right now at 16% of normal for this day. so it's going up but obviously we have a long way to go. at blue canyon, ken pritchett, ktvu channel 2 news. and contra costa county a propane tanker went off of 282 in concord, overturn and hit a tree. it happened at 6:30 this evening. the driver was not hurt. since the tanker was empty there was no hazardous material spilled. one firefighter was injured as he was trying to up right the truck. it appears he broke his ribs. he was taken to the hospital. our storm watch coverage continues now with debora

droughts in history. having this bring us some green again it'll be great. >> everything will be green and great it's wonderful. >> reporter: not so fast. >> we're getting rain but it's not doing anything yet. >> reporter: water districts are watching tributaries like this one. stockard like serving nevado is only 3% full. >> we would need to have a lot of these storms back to back to back. this one storm is a great start but we recognize we need a lot more. >> reporter: but tonight it's enough to just revel in the rain. and measure it not only in inches but wiper blades. this auto parts store sold more than 40 wipers today alone. >> we need them for sure.

it's ridiculous outside. >> reporter: because who thinks about wipers when the sun is shining. >> i see a little bit and i don't see too far away. >> reporter: the drought picture will become more clear too once w tally these storms and the others that are hopefully will follow. so far tonight. we've been checking around there are no serious problems connected with the weather. but public works crews across the north bay will be on stand by through the weekend. reporting live in san rafael, debora villalon, ktvu channel 2 news. ironically the drought could contribute to flooding and emergency manager in sonoma county says that the drought led to a build up of debris that could potentially block the water and cause flooding when it really starts raining tomorrow. in napa, fears of fast running water has shut down the

boat ramp. two parks located along the napa river are also closed. the preserve and crossing park. the closures are being done for safety reasons because of high water predicted over the next few days. a city system known to overflow every now and then after storms got a tune up today. crews were down below raking down rags, wipes and other debrises caught flying through the system. it's one of many steps to get ready for the abundance of storm run off that could overwell over -- over --

taking another look now at our storm tracker 2 radar. we're seeing widespread rain moving across the bay area. our chief meteorologist bill martin is tracking the cells and the heavier rain that's coming tomorrow and he'll have tomorrow's forecast for us in just a few minutes at 10:20. new at 10:00, police in san jose are searching for a man that posed as a police officer and assaulted a woman. the man told the victim he was an officer and threatened to arrest her if she didn't do what he said. he then took her to a park parking lot and sexually

assaulted her. police say this is a surveillance photo of the man's car. it's a white mid-1990s dodge durango. anyone with information should call san jose police. in oakland police are investigating the death of a woman in her 70s. they say she may have been a victim of a home invasion. officers were called to a home on 34th avenue near foothill boulevard in the fruitvale around 2:15 this afternoon. paul chambers is live at opd headquarters and tell us police found evidence that someone had forced their way into the home. paul. >> reporter: frank, police say they got a call asking someone to go by the woman's house and check on her welfare. for several hours tonight, oakland police investigated the city's 11th homicide of the year. investigators say around 2:15 this afternoon, officers were dispatched to the department building in the 1800 block of 34th avenue in the fruitvale. >> when officers arrived on the scene, they did a search of the exterior of the residence and they found what appeared to be

a forced entry. >> reporter: once officers went inside they found two people who were related. a man in his 40s and a female in her 70s who was un un unresponsive. >> it's unknown the cause of death for the female. >> reporter: the male victim also had no visible signs of injury. and is cooperating. >> they put a gun to my face, yeah. >> reporter: this man who asked us not to show his identify say he and his family were also victims of a forced entry. >> they took valuables, they took money. you know, and thank god they didn't hurt us. >> reporter: although she admits he was squared he understands it's a social economic issue. he says there's not much police can do to prevent these type of crimes. >> you can patrol oakland with tanks and give every cop an

m16. if people are unemployed and hungry the crime is not going down. >> reporter: police has not released any information about the suspect or suspects in this case. they're asking anyone who lives in that area to give them a call if they know anything in this case. paul chambers, ktvu news. the jobs report is showing a drop. 113,000 new jobs were added last month. economists had expected about 180,000. the month before december there were even fewer new hires, 75,000. still the national jobless rate fell to 6.6% as people found work. here in california the state employment development department is taking action to clear up a backlog that we've been telling you about since last year. top managers say they are going on a hiring spree. officials announced plans today to hire 435 people for new or replacement positions and

rehire 50 former workers who have also need to be trained. four senators are raising concerns about a power station. someone fired 150 shots at the pg & e substation destroys 17 transformers. they also cut at&t fiberoptic lines. now senator dianne feinstein and other senators are asking regulators if new and mandatory security standards are needed. one former energy official is calling the incident an act of -- when one of the slabs fell on him. one worker died at the scene.

the other died at the hospital. two investigates tonight the case of kiley. ktvu's eric rasmussen tells us about a restraining order filed against ryan warner by an ex- girlfriend who was pregnant with his child. two investigates found the statements in a two page handwritten note to the court in 2008. the victim carrying warner's child got a restraining order against him in solano county. warner said i hope you and it die in the process. no one answered the door at warner's former address in susoon city.

he is now in the napa jail accused of killing his current girlfriend's 3-year-old daughter. kayle's grandmother called police concerned that her daughter was using drugs. we're not identifying that former girlfriend in this 2008 restraining order but we have tried to reach out to her. warning will be back in court later this month. eric rasmussen, ktvu news. tv personality nancy grace is under fire tonight because of a twitter hash tag about the 3-year-old napa girl. on her twitter page yesterday, grace used the hash tag freezer tot to describe the toddler.

people on the campus of uc berkeley are in mourning tonight after a student athlete collapsed and died today exactly what caused junior ted obu to collapse is still unknown. he had been training with teammates. abu's impact went beyond the field. >> reporter: here on campus students are saying abu was a leader. abu's death has dealt a painful blow to the cal community. >> people who knew him really liked him. everybody is pretty somber about it. >> reporter: classmates, professors and coaches say that the junior was a light on the

field and off. his teammates were in shock this morning after he collapsed after a supervised training run. >> the cal family is heartbroken. they and we are devastated. we've lost an incredible young man. >> i'm deeply saddened to be in front of you all today. >> reporter: at an emotional news conference, sandy barber joined the coach and medical staff. >> during the work out, we noticed that he was having trouble. >> agu was rushed to alta base medical center where he was pronounced dead. the lineman had impressed head coach that he awarded him a scholarship last year. >> he was exactly, exactly what you want from a young man. >> reporter: people say ted agu had a smile that lit up a room.

one professor who just met with him last night says the public health major finally called premed ted had a vision of helping others some day as a doctor. >> he's very dear to me and the faculty. so i was very shocked when i heard the news. he was really a bright light. and he really stood out in front of the crowd because of that bright light and that energy. and the smile. >> ted agu was also a member of the omega si fi fraternity. there's been an outpouring on media sites just about how much agu was loved. a young man that in his 21 years touched many people's lives. tonight very deeply missed. jana katsuyama, ktvu news. more details now, the cal women's basketball team wore black bands with agu's name on their jerseys for tonight's game at the university of washington. results from the coroner about the cause of death could take

six to eight weeks. the university is working with the family to discuss plans for a memorial service. in a letter to the new york times, woody allen is denying allegations that he molested his 7-year-old daughter 21 years ago. allen wrote an opinion piece on the paper and said this will be his final word on the subject. he said the molestation claims were orchestrated by dillan farrow's mother during a break up. allen said that mia farrow coached dillan on what to say and said that investigators came to the same conclusion. he added, i haddened molested dylan and any rational person would see the prior. anderson who directed hoffman in three films gave the eulogy. hoffman was found dead sunday

the drought. this week the republican controlled house passed a bill that would send more water from the delta to farms in the san joaquin valley. opponents say it ignores state and environmental protection. the bill is unlikely to win approval in the senate. the president is also opposed, he's due in fresno on february 15. a man tried to climb over a perimeter fence. president obama wasn't there at the time. he had left for michigan a day earlier. he had two bags with him but the washington postreports that nothing suspicious was found. authorities today announced no criminal charges will be filed in the beating of a man outside his pleasanton home. police say 51-year-old david lamont was attacked back in november after confronting a group of young people making home outside of his home. lamomt is still recovering. several persons of interest were identified in the case but we're told the alameda county d.a. has declined to file charges due to a lack of evidence.

now to our continuing coverage on the death of a 17- year-old oakland mother who was shot to death. and police say it was her 14- year-old brother who did it. justice toliver was layed to rest today and it was a huge turn out for her memorial. john sasaki tells us there were so many people police had to be called in to help with crowd control. >> reporter: it was a dreary wet day in oakland as nearly 1,000 people said goodbye to 17- year-old justice toliver. >> i've been knowing her since she was 11 years old. it's hard. >> reporter: the funeral came two weeks after justice was shot and killed at her own home by allegedly her 14-year-old brother. >> accidents do happen. >> reporter: we were not allowed inside the service. oakland police were called in to clear out thousands of people because the church was

confirmed deaths with 14. ktvu's rob roth asks health officials why the flu has claimed so many lives this season. >> this is ideal for most people. >> reporter: at this medical clinic at san francisco, doctors say they definitely see more influenza cases this year than last. the california department of public health says 202 people have died the so far this year from the flu. the vast majority from the h1n1 virus. that doesn't include 41 cases still under investigation but still almost double the flu cases reported last year. >> that's a lot compared to especially compared to last year. >> reporter: tomas arragon believes fewer people died last year because the prodominant flu was h2n2 virus which more

river side county. 83% of the patients in 2013 were children and officials tell us the illness is a cyclical disease. miami surveillance released this video of bieber being booked into jail. and the faa now says it's looking into a separate incident involving bieber at a new jersey airport last week. the singer and his father are accused of harassing a flight attendant on a chartered plane and ignoring the pilots repeated warning to stop smoking marijuana on the flight. bieber was held for several hours at the airport before he was released. wall street staged rally today and ended the week in positive territory. the dow was up 165 points. today the nasdaq added 68.

this is the first time in four weeks that the markets have ended in positive territory. and google is now the second most valuable company in the world. that ranking is based on market capitalization at the close of business today google stock was worth $395 $395 million. apple is still at number one at $463 billion. it's going to be a wet weekend around here. you knew that it was a wet day. this system starting out over the hawaii island. that moisture streaming a couple of thousand miles into the jet stream and into the area. it's going to slight up -- light up again tomorrow morning. this is saturday into sunday. here comes saturday's moisture and sunday is trailing off.
