including in one in richmond, where an suv rolled over. >> as san rafael employees athis gym on 4th street spent the date cleaning up after water flooded the business, overrunning the drainage system and sending water into the building. >> ktvu's patti lee and debora villone are out in the elements for us. >> we begin where meteorologist mark tamayo has new information on the flash flood warnings. >> the rain fall rates continue to be on the increase and as a result the weather service issuing that flash flood watch that begins at midnight. as far as rainfall totals those numbers really going up for parts of the bay area. look at santa rosa, napa and even san francisco .98", san josi on .02" and mount rain .04". so the activity in the valley locations here not really pick up too much.

what is very impressive, the rainfall total over the past two days, mount tam, 12" of rainfall and santa rosa the same deal. petaluma 2.8". a heads he up for the public that flash flooding is possible and that could be converted to a warning. right now on live stormtracker 2, the rainfall rates increasing in coverage and intensity. in the north bay, sant rose and healdsburg, rainfall rates really picking up towards windsor, .37" an hour. shifting to the south and more activity for san francisco and oakland. out towards berkeley and richmond, some more rain picking up in intensity. down towards parts of the east

where the strong winston cups where r-causing some problems. >> reporter: well that is right, the fallout from the long-awaited rain is driven by strong would is and that is whether we're talking about the power outages caused by trees being blown into power lines or by cars losing on the roadways. on a ride along early this morning, chp officer mike randal zibbed what could only be called chaos on bay area freeways. >> right over here, from 980 on the 880 northbound all the way up to south of 7th street we have had five instances of solo spinouts. >> reporter: for officer randal wet roads are one part of the dangerous equation. >> even the wind can cause you to lose control of your vehicle. just a combination of the right time, over standing water, wind speed and the speed of your vehicle. >> reporter: today chp golden gate responded to more than 250 accidents

during daytime accidents, 80 in alameda county, 60 in san josi, 30 had marin and so many in contra costa it stopped counting when it hit 80. downed trees were wreaking havoc, 158,000 pge customers without power tonight. mike randal is telling drivers to stay below the speed limit during the stormy stint and be ready to see standing water in unexpected places. >> the fast lane has been building up most of the standing water, mostly because of the debris caused by the high winds. >> reporter: randal sees debris that has built up over the recent dry months now blocking drains in the roads, especially in areas of recent construction. >> this highway has been under construction and no fault to anyone, it's just in transition. >> reporter: now we have been talking to pge crews who have come in and out

[ applause ]. >> attorney general holder called the strug struggle for gay marriage "the defining civil rights challenge of our time." the new policy applies regardless of where where the couple's home state recognizes their marriage.

will go into effect starting at midnight. it's been raining throughout the bay area since yesterday, but today's heaviest rain was concentrated in the north bay. >> this storm is not over yet our team coverage continues with debora villone live in sonoma county. >> an update on the current weather conditions with meteorologist mark tamayo. >> the rainfall rate and coverage increasing over the past hour or so. in fact, that cloud mass just offshore basically being directed onto the bay area. a lot of moisture to work with and we already know the forecast more moderate to heavy rain. a closer inspection of live stormtracker two. the yellow and reds link up to heavier downpours. around santa rosa and the windsor area and pioneer road. montgomery drive some heavier downpours. moving the mapping maps out to the central

tomorrow, the forecast as you can see, there is that system just offshore. rainfall spreads south for tomorrow. heaviest will be up in the north bay. that is where they have the flash flood watch and more sierra snow expected. as far as the sierra sugar bowl, looking out towards basically mid to late- afternoon, all of the snowfall accumulating except the rainfall rates have been -- the snow levels have been going up a bit, up above 6500-7,000'. here is that moisture stream developing over north california extending out towards hawai'i. as you can see, this activity begins to move out to the south tomorrow. for tonight in the more rainfall gradually moving over san josi tomorrow. at 5:00, 6:00, 7:00, san francisco, oakland towards santa rosa, napa and fairfield, moderate to heavy rainfall and
