((patrick walker)) nevada treasurer dan >> welcome back to "politics now." as we have been reporting the past couple of weeks. nevada treasurer dan swartz is working on new rules. a cooling off period between loans and a statewide database. it is an issue that they have been

sebelius spoke about that potential bill before he took off for vacation. >> you reviewed the bill draft requests that the treasurer is going to be introducing at the next legislature, what do you think of them? >> i think they are good. i think there's some good provisions that they have been put in there. there's some provisions that it essentially will break the debt treadmill cycle for payday loans. the loans a over and over. our clients aren't able to get off this debt treadmill. what has been written into it is a cooling off period which basically stops that treadmill and it puts the client into repayment plan that they can afford and allows them to get off that debt cycle. >> that cooling off period is, you payoff one loan before you can get another loan. >> absolutely. because what happens now is they payoff the

so what the payday lenders are saying, but this is a new loan. because there already are restrictions on time frames written into the statutes now. with the cooling off period, it says, okay, you have to have a time period in between loans, that way they can't just simply payoff the original with a second loan. >> right now, as we speak, there are people with multiple loans. >> absolutely, yes. >> in fact, i've heard from the treasurer's office that the average is eight to ten loans per person. is that anywhere accurate? >> that seems accurate to me. i don't have the numbers in front of me. i haven't looked at the statistics. that would fit in line with what i've seen. the second part of the treasurer's bill would be to establish a statewide database of people who have these loans. the purpose is to enforce the cooling off period that you've just mentioned, just to make sure

payday loan like a person who, for example, is shopping for prescription drugs would go to cvs and then walgreens. you've got a database for the pharmaceuticals, this would essentially be a database for payday loans and would help the first part of that bill be effective. >> absolutely. >> and that was one of the provisions that we wanted to coincide with that. you're absolutely right. without it, there's no way to track it, there's no way to know, as of right no that are written into the statute, where it is limited to 25% of their monthly gross income. they can go to one payday lender and get one that's 25% of the can in and walk down the street and go to another one and get the same thing. essentially putting themselves into debt that they can never get out of.

you're talking about. when he talked about building the wall, he talked about using the best technology, areal surveillance and finding tunnels. these are the exact same steps that israel has been taking with gaza for years now. and in 2014 when the war started out. they were successful in preventing them from coming in and the women to take them back and use them as hostages. not only can it be done, but it has been done. >> you would say it is a feasible policy, donald trump's immigration policy is feasible. >> right. because he's also said there will be area, logically that you cannot literally put a physical wall. you literally physically cannot
