officers a year after they shot and killed a 12 - year - old playing with a toy gun. as reporter demarco morgan shows us... prosecutors say evidence did *not* show criminal conduct by the police officers who shot at tamir rice. 3 (sot timothy j. mcginty 14:06:22)simply put, given this perfect storm of human error, mistakes and miscommunications by all involved that day the evidence did not indicate criminal conduct by police. (track over video we've been using) cuyahoga (kye-ya-ho-ga) county prosecutor tim mcginty said this enhanced video shows 12 year old tamir rice was pulling a pellet gun out of his wasteband just before he was shot. 14:07:11 either intended to hand it over, or show them that it wasn't a real gun. but there was no way for the officers to know them - they saw the events unfold in front of them from a very different perspective.

radio dispactcher was also to blame for not telling the officers that the gun may have been fake and that the suspect may have been underage. that information came in on a 911 call. as soon the snow started to fall... crews say patience is important when driving in winter weather... especially if you come across a plow. 3 "the biggest thing is just take their time and give us some room, know that we're going alot slower than the traveling public and just keep an eye for our lights and give us some space." space."give us some space."as many as 500 d - o - t operated plows and salt trucks were on the roads as of yesterday. for the latest road conditions... check the 5 - 1 - 1 website for each siouxland state before you start your trip. 3 and that storm system stretching from texas to michigan is making travel difficult all across the country.one of the hardest hit areas is chicago's o'hare airport... one of the nation's busiest. almost 500 flights were cancelled out of that airport alone... with hundreds more delayed. those include both flights to and from sioux city's sioux gateway airport. chicago's midway airport had cancelled about 60 flights by mid -

their national flag atop ramadi's government center, breaking the death grip isis held over the city just 70 miles west of baghdad. iraqi officials declared ramadi "liberated" but u.s. officials cautioned isis still holds neighborhoods in the north and east which will have to be cleared by house to house fighting against snipers and booby traps. the fighting has reduced parts of the city to rubble and a return to normal life anytime soon is difficult to imagine.still, taking back the city center marked a major milestone for an army which last may had abandoned ramadi in the face of an assault by a much smaller number of isis fighters. it also validated the american strategy of training and equipping iraqi ground troops and backing them up with strikes from the air -- a total of 630 in and around ramadi. pentagon officials said the operation was a complex one which required the iraqi army first to encircle the city and then to cross rivers where the bridges had been blown.the

before 7 - 30 saturday night and completely destroyed the home. the home's owners were able to get out... they weren't hurt.the red cross is helping the family out. the nebraska state fire marshall is investigating to find out exactly what caused the fire. 3 3 and one norfolk nebraska man is facing felony child abuse charges for something that happened christmas eve.police say just after 11 - 30 thursday night they were called to a home on a reported child abuse call.the 14 - year - old male victim told officers he'd been assaulted after sending a text to a wrong number earlier that day.officers could see visible marks on the teenager's neck. police then talked to the suspect... 41 - year - old roberto martinez senior... and arrested him. he's charged with strangulation and child abuse. martinez was taken to the norfolk city jail first... then transferred to the madison county jail. 3 the funeral for spencer tigers senior wrestler austin roberts was yesterday at the high
