normally i wouldn't be able to stand here as i would be waist high in water - instead this riverbed is bone dryun humantarian co-ordinator yolanda dasgupta is worried at what's ahead.sot: (yolanda dasgupta,) the rainfall has been delayed to an extent that people haven't been able to plant the crops that they need to survive - we are looking at people not having enough to eat at least until 2017.(lots of nat sound of pots boiling and preparations happening) at school, makara's grandchildren get their one meal of the day -- a bowl of watery porridge and some corn. 3 el nino was supposed to *drench* california... bring some relief from this drought... but it's been more than two weeks now since the state has seen a drop of rain... and temperatures are in the 90s. reporter ben tracy is in a thirsty southern california. 3 (nats) beach scene(narr 1) this is winter on the west coast. with temperatures running 15 to 25 degrees above normal...it looks and feels more like july than february. (sot mos 01;00;33;26) "it is so hot outside. its crazy//we are just kind of embracing it and going with it." (nats) el nino storms(narr 2) californians were expecting *this*...non-stop rainstorms fueled by one of the largest el nino's on record. but after heavy rain last month...southe rn california is on a hot and dry streak...it's been 16 days since a drop of rain fell in los angeles. nasa climatoligist bill patzert famously called (grx in) this massive band of warm water in the pacific ocean a "godzilla" el nino (grx out) predicted to drench drought ravaged california.(sot 17:40) bt: is this godzilla more bark than bite? bp: this el nino is immense//it has had a powerful impact in the last six months in five continents and even this winter all the volatile weather we've had across the united states has the fingerprint of el nino (tighten pauses in bite and cover with wild winter weather: snow, tornadoes, etc) (narr 4) (grx in) turns out the el nino is *so big* it shifted the jet stream further north...allowing storms to batter northern california and the pacific northwest. turn. adriana diaz 3 cbs news mexico city. 3 for all those who can't make it to juarez for the mass... there'll be a simulcast at a stadium on the u - s side of the border. 3 3 a plan to raise the speed limit on iowa's interstates to 75 miles per hour is moving ahead in the state legislature.a house transportation subcomittee approved that bill... advancing it to the full committee. a separate bill being considered would raise speed limits on *rural* highways. it's been 11 years since the last speed limit increase... to 70 miles an hour back in '05. a move to raise the limit to *80* miles per hour last year died in the legislature. 3 empowerment and education were on the agenda for women in siouxland yesterday.iowa women lead change held their second annual siouxland women's leadership conference yesterday morning at the marina inn in south sioux city. this year's

people there... that includes 150 college students. organizers say the goal is to give women of all ages and backgrounds a chance to exchange ideas. 3 "well the reason that its important for women to come to conference like this is because they can leave motivated, educated, and ready to go out and make changes in their world."(sue - grrr - uh) segura says the hope is to grow the event next year... move into an even bigger venue. 3 iowa's lieutenant governor made her way around siouxland yesterday.lieutenant governor kim reynolds was at loess hills elementary and morningside elementary school to see how those schools have implemented governor brandstad's stem initiative. stem... which stands for science... technology... engineering... and math education... gives kids the chance to use computers for a lot of different subjects. ms. reynolds says sioux city is doing a great job with the initiative.

it up here. i'm just so impressed with what i've seen, the level that they're implementing stem initiatives, the different schools that they're putting in place but the after school programs. i mean, my gosh, they're doing 3d printing, they're doing cadding, they're doing coding, they're building robots. i mean all of those are such great skills for our students to learn."lieutenant governor reynolds plans to keep visiting schools to see how well they're using stem. 3 some west middle school students got a sneak preview... a taste - test... of some possible new menu items for school lunches.about 70 students at west middle were taste - testers for the iowa commodity board yesterday morning. they were given samples of foods that could end up on lunch menus across the state next year... like pepperoni pizza... ranch - flavored potato wedges... turkey meatballs... and orange chicken.

food we try really hard to provide them with healthy nutritious meals. but kids are kind of picky, finicky eaters so we have a lot of waste and we are trying to eliminate some of that waste by providing them things with they really like to eat.it helps make people make a choice on what they would like to eat at school and what good and best for them."this is the first time in about 10 years this kind of testing has been done at west middle school. 3 it's a problem for some restaurants in siouxland... health code violations. this morning we bring you a special report on how the siouxland district health department tracks down those violations. our own siouxland news reporter (yet - ska) jetske (wah - ron) wauran shows us how health officials keep full service food operations violation free... and how *some* restaurants could have fewer... or *more*... violations than the ones that are caught on the day of inpsection.

"chipotle subpoenaed over the norovirus. chipotle under pressure once again. bad news for the motto is food with integrity."most recently chipotle mexican grill, due to outbreaks of the norovirus and e.coli that resulted in hundreds of customers getting sick.and here in siouxland, there's a group of health officials: the siouxland district health department which oversees eleven counties in northwest iowa."we're really aiming for this active managerial control."the department is committed to food safety procedures. be it restaurants, farmers' markets. gas stations, hotels and motels, hospitals, cafeterias. you name it, where there's food, there will be inspections.food safety is top priority for the departmentan d most definitely for,sneaky's chicken in sioux city iowa.so what exactly makes a good inspection and how does it affect an eatery? i spoke with environmental services director michelle clausen- rosendahl, to find out."so we follow up on this critical violation sometimes we're able to get them corrected on sight during the inspection. sometimes it might be more of an issue that needs to be corrected long-term." violations that commonly occur include, chefs or cooks not wearing gloves or even washing their hands. violations during food establishment organizations are divided into two main categories, there's the risk factor violation, considered to be the more critical violation and the good retail practices. risk factor violations have more potential to sick, whereas good retail practices aren't necessarily going to be a threat to somebody's health.in

some tickets or weekend passes, head to our web site. two people enter jail in vermilion caused after vandalism m a universititof south dakota fraternity house over the weekend. police say two male students were arrested. both have confessed saying they were intoxicated. according to place, the house was targeted because the two men were kicked out of a party there. police say the case has been referred to the clay county state's attorney for potential charges. the u.s. supreme court is marking the death of justice antonin scalia. as part air court tradition, his seat on the bench has been threaped with black cloth as well as the entry into the supreme court chamber. scalia's body will lie in state friday. his funeral will be saturday morning at the basilica of the national shrine of the immaculate conception.

see you then. good morning, siouxland. if you look at the ground, can you see a little bit of snow has fallen overnight. not really much. just about a trace out there this morning. we are seeing some fog across the southern parts of the viewing aaa. you u n see about three miles of visibility out in norfork this morning. there is a chance that could stick around with us as we head into the morning. here is what we are looking at, the light snow across the area. those are really breaking up and moving out although they could just last just after daybreak. looking at 31 re in sioux city. 25 in sheldon. clouds will hang on through you have a the bit of fog out there, could be freezing as well out in norfork. keep that in mind if you are leaving the house. we are waiting for the wind to shift from the south.

made her way around siouxland yesterday. lieutenant governor kim reynolds was at loess elementary and morningside elementary to see how those schools have implemented the stem initiative. chance to use computers for a lot of different it gives k ks the chance to us computers for a lot of different subjects. ms.reynolds says sioux city is doing a great job with that initiative. >> the siouxland area is rocking it up here. i just am so impressed with what i've seen. the level that they are implementing stem initiatives the different t hools that they are putting in place, with the after-school program. i mean my gosh, they are doing 3-d printing, and building robots. it is such great skills for our students to learn. lieutenant governor reynolds plans to keep visising schools see how well they are using stem. some west middle school student got a sneak preview, a
