good morning. static kill. after months of frustration and uncertainty, bp could be sealing that crippled oil well as early as today. is it the beginning of the end for the disaster in the gulf? a left and a right. >> i don't spend a whole lot of time thinking about what the president's employees say. >> jan brewer has the cajones that our president does not have. >> president obama getting it from both sides with the crucial midterm elections exactly three months away. and relief. lindsay lohan let out of jail overnight after getting time off for good behavior. she served just 13 days of a 90-day sentence.
7:01 am
now the troubled actress is heading to rehab today, monday, august 2nd, 2010. captions paid for by nbc-universal television and good morning. welcome to "today" on a monday morning. i'm matt lauer. >> i'm ann curry in for meredith this morning. good morning, everyone. as you know, right now the only thing that's keeping the oil from flowing into the gulf is that new containment cap that was placed on the busted well pipe last month, but that could be about to change with the so-called static kill method, matt. >> as early as today engineers will try to kill the well permanently by forcing mud and maybe cement into it. some gulf coast residents are fearing it will pave the way for bp to cut and run in that region. straight ahead, we'll hear what the company's top executive in
7:02 am
the region is saying about that possibility. also ahead this morning, we've got a pretty brutal crime to get to, a woman accused of going on a rampage and stabbing her two young nieces while she was babysitting them in an upscale neighborhood just north of new york city. and it has neighbors, including at least one known celebrity, on edge. we'll have a live report on what happened there, coming up. also ahead, the high points from chelsea clinton's we did eeferg the weekend. the vows, the guests, her stunning dress, her father's big weight loss. we've got it all covered. we'll be talking about that. >> what a handsome picture. let's begin on this 105th day of the disaster in the gulf with engineers planning to begin that so-called static kill that will hopefully plug the oil leak for good. we've got nbc's chief environmental affairs correspondent anne thompson in venice, louisiana, where she has been covering the story since it began. anne, good morning. >> reporter: good morning, ann. the final piece of piping has been laid and all the attention for at least the next two days will turn to the static kill.
7:03 am
we flew out to the leak site with the coast guard's man in charge of the cleanup that could go on for years. from several hundred feet up, the gulf is now mostly blue, even near the leak site. >> is there oil out here still? you bet. but in thick, heavy concentrations? no. is there work to be done? you bit there's still a lot of work to be done. >> reporter: finding and cleaning up what's done is the job of the coast guard on-scene coordinator. from the bow of the coast guard cutter "decisive," he points out the rig that could help plug the troubled well. >> that's a q-4000. and so, they will deliver the lethal injection, if you will, the static kill. and it's heavy mud that will be pumped down into the deepwater horizon well casing. >> reporter: but that's not the end of the story. can you relax if static kill is successful? >> no. i can't relax until we have a permanent kill. this puts us in a much better place, but we are not out of the woods yet.
7:04 am
>> reporter: there is still oil on the coast and in the marshes. bp's doug suttles toured some of the tainted wetlands of plaquemines parish and tried to quell fears that the oil company will cut and run once the well is killed. >> i know people worry about that. and i'm not surprised they worry about it because at the end of the day, they're just going to watch and see, but i've asked them to judge us on what we've done. >> reporter: so far, the long-term recovery plan bp's proposed is unacceptable to plaquemines' fiery parish president. >> we need to sit at the table. we need to agree on the plans. we may agree on parts of the plan but they have to have teeth and we have to live up to our word. >> reporter: living up to their word means bp restores the gulf, a national treasure that provides dinner for -- or excuse me, provides seafood for america's dinner table and also provides a way of life for a region. ann? >> all right, anne thompson this

morning. anne, thank you so much. it is now 7:04. now here's matt. >> all right, ann, thank you. now to politics and the countdown to the midterm elections just 92 days away. historically, they've been very tough for the party in power. will that be the case this november? nbc's savannah guthrie is at the white house. savannah, good morning. >> reporter: good morning to you, matt. well, democrats, as you know, are bracing for some major losses in congress and the white house is about to step up the campaign in a very big way. just today, the president will do a fund-raiser in atlanta, he'll be in chicago later this week. the question for some democrats, though, is will the president help or hurt? on sunday, the president took in a basketball game with daughter sasha, a moment of rest at the beginning of a month that will be packed with campaigning, stops in at least seven states from coast to coast. embattled democrats in congress are increasingly anxious they are about to suffer major losses in the midterm election. but on sunday, house speaker

nancy pelosi dismissed concerns democrats could lose control of the house, a possibility the president's own spokesman had raised three weeks ago on "meet the press." >> i don't spend a whole lot of time thinking about what the president's employees say. so, we feel very confident about where we are, whether that's well known to that gentleman or not. >> we are back on our feet. we are on the move. >> reporter: president obama has adopted a sharper political tone in recent days, looking to ratchet up pressure on republicans, but for vulnerable democrats, a key question looms -- is the president an asset or a liability in the campaign? white house aides acknowledge in some republican-leaning districts, it's better if the president keeps his distance. >> there are parts of the country where the president will be as an asset, can be an asset and has been an asset either raising money or turning out voters in november. there are places where he's simply unpopular and you will keep him far away. >> reporter: making matters worse for democrats, an economic recovery losing momentum and not

one, but two ethics trials slated for this fall. california congresswoman maxine waters is fighting charges she improperly intervened with federal regulators to help a bank in which her husband owns stock. and new york's charlie rangel faces 13 counts of wrongdoing including accusations of trading legislative favors for political donations and failing to pay property taxes and report income. both rangel and waters deny any wrongdoing, but president obama in an interview with cbs hinted it's time for rangel to resign. >> these allegations are very troubling. and you know, he's somebody who's at the end of his career, 80 years old. i'm sure that what he wants is to be able to end his career with dignity, and my hope is that that happens. >> reporter: well, back to the campaign, the white house says it is devoting unprecedented
7:08 am
resources in terms of time, organization and plain old money, and they may this fall deploy one of their more popular members, first lady michelle obama, on the campaign trail, matt. >> all right, savannah guthrie at the white house. savannah, thanks very much. joe scarborough is a former republican congressman from florida and, of course, host of "morning joe" on msnbc. hi, joe. good to see you. >> and good to see you, matt. >> let's start with these comments by the president or from the president on charlie rangel, okay? he says he's somebody at the end of his career, 80 years old. i'm sure what he wants to be able to do is to end his career with dignity and my hope is that that happens. now, i guess at the white house, what you could say is that what the president means here is that if there's an ethics trial, he hopes that charlie rangel is cleared of all charges, but it sounds to me what is happening is he's opening the door and is hoping charlie rangel walks through it. >> exactly, and the democrats have been opening that door for the past few weeks and charlie is not walking through that door.
7:09 am
he's not going to go quietly into that dark night. but this underlines the problem that the president of the united states has. he ran as a reformer. he ran as an outsider. now, as james carville says, washington always wins. when you're president of the united states, you are the de facto party boss. you are the leader of your party. and so, the president, of course, has to look like that outside reformer. at the same time, though, he's got to worry about democrats in the house of representatives that he doesn't want to anger if he looks like he's too aggressively pushing charlie rangel overboard. >> does this story resonate across the country, joe? i'm here in new york, and obviously, it's a huge story here. does it resonate with voters across the country? >> charlie rangel's story resonates because it's easy for republicans challenging democrats to say, you know, the guy that they're letting run the tax committee has all these ethics charges because he doesn't pay his own taxes. that does resonate. i found in 1994 it was a lot easier to talk about dan

rostenkowski's problem and jim rice's problem than to explain long-term deficits or structural debt. you saw the same thing in 2006. bush and the republicans had so many things going against them -- the economy, a huge deficit, katrina, iraq. and yet, it was the mark foley scandal, when that broke, that republicans looked at each other and said, that's it, we're going to lose control of congress. i'm sure democrats are very concerned out on the campaign trail right now about the same thing happening in 2010. >> real, real quickly, two quick subjects for you here, joe. boy, nancy pelosi is not only robert gibbs' comments yet, is she? >> no, she's not. >> she calls him the president's employee. eesh! >> yeah. i don't know if you saw "the new york times" story yesterday, but house democrats are striking out against the white house. they're being asked whether the white house is doing enough. they're getting curse no-comments. right now there is a division between the white house and the house of representatives. that's just a political reality. their political interests are diverging right now, and that's not a good thing for house

democratic members. >> and finally, i'll take you back to november 2008, the night of the election. lincoln park, when the new first family walked on to that stage, did you ever imagine that some 20 months later we would ask the question, is barack obama a pro or a con when it comes to campaigning for democratic candidates? >> matt, it is stunning. that night was a remarkable night for most americans. he had a 71% approval rating when he was sworn in. no, i read "the new york times" article yesterday asking the question whether he would actually hurt candidates across america, and i just thought politics is such a fickle thing it happened from bill clinton from '92 to '94 and it's happened to barack obama from 2008 to 2010. harold mcmillen, british prime minister, said in politics, a week is a lifetime. i think we found out that two years is an eternity. >> on the other side of the coin, flipping fortunes, sarah palin on the losing end back in
7:12 am
2008. now she's seen in some ways as the de facto leader of the tea party movement. could she be the big winner in november of this year? >> i think she could be the big winner. if you look what's happened in south carolina, in iowa, in california, her candidates are winning in a lot of states and she's selling an awful lot of books. sarah palin this weekend looked like she was having a great time doing what she's doing. goes back to another quote, paul simon, the senator from illinois, said "in politics, sometimes when you win, you lose, and sometimes when you lose, you win." right now, sarah palin, at least for her own political interests, is looking like a big winner. >> all right. joe scarborough. we're simulcasting msnbc and nbc. thanks for lending me your viewers, joe. >> thank you so much! the extra 10 million's really going to put you over the top. this show could really be something one day. i root for you guys. >> good seeing you, joe. say hi to mika. take care. >> all right. thank you so much. >> that was fun.

we've got to check the rest of the morning's top stories, however. we have carl quintanilla from cnbc subbing for me this morning. good morning. >> good to see you. good morning, everybody. a huge relief effort is under way this morning in pakistan following flooding that has killed more than 1,100 people. more than 28,000 others have been trapped by floodwaters. the u.s. began delivering aid to the region on sunday. a dramatic rescue in china where flooding has killed more than 50 people. crews were able to save one man who was stuck in the middle of floodwaters for more than 40 hours. two young sisters are hospitalized this morning after they were stabbed over the weekend at a home in a very upscale suburb of new york city. nbc's jeff rossen joins us with that. jeff, good morning to you. >> reporter: hey, carl, good morning to you. this is just an awful story for any parent to hear. those sisters you mentioned just 7 and 9 years old. their parents over the weekend were at a blues concert just down the street from their house, and so the kids' aunt was babysitting them. police say for some reason, that aunt lost control, went on a

this morning on eat smart today, the facts on fiber. a high fiber diet can help you lose weight, reduce the risk of heart disease. the average american consumes less than half the recommended daily amounts. joy bower is going to tell us basically what for. good morning, joy. >> good morning. >> we all know we are supposed to eat fiber. why exactly? >> okay. well, fiber is also known as roughage. it comes packaged in plant-based foods. it travels through our systems undigested. while it is in its travels it has the amazing capability of blocking cholesterol absorption and that's a reason why a high fiber diet enhances overall heart health. also it helps with carbohydrate ab sorps and it bulks up our stools and regulates them. >> people don't realize that eating high fiber can help you
8:44 am
lose weight. >> it can. >> is that because it's basically helping you digest everything or is it because you lose fat? >> no, you will lose fat. that's because foods that are naturally rich in fiber -- vegetables, fruits, true whole grains and legumes are lower in calories. when you eat them you displace fattening foods but also they are more filling. fiber absorbs water so it swells in the belly and keeps you feeling full long after you finish the meal. it's all good. >> people and companies realize that we need more fiber. you see products out that say they have fiber in them. >> right. and the artificial sweeteners, white pastas, yogurt, even jams and jellies are adding fiber. i don't think this is a gimmick. i think companies are acknowledging the fact that fiber is critical and we are not getting enough. the problem is we don't have a lot of research on added fiber.
8:45 am
this is not naturally occurring fiber. it is added during the manufacturing process. we don't know if it reacts in the body is same way that natural fiber does. >> wouldn't that depend on what kind of fiber is added? >> no. it's still added. again, it doesn't come packaged within a food naturally. >> this has flaxseeds in it. that's good. >> that's a healthy product, but some of the products -- juice doesn't normally have fiber. they are adding it in. white pasta, they are adding in fiber. splenda, they are adding fiber in. this is not the place you want to get all of your fiber. >> let's talk about how much we should get and where we should be getting it from. really, this is your little pile here of great options. >> we should get 21 to 25. men should get between 35 and 38. we don't even get half that amount. >> who measures grams? what are we talking about? one of these?
8:46 am
>> any plant-based food has fiber. this shows you the superstars for fiber. for example, all fruit is great but blackberries and raspberries for a cup give you eight grams of fiber. half a cup of beans, 100% whole grain pasta, another winner. low fat popcorn, even microwaved or air popped is fabulous. broccoli is wonderful. any whole grain bran flake cereal. it's easy to get. >> what about nuts and seeds? >> fabulous. just monitor your portions because you don't want to go overboard on calories. those are stellar foods with great fiber. >> you talked about how much -- for example, how much broccoli would you have to eat for a day's required broccoli. >> you don't want to get it all from broccoli. >> i want mine all from popcorn. can i have this entire bowl? >> well, four cups of light
8:47 am
popcorn would run about 120 calories and gives you five grams of fiber. you would get about five grams from a cup of broccoli. >> you don't have to eat that much. >> no. just make smart food choices and the more plant-based food, the better. when you get fiber from whole some sources you are getting all the other nutrient-rich ingredients that come packaged in the food as well. >> can i tell you something? if there is one note that's been sounded on how we stay healthy, the one note is always, it seems to me, to go back to basics, to eat the stuff that comes off the tree, out of the ground, to use less processed foods. that's the consistent message. >> plant-based food. and it's relatively inexpensive, accessible, easy to prepare and delicious. >> it's a reason to get back in the garden and grow things. thank you very much this morning for really great advice. just ahead, we have eight surprising ways you can feel

is a lot of people don't. this idea that -- we also know that with education, we need that to be able to rise and get the jobs we need to take care of the family. >> it's the power of support, of role models. a lot of kids go through school without active involvement from their parents. some parents don't even check report cards. if you have a parent who's involved and has something at stake, it can drive both parties. we don't talk enough about teachers in this country and the role they play. >> this is really why, as a network, we are trying to pay attention to education coming up. i think it might be fair to say that we are really at a -- i wouldn't say a breaking point, but a major moment. we have to create the opportunity for this country to stop being low on the list in terms of achievement in grades. >> schools, budgets are under pressure for the next couple of years and a lot of this will fall on the parents.
