and the wind is east at 3 with patchy low clouds and we will see the weather headlines playing out similar to yesterday. clouds and inland sunshine, but the headline is what's happening towards the weekend. still a chance of showers moving into the bay area. the forecast towards the trivalley, mid 50s through breakfast time and towards lunchtime, upper 70s as you head out to pleasanton and livermore with highs in the 80s. more clouds in the weekend especially saturday evening into sunday. plan on scattered showers north of san jose. now for a check of the commute let's go over to mike. >> we may or may not see a live shot, but first the roadways. we have an incident of a disabled truck on highway 13. the tunnel at the top of the screen on the right as well. slowing and the truck may or may not be in lanes, but it looks like there is something going on. a distraction for folks.

coming off of the lower deck of the bay bridge, reports of an earlier accident. you can see from the speed sensors, the commute directions towards the toll plaza. we get a live look and the volume getting on to the bridge. that's why the accident on the other side is not a major problem. the upper deck, you can't see it from san francisco. that might be an issue as well. we will track it back to you. >> week since the deadly explosion in san bruno, we have a perspective on the structural damage. it cost more than $37 billion. 37 homes were destroyed and 19 others have substantial damage. pg&e watch dogs said they can prove a pattern of unsafe practices by the energy company. an attorney points out the ntsb

recommend they make changes after a deadly gas line explosion in santa rosa in 1992. specifically suggesting automatic shut off valves on pipelines. the valves in an bruno are manually operated. new documents are raising more questions. ironically pg&e asked the public for money to repair a mile long section of the line north of the thursday's rupture in south san francisco. it collected the cash, but delayed the work. >> the likely hoofd failure. why would you delay that work? >> we reassessed the work in' 09 and decided there were priori priorities elsewhere. >> the san bruno gas line not the only focus this morning. there is danger too in the east bay. george kiriyama has that part of the story. >> the main transmission line in

the koran and the opposition to the mosque near ground zero with anti-muslim tension and a zionist conspiracy in america. more and more americans are using illegal drugs. one oust 10 admit they smoke marijuana. they may have something to do with the poll on prop 19, the vote to legalize marijuana for casual use. the survey "usa today" poll shows prop 19 winning 47-43. today in the bay's kristi smith is live with more on that wha that means. >> good morning. this is the largest survey of its kind. it was done in 2009 and it does show a huge spike in illegal drug use. it also makes the correlation between that and an increase in marijuana use, but also an increase in ecstasy and meth use. a 9% increase that the director of the office of national drug

policy believes may be tied to the growing number of states approving medicinal marijuana and attitudes about drug-related arm. marijuana is still illegal and the federal government indicated it would not prosecute seller who is follow state rules. california voters decided whether to legalize the drug and the survey doesn't distinguish between medicinal or casual use. other results show a 40% increase in ecstasy use and a 60% jump in the number of meth users. a pro marijuana legalization advocate weighed in and believes it proves that the government's war on marijuana fail and it's really time for sensible marijuana laws. on a positive note, cocaine use is way down, about 37%. reporting live in oakland, kristi smith today in the east bay. >> thank you much.

breaking news out of concord with an officer-involved shooting. we have a lieutenant on the line with the latest. lieutenant, can you hear me? >> caller: i sure can. >> can you tell us what happened? >> caller: just before 2:30 this morning, concord police officers attempted to make a stop on a subject walking near ash bury drive. they suspected that the suspect was possibly wanted. the suspect took off on foot running down ash bury drive and he got about halfway when officers stopped him. the suspect produced a weapon and officers fired at the suspect, striking him. the suspect was wounded and transported to the muir medical center in walnut creek. his condition is unknown. the officers were not injured as a result. >> this just happened how long ago? >> just before 2:30 this morning. we are early into the investigation and we don't have a lot of details to release at this point. >> does this affect the

vote to make pot legal, a study finds more americans using illegal drugs. kristi smith is live with a finding of a drug survey. good morning, kristi. >> this survey is startling and shows that illegal drug use is the highest it has been in a decade fuelled by a spike in marijuana use and a use of methamphetamine and ecstasy at least according to a government report coming out today, a 9% increase. the director of drug control policy believes this only be tied to the growing number of states approving medicinal marijuana. at the federal level it is illegal. he thinks calling marijuana medicinal sends the wrong message to young people and voters will decide in november whether to legalize the drug and the survey doesn't distinguish between medicinal or casual use. they found ecstasy use is up about 37%.
