we will watch for any other slowing that develops. back to the desk. >> profit for example people's pain. believe it or not, scammers are pretending to be victims and taking free food and aid from the people who really need it. bob redell, it's only been a week and police said they have suspected scammers under arrest. >> police have arrested people for pretending to be victims of the san bruno fire caught trying to apply for new driver's licenses with that id card and the driver's license. they could have been eligible for financial aid that is being handed out to the real victims. some of whom you can see right here returning yesterday to sift through what's left of their homes within the blast site itself. authorities want all home owners to be very careful about being victimized a second time. later this morning, san bruno

police and the d a's office and licensing board will hold a news conference to warn about possible scam when is it comes to having their home repair or rebuilt. the department of insurance made a few recommendations. if you are dealing with a contractor or thinking about having someone rebuild, you want to request their license. then you can check their license status by going online. you want to make sure they are up to date and don't have major violations filed against them. you want to make sure they have insurance coverage like general liability and workman's comp. advice from the commissioner, don't rush into a contract. the general advice is get free estimates first and choose the best of the three. hire local when possible. never pay a bill in entirety up front or before the work is completed. if you want to check the licensing status, go online and

rapist. the claim should be handled by the courts. the claim was not included in the state's $20 million settlement with dugard and her two daughters. the only man arrested in a killing spree will have a preliminary hearing date. police found chemicals used to make explosives in his home and found the bodies of his wife and her friend there. he does not face changes connected to their death. police think the women were killed. they were killed in a shootout on august 31st. >> sarah shourd is still in line for medical exams. she reportedly found a lump had n her breast over the past 13 months in iran. we do not know who paid her half million dollar bail. the newspaper in the uk said a

live from the east bay, expected highs across the bay area. san jose at 80 degrees and warmer than oakland with an expected high of 72. east bay orinda is 78. a suspect in stilettos. the search is on for a robber dressed in drag. the color coordinated bandit at a sacramento shell gas station around 9:00 last night in a pink mini skirt, knit cap and high heels. police say he pulled a gun on a female employee, but the bandit forgot one accessory. he didn't have gloves and police say they have plenty of fingerprints to process. another robber didn't get the concept of wearing a mask. check it out. surveillance from monday looked right into the security camera in fern dale, michigan. he puts on a darth vader mask on his head. he tried to rob a gas station

and police expect to be able to catch up with him soon because they have a very good look at his face. >> this morning, three officers could face felony charms after allegedly leaving a suspect beaten and begging for mercy. dash cams show them chasing him after he refused to pull over for riding a motorcycle on a sidewalk. a rookie officer is seen hitting him repeatedly with a baton. off camera, he is heard begging them to stop. another video shows an officer whistle as he tilts the camera to stop recording the arrest. the chief is called in the fbi to investigate. >> this is not indicative of the police department. no one incident defines our character. >> police say collins had visible bruises on his thigh and blood clotting. one of the officers involved has been fired.

>> reporter: good morning. the survey is of americans 12 and older and shows that attitudes are changing, particularly among young people. less than half believe that marijuana use is harmful and the government reports also blamed increase marijuana use for a spike in overall illegal drug use, including methamphetamine and ecstasy. the national drug policies are believed young people are being exposed to a mixed message that marijuana is medicine. the obama administration is opposed to marijuana legalization and the survey is being released as california voters consider a november ballot issue on legalization. prop 19. advocate said it's more proof that the government's war on marijuana failed and it's time for sensible laws. here's how the drug use shakes out. marijuana use is up along with

republicans are digging in and president obama has a new problem because more and more democrats are saying they don't think it's a good idea to cutoff the so-called rich or wealthy and let their taxes go up. they think everyone's taxes should stay low because of the economic situation in the country. 31 democrats in the house signing a letter to nancy pelosi, the speaker of the house, saying let's keep taxes low for everyone and not distinguish between the rich and the middle class. at this point president obama is still urging congress to pass the tax cuts only for the middle class and below. he spoke with the hispanic caucus. moving on to more things regarding the election, trying to solidify his base. this is an issue that seeps to be dividing the electorate. president obama trying to tell democrats the economy is not where it needs to be yet, but we are getting there. hold on. tracie potts, today in the bay. >> thank you very much.

first, new this morning, today marks one week since names from the gas line exploded and ripped through a san bruno neighborhood, leaving four people dead and 37 homes destroyed. aid groups have been pitching in to bring comfort and relief to residents as they tried to piece back their lives. nbc bay area bob redell has a look at how victims are being help and what needs to be done. bob? >> good morning to you, brent. the response for red cross in terms of what they receive friday donation run from the public has been tremendous. what are you telling people? >> we are saying thank you for the overwhelming response from the communities and our partners, et cetera, that we now longer are accepting funds or donations to this disaster relief. we are always needing donations

of time and money to maintain our relief responses to local disasters which are ongoing. we have that on a daily basis. >> for people want to donate, you are asking them to not to designate it for san bruno, but you can donate your time. there have been two other fires on the peninsula that could have used the attention of volunteer efforts. i got that straight, correct? salvation army in conjunction has been receiving clothes and i noticed at the recreation center, they have more clothes they could need. >> correct. the response of donation of time and money has been overwhelming. the community and the partnering here are just unbelievable. >> are you surprised? >> yes and no. we are always surprised by the amount that comes at you, but it's a very, very good feeling this community can do this.

housing prices that are very, very low. there people who want to sell, but aren't doing it. the minute housing prices stabilize, they then rush to the market with all these houses and we are right back where we started. >> it's interesting to see. thank you very much. as californians get ready to vote to make pot legal, a surprising study finds more and more americans are using illegal drugs. today in the bay's christie smith has the findings of a drug survey and what it means. >> the survey shows that attitudes are changing, especially among young people. less than half believe marijuana use is harmful. this new government report is being released today and it blames increased use for a spike in the use of illegal drugs across the board. methamphetamine abuse is up and so is ecstasy abuse. the national drug policy believes that young people are really getting a mixed message about this with the idea that

marijuana is medicine. on the federal level, it's not legal, but as california voters decide on prop 19 in november that could legalize pot. it doesn't distinguish between medicinal marijuana or recreational use, but on the flip side, apparently tobacco use is down and so is cocaine abuse. reporting live in oakland, today in the bay. >> thank you, christie. because of the wildfires and earthquakes, we have always been reminded to be ready for a disaster. last week's deadly gas line explosion in san bruno is a reminder to be as prepared as you can. you can't always be totally prepared, but you can try. some recommendations about what to put in an emergency kit have changed. the vice president of your safety is with us this morning. thanks for coming by. talk about what to put in an

earthquake. everybody was high on this and got their kids together. we kind of back off a little bit. in the meantime, we rethought that. what things do you suggest? >> the most important thing is a good supply of food and water. the red cross recommends about a half gallon per person. basic mother kit we have five year supply. >> i like the packs like the juice boxes as opposed to having a big plastic jug. these don't spoil as often? >> even in the heat of a car. the food and water will handle 140 degrees and that's an ideal place to keep it because it will be with you. >> if you are in an earthquake, they say it's in my house and i may not be able to access it. in the san bruno case, a lot of people had to run off and there is no way you have time to grab it. >> if you have kit, that's a

good place. ideal to have it at home and have in the car. we get bay area businesses prepared as well. because the chances are because of the road closures that can happen, businesses will be like a bed and breakfast. >> a lot of people have to gather at strip malls or shopping centers. it's a good idea to have them prepared to handle. what other things can you put in? talking not only about the essential first aided a, but documentation and paperwork you might have with you. >> digital cameras and everything, it's a good idea to take 10 or 15 minutes and take pictures of your house and have copies of your do you means and put them on a zip drive and send them to your mother-in-law or lives out of state. it's safe and you know where it is and you have back up information. >> a wildfire can devastate the region and you have it located

no word on what they're doing in the u.s. michael jackson's mother is suing the propoetor of his come back tour for putting her son in harm's way. they claimed they failed to provide proper-saving equipment for her son and said the company was negligent for hiring conrad murray as jackson's physician. a spokesperson said they wouldn't comment on the lawsuit at this time. meanwhile lawyers for dr. murray are asking a federal judge to dismiss a wrongful death lawsuit filed by jackson's father. a federal judge is set to hear that on august 18th. >> time now is 5:56. it looks like a nice day overall. i'm all choked up. >> big changes towards the weekend for the weekend forecast. patchy cloud this is morning and sunshine inland with 70s and 80s and the seven-day forecast will show changes coming your way
