a today in the bay exclusive. we show you how to make sure you are not losing cash on your commute. >> i'm bob redell live in north san jose. home to many homes and businesses and now we are learning who the highest risk pipeline in the state of california. that story is coming up. >> a free ride and how commuters are taking advantage of a multimillion-dollar system today monday, september 20th on today in the bay.

good morning and thanks for joining us. i'm laura garcia cannon. >> i'm brent cannon. it's 5:00 and rob has a look at the forecast. >> we are is seeing patchy fog in spots around the bay area on the coast and right around san francisco. 50s and 60s to get the day started. t-shirt weather for inland valleys. 78 in san jose and upper 60s around san francisco. speak of that, we have thick fog across the golden gate bridge. we will watch for that. things are moving smoothly there. we will show you an issue. the off-ramp at 98 marked right here. reports of a disabled vehicle and a live look from the camera at the coliseum and you will see that there no major disruptions of flow with the overpass and the on ramp off to the left. the headlights are moving past the scene through downtown and towards the plaza where we are talking about the fog affecting the view on the city.

>> thanks a lot. new this morning, solo drivers on 680 will have the option of driving in the carpool lane if they are willing to pay for it. express lane will open for southbound commuters for about 14 miles. today in the bay's christie smith is live with more on how the new lanes will change your commute and interesting things to be hads up about this morning. christie? >> good morning. the first car should be testing it out, controlling through about now. how it works is this is an express or carpool lane. anyone can use it including solo drivers as long as they are willing to pay. carpoolers can use it and solo drivers. this is the first of its kind here in the bay area. the cost is expected to run anywhere from 30 cents to about $6 depending on how long you are in the lane. you use your tran responder to pay for your time in the lane and based on congestion.

there signs up that explain where to enter and exit safely and how much the ride will cost you. a spokesperson just explained it for us. >> a half mile before the entrance point, you will see the price applicable at that time. the price changes depending on the amount of congestion. the price you pay is the price you see when you pass under the price sign a half mile before the entrance. >> the same rules apply for carpoolers as they normally would. if you use it for free, you use it for free here. if you have an hov sticker or motorcycle or something like that. we should mention that if you are one of the drivers, you want to cover your tran responder with the mylar bag so you don't get charged. i also wanted to mention that this is the first one, but the next one of the express lanes to go in will be on 580 between pleasanton and livermore.

coming up in the next tip, what the chp is saying about enforcement. live near pleasanton, christie smith, today in the bay. >> grief counsellors will be on hand for students mourning the death of a classmate in an apparent alcohol-related crash. they were riding in a bmw when it spun into the path of an on coming tractor-trailer. investigators say they found empty containers in and around the car. one student remains in critical condition in the hospital. the driver suffered minor injuries. in several hours we expect details about where dangerous pipelines are located. homeowners want to know if their homes and families are in danger. today in the bay's rob redell has more on the report we expect out later today.

>> this afternoon, pg&e is expected to release the list of the 100 highest risk natural gas pipe lines throughout the state of california. it turns out that four are located here in the south bay. one of them, roughly right under our feet at a location of north first and north san jose. this according to the mercury news. the airplane reports that pg&e contacted the mayor yesterday to let them been this line and one other line. the other one on the northern border with milpitas. the california public utilities commission to release the list after one of the pipe lines exploded a week and a half ago, killing four people and leaving another three missing who are believed to be dead as well. they may call to get the heads up before the list released. milpitas being a city that received such a call. they have two risky pipelines

within the borders as well. both located west of 880. they are supposed to be meeting with pg&e this week. prior to today, pg&e only disclosed the location of three high risk gas pipelines. 1 in south san francisco along the same line that it blew up and another in fremont. a third in a section that runs to livermore. the line that runs near the intersection of north first is supposed to be upgraded in 2012. the other line is under review. reporting live here in san jose, bob redell, today in the bay. >> thanks a lot, bob. >> a judge will decide whether to move a high profile murder case out of the bay area. defense lawyers won't be able to find an impartial jury because of relentless negative news coverage. the former leader of your black muslim bakery is accused of

ordering the journalist's killing. they were working on a story about finance when is he was shot and killed. residents will rally against building a second big county jail. people living in the neighborhood launched a website saying a six-story jail on winslow would scare families away from the theaters, restaurants and retail shops. they are also concerned that doubling the number of inmate beds could mean thousands of inmates would be released on to city streets each year. the sheriff's department said the winow street site is not the only option on the table. they are considering a location adjacent to the police department on chemical way. >> cutting down on gang enforcement to balance the budge set a plan from the police department known for having an elite gang task force. they are the latest could have of a $118 million budget gap. they are made up of 21 officers

and responsible for more than 1,000 gang-related arrests a year. they were asked to take a 10% pay cut to avoid this and police refuse. they are calling on the mayor to restore the elite unit. >> the majority of homicides in san jose are gang-related. we simply will not have the resources to address gangs today like we did yesterday. >> we take what was dedicated to gang unit and gang activity and moved them while they continue to do that with other things. >> the police chief added this is the ninth straight year of budget cuts. >> oakland police hope that video will help them catch a man who robbed jeanne quan. it was about 9:30 saturday night when a man came up and grabbed

her purse. she struggled to hold on to the bag, but the thief got it and jumped into a car and sped away. police later recovered the purse, but her wallet was gone as well as about $50 in cash. >> i'm embarrassed because i did the things they tell people not to do. i tried to hold on to it and tell people never to do that. >> it was the first time in oakland that something like this happened to her, but one of her opponents has also been the victim of crime. he was carjacked as you might remember at gunpoint in oakland three years ago. >> free ride. muni's $30 million fare gates have a costly dwlich. the card opens the gate automatically when passengers exit the metro stations. you only have to wave your hand over the sensors for the doors to open up. that's opening the doors for people to skip out on fares. muni said they don't plan to replace the gates, but they will

a live looking shot at the bay bridge and the temperatures you are going to see shy of the 80 mark. we will check in with rob with full details in a bit. >> the final clean up is under way at the site in the gulf of mexico. teams are leaving the area after successfully stealing the fractured horizon well. the final seal, 74 barrels of cement is holding and that the well will never leak again. for many along the coast, you fight against the well continues and will stretch all the way to capitol hill where south louisiana parish leaders are expected to drive that point home. >> california continues to break its own record for financial

futility. today is the 82nd day the state will operate without a budget. negotiations resume and lawmakers need to close a $19 billion gap. until a new deal is passed, health care workers do not get paid. >> as long as they don't continue to screw around and take a long time and not do their job in a timely manner, they will be out of office. >> i think there is a strategy that calls for delaying the budget until as much as possible to make an issue of the budget delay. >> only two other states beside california still require a 2/3 vote and changes that to a simple majority will be a top priority. the sounds will be different this time around. scott will be joining us now in

the newsroom. >> the sound of electric cars, you will recall the toyota and tesla motors ready to make cars and fremont and continue in auto making tradition that endured nearly five decades. tesla takes over ownership october 1st. the factory is being redesigned to accommodate everything from paint to body frame assembly. before the plant was in the 80s, it was back since 1963. the tesla operation will be much smaller. facebook often accused of violating privacy, but can't give away secrets unless you post them. many users are violating their own privacy. a survey shows 60% of social networkers post their birthday and many post when their children have a birthday and 11% post their mother's maiden name.

all three can attract chiefs. 21% post their address and 18% travel plans. that is practically an invitation for thieves. . the volume of traffic continues to increase. we have eastbound 580. a broadway report of cement and bricks all across the off-ramp. the broadway off-ramp is closed off of eastbound 580. that's opposite the main commute which is westbound through oakland as you are heading up past highway 13 and out of the tunnel towards the maze as well. a smooth drive and no problems all the way down. registering 18 minutes for the portion of the east bay. no issues for the interchange and they are the game tonight. you will have congestion by the coliseum as well.

westbound 580 over the pass, 14 minute drive through livermore and towards the dublin interchange. if you cut through over to 680, that's a concern. the volume is moving smoothly, but the southbound side is where the express lanes will open as well. we will follow that when the new lanes open. with all that was open, talk about using fast track to pay for the toll, i thought we should visit with john goodwin. the two agencies that bring you the system, we will talk about the fast track and i got the take about why pay for the express lane option. >> to ensure a reliable commute. if you have to get to a meeting and what have you, when you absolutely need that reliability, it's there for you.

if you have been pulled over by him, call the police department at the number on your screen. police in brentwood are searching for a man who they say approached a group of teens in a park at a soccer game. it happened on sunset park ones en set road saturday and the weekend and the man said he asked kids inappropriate questions. >> this morning we start to see the impact of a big change to your commute. expe express lanes open along 680. what you need to notice t. time and money. good morning. >> guard morning. say you are driving along and you realize you are late and in a hurry. you can pay to use the express lane. you can pay to jump in with regular carpoolers. the first drivers are about 30 minutes into this this morning. it runs about 14 miles on 680 between pleasant ton and

milpitas. there is new striping on the road to let you know where to enter and exit. the minimum is about 30 cents to $6 based on congestion and how long you are in the lanes and the signs as you are going will tell you the cost. you are charged through your fast track tran responder. the chp pulled over solo drivers using the carpool lanes at least if they don't have a sticker or are qualified. we asked how they will handle enforcement now. >> the officers have been trained with the proper use of the equipment. that's going to be a factor. if you are in violation, there is a strong possibility you could receive a citation. >> their officers have their own readers in their car to see if you do indeed have a tran responder. they are saying tickets can run about $370 if you are not qualified to be in the lane. normal rules apply if you would

nice easy drive at the top of your screen. teddy volume increasing and lights about 45 minutes to an hour from now. in the city itself, we have oracle world going on this week. you will find congestion south of market and they have tents out for the festival. we had weird condition this is weekend. >> it was strange this weekend. we had light rain and muggy conditions now. most of that action moved off and we are not seeing light rain around san jose. 60 degrees right now. low 80s and back to san francisco, lots of fog across the golden gate bridge. 58 degrees and west wind at 6. keeping the temperatures mostly mild to start the week and big changes as we head towards the next weekend. the storm track off to the north should stay there for most of the week. we will cool off as we head towards wednesday and warm up as we move into the first few days of fall. fall begins and san jose upper 60s and 75 around petaluma.

our state is in a real mess. and i'm not going to give you any phony plans or snappy slogans that don't go anywhere. we have to make some tough decisions. we have to live within our means. we have got to take the power from the state capitol and move it down to the local level, closer to the people. and no new taxes, without voter approval. we have got to pull together not as republicans or as democrats but as californians first. at this stage in my life, i'm prepared to do exactly that.

students, all focused on the economy and jobs. the stimulus money and whether it's working. you can expect political questions about the tea party as well. the white house really trying to get the president out there. in coming weeks, he will be hosting four youth rallies around the country. one in wisconsin next week and he got what they call middle class conversation scheduled in the next couple of weeks. both parties are reacting to this tea party movement at this point. republicans trying to get in on the momentum of that, but trying to distance themselves from the more radical elements of the party. it's an interesting campaign season and starts in earnest this week, focusing on the all important general election in november. live from washington, tracy pots from today in the bay. >> very interesting. thanks. >> christine o'donnell is on the defense making light of comments she made about a decade ago

about dabbling in witchcraft. at a gop picnic in delaware yesterday, she responded by saying how many of you didn't hang out with questionable folks in high school. she made the comments during a 1999 taping of comedian bill maher's politically incorrect show. she said i dabbled in witchcraft, but never joined. the media focus is an attempt by pundits and opponents to discredit o'donnell. michael bloomberg is campaigning for republican candidate meg whitman. bloomberg told the "new york times" he is trying to push politics by making endorsements and helping moderate candidates fend off the tea party movement. whitman broke the record for most personal spending moan ever on a campaign. >> time is 5:44. you are watching today in the

bay. >> you will have a check on traffic and weather. first, what lies beneath is the question at the heart of a new report from pg&e. today in the bay's bob redell is live with more on what a little bit of what we are already learning. good morning, bob. >> good morning. i'm at the intersection in north san jose here. samsung has an office building here. there is a vt align that runs through the intersection. there is the stop right there. cisco has a location here and it's a very busy intersection. a lot of commuters come through. we are learning that going through the intersection is the top 100 highest at risk gas lines run by pg&e. this lift will be coming out later. pg&e called san jose to let them know about this high risk gas line as well as another that runs in the northern part of the

we don't see major slowing. the off-ramp may be open, but plan on at least one lane being affected. you are coming north past the coliseum. we are looking in unusual orientation to the south. let's move the map around and look at the rest of the commute. there is the coliseum. the game past that area, we will see slowing around 6:00 when that slows for the a's game. 580 coming through oakland as well. a nice easy drive and coming out of the tunnel, both of the westbound operating per normal. off of the bridge, 1818-minute drive and the bay bridge toll plaza. that should start to form about a half hour from now. we will look at livermore, also a nice easy drive coming out of the pass. as you approach the area around the north livermore, things are clear by the time you get to north first. highway 84 is popular with 680.

the live shot shows you the traffic with the lights around the bend. this is south of where 84 joins us and you can join that new express lane. you are taking that express lane. opening up today and you are a carpooler and a fast track tag in your car. if you hop in, how are you going to make sure that the free ride which is intended to be free for you, how do you keep from getting dinged? he is showing you the mylar bag we got. we got it when we bought it. you are supposed to put the fast track in there to shield it from getting the debit charge. if you are like me, you lost it. you can probably go to a store and get one of the mylar balloons and wrap it around as well or shield it with a passenger. it depends on the size of your passenger too. for those of you who neat to pay, you have to remember this fact.
