a warning in oakland after two women were robbed. what police say you can do to keep yourself safe. >> we know where pg&e's most dangerous pipelines are rung. we investigate this tuesday, september 21st, today in the bay. >> good morning, everyone. scott is off this morning. 4:30. we start with a look at the forecast. we have a look at that. good morning, rob.

>> starting off in the east bay, right now at 61 and not much wind, but later on we will see a stronger sea breeze. temperatures are mild and you can see a sign of a stronger sea breeze. southwest winds at 15 and that is stronger than 24 hours ago. the temperatures are going to be dropping down. highs inland mainly 60s and 70s and starting friday, a different weather pattern. we will see 90s towards the weekend. around the east bay. dublin and pleasanton, some of the warmer spots to livermore and 76 for a high. richmond is 68 and mo raga near st. marys and mid 70s around pitsburg. the seven-day forecast showing the last full day of summer which is today will be mild. cooling tomorrow and heating up towards the weekend. the only concern is that coastal fog.

>> we will keep our eyes out for that and the effect on the freeway. i want to take you to the south bay where we have breaking news that happened a bit ago. we have more details and a closure for the expressway. on the other side, it's divided. it's the one portion that is closed right now. reports of a car and a person in the car was found dead at the scene. there was a car fire and they're sorting out the details as to whether the crash or the fire or either caused the death. police are investigating and we are following as well. 680 will be an issue. we are looking to see if we see the same. we will have one theory in a second. back to you. new this morning, we have a safety alert for the woman in your life. be alert getting in and out of your car. police are on the hunt for a man who sexually assaulted a man doing just that.

good morning, christie. >> even at this hour, we have seen people jogging around and it's a beautiful place and popular. i want to see how dark it is in some spots. police are warning people to stay in well-lit areas. another thing they are talking about particularly is to make sure when you are getting in and out of the car, that you always lock your door and watch your surroundings, particularly when you are around your car. that's because of what happened to two women here on sunday. they were robbed as they came home. as if the robbery were not bad enough, they were sexually assaulted. both happened in the evening in secluded areas. they are not saying what street, but investigators believe the attacker could be the same person. not much of a description, but he say black male in his 20s.

5'10" to 6 feet tall. he was wearing dark clothing and had a weapon on him. they are working on a sketch and as soon as we get that, we will bring it to you. we will talk about the other things police are suggesting to help keep you safe. reporting live in oakland, christie smith, today in the bay. a third suspect is charged with helping a suspected gang member escape from a police officer. francisco sierra is charged with being an accessory to the murder of todd young. he gunned an officer down in an attempted arrest last month. he admitted he helped him hide from police after the shooting. he was arrested near the mexican border. oakland mayoral candidate jean quan is thanking those who helped her after a robbery

saturday night. the oakland city councilwoman's purse was recovered, but wallet was missing. the person was a young man and he is on the loose. the stalemate over the budget deficit is now in to day 83. 83 days is the longest delay in state history. the last meeting of the big five ended friday with no agreement. they delayed billions in payments to school and countiys as well as state workers taking furlough days. democrats want to close the deficit with spending cuts and new taxes, but republicans reject any new taxes. digging deeper into the list of the 100 most urgent pipeline repairs, the priority jobs spread across dozens of work sites and 2/3 are in the bay area.

the san bruno pipeline was not on the list. the report on the growing concern. >> not if it's on the top 100, i don't feel save. >> casey cheney is not happy to be living next to a gas pipeline on the top 100 work priority list. under pressure after the san bruno pipeline explosion, the giant released a list of location where is it's planning to work for the last year. the rupture area in san bruno that destroyed 37 homes, cheney said pg&e just finished on work on a gas line there. >> it makes the transmitter go out and spark and catch fire. after that, we got a letter saying pipeline in the street. >> they need to replace about 300 feet of pipe because of concerns about ground movement.

the line was installed in 1977 and runs from san pablo to antioch. >> i was nervous about it after the san bruno thing. pretty nervous. >> they are on damage control, assuring the public they are doing new surveys to assure pipelines are safe. they released 2008 audit information. they cited pg&e for not complying with min requirements after they determined an employee conducting leak tests would not qualify to do the job. pg&e said the supervisor was fired and a system is set up to prevent it from happening again. >> customers discovering what's under foot are uncomfortable. nbc bay area news. >> specific riskiest pipelines are in the most populated parts of the bay area. they have a three-mile long area and four pipes are on the list

map. south of highway 85 and 87. maybe an accident scene at o grady. this may be two areas of problems. we will continue to follow that and our crew is on the scene. we have slow downs here and more coming through 580. we will give you a theory as to what happened as well in a second. back to you. >> thank you very much. we will check in with the forecast. >> this morning we are at 61 degrees in oakland waiting for a stronger sea breeze. san jose 59 right now with a northwest wind at 3 miles per hour in san francisco. you see part of downtown san francisco. 57 degrees and there is a sign that the sea breeze is picking up. nothing happening in terms of rain. this system will cross over the bay area. that will pump up the sea breeze and not drop rain, but it will be responsible for short-term cooling on the temperatures. mostly 50s for the morning. i think jacket weather will be fine for the morning and the

night. it is delivering a satellite and no details about the orbit or capabilities were released. it is world alzheimer's day. a new report suggests that the u.s. is in a massive denial about the impact the disease is having and will have on the aging population. more than 35 million people around the world have some form of dementia. cost to care for them are expected to double in the next 20 years. tracie potts has new information on what advocates say needs to be done to deal with that. >> do you know what kind of flower this is? >> no. >> a petunia. >> alzheimer's oppenheimers is a form of dementia. the group alzheimer's reports that dementia will cost $604 billion worldwide. >> over the next 40 years, it

will be $20 trillion to care for people with alzheimer's without investing in research to change the course of the disease. >> with millions of baby boomers at risk, the u.s. needs a national plan like france or austria or england. today they are bringing 100,000 signatures to capitol hill, begging to make alzheimer's a national priority. >> we need more research and need a plan for alzheimer's to see the changes occur for the people who would otherwise suffer from the disease in the years ahead. >> ad ireports nearly half of those with dementia are upper income, most in western europe and north america and most live at home with a spouse. in fact the authors of the report talk about the impact of alzheimer's on care givers. something they can't put a price tag on. tracie potts, nbc news, washington. >> hard for those folks. we top the take a look at what's

what do you do? investigators are reminding women in particular to be careful getting in and out of cars and make sure that you lock the door behind you. the other thing they're talking about is to make sure you are not distracted by your cell phone. a lot of people are walking around and their cell phone or have an ipod with the white ear buds and remind people to be careful with that. that's topping their list. you want to be careful of your surroundings and stay in a very well-lit area. the attack happened on sunday. two different women were attacked on their way home. they were robbed and sexually assaulted. at this point investigators believe that the same person may be responsible for both attacks. not much of a description, but here's what they are saying. he's an african-american male with a medium build. he was wearing dark clothing and had a weapon with him. they are not saying what that
