it was supposed to be happy birthday to scott. we have cleared that bay bridge toll plaza and showing a few cars to highlight. you can choose any car and have it on your wish list. we have a nice easy drive out of the east bay. look at the map showing the speeds out of the area. it is spare the air day as we are talking about so you are urged to carpool or transit. the system is taking you along this way. no delays so far. easing into the commute. no major construction blocking the roadways. the chp cleared of all incidences. concord and bay point and richmond, no delays reported for this system and bart reporting 21 trains on time and they'll double and almost triple that by the end of the commute. >> jennifer said it was hot. you say it's a spare the air day. what presicily does that mean?

christie smith is at a castro valley bart station with more. >> reporter: good morning. when you see people heading to the bart station at 4:15 in the morning and they have a t-shirt and no coat, you know it will be a hot one. the air quality is not really good. people are urged to take public transportation. public transportation is not free today like it was previously. still you are being urged to take it or koor pool or walk. anything but driving around alone. this is the third spare the air day in a row. the eighth this year. the heat had people doing their best to avoid it like eating ice cream, getting into the shade or staying inside with the air conditioning after we complain about a long and cool summer. speaking of air conditioning, pg&e was recommending conservation after the heat knocked out power to more than

30,000 customers saturday due to a system overload that went on for nearly three hours as temperatures soared to around 90 and above. to avoid the outages in the future, pg&e is suggesting that you shut your windows and keep blinds closed in the morning. to keep the cool air in from the night before. set the ac to about 85 when you are not home and 75 degrees when you are home. live in castro valley, today in the bay. >> a brazen attack with a mugging on a industry street. police searching for the person responsible. it happened around 1:00 in international boulevard. the victim suffered a cut to the head and was taken to the hospital. police have not released a description. a third suspect will number court in connection with the shooting of a police officer. francisco sierra is a suspected street gang member and is

changed with being an accessory in the attempted murder of officer tod dark young three weeks ago. he was shot while he and another officer tried to arrest. he is still in the hospital after regaining consciousness a few days ago. is more interested in news from the federal court than albert brown after asking not to be the first man executed in california in four years. albert brown's attorneys filed the appeal after the u.s. district judge, jeremy fogle of san jose cleared the way for the execution. in 2006, the same judge ordered prison officials to stop the death penalty and overhaul the lethal injection cocktail after concerns it amounted to cruel and unusual punishment. since then, san quentin's death chamber has been rebuilt and the state adopted new regulation. the regulations have not been

and also like we have been saying, the air quality is horrible. if you are outside and you like to exercise, take it easy along the east bay and down through the southern valleys. very bad air quality and we expect that to finally come to an end by the middle of the week. today will be the worst in terms of the heat. we are forecasting temperatures to be triple dimmingits in livermore, concord, fairfield. watch out for the heat and the air quality will get better. more of an onshore flow. that's not going to happen today. the highs are 98 in san jose and east of there we are in the triple-digits. hard to believe as we are in the end of september. >> sounds like a good time to go to the beach, but beachgoers are going home with more than they bargained for. what's causing a nasty rash at one east bay beach. one woman said she figured out thou detect a certain kind of cancer in a matter of minutes. hyundai's big recall.

u.s. indicators and news of a stimulus plan for japan. europe is higher in early trading. they have a couple of hours left to go. no significant points out today, but plenty to come this week. jobless and claims on the health of the consumer. the u.s. is on a winning streak and the dow rose 190 to close at 10,860. that's where trading begins for the do skbrks the nasdaq added to 2381. big news for the parent company. yesterday comcast's chief operating officer has a new ceo of nbc university when the merger issued and nbc was expected to close. both said he will work during the transition and comes on the heels of the man who spent his entire career at nbc and announcing his planned departure from the company last week. >> thank you.

hyundai motors is recalling so nata sedans because of problems with the steering wheels. 140 built from december 9 through september of this year are affected. no accidents or injuries have been blamed on faulty steering wheels. hyundai said it's recalling the so natas just to be extra safe. five people are injured after a water taxi crashed into a dock in seattle. they believe an engineer malfunction caused the west seattle water tax to crash. the captain warned the passengers something was wrong and helped them get ready for the crash. water taxis are critical to the commute in and around seattle. the monday morning float to work should be unaffected. a levee in wisconsin protected the town of portage for 120 years, but that is as long as it holds out. the sand levee failed, sending
