trivalley. 57 right now in livermore and 61 in oakland where the winds are gusty this morning off to the pass. the commute with 680 and twigs on the road. i ran past some of those. 61 right now and the wind west at 21 and a gusty start. keep in mind if you head out to the sierra with high elevation and snow. mainly out towards lake tahoe. it will be sweatshirt and sweater weather with high temperatures only clouding into the low 70s and mid 60s in oakland and 69 around san jose. the first half of the workweek will be cool and breezy and temperatures rebound some by next weekend. >> let's go to mike inouye. >> happy monday. always talking about 680 and 580. my stretch of the road is 880 zeechlt construction. trying to clean it up, but the san mateo bridge with the wind

blowing on to the roadway and the highway advisory issued for highway 92 over the water that will remain in place for much of the morning. light volumes here and we'll take you out to the roadways where you have construction approaching. the transition reopened about 4:00 this morning, but eastbound you have the construction heading in towards the streets as well as southbound 880 and a couple of lanes will be blocked. you will it on the live shot. southbound with the headlights past the coliseum. you see the camera shaking a little bit. gusty wins. back to you. new this morning, england's equivalent of our homeland security said terrorists are trying to hit high profile targets across the nation. citizens traveling to europe take precautions.

for our personal security. today in the east bay's christie smith has more on how people are reacting. >> reporter: good morning. the first flight out here is 5:50. we spoke with two women waiting on the flight this morning. they heard about this travel alert for americans, but said it didn't change their travel plans and seem to be taking it in stride and weren't going to do anything different in terms of keeping an eye on surroundings and keeping bags around them. americans are being warned about threats in europe and urged to be vigilant in public places including tourist areas and transportation hubs and the alert was not a formal warning, but an alert none the less. we didn't see anything specific posted for travelers besides the normal warnings that are up.

coming up later, the international terminal and be speaking with travelers there about any potential changes in their plans. that's the latest here at the oakland international airport, christie smith in the east bay. >> japan issued a similar warning as well. an oak land super store that helps people grow medical marijuana is expanding in a big way. the i grow store celebrated a grand reopening and renaming and announced plans to grow into a franchise with 75 stores. pot is illegal, but speaking selling the equipment to grow it is not. several politicians showed up to voice the support. >> it provides and the green

technology. they are growing dispensaries for medical marijuana into multimillions. >> the operations like we grow will do more harm than good and safety will be sacrificed. the city will be raking in taxes. >> the prop 19 that would legalize marijuana production and consumption under state law is leading in the latest polling. for more news on prop 19 and all the races that matter to you and your family to the prop zero blog on nbcbayarea.com. the state's highest court will decide if governor schwarzenegger has the power to send state workers home without pay. the supreme court will issue the furlough ruling at 10:00 this morning that affects more than 200,000 state workers who were

forced to take unpaid days since february of last year that saved the state $3 billion. the furloughs were briefly halted and reinstated in august when lawmakers couldn't reach a budget deal. we have more information on what is becoming a notoriously dangerous walnut creek apartment complex. there has been another assault at the park regency apartments off of 680. the latest attack happened saturday night when a 43-year-old woman was grabbed while leaving her apartment. the man tried to force her back inside, but she was able to get away. five women in the complex have been attacked or raped since july. that is despite the fact that police made an arrest in three earlier cases this summer and security guards now patrol the area. people who live there say they are frustrated and scared. >> it's not like i live with

anybody besides my mom and should i break the lease and leave the apartment? we are talking about our safety. the suspect is described as a white man with a medium build, some facial hair. police do not know if he's the same man in last month's assault. >> is convenient enough for eminent domain or do means justify the end? they have a plan to bring a full-service grocery store to town. a 72,000 square foot foods company super market proposed near west grand avenue would provide neighbors with one-stop shopping, but one of the owners said he doesn't want to sell the land. now the city's development agency wants to expand power of

immanent domain over that land. that gives the government a right to take your property. opponents say using immanent domain is an abuse of power and a convenience of a full-service grocery store justifies the use of that power. leaders in the midst of an identity crisis. politicians are wondering if fremont should continue governing like a suburb with part-time counsel or like a big city with a mayor and a larger full time city counsel. members would represent districts instead of the city. to change the government, voters have to approve a city charter that sketches out that new structure. also a scam warning and police say they are looking for two people who stole $5,000 in cash

to cleanse the jewelry of evil who pray. they told the woman to bring the womans to an abandoned house and the more she brought them, the more prosperous she would be. when the woman returned a week later, the scammers were gone. there may be other victims. >> crews trying to find out what caused a power outage in piedmont that left customers in the dark before 9:00 and affected people near grand off. the power went back on just before 11:00. getting you started and talking about power issues generating the wind farms. people that were looking at 580 for the yellow cars. that is unusual slowing necessary time of morning.

the berkeley peace and justice commission is hosting the forum. it will be at the north berkeley senior senator on hurst avenue. don't be surprised to come across a tarantula if you visit a park. male tarantulas are leaving the burros on mount diablo looking matees before dying. ta raptulas may look scary, but they are docile and fragile. they would rather flee than fight and the bite is less painful than a bee sting. if you see one, leave it alone. there is a certain amount of -- isn't there? >> that's exactly what i was going to say. >> turn around. i want to see your back. it's full of spiders. >> you got me again.

i have to check the chromakey. the web of roadways continuing with a look at 61 coming off of l street out of aspect ok and a light volume. no problems through pittsburgh, but coming through the hills, you may get a gust or two. again coming over through livermore and san ramon with gusts. he saw twigs on the road and as well as coming over the bridge. an easy drive into and out of the bay. in hercules towards the bay bridge. even over this city camera, we see cameras shaking for time to time. this is only at the 13th story with a building across from the coliseum. a light volume of traffic, but watch the gusts of winds going across the bay bridges. over the city, the construction pucking up through hayward. should be okay.

back to you. i went up to the alameda flea market over the weekend. glorious weather across from the east bay. the sun came out and jackets came off. it was awesome. >> a big difference from today. the clouds filling in and cool and breezy and even drizzle this morning. we had a nice mild weekend and it cooled down and the trend for the first half of the week looks chilly and snowy in parts of the sierra. a system there that is tossing snow showers at the highest elevations of the sierra and around the bay, winds from 20 to 30 and morning drizzle. windy at times and the temperatures eventually 60s to near 70. mild through the week with the cutoff low. temperatures in the 60s to low 70s at least through about wednesday. bay area today you will see 69 and san jose 63 around san francisco and into the north bay

people who work with computers on their laps for long periods of time could suffer "toasted skin syndrome." a 12-year-old boy developed skin dis-coloration after playing computer game for a few hours a day. the condition is harmless, but can cause skin darkening and in rare cases damage leading to skin cancer. experts suggest putting a carrying case or heat shield under the computer. the supreme court set to test the limts of free speech including the rights of anti-gay protesters at military funerals. as francis coreports, the court will tackle the cases for the first time with three women on the bench. >> the u.s. supreme court traditionally starts the term on the first monday in october. there is nothing typical about the court this time around.

drew the attention of the pentagon. those stories and more today in the bay. >> thank you. there is a new when it comes to saving for college. they say it offers absolute returns and it's supposed to give out returns greater than inflation over three years. it's an option in the college savings plan. those allow investors to withdraw for college expenses without paying federal taxes. the road to recovery in the housing market appears to be long and winding. nearly one in four homes sold in the 2nd quarter was was deeply discounted and foreclosed. realty track said at that pace it will take three years to resell homes lost by owners and get back in line with numbers prior to the recession. the latest figures we found show that an average of 31% of august homes sold were foreclosures. the united states, britain

and japan warning travel ors to be on the look out for suspicious activity and worked to stop terror threats in europe that. has travelers feeling nervous in the bay's christie smith. good morning, christie. >> traffic is starting to pick up at the airport this morning and i spoke briefly with the manager and he told me that the threat levels remain at orange. there is nothing specific posted inside the airport to let travelers know about this travel alert. i spoke briefly with a couple of travelers here who tell me that they are aware of the travel alert and not going to make any traffic changes and just be aware of their surroundings. the alert said that u.s. citizens should take precautions to be aware of surroundings and adopt safety measures to protect
