at the as iial cultural center to talk about the needs of asian pacific americans in oakland. later in the evening, the candidates will appear in oakland speaking at a forum hosted by 12 local organizations. that starts at 8:00. you don't normally think of golf courses as violent, but four people were shot and two were killed at an east bay golf club. shots fired around 10:00 saturday night at a restaurant at the monarch bay golf club south of the oakland airport. the manager said there was a private event, a birthday party. witnesses scattered when they arrived. they are asking anyone with information to come forward. environmental scientists are taking on the army corps of engineers over a controversial flood control plan. the army handles flood control for the federal government and said the state has to cut down all trees on levees that hold

back bay waters that. is hundreds and hundreds of trees. during hurricane katrina the trees wrecked levees as they fell during the storm. california state engineers say cutting them down would be environmentally destructive. contra costa supervisor will hold a news conference in richmond to protest the plan. a refinery is cleaning up after a fire starting yesterday afternoon in a tank at the te soro refinery. crews were able to gain control in about two hours. one contractor was taken to the hospital for smoke inhalation. no other injuries. they had a terrific fire at a washington state refinery that killed five people. sarah shourd who was imprisoned in iran is back in the east bay. in her first public appearance

in the bay area since her release september 14th, she said she is calling on iranian officials to let her friends go. the three were arrested in july of 2009 year the i republican-iraq border. authorities accused them of illegally crossing the border and spying. shourd denies the allegations. she repeated past statements while she is physically free, she is trapped in iran emotionally with the men still being detained. >> there so many ways i am carrying the prison walls inside of me and my separation from shane and josh is an extension of the punishment i experienced when i was still there. >> shourd and her family will be sending letters to the two men, but it's unclear how many will reach them. she said only a fraction of the letters and books sent to her in her detainment were actually received. >> several bay area cities have measures that would raise the sales tax.

el cerrito and union city take it further. they ask voters to push the tax to the highest amount allowed by the state that would be the highest in the region. as today in the east bay a kim terry reports, the sales tax hits low income people the hardest. >> voters are considering a ballot measure that upped the sales tax to 10 and 1/4%. the mayor is part of the yes on measure r campaign. >> it's parnt to have this passed because we want to save city services to the youth, seniors, and public safety. >> the city's chamber of commerce endorsed the tax boost. >> that would tide them over with a funding that could not be syphoned off by sacramento that is a big source of our troubles because they take money away. >> those against the measure say

el cerrito has a spending crisis, not a revenue problem. >> the city in the past 10 years has had a decrease in population. their budget has gone up over 200% in the same period of time. >> the no on r campaign cites do you means from the city finance department that shows more than 40% of city employees making more than $100,000 a year with the city manager making more than $250,000 when you include benefits. >> i think that it's better for the city to look at their expenses and their budget and employees and do something about it. >> opponents are concerned the increase in sales tax will hurt seniors on fixed incomes and small businesses. those in favor don't think it will have an impact and say this is the only way to balance the budget. >> we have cut salaries. we have gotten salary

good morning. a plez cant start and the item to watch over the next couple of morningings will be how gusty the winds are. not too bad, but notice the wind direction around the pass, hinting at offshore winds. the wins up towards santa rosa and this is doing something interesting with the temperatures. santa rosa typically one of the cooler spots and 64 degrees. this was a sign of the warming drier air moving from the higher elevations down to the valleys. we get the warming effect and that's the reason why fire danger is going to throttle up over the next couple of afternoons. today the warming trend begins around the trivalley and temperatures close to 90. san jose 85. look at san francisco. 79 degrees and 82 in oakland and across the hills of the north bay, 80s and 90s today. tomorrow and wednesday, i think it will be hotter. we will see easily more 90s and close to 90 around san
