6:00 am
>> reporter: and right now firefighters are fighting a small brush fire. the red flag warning for the east bay/north bay hills continues. we'll talk about that coming up. with this live look at the nimitz freeway, we see lanes filling in all around the bay but i'm encouraging you not to drive over the bay. i'll explain why, "today in the bay." from nbc bay area, reporting what matters to you, this is "today in the bay." good wednesday morning. i'm laura garcia-cannon. >> and i'm brent cannon. straight up 6:00. we want to start with rob this morning because, again, it's another hot one and it's really hot, rob. >> yeah. when you start off the morning at 67 degrees in san francisco, that's a pretty mild start to the day and will be rising quickly in terms of those temperatures. kris mentioned one component to the problems, fire danger. we also have a spare the air day due to poor air quality, especially across the east bay. most areas seeing temperatures in the 90s. 92 in san jose, close to 90 in oakland, i think we'll approach 90 in san francisco for a brief
6:01 am
time and then the sea breeze picks up as we move through the afternoon. >> thanks a lot, rob. new this morning, we are watching an amazing story unfold right before our eyes this morning. a live look from the collapsed mine in chile. yet another one has been pulled up. i think we're up to 12 now. the trapped miners are being brought up one by one today. so far as we mentioned, about 12 have reached the surface to the cheers and hugs from family members, co-workers and even the president of chile is there this morning. it really is an amazing story of survival and the human spirit. 33 miners have been trapped for 70 days. in case you went to bed before this all got started, the rescue began about 8:00 last night. here's a look at the first miner being rescued. you harry the cheers there when that car came up. it takes about a half an hour to make the trip. the miners are wearing very dark sunglasses even in this
6:02 am
nighttime shot. that's because they have been down there in the dark for so long that any kind of light on the surface is going to be tough on their eyes. we're going to continue to check back with our live pictures from chile all throughout the morning. here we go back again. they're talking to some of the miners who are coming up. it really is a remarkable story and we're following that. after the collapse, the rescuers thought that this was not going to happen until at least christmas, but here we are in october and we're seeing them actually coming up and being saved so we'll keep you posted on this. 6:02 right now. the cleanup is officially over for the san bruno natural gas line explosion, but it is still having far-reaching effects. people around the bay want to know if the lines are safe in their neighborhoods. "today in the bay's" bob redell is live with what's happening today to help calm some of those fears. good morning, bob. >> reporter: good morning to you, laura. tonight pg&e will make a public presentation at the city council meeting in south san francisco, since the gas line that blew up
6:03 am
here in san bruno runs through that city as well. south san francisco has questions about the safety. in particular why did the utility recently reverse its decision to not replace the segment that lruns through thei town. this is what the neighborhood looked like shortly after the explosion. it was a charred mess. today it's leveled lots, smoothed over with dirt. yesterday the city announced it had finished removing the ruins of the 37 homes destroyed in that inferno. we're talking about 7,000 tons of ash and debris gone. soon homeowners will be given permission to come back in here and rebuild but many are saying no way, not until pg&e agrees to permanently shut down the segment of the 30-inch gas transmission line that runs through their neighborhood. >> i don't want it running through my neighborhood. why would i want to build a home right next and it runs right up that street right there.
quote
6:04 am
why would i want to build a home here? >> reporter: a pg&e spokesman says that they are closely working with the people involved here to, quote, determine the best alternative, unquote, as far as what they're going to do with the 30-inch gas transmission line that blew up here on september 9th. the city of san bruno was also last night supposed to be meeting about how to expedite the permitting process for people who want to rebuild here in terms of speeding up the bureaucracy and also waiving the fees that are related to rebuilding. and in a related matter, pg&e has announced it will be replacing hundreds of manual gas shutoff valves with a remote controlled system. you might recall that during the explosion it took pg&e workers an hour and 46 minutes to finally get that gas shut off. eight people died in that explosion. reporting live here in san bruno, bob redell, "today in the bay." >> thank you, bob. jerry brown and meg whitman are back on the campaign trail this morning. both camps are claiming victory
6:05 am
in their final debate, which you saw right here on nbc bay area news last night. the candidates for governor sparred over everything from pensions to behavior of staffers and hiring records. today in the bay's political analyst larry gersten up early with us bringing down some of the key topics of the debate. first of all, was there a clear-cut winner in this one? >> i don't know if there was a clearcut winner. one thing for sure, meg whitman was at her game. she's really improved and much better at getting the message out than she has been up till now. jerry brown, on the other hand, didn't take anything for granted. a lot of punches were exchanged last night. and he had his share. whether there's a winner, i think we'll know in the next few days by the way the polls come out. look, we're less than three weeks out. so what was really critical is that nobody last night committed the faux pas. we didn't see that and so for that reason if it's a tie, well, the question is does it go to the person who may be leading already. >> let's get to a sample of what
6:06 am
happened last night. during the debate tom brokaw asked about how whitman planned to handle undocumented workers, and how could you crack down on other people and businesses when she had one living in her own home and that's become a contentious issue. let's listen to that response. >> we went through an employment agency. we looked at three forms of identification. our housekeeper falsified those documents and came to admit it nine years later. it broke my heart, but i had to fire her, i had to let her go. but this is why we need a very good e-verify system that allows a business of every size to look at the documentation and know whether it is real or not. >> all right. so just a moment ago you heard our other expert say he thought she answered it well. answer the question and then deflect it. how did you think she handled that response? did she say enough? >> i saw a different message than jerry brown. she's talking about the state handling the issue. differently than arizona, fix it in california. jerry brown said this is a
6:07 am
federal issue and this is something we really can't do. in fact jerry brown went into something we call the dream act, a bill before congress right now, to provide a path for legalization of immigrants where she is saying, no, no, no, we're not going there. i like this because, again, we saw great differences between the two on this critical issue. >> thanks for joining us. he was up late last night. >> thanks, larry, we appreciate it. of course we will continue to reflect on that. in the meantime the other big story today is our temperatures. they are going to be very high again today. there is a red flag warning and there is also a spare the air day in effect so it's going to be a big weather day today. kris sanchez is live in the oakland hills this morning. one of the places where they're seeing those dangerous high temperatures and there are the warnings and people are going to have to be alert today. kris. >> reporter: people are going to have to be alert today, brent. the red flag warning fires right around sunrise. not soon enough for some of the
6:08 am
east bay firefighters who are right now as we speak fighting a brush fire they wish they weren't fighting this time of year. we just got off the phone with alameda county firefighters who are trying to contain a small brush fire in redwood regional park near the intersection of pinehurst road and redwood road. dispatch tells us that it is a small fire at the bottom of a hillside about a half acre right now and shouldn't be too much of a problem to put out but we know how quickly these brush fires can spread. this is a fire from last week in san jose. it just shows how quickly these things can move. it was a car fire that ran up the dry hillside and ended up nearly destroying a local radio station tower. of course we can remember back to 1991 and the oakland hills firestorm as a reminder of how big these fires can get and how destructive. that one had a price tag of $1.5 billion, but even worse 25 people were killed. 3400 families lost their homes, their apartments and their condos. now, because of that, firefighters say that homeowners
6:09 am
are largely compliant with fire safety and they do what they can to keep their property safe, particularly here in the oakland hills and north bay hills where fire danger is so prevalent this time of year. but again, to reiterate, we do have a fire that we're working right now. it is a brush fire inside redwood regional park. firefighters say it's just a half acre, shouldn't be too much trouble to knock it down but we will have to wait and see and hope for the best because we do know the red flag warning is still in effect. kris sanchez, today in the bay. >> thanks, kris. all right, 6:09. we're looking at the bay bridge toll plaza. a live look shows you more cars hitting the roadway but no metering lights just yet. we're hoping these cars to a relatively low number and we'll see what we can do. a reminder that it's a spare the air day so we're encouraging folks to use mass transit. no delays of 49 trains on time, it is a spare the air day,
6:10 am
that's why we encourage mass transit under the water instead of over the bay bridge. that does not mean that transit is free. that is not in the budget so plan on paying your toll getting onto the bart system. the golden gate bridge, no major issues, a nice, smooth drive from the north bay. guys, back to you. >> thanks so much, mike. we want to check the forecast. we've been talking about how hot it's going to be. >> we're tracking those dry, warm conditions around the bay area this morning. if we could go back to the chopper live video of that fire burning around alameda county, you're seeing fire crews on scene. we know it's a red flag warning and this is the reason why. before dawn we've got dry conditions, breezy and some of the hill top locations around alameda county, i just checked and we're seeing low 70s out there for elevations above 1,000 feet. so this is warm and dry conditions. around the rest of the bay area, look at that, san francisco, 67 degrees. this is what happens when you get offshore winds. the air warms up and drys out as it heads over san francisco. not much wind at sea level but
6:11 am
look at oakland, northeast at 5. probably winds closer to 15 miles per hour right now in the east bay hills. we'll be watching that very closely. so fire danger high in the north and east bay hills. for the rest of the bay area, you can see that we'll have cooling changes by the time we get into the weekend, but today is going to be another toasty day for most of the bay area. sandy cruz yesterday, you've got the benefit of the sea breeze and low clouds moving up the coast. we should see 80s and low 90s around san francisco south, near 90 in oakland, 92 petaluma and 92 in san jose. relief from the heat starts up tomorrow and you'll notice the big drop in temperatures for the weekend. 60s and 70s for highs saturday into sunday. back to you. it's 6:11 right now. the battle for free speech. former communist leaders in china weighing in on free speech debate in their country. their stance may surprise you. and a live look once again at the rescue efforts in chile. it looks like they're about ready to pull another one out. about a third of the miners so
6:12 am
far have been saved and it continues and we are following it and we will bring you this amazing story as it unfolds. and before you mail in those absentee ballots, you're going to want to hear this story. if you don't, your vote may not count. and a live look at san jose this morning. we'll check your traffic and weather in a minute. reporting what matters to you, you're watching "today in the bay" with laura garcia-cannon, brent cannon, business and technology with scott mcgrew and traffic with mike inouye. coming up in several live reports today. new this morning, the men once in charge of censorship in china are now calling for free speech. chinese communist elders are asking china to lift its restrictions on free speech. among those who have signed the letter, a man who worked directly -- the letter says china's 1982 constitution guarantees the freedom of speech and that right is constrained by laws and regulations that should be repealed. a north bay county says hundreds of layoffs are coming. sonoma county says with increasing retirement benefits and other costs, the budget deficit is beyond predictions and that means a second round of layoffs with as many as 300 people losing their jobs. sonoma cut 230 unfilled positions earlier this year, laying off 61 people. the county says by june the budget deficit will now be $27 million. the dalai lama is in the bay area this morning to talk to
6:16 am
some local kids. his holiness will be in east palo alto to meet with about 500 schoolchildren. most of the children are from the ravenswood school district but some are from the boys and girls club of the peninsula. this is an event that he had last night. the students will be able to ask the dalai lama questions before the meeting. great news this morning. the chilean miners are being rescued and so far everything has gone off without an hitch. >> scott mcgrew is watching the live feeds from our newsroom. how many are above the ground now? >> reporter: by my count we have 12 above the ground. the last one just came up a minute ago. there you see live pictures out of chile. that's the capsule there below the crane. it has just popped up above the surface. just a few minutes ago the 12th miner came up, his name is edison pena villareal. he came out, he smiled, he hugged his family. i think we have some video, in fact, of one of the emotional
6:17 am
rescues. here is pictures, this is on tape, of the capsule actually coming up through the shaft. absolutely amazing. and here's mr. villareal hugging his wife, wearing sunglasses because he has been underground for 69 days along with 33 fellow miners. so this miracle continues to happen. you can actually watch this live yourself if you head to nbcbayarea.com. brent, this is, knock on wood, going without a hitch. everyone is safe or will be soon. 12 miners now above the ground safe and sound. >> just amazing. if you imagine, if you've been in an mri tube for any length of time, they're trapped in this claustrophobic thing coming to the surface. >> reporter: and we can watch the whole thing, even them traveling through the tunnel, live on television and over the entrant is just flabbergasting. there is no love lost
6:18 am
between meg whitman and jerry brown. after the debate cameras turned off the two couldn't resist taking a few more jabs at each other. whitman is still upset about the controversial name a brown staffer called her. brown apologized after the incident and then again during the debate but also took jabs at whitman in the process. >> some political parties not too happy this morning about the governor's debate. protesters lined up outside dominican university with bullhorns and signs. all of them vying to get their voices heard. >> we know nothing happened with jerry brown in oakland, so we're here to make sure that meg wins so we can have something happen to our state. we need our business back, we need our jobs back. >> i think jerry brown is doing real good. he's getting his point across to the working families in california that his main goal will be to set forth and create more jobs in california. >> some supporters for brown and whitman. but many of the protesters out there were from the green party. their candidate for governor is
6:19 am
laura wells. she was not invited to the debate and tried to enter with a ticket that was not hers. police arrested wells and cited her for trespassing. there are so many issues for voters for alameda county, that it's actually going to cost more to vote by mail. voters are going to need at least 78 cents for postage because this year's ballot is jam packed and, therefore, is heavier than usual. now, "today in the bay" traffic with mike inouye. >> 6:19, folks. we'll take you for an issue just reported southbound 880 right around 66th avenue. that's as you're coming right by the coliseum. let me give you the live report. reports are for a truck in the slow lane blocking your slow lane just south of high street coming right around toward 66. we've been scanning this area with the camera. we don't see the jam but there is a jam-up reported so as you're approaching the coliseum in the southbound direction, plan on some delays. we'll keep our eyes very carefully peeled, but right now moving very smoothly, close to
6:20 am
the limit as far as this shot goes. but the volume increasing here as well as antioch. westbound highway 4 speeds down below 15 miles per hour. keep that in mind. now slowing coming through pittsburg and bay point. livermore mimicking that trend. those wind mills are pretty still. it's still rare through the area. that's why it's a spare the air day, folks. the volume of traffic increasing here. we're always encouraging folks to use mass transit or at least car pool. rob, that's because of that spare the air day and the low air quality that's pretty bad. >> yeah, we're watching that as we take a look at the weather around the bay area this morning. it's kind of interesting. some of the numbers that we're seeing right now, you can see san jose 62 degrees. the wind is not out there. at least around the santa clara valley right now. in oakland you can see the offshore winds. currently 60 degrees. northeast wind at 5. i just checked, the oakland
6:21 am
hills, 74 degrees. winds northeast at 20. so still high fire danger in those east bay hill tops this morning into san francisco. 66 degrees. the wind is light right now. eventually we'll see the sea breeze pick up and should see a little relief today. spare the air day for our inland valleys, especially towards the east bay. we watch those temperatures throttle up again. 93 degrees in livermore and fairfield, 92 san jose. san francisco around noon racing up into the upper 80s to maybe near 90 but i think the sea breeze will start to kick in later on today as we watch the low clouds along the coast. that's the ocean air conditioning that will knock down temperatures starting thursday and friday. cool as we head into the weekend with highs into the 60s and 70s. back to you. we are breaking down the governor's debate piece by piece, move by move. coming up, we'll tell you if what thean ctedida cdidates say actually what they mean.
6:23 am
so who called prop 13 a "fraud" and a "rip off?" jerry brown. who raised the gas tax as governor, and pushed for higher sales taxes? jerry brown. who tried five times to raise property taxes in oakland? jerry brown. who supported higher statewide income taxes? jerry brown. and who says, if elected, he'll ask voters for even more new taxes? jerry brown. governor jerry brown, again? hide your wallet.
6:24 am
welcome back, everybody. a live look outside the shark tank. sharking season is getting very close. by the way, we're taking a look at some of the temperatures in the south bay, in the 90s still. rob has your forecast coming up. we continue our post-debate analysis this morning. we heard what the candidates said, but what about if they really meant it. carmen gallo is a body language expert and he's here to take a look and tell us if the words and body language really lined up with the debate between meg whitman and jerry brown. good morning and thanks for joining us this morning. >> good morning. >> they start out civilly with a handshake, which is common. >> sure. >> what's the facial expressions as well, meg whitman even smiling, nodding. >> certainly best debate for meg whitman. before coming into this debate, people were saying she's very stiff, staying on message. i thought she was pretty loose. the word that came to mind,
6:25 am
polished. she is a media trainer's dream. when we prepare people for a very difficult media interview, a lot of what she did is what i would coach as a media trainer. but jerry brown has a lot of passion, and that shows. that shows in his body language and in his hand gestures. you can't fake that. so if you're a liberal californian, you're going to love his message because he is speaking to you. but it was very interesting, some of the facial features that we saw from meg whitman. very telling, i think. >> and at one point we were talking about the issues at hand as well. one point jerry brown was confronted about a disparaging remark that he made about meg whitman. take a listen. >> i think every californian and especially women know exactly what's going on here, and that is a deeply offensive term to women. >> can i just interject. can you chastised your chairman, pete wilson, who called the congress whores to the public sector unions.
6:26 am
>> you know better than that, jerry. that is a completely different thing. the fact that you are defending your campaign -- >> she's adamant. you hear her voice there as well. and then you see the reaction, the body movement that she makes. >> i think she may have scored some points there with women especially, because this was something that i think jerry brown should have been more prepared for. when you have to apologize like that, he knew the question was going to come up and he should have either walked over to her or looked her in the eye and said i sincerely apologize for that horrible statement, it should never have happened and i have dealt with that. instead he sort of dismissed it a little bit by going into this whole thing by, well, the conversation shouldn't have been recorded. i was like no, jerry. >> and then you got a little tit for tat there too, you didn't do that. sometimes i guess your best answer is to answer. >> and move on. >> and that's it. >> especially with something that sensitive. but meg whitman was clearly irritated. she is irritated at this guy, because she's smiling a lot.
6:27 am
when he -- >> you don't think it was a nervous smile? >> i don't think she was nervous. no, i think she was polished and in command but i think she was very irritated. when he would shoot a zinger at her, she would turn to the audience, smile and do one of these. better to get that expression caught on camera rather than seething look. okay, i don't like what this guy is saying and i'm going to smile through it. >> it's interesting because people can take a look for themselves and see maybe how they react and wear your heart on your sleeve so to speak. thanks for joining us. always good to have you. brent. >> thanks, laura. the time now is 6:27. we'll continue to follow the rescue of those workers, those miners in chile. that amazing story coming up.
6:30 am
changed the landscape here of the blast site in san bruno. that story will be coming up in a live report. a live look at the nimitz freeway. i'm looking for a disabled truck in lanes right about here and bay bridge toll plaza, we have big backups there. i'm encouraging folks to use this lane here. i'll explain more "today in the bay." from nbc bay area, reporting what matters to you, this is "today in the bay." and good morning, everybody. thanks for joining us. i'm brent cannon. >> and i'm laura garcia-cannon. 6:30 on wednesday morning. we're really following the dangerous heat that's going to hit parts of the east bay today. rob has more on that. >> the coverage of 90s around the bay area all the way down to the water's edge around the inner bay is the reason why we have an excessive heat warning for places like san francisco and oakland. look how quickly our temperatures will be warming up for the afternoon. t-shirt weather up and down the peninsula. near 90 in oakland. 92 in san jose. cooler in santa cruz. the cooldown at the coast will start to spill inland tomorrow.
6:31 am
we'll look at those changes in your full forecast in just a few minutes. new this morning, a huge relief for the families of 33 miners trapped deep underground in chile. rescuers are bringing them up one by one. so far about a third of them have made it up and out. they have been trapped for 69 days inside that collapsed mine. they are using a missile-like capsule, you see it there, to pull the men out to the exuberant crowds that have gathered around, their family members, their loved ones. all of the miners are expected to be free by the end of the day today. oakland city leaders will announce their next step in the fight against gangs today. the city attorney and police chief want an injunction against the group. our general policy is not to name gangs specifically, to deny them that notoriety. if left by the courts, the move will restrict gang members from committing crimes in a safety zone. they can't carry guns, threaten witnesses, recruit members or
6:32 am
gather on the street at night within that zone. campaign controversy in the oakland race for mayor. today a bay area attorney will hold a news conference calling an oakland city traern and auditor and other leaders to investigate jean kwaun's use of public money. he claims the nonprofit oakland rising appears to have misused city money and broke federal rules to campaign. oakland rising promotes voter education. cardoza will call for the investigation outside of the alameda county superior courthouse at noon. in san bruno, the gas pipeline explosion is very real and the rebuilding and the search for answers is far from over. "today in the bay's" bob redell is live in san bruno now where victims and survivors hope to get more important information today and more information about more buried pipelines. bob? >> reporter: good morning to you, brent. here we are just over a month since the september 9th explosion, and what has and has not changed.
6:33 am
it's very interesting here at the blast site here in san bruin oh you can see barricades are still up. they still keep the public out. as you look beyond the barricades, the view has changed a lot of instead of the ruins of homes, remember there were 37 homes destroyed in that immense explosion, there is just leveled dirt lots. the city and county officially announcing that the cleanup has finished. the health department with the city of san bruno has said it tested the soil on about a third of the lots so far, at least testing those soil samples and giving it the clean bill of health, if you will, so they still have to do that with the remaining lots. eventually the people who live here will be given the go ahead and to come in here and rebuild. the question is how many people will want to come here and rebuild. we'll have that part of the story coming up. meantime, reporting live here in san bruno, bob redell, "today in the bay." >> thanks, bob. 6:33 right now. in just hours a man charged with killing a teenage girl as he tried to outrun police will enter his plea in court.
6:34 am
bernardino cuevas is charged with causing a deadly crash after leading officers on a chase through downtown san jose in july. we actually have cell phone video of the incident. officers tried to pull cuevas over for a traffic stop when he sped off. he led police on a short chase before crashing into a family's minivan, killing a 15-year-old passenger. we're helping to get your weekend squared away because this next story may play a big part in your beginning. we now know the giants ncls schedule. here's how it's going to go. saturday, 4:30 p.m. start time. sunday, 5:00 p.m. start time. both games are in philly. i don't know if i can encourage you to call in sick, that's your call to make on tuesday because the game starts at 1:00 in san francisco and wednesday's game is going to be at 4:30. atlanta will be supporting the giants this week. the atlanta mayor's office getting ready to hoist an orange and black flag over atlanta city hall. the mayor made a friendly bet
6:35 am
with san francisco mayor gavin newsom. whoever lost the last series would fly the winner's flag. the giants flag should arrive sometime today. time now is 6:35, right there on the button. we want to check in with mike for the latest on your commute. >> thank you for waiting for that time to change. i'm worried about these numbers changing. 21 minutes from the altamont pass over towards the dublin interchange. that's pretty typical. just the last few minutes there's a report of an incident right at the interchange. it was a disabled vehicle. we'll watch for that because any time anything happens along this corridor, this forces more folks over to highway 4. the incident has just cleared from chp. i'll let you know if anything else pops up. heading over towards 880. a live look at the coliseum, the northbound traffic here with these headlights coming up towards the coliseum, the southbound side is where we were looking for that disabled tractor-trailer. haven't seen it anywhere from high street all the way past 66
6:36 am

welcome back. good wednesday morning to you, as we take a beautiful live look outside this morning. the sun coming up across the bay area. it's going to be a warm one. 87, oakland 89, san jose expected high of 92. is a cooldown in the future? we'll check in with rob for the full forecast coming up. this just in, big news for big silicon valley company that

many of us may have a stake in. scott mcgrew in the newsroom with more. >> well, you can buy a stake with the money you got out of apple. apple shares just crossed over $300 a share for the very first time. mostly on the sales of ipads. the sale of ipads, ipads have grown faster than dvd players. more than five million easily sold. now checking my own ipad and the cnbc app that goes along with it, apple shares at $300.73. dow industrials up about 40 points. brent? >> thanks, scott. appreciate it. there are some new rules for the u.s. military this morning. a federal court judge says the military has to stop enforcing the don't ask, don't tell policy. today in the bay's tracie potts is live on capitol hill with more on the impact of that ruling. >> reporter: brent, good morning. the judge down in riverside, california, has said that don't ask, don't tell violates free

speech and due process rights for members of the military who are gay. and so now the government has a decision. will the obama administration, the justice department, try to get a stay to put off this decision or will they appeal this decision? they have got 60 days to decide and to file that appeal with the federal appeals court, the ninth circuit there in california. it puts the obama administration in an interesting position, because president obama has wanted to roll back don't ask, don't tell. they have been against this policy. however, typically the government would defend its policy in court. and so we're waiting to find out what the justice department will do. this obviously has caused a lot of controversy, legislation here on capitol hill to change don't ask, don't tell to allow gays to openly serve in the military. it will likely die until next year. interesting about that, it probably had its best shot now while more democrats are here on capitol hill. the defense secretary, the head of the joint chiefs of staff,

president obama, have all said they want to lift this but they're trying to wait until december 1st. that's when a military impact survey is due to figure out whether or not this will actually work. live on capitol hill, i'm tracie potts for "today in the bay." >> thanks for the update. cell phone bill shock could be a thing of the past. the federal communications commission wants to require wireless companies to warn you before you run out of minutes or hit data or text message caps. or start racking up some international roaming charges. the fcc will vote tomorrow to seek public comment on the proposed rules. if they pass, your wireless provider would have to send you a voice or text message before you hit those limits. no law is needed to warn you as you head out for the morning commute on the trouble spots because we have mike inouye. >> we'll tell you about a new updated location for this disabled vehicle. this is westbound 580 coming right up on 80. reports of the disabled vehicle.

earlier at the dublin interchange, they updated over towards the maze. that's a very congested spot. 22 minutes registering there. slowing from university avenue all wait down to the berkeley curve and slowing off of the richmond-san rafael bridge. otherwise pretty nice, easy drive over towards the bay bridge toll plaza where you do have not an easy drive. backed up all the way back past grand avenue. big backups over the 880 overcrossing. pretty smooth all the way down to the south bay. northbound 101, a new accident at lawrence expressway causing additional slowing. but the 101 looking heavier as it did yesterday so just be careful and watch that. maybe use 280 as an option. by this hour's standards, we're seeing 67 in san francisco to start off the morning. typically we're at maybe 52. not the case around there where we still have the effects of the warm, dry air and some offshore breeze is reaching oakland and hayward.
6:49 am
look at napa and santa rosa, chilly. you'll need a jacket in the north bay but no worries about a jacket in san francisco or oakland. already pretty warm start. we still have offshore winds around the east bay hills, so fire danger still high today as long as those winds are moving in that direction from land out to sea and that's the reason why our temperatures again today will be soaring into the 90s for most places inland but really starting today for the coast and peninsula, a little bit of cooling. then everybody cools down as we head towards friday and saturday. it is a spare the air day due to air quality levels in the unhealthy range and there you see the monster ridge of high pressure acting like a wall. the weekend will see some changes. 50s and 60s for most of us through breakfast time. lunchtime temperatures inland, already getting close to 90 around livermore and fairfield. low 90s for the east bay and south bay. tomorrow slight cooling and big-time cooling as the sea breeze picks up, low clouds spill in heading into the weekend. >> thanks a lot, rob.
6:50 am
new this morning, some video from our chopper of a fire as fire crews cleaning up. it was a half acre blaze in redwood regional park in the east bay hills. you don't like to see that. no one was hurt fighting that brush fire and, again, it was only a half acre. fire crews do have it knocked down. however, that video does underscore the danger that rob has been talking about and that we face today with high temperatures coming to the east bay in particular. today in the bay's kris sanchez is live in the oakland hills with more on those dangerous conditions and hopefully we don't have any of these fires player up at all today. kris. >> reporter: hopefully. we are watching for that red flag warning to expire. it won't be soon enough for those firefighters that you just showed us mopping up after that fire. you can see the breeze starting to kick up a little bit behind me and the windy conditions, the low humidity and the heat not a good calm nation for the folks who live here in the oakland hills, the east bay hills and north bay hills. the fire warning will expire but
6:51 am
the fire danger will remain. the fear is it will turn into something like this, what we saw last week in san jose. this was a car fire that quickly ran up a dry hillside and ended up nearly destroying a local radio station fire. the most painful reminder is the 1991 oakland hills firestorm, nearly ten years ago. 25 people died and nearly 3400 families lost their homes, apartments and condos. the price tag for damage in that fire $1.5 billion. so always the folks here take the warnings very seriously because they remember what happened ten years ago. the fire danger, the red flag warning will expire right around sunrise today, but the warm temperatures will stick around for a while, at least until friday. so folks here will be very careful. the good news, though, here is that firefighters say the folks who live in these fire danger zones, they are largely compliant with fire safety. in the oakland hills, kris sanchez, "today in the bay." >> playing it safe out there
6:52 am
today. thanks, kris. the cleanup is officially over in san bruno after the gas pipeline explosion, but rebuilding and the search for answers is far from over. "today in the bay's" bob redell is in san bruno with more on what people living on the dangerous pipelines will hear from the gas company. >> reporter: tonight pg&e will make a public presentation at the city council meeting in south san francisco since the same gas pipeline that blew up here in san bruno runs through that city as well. south san franciscans do have questions about its safety, in particular why did the utility reverse its decision to replace that particular segment that runs through their city. here in san bruno, what a difference the past month has made. this is what the glenview neighborhood looked like shortly after the pipeline exploded on september 9th. it was a charred landscape. today it's leveled lots, smoothed over with dirt. yesterday the city announced that it had finished removing the ruins of the 37 homes destroyed in the inferno. we're talking about 7,000 tons of ash and debris gone.
6:53 am
soon homeowners will be given permission to come back in here and rebuild, but many say no way. not until pg&e agrees to permanently shut down the segment of 30-inch gas transmission line that runs through this neighborhood. >> i don't want it running through my neighborhood. why would i want to build a home right next and it runs right up that street right there? why would i want to build a home here? >> reporter: with regards to what to do with the 30-inch gas transmission line that runs through this neighborhood here in san bruno, pg&e says it will work closely with all the people here to find, quote, the best alternative. here in san bruno, bob redell, "today in the bay." and again, an amazing rescue is under way right now in chile. more than a dozen miners are safe after being lifted out of that collapsed mine. we have another live look as miner after miner are coming up. see that little tube there? they come up in the capsule. they may be lifting one out right now as we speak. it takes about a half an hour to
6:54 am
travel nearly half a mile in that capsule. the miners are remarkably composed and in great health so far, considering that they have been down there since august 5th. they reached the surface to get greeted by their wives, their children, rescuers. even the president has been there of chile. about a third of the men have been saved so far. all 33 are expected to be out by the end of the day. and again -- >> there's another one coming out right now. >> it takes about a half an hour and then they get one out. >> it is simply amazing. well, it is 6:54. scott and mike already in the parking lot this morning. okay, guys, the newscast isn't over yet. >> reporter: yeah, it's not over but it's a spare the air day so i thought i'd show mike the chevy volt. this starts production real soon. mike, this is the chevy volt. it is an all-electric car. i've got the plug here in my hands. last night i took this home and i just plugged this right into my house. just like that. and fueled it up doing that. good for 40 miles.
6:55 am
>> 40 miles, all electric. >> all electric. >> i hear you can go a lot further. >> it is the car that will not leave you completely stranded if you go beyond. if you have an all, all electric car, you are out of luck if you run out of battery. not only that, you can't run to the gas station and carry back a battery, you've got to get it towed. so there's a gasoline engine that powers a generator if you run out of electricity. if you go beyond 40 miles. so you can go forever. you're carrying your own power plant with you. otherwise it's a completely regular car. a regular chevy. you can jump in there if you want to and take a look. very comfortable. now, it's a small car and it's superexpensive. you know, $40,000. but it's an american innovation, something to compete with toyota, something to compete with the knee sean leaf association we thought it was cool and worth showing you before you did your traffic report. >> and another twist on the all-electric hybrid and now we have another extended one. >> it's the a volt is what it is. >> we're talking about spare the
6:56 am
air, a good opportunity to look at traffic. a live look at the bay bridge toll plaza shows you one of the reasons we want to encourage folks to use mass transit or car pool. fewer cars on the roadway. you see the screen should be filled with cars all the way back towards the maze. car pool lanes looking pretty clear as is bart. mass transit reporting over 50 trains on time right now. no major delays so that's good news. bart runs 40 electrical, they generate some of their own energy. now we're going to get in here and see if i can burn some of this. here we go. all right, guys. woo-h woo-hoo! >> there he guys. >> listen how quiet that thing is. >> isn't that weird? gadget wednesday as well. that was very awesome. >> mike mentioned spare the air day today due to the hot temperatures and lack of wind. here's your seven-day forecast. if you want relief from the heat, good news. beginning tomorrow the sea breeze turns stronger and we'll
6:57 am
start to cool down. highs in the 60s and 70s this weekend. >> thanks, rob. have you guys heard this, the mcdonald's happy meal apparently not built for the long haul. check it out. a new york city photographer decided to see what would happen if she bought a happy meal and just left it out in her kitchen for six months. sally david took a picture every week to document the change. the trouble was, no, there's no error, there was really no change in 26 weeks. she said the only difference is the food was rock hard. >> that's a significant change, but that's interesting, yeah. i don't think it would last that long at my house. >> imagine what it's doing in there. thanks for joining us this morning. the "today" show coming up next. i have fallen in love with making bird houses.
6:59 am
