westbound that continues with the lane closure. because of the repair work that goes on since wednesday, discovered during a normal inspection process. a crack in the support piece they added a a retro fit. the brim is safe, but they have to repair the piece. the right lane remains closed. use the dam barton bridge as an alternate. yesterday wasn't an issue, but you watch for the friday commute. heading out of town and northbound 680 and eastbound 80 across the bridge. we will start to get slow and get out of town about 3:00 for both of those bridges. further north things jam up around 2:30 for the slow down. back to you. >> the san mateo westbound that we are looking at. coming out of the east bay. over two, rob was cheating and looking ahead with a little

rain. >> we are talking about big changes for the east bay and including oakland. we see the sea breeze pick up and 64 degrees and here in concord, we art 61. the wind is light, but southwest winds are picking up. mainly clear skies and the temperatures will be dropping as signs of the ocean air conditioning. reaching fairfield and as the winds pick up, temperatures drop off. you can see huge changes and the huge dome of high pressure keeping us baking the last couple of days. that won't be the case and by the end of the weekend may see a few showers. livermore will probably be one of the warmest spots. close to 90. 85 in dublin. look at richmond and oakland. back in the 70s finally and 87 in concord. trending cooler, but we are also tracking a chance of showers. a look at that and the east bay seven-day forecast in a minute.

>> the late inning curveball could cost the oakland area a chance to win the oakland a's. kim? as always it's about the money. >> reporter: that's right. the money and possibly not enough of it to secure the final parcels of land to build a ballpark in downtown san jose for the oakland a's. it appears san jose's redevelopment agency is feeling the effect of the recession perhaps a bit harder than suspected. for well over a year there have been talks moving to the south bay and taken the approach if we build it, they will come. they have been buying up pieces of land in downtown, hoping to get major league baseball's approval to build a ballpark. there reports the redevelopment agency has been cut in half perm-wise and may not have enough money to seal the deal.

there is speculation they may get help with some or all of the land. whatever issues we run into, we will figure out a way to get them done. san jose's mayor, chuck reed is deeply committed to the project saying there multiple ways to put it together. there is no doubt the redevelopment agency is struggling and finances are being looked over by the city leaders there. meantime the agency said it is continuing to work on this project on securing the final pieces of land. the plan all along has been to sell off other pieces of real estate in the city in order to purchase the property downtown. while all of this is going on, the commissioner of major league baseball, bud selig is waiting on the viability of moving down south. a lot going on. live in the east bay. >> thank you.

peace officers, firefighters and civilian who is showed great courage will be honored today. samuel is one being recognized by the state firefighter's association. the officer rescued an unconscious victim from a burping vehicle on 880. he and others will receive the medal of valor in sacramento. the officer is among 27 heroes from all over california. the tea party will hold a major rally at the pleasanton fair gowneds and organizers expect more than 10,000 people will come out and hear tea party candidates and other conservatives speak all in preparation for the november election. the rally runs from 11:00 to 6:00. new this morning, stimulus dollars are coming in the form of a new air traffic control tower. a groundbreaking ceremony will be held and the two current towers stand only 158 feet high.

the new tower will replace both. 236 feet into the sky while sitting on top of 13,000 square foot base. the 33 million dollar tab for the new tower will be picked up by the american recovery and reinvestment act. organizers say the tower should be finished by 2013. also new, oakland getting ready to hold a forum in helping kids, elderly and women. the forum on exsul exploitation and elder abuse will be at city hall at 1:00. today's event aimed at helping victims receive the support they need to get out of the situation. women in business will be invited to have lunch at the oakland city council with president james bruner. the women in business brown bag lunch helps women grow businesses or start them up. the lunch will be held at oakland city hall at noon. we want to remind you that bart says watch out through sunday

especially if you are traveling between lafayette and the pittsburgh bay point station. delays could last between 10 and 30 minutes. it's doing work on the tracks this weekend. polls show support is growing for prop 19, the measure that would legalize marijuana under state law. if the measure passes, people at the right place at the right time could cash in big and that could mean oakland. as jodi hernandez says, they could put millions into city. >> when it comes to medical marijuana, they open their doors to dispensaries, cultivators and the first marijuana mega store. >> it's an area of economic development that we could be leading in. some are not sure that's not what we want to be known for, but oakland could be known for a lot of things and this could be one of them. >> now voters give the green

light and the city could blaze trails. they get $800,000 a year from dispensaries. if prop 19 passes that, figure could balloon. >> the biggest ways are in jobs. there a lot of jobs with dispensaries and the cultivation and they are good paying jobs. >> this is one company a vision for a large scale cultivation facility. four such will be built in oakland. >> we are looking at the 24,000 plants in the 50,000 square foot space and the main flowering room. >> this architect with we grow has a proposed facility. the plan is to grow medical marijuana, but prop 19 could take cultivators to new heights. >> are we will take you out to

the east bay. it happened a few minutes ago. at least one of the cars involved is in lane number two. that's close to the center divider and might be the reason why we see a little bit of slowing. no major injuries reported, but details are coming in out of livermore and not a problem. the maze is moving smoothly and look at the maze. the tunnel as well as the east shore freeway, 18 minutes off of the bridge down to the toll plaza. we expect a lighter volume and as we get close to midday, we see things start to get busy heading into the city. a great place to go for the weekend. >> a great weekend. all kinds of things to do and the weather will be cooler. >> not too hot for a change. this morning around the east bay, temperatures mostly in the 60s and 50s closer to the bay. that's a good sign we have the

ocean air conditioning turning on. the wins shift friday offshore to onshore. more border line hot day, but mostly 80s today and for the weekend, saturdays are okay. it's sunday the day you want to keep an eye on as an area of low pressure breaks off and heads towards central california. that's the reason why we see cooling for the weekend and maybe the chance of seeing a few showers. around the east bay and beyond, 85 in dublin and fremont is 85. look at the inner bay temperatures from berkeley and richmond and into oakland. upper 70s and mid- to upper 80s into the delta and the upper half of the east bay valleys. keep a close eye on the forecast. most of the showers will see likely south of livermore and it scoots through central california. scott? >> thank you much. coming up today in the east bay, help wanted. how to get a day of work with

retail sales and consumer sentiment. we had earnings from ge beating by two cents per share. the dow will open trading at 11,094. the house is expected to vote on giving a $250 bonus payment to social security recipients to make up for a lack of a cost of living increase next year. the social security administration will make it official today. the bonus payments if passed would be stillular to a stimulus package from last year. >> new this morning, the u.s. is more than $13.5 trillion in debt and we can expect to that go up. the federal government will announce the deficit exceeded $1 trillion for the second straight year. the sobering number is $1.29 trillion. the man who leads the house of

shook the bay area on october 17, 1989. according to geological surveys, there is a 63% chance an earthquake with a magnitude of 6.7 or higher could strike before 2031. in and around the bay area, schools and highways and other buildings have been retro fitted to with stand a quake of up to 8 on the richter scale. other structures have been torn down. in 21 years a lot has changed. thousands of private homes and also apartment buildings are still vulnerable and most of these were built decades before building codes were upgraded for greater safety. others are built on landfills which could cause buildings to collapse in a major quake. the other risk is to hospitals, some of which are falling behind. they are retro fitting because of higher costs. right now many projects are going on to make the necessary
