east bay, the right lane and the bridge is closed as it was since wednesday afternoon. they discovered a crack in the support piece after a retro fit. the bridge is safe and they are blocking the right lane. crews will have to replace the piece they fabricated yesterday. they could have a closure after this afternoon causing slowing for the morning commute. we suggest that folks go to the dumbarton bridge. we only saw slowing and the toll plaza never had a back up. that was nice and over on city streets approaching the 880 and dumbarton interchange, potentially as a result of more folks headed there. we are still following an accident in the hov lane northbound 680. we will follow that and this area was hot the last few days and started to cool off. >> the sea breeze will reach out and around pleasant and dublin. 50 thz morning and look out for

thick fog around the coast. coastal clouds will continue to try to wrap around under the bridge. temperatures eventually in the 70s for the inner bay. upper 80s in san jose and near 90 this afternoon around livermore. we have developing news in the south bay. firefighters are battling a blaze at a 7-11 off of the almaden expressway. you see the map here. we have a crew on scene and a live look at the 7-11 looks like there no names and smoke. they say they have made progress. you might want to watch for that and tell them it's a busy thoroughfare and that might be affected there. we will keep you posted all morning. >> a late inning curveball could cost the city a chance to win

the oakland a's. today in the bay's kimberly terry has the details. it's all about the money. >> reporter: that's right, laura. the san jose redevelopment agency is looking for the funds to buy the last couple of par l parcels of land needed to build the ballpark downtown for the oakland a's. for well over a year, there have been talks of the a's moving to the south bay and san jose has taken the approach if we build it, they will come. the redevelopment agency is buying up pieces of land in downtown san jose hoping to get baseball's approval to build the ballpark. there reports the agency which has recently been cut nearly in half may not have the money to seal the deal. there is also speculation of oakland a's owner lou wolf stepping in to buy some or all of the land. san jose's mayor is deeply

committed to the project and all of this is going on with the commissioner of major league baseball is waiting for the final report from the committee on the viability of the move to the south bay. santa clara police department, at least he is out of a jail cell. we did checking and according to the santa clara county website department, a-year veteran of the santa clara police force has been released. he faces charges of giving the hell's angels confidential information about private citizens from the dmv. nobody know what is they did with the information. the santa clara chief said this is an isolated incident. the remaining members are hardworking, ethical professionals who are just as

appalled as i am. two other people are under arrest. a san jose woman and a hell's angel member who has a long criminal record including assault and making threats. the cow palace will live up to its name tonight. the cowboys gather at 5:00 for a good old fashioned cattle drive. it's into the cow palace. it's part of the build up to the grand national rodeo that starts on wednesday. >> whether you are a student or applying to college can be confusing. there is help and it won't cost you a dime. uc berkeley is hosting college information day. reps from 60 private colleges and universities will advise on admission and financial aid. it is geared towards middle and high school students from 8:00 aim to the afternoon.

jackets. winning 1 and losing one. that was part of the biggest opening tour. this was the scene outside at&t park. the giants boarded buses for sfo and they gear are gearing up. 4:30 tomorrow and 5:00 on sunday. at&t will not broadcast on the big screens like the major league season. the rules are different in postseason play. the 49ers will be post hosting the raiders. kickoff on sunday and single game tickets are sold out. raiders are 2-3 and 49ers are just hoping for a w. they are 0-5. in the south bay, the san jose state spartans will take on the boise state broncos. ticks are still available for that game at spartan stadium.

oakland and san leandro have a ranked voting system. the government will announce it is not increasing social security payments today. they call it a diet cola. at least it's not a coke zero. >> the cola, cost of living allowance is disappointing for anyone on a fixed income. we acknowledge it's a nice thing and the government is not trying to punish you. it has run a mathematical model and found because prices are not going up, the biggest is deflation. there is no need to raise the allowance. keep in mind to n 2009, social security saw a huge nearly 6% jump in monthly allowances. the federal government will run another deficit above the $1 trillion mark. i wrote out $1 trillion there at the bottom. that's what it looks like with

coming up before 5:23 this friday morning, looking live at the shark tank. kind of cool outside and temperatures in the 50s and 60s. currently right there, 62 degrees and not much wind as we take you over to san francisco. you can see 62 degrees and a bit of a sea breeze trying to pick up this morning. good news in terms of cooling off inland. 64 in oakland and northwest wind at close to 3 miles per hour. the pga tournament is ongoing and toasty in portions of the south bay. look at the temperatures. a sweatshirt is needed before you move out. philadelphia for the giants and the weather may be part of the story for tomorrow. we will see breezy and cool conditions around game time. right now in the northeast, they are dealing with an early

noreaster. the rain should move out for game one, but we will see cool and dry air from the north over philadelphia for saturday. back to the bay area. a system to the north this morning, this is part of a really big pattern change and no more of the summer-like heat. inland spots, aches to near 90 and the sea breeze will continue to cool down through the weekend. we are tracking this area of low pressure that will scoot by to the south. areas mainly south of san jose and livermore stand the best chance of showers late in the weekend into monday. the travel plans include the high country and an easy drive, but coming back, snow levels near 8,000 feet and plan on wind and showers to wrap up the weekend. if you are heading to morgan hill, temperatures near 90 and mid-and upper 80s that will likely cool off through the evening as the sea breeze turns stronger. 70s today and upper 70s towards the hills. upper 80s into the north bay. from here into the weekend, we

a political power couple coming to the bay area, but for different reasons. >>. >> sunday is the 21st anniversary of the loma pri eta earthquake. a report on just how far we have come since then today in the bay. thanks for joining us. >> this is today in the bay. we have dping traffic news. any idea when work will be finished? >> w have that repair work continuing since wednesday afternoon and we are looking at the map system. it's back up and running. the bridge repair work will go equally as quickly.

the right most lane has been closed and as repair or inspection crews found there was a minor crack. of the support pieces going on there as a result of the retro fit. the bridge is save and this is for added help in an earthquake should it occur. dumbarton bridges suggested an alternate and it caused big slowing all the way over to 880. a lot of folks might have headed down there to try to jog around the potential for back ups. the san mateo bridge moves smoothly to sign over on this side. the far right lane is closed and no major issues for the drive. we see a nice smooth view and the high-rise lights. how are things shaping up? >> visibility around the inner bay is not an issue.

if you head out along the coast, you can expect foggy continues and the coastal lows will be cooling us off. 70s around san francisco and oakland. 87 in san jose. near 90 out by livermore. back to you. >> mike was talking about earthquakes this sunday. it marks the 20th anniversary of the quake. today in the bay live in oakland with what's being done to make sure we are all safer when the next big one hits. >> reporter: 21 years ago sunday, the oakland a's were involved in the battle of the bay and the giants were playing them in the world series when the earthquake hit. since then so much has been done to try to get the bay area ready should the next big hit. the 7.1 magnitude earthquake shook the bay area october 17th, 1989. according to the u.s. je lomg cal survey, there is a 63% chance an earthquake with 6.7 or

greater will occur before 2031. in and around the bay area, schools and highways and other buildings have been retro fitted have been fitted for up to an 8 on the richter scale. others have been torn down. so much has changed in two decades. thousands of private homes and apartment buildings are vulnerable. most were built decades before codes were upgraded and others were built on landfill that could cause them to collapse in a major quake. the other risk is to hospitals, some of which have fallen behind to retro fit their buildings because of the high cost. today to commemorate the anniversary of the quake, the emergency preparedness drill is scheduled for 9:00 at pier 45 in san francisco. dozens of merchants and resident from fisherman's whafr are expected to participate.

bernanke acknowledged his organization may have to do more to spark the economy. specifically by buying government debt. the fed can print money and i mean that literally. it can turn on printing presses at the treasury. they can inject money into the economy. it means more activity. we expect more detail and the fed to make a specific decision in early november. the the city of oakland figured out how to make money off pot. if prop 19 passes, that's the proposal to make the possession of marijuana legal for someone over 21. lots of people could make money. this sunday on the press, we will talk about cannibis for capitalists. the business of marijuana. we will not debate the ethics and whether this is right or wrong or whether it will pass or not. assuming it's done, this is like the end of prohibition or the beginning of the dot-com boom regardless of how you feel about it.

the tracks that is needed this weekend. this is tough. it's nerve racking for a lot of giants fans. even for the big name players, the giants playoff roster will be finalized and big names like barry zito may not make the cut. philadelphia is greeting the giants with a major noreaster rain storm. the field was closed and the giant his an optional batting practice in the indoor cages. it's supposed to be dry, but probably windy come game time on saturday night. another cause of concern. a blister on tim lincecum's pitching hand. he is in good spirits about it, but we will have to wait and see if the injury turns into a much bigger problem. laura will have a live report on timmy's pitching hand and more tonight at 11:00. tomorrow is your first chance to see the san jose sharks. black and teal open up with atlanta.

he'll ask voters for even more new taxes? jerry brown. governor jerry brown, again? hide your wallet. san jose expect a high of 88 and concord 87. warmer on the east bay. the nation's largest retailer faces a huge fine. cvs is in trouble for selling a chemical used to make meth. live in washington, d.c., i guess the question now is, is cvs going to pass this on by jacking up the prices? >> it's a good question. we have to wait and see what we know. they will be paying $75 million.

this was a big case in southern california. several stores there involved. it started a couple of years ago. they investigated after arrests down there, people making methamphetamine. pseudoephedrine is the key ingredient in making meth. they were able to trace the sales back to several cvs stores. it appears people were able to go in and buy up all if not almost all of what was in the stores. that's a violation of federal law. the u.s. government restricts how much person can buy because they know it's contributing to drug trafficking when it comes to methamphetamine. pharmacies have to track that and restrict the sales. cvs said they had a system in place to track it, but what it was not doing according to the justice department was restricting the sales. as a result we now have the fine. according to the government, this is the largest civil penalty so far under the

controlled substance act and they say that cvs was the largest contributor in the country of pseudoephedrine to methamphetamine production. we know there over 800 cvs stores in california and soon they said they will be cracking down on how and when you can purchase these cold medicines with suito ephedrine in the stores. the ceo said that he breached policies with the company and the company denied any wrong-doing. the first group of miners of out of the hospital. they went through one day of tests and observations. doctors say all 33 men are in surprisingly good health given they were trapped a half mile underground for over two months. they say they plan to release more miners today. out of the hospital for them and back home for one miner

overturn her brother's conviction. conviction is rated "r." san jose came up a few parcels short in efforts to land the a's, but the city's redevelopment agency is in such bad shape, there may not be enough money to push the plan forward. live in oakland with the latest set back. good morning. >> good morning, laura. for well over a year, there has been talk of the a's moving south. if we find the land and buy the land, they will come. it appears the san jose redevelopment agency is feeling the effects of the recession, perhaps a bit harder than first suspected. the agency has been buying out pieces of land and downtown san jose hoping to get major league baseball's approval to build a ballpark there for the a's. this morning there reports of a redevelopment agency cut nearly in half. they may not have the money to seal the deal. there is speculation that the a's owner may step in to help

buy some or all of the land. he said whatever issues we run into, we will figure out a way to get them done. san jose's mayor chuck reed deeply committed to the project saying there multiple ways to put it together. no doubt that the redevelopment agency is struggling. the finances are being looked over by city leaders, but the agency continues to work on securing the final parcels of land. the plan has been to sell off other pieces of real estate within the city to purchase that property downtown. while all of this goes on, keep in mind that the commissioner of major league baseball is still waiting on a report on the viability of the team. it is moving south. this is still far from a done deal. live in oakland, kimberly terry today in the bay. temperatures still in the upper 80s around san jose and near 90.
