new eastern span is set to go up today. you see animation of what it might lock like. at 10:00, commuters get a clear view as crews lift the 107-foot tall section in place. the tower will be part of the suspension portion and the signature piece that connects oakland to yerba buena island. the project is set for completion in late 2013. helping people through the financial crisis using financial lit ras to teach people more about the money today at the marriott convention center from 10:00 to 2:30. martin luther king iii will be the key note speaker. be prepared. the rallying cry for east bay fire stations, hoping to get people ready for the upcoming rainy season. christie smith is live for more on how to take advantage of free help. >> reporter: as we learned this

weekend, it's that time of year, time to start thinking about rainy wet weather. the city of oakland has been working for the past couple of months to get prepared for this. they have been doing things like cleaning leaves and debris from out in front of storm drains and reminding residents they might want to start thinking about doing the same in front of their houses and bagging up leaves to make sure they don't get clog in the storm drains. also the other key is that sandbags are now ready along with big sheets of plastic for pick up on edge water over near the airport and at the maintenance office on shepherd canyon for people who live in the oakland hills. you see downed trees and small sly when is the rain starts. the maximum is about 20 sandbags at the fire stations. at the fire stations it's 5. that's where sandbags can be picked up when the weather is bad.

men who held up two restaurants. the first happened before 9:00 at a round table pizza. 40 minutes later, police say the men robbed a subway. they were wearing sweatshirts, masks and gloves. one carrying a shotgun and the other a pistol. he took off in a dark suv and nobody hurt. the two men are responsible for a similar robbery in concord and some in surrounding cities in early september. there 14 days until election day and voters are getting ready for a new voting system. rank choice voting lets voters cast votes for the top three candidates. odd things can happen. the voters's number three choice theoretically can win the race. >> reporter: the family in oakland know this upcoming

mayoral election is a big one. both parents want don pe rota. what they don't know is as they sit down at the table to go over their ballot, they are facing a new voting system. they get to choose a first choice and a second and even a third choice candidate. >> i have to think about it more knowing who would be the second choice. i never had a second choice. >> it's called the ranked choice system. >> i don't know how it works. >> reed only noticed it on the official ballot. >> it can confusion the voters first time out. >> you would rather play robots with the boys, but the register's office is spending $960,000 to grab your attention and get you to listen to how it works. >> the first choice is who they would want to win. the second choice, who they would secondly like to win and

skies overnight and as the heat of the day escapes back out into space, condensation equals radiation. for the afternoon it looks good. trivalley, mid 70s to low 80s and the next chance of showers arrives late on thursday. if you are heading to the south, look out for thunderstorms around santa barbara into southern california. that will be waiting for you on the other side of the grapevine if you are heading into l.a. east bay hilltops mainly mid- to upper 70s. the winds picking up for elevations above 1,000 feet. all of this points to a dry forecast today and tomorrow and a chance of showers mainly off to the north. best bet of rain still looks to be on thursday to wrap up the weekend. >> thank you much. talk about your halloween horrors and see how the weather could wipe out holiday traditions. a night on the town.

just ask jerry brown. he gave california state employees collective bargaining powers. since then the unions have grown stronger and stronger. now state employees can retire at 55 with much of their salary for life. and taxpayers are on the hook for one hundred billion dollars in unfunded pension liabilities. no wonder those unions are 100% behind jerry brown. he'll just spend, and spend, and spend.

4:44 and i showed you livermore and sunol into this area with a light volume of traffic. likewise for the northbound commute. we have one incident over highway 85. it shouldn't be a reason for slowing, but i have seen slowing for saratoga over the last few minutes. we will watch that carefully and nothing big going on. what was big was here in southbound lanes closed for about 12 hours. we have all lanes reopening just at 4:00 a.m. the overturned truck carrying liquid wax. the bay bridge with a nice easy drive as scott mentioned. there will be construction work going on, erecting a tower. back to you. >> we have the wax on and then they get it off.

to courtney reagan live at world headquarters. good morning. >> good morning to you. futures are a bit lower here on disappointing earnings from apple and ibm. they reported strong profits and sales were shy of forecast. that doesn't usually happen. ibm didn't sign as many service contracts. that's an indicator of future growths. asian markets did take higher overnights. europe is mixed this morning and like you said, bank of america reporting 27 cents per share that beats the streets. right now we are getting johnson & johnson and their 3rd quarter earnings above the street. we will hear from goldman sacks and coke. housing data with no less than seven federal reserve members. 11,143. the nasdaq was up 11 points to 2480. more workers expect to take three years or more to rebuild

sheets of plastic to try to keep that rain out of places like your garage and slippery slopes dry if necessary. they are available on edge water near the airport and the maintenance satellite office on shepherd canyon as well as fire stations throughout the city. it's the kind of thing you don't want to think about before it starts dumping, but you should if you live in the hills. even storeowners have seen flooding before. you are reminded also to keep drains around your home clear. pick up leaves and debro and also this year, the public works department is looking for volunteers. neighbors and even storeowners to adopt the job and the city will give you a free set of rain gear, a rake and debris bags and a big thank you for doing that. that's the latest reporting live

in oakland, christie smith today in the east bay. christie talked about it and we will see another chance of rain into the east bay. this morning, the rain concern really is patchy fog. some of it thick enough to reduce visibility. it is chilly and you want a jacket in the 40s and fiftz. dress in layers. by the afternoon we will see mid- to upper 70s and even low 80s out to the trivalley. next chance of rain is late on thursday. towards thursday evening, light rain. there is potential on sunday and back in the bay area. the radar is dry except if you head into the central coast. san luis obispo and heavy rain across southern california. factor that into travel plans. for the bay area, it's the fog that will slow you down. temperatures eventually later on near 80 around livermore and

pleasanton. 76 around orinda and 78 in concord. the warmest days of the week and clouds for thursday and a chance of a few sprinkles and a better chance of rain into sunday. scott? >> for many people, the idea of binge drinking calls up images of college parties or downing shots. according to the centers for disease control, the average woman drinking four or more drinks in two hours would be considered a binge drinker. there is specific evidence that a agreeing number of young women are falling into that category. >> saddle up to any bar and sit on any patio on any night and you find just as many ladies as men. >> three or four nights a week and after work on the weekends and pretty often. >> wine, mixed drinks, you name it. >> it's more socially acceptable. >> it apparently is. a study of 85,000 respondents

looked at drinking trends and over the course of nearly 20 years, white women consume more drinks per person and among women, white women were more likely than hispanic and african-american women to binge, drinking five or more drinks a day. at author of the study said social acceptance is a huge factor. >> many more women with careers and many more women with professional lives and many more opportunities for social interaction. those social interactions have many more opportunities for drinking. >> most women are more self-sufficient than ever before. >> we are more independent. we are starting families later and getting married later. >> they say binge drink suggest easy when drinks are served at almost every activity. >> buyer we have been to birthday parties or baby showers and there is cocktails flowing. >> women don't quite match men
