good morning to you. and it is a wet one all across the bay area. we'll be talking about that and, of course, we'll be talking about giants, what an exciting night despite the rain. >> it was awesome. that kind of torture okay. and more for the rain, we have more today so whatever the outdoor plans are this is the big winner. the super soaker. look at petaluma, santa rosa, yellow and orange. we will see more of those colors through the north end of the bay and a reminder those colors, the oranges and yellows, are the moderate to heavy downpours. and then the light green is just a nice shower coming through. san francisco and oakland getting some of that. livermore coming through your area. redwood city, a lot of the roads were flooded yesterday. we'll see more today. all of the roads and highways ndand watch for small streams starting to flood up a little bit. not over the banks but flooding a bit. that's the satellite and that storm, very impressive. it's coming our direction ittod. it also opens the storm doors

at home on wednesday. an exciting win will turn many fare weather fan into a die-hard fan. only long-time fans understand the torture of loving the orange and black. a ninth inning win that will turn your hair white. now the torture is [ inaudible ] as fans hit the streets of san francisco overnight. as today in the bay reports, not even the pouring rain could dampen the spirits of those giants fans. >> reporter: near at&t park the party spilled out into the streets, as giants fans made their way out of nearby bars and revelled in their victory. >> yeah, baby. we done it! >> reporter: the pd moved in to make sure the celebrating didn't get out of hand. >> yeah, giants! >> reporter: the game was a nailbiter if ever there was one, at knuckles' sports bar and grill, looks of concern turned into sounds of pure joy.

reporting, in case you couldn't hear him. on wednesday the world series kicks off at san francisco's at&t park. if you're looking to get tickets get ready to shell out serious cash. stub hub says giants tickets have been the biggest seller over the past 24 hours. fans are snapping up tickets to the four world series games that could be played here. standing room tickets going for $400 to $500 and then there are some of those boxes behind home plate, those are listed at near $20,000 right now. whether you want to nurse that celebratory hangover or keep the party going you will find some san francisco bars open early for business. the bloody mary breakfast celebration is already under way at lefty owe dull's near union square. they put up the giant world series champion sign last week. some folks said it was going to be a jinx. looks like it wasn't. a world series or not getting a taxi in the city is nearly impossible so how about driving your own cab?

san francisco municipal transportation agency is considering letting people buy permits or medallions to drive cabs during peak hours. fans of the permit say that will provide more taxis without hurting business for existing drivers. cabbies disagree saying the more taxis on the streets means they can't make enough to survive. the agency plans to schedule a hearing to settle the issue once and for all. we'll keep you posted. the city of san jose is sending a message to bank of america. it withdrew millions of dollars from a b of a account. the bank is now under investigation for widespread illegal home foreclosures. last december, the city officials unanimously voted for bank loan modification record which means this year bank of america is deprived of millions of dollars from the city. two bay area groups are working hard to hold big banks accountable. they are pico national network in oakland and most holy trinity

pact in san jose. being able to move away without having to pack a thing, might sound great to some people but in campbell it is what residents are fighting against. this week the city of san jose will begin the process of an nexting over 100 acres of land that include a neighborhood in campbell. campbell residents will protest that decision outside san jose city hall on tuesday. residents tell the mercury news they feel like the city of campbell is being quote, poured down a drain. official say this is a good thing because police will be able to respond to emergencies more quickly. right now campbell is home to about 1,000 people. in antioch, a school district faces state intervention. antioch unified has experienced the largest gains in test scores in eight years. that's not good enough according to federal standards. the district may face intervention this year and could mean replacing personnel, appointing a state trusty to run

the district or transferring students out. they have been trying to improve programs for three years now. this comes after it failed to meet standards set by the no child left behind act. november 5th, former barts police officer will be sentenced for killing an unarmed man at the b.a.r.t. station. yesterday along shoreman's unions left their ports and rallied at oakland city hall instead. they're calling for mess early to get the maximum sentence for involuntary manslaughter. that was his conviction. what does the union have to do with oscar grant? the longshoreman can legally stop work once a month for meetings and chose to dedicate this to the memory of oscar grant. two years ago they dedicated a work stop to health care reform. still ahead on "today in the bay" the last-minute second chance at a high school tradition for dozens of students. >> happy, you know.

good morning to you. if you came to san francisco because you wanted to see the sights and you're heading home today, you can expect an hour and a half delay at sfo. get an extra cup of coffee at your hotel. dozens of students at a south bay high school got to put on their dancing shoes this weekend. students at santa teresa have been planning for the night of their homecoming dance for months, but it almost didn't happen. santa teresa high school planned for a maximum of 500 students at its homecoming dance. less than a fifth of the student body. the limited number of tickets left many, including this freshman, shut out. >> i was like, crushed. like i wanted to cry. >> the problem was, that this year there weren't enough teacher chaperones because the school cut the number of

extracurricular hours that teachers are required to work. outrage prompted teachers at the san jose high school to step in and help and at the last minute 100 more tickets were made available. students say this is the first time the school has ever limited the number of ticket the. parents by the way aren't allowed to shap prone for liability reasons. looks like an east bay college sports program won't have a homecoming for a long time. the college is forfeiting three years of football and basketball wins as punishment. the community college says a part-time sports assistant passed out of state athletes as california residents so they could pay lower fees. the forfeits won't affect the football team much because they only had eight wins over the last three seasons. the basketball team had been ranked second in its conference for the past two years. as many as 20 students were involved in this. from studying for finals to becoming a fugitive. tomorrow will be a san francisco student's 40th day in a

detention center. 20-year-old steve lee was studying to be a nurse when taken by immigration agents in september. lee says agents arrived and arrested him and his mother. they met his father at sacramento county jail where he found out for the first time that he was an ill leem immigrant. if he is deported his parents will go to china and he will go to peru where lee says he does not know anyone. three men are in jail for apparently creating a drug lab in a freshman dorm room. police found chemicals to make the dpmt in a georgetown university dormitory. the suspects were two university students and a guest of theirs. other students from the hall were evacuated until the area became safe again. >> it was shocking. i had no idea that people were even capable of manufacturing stuff like that in the dorm rooms. certainly not indicative of the

this weekend the dark clouds looming over wine country are threatening the grape harvest. an inch or more rain is expected to fall across the north bay this weekend because of back-to-back storms. all week farmers worked around-the-clock to harvest as many grapes as they could as quickly as they could. if you like white wine, you're

in luck. farmers harvested most thin skinned grapes on friday but thicker like cabernet are still on the vine. this year's harvest is expected to be smaller than normal because of the heat wave we got back in august. we don't like to hear bad wine. that makes us whine. >> yeah. this is tough because they're getting a lot of rain, the north end of the bay. yesterday they had about 2 inches. today add another two to four, and we have -- >> they're work so quickly. >> doing all they can. they're preparing for that because they kind of know well ahead of time. as we go through the week they have to do it again. we have more coming in on thursday and next weekend. right now, san jose, right over the south end of the bay, cloud cover not a lot of rain here yet. head to the north and that's where we have more of the rain. next shot as we head out toward oakland. look how dark it is over oakland. a lot of rain getting ready to come through oakland and then as we go across the bay and head over to san francisco, a lot of cloud cover there as well. and some of the rain coming through, yeah, so prepare for

that. and there's also a run this morning in san francisco with the dogs and owners. we'll see how that goes. this is the radar right now. heavy rain with those yellow pockets you see close to heelsburg and darker greens, the moderate downpour. this yellow here, the heavy downpours, this is all the way down 101 through novato, petaluma, american canyon, over to fairfield. this is not only bay area event but headed to central valley, same story. we saw that shot from san francisco. look at all of the rain through san francisco over to oakland, emeryville, head down the east side of the bay, hayward, union city, you've got lots of it, san lee ann dro, danville, walnut creek and concord. through redwood city and pockets closer to palo alto, up over the hills of the santa cruz mountains. no rain falling here yet as you can see from the radar. this is going to head to the south bay later through the morning. across the sierra, lots of snow above 7500 feet. one to two feet of fresh snow

for the sierra by the time we get into tomorrow morning. here's the storm. that's the main engine behind it. this is all that moisture that's coming in. it's tapped into some warmer air. warmer holds more water. it's subtropical moisture, so it's going to be a lot more to deal with today. the first storm that came through yesterday, kind of opened things up. look at the total, 2 to 5 inches for the north end of the bay, inch and a half east side of the bay, one inch or so for the south end of the bay. future cast, 9:00 a.m., the yellows and oranges still in the north end of the bay. 10:00 a.m., same story. through 11:00, still there. once we get into 12 still there. 1:00, you have some heavy rain coming down at times. watch for some localized flooding, especially along the roadways. 4:00 p.m., starting to get clearing in the north end of the bay and by 8:00 p.m. most is gone. highs into the 60s. little muggier today, chris, and then san francisco closer to 60 degrees. as we go through the remainder of the week ahead, seven-day forecast, a scattered shower or two tomorrow morning. look at wednesday or thursday.

professor found seniors made up 7% of bankruptcy filers in 2007 a major jump from 1991. what's responsible for all this debt? according to the study two thirds who filed blamed credit cards. but there is help. credit counselors like those from green path offer seniors getting help to get their finances back on track. a san jose city councilman has some explaining to do after he was confronted on camera for taking down some campaign signs. councilman pierluigi oliverio was confronted by angry firefighters who say he stole their campaign signs. this video taken by a supporter who claims oliverio took a sign from private property and put it into his car. oliverio says that he took the sign down but only because it was illegally staked on public property. the couns man has supported measure v which would change the process by which police and fire

let's important for a couple of reasons. one political, one demographic. no question the republicans will pick up a bunch of senate seats. that's standard fare for the out party at mid-term and the economy, this messy economy, only adds to the feeling of many to throw out the ras calls, being, of course, the incumbents. now the demographic, people out west where we are, are going to be watching what happens in the rest of the country. if republicans do better than expected and win seats in places like illinois and colorado, which mostly were thought to go to the democrats early on, that momentum may carry over to california, nevada, washington. those are three states with three democratic incumbents. harry reid in nevada, patty murray in washington, barbara boxer here. they may face the last minute surge because of the way things are going across the country. >> when carly fiorina threw her hat into the ring nobody thought this would be a close race.

barbara boxer is an incumbent and carly fiorina doesn't have a record. a lot of people who have worked for her don't endorse her. >> yeah. >> why have we gotten to the point it's so close? >> barbara boxer, harry reid, they both suffer the same kind of plight. they've been there forever. it it's an anti-incumbent year. we cannot say that enough thanks in large part to the nasty economy that won't go away. and let's remember, boxer, the liberal end of her party and had to fight for voters in the middle every election including this one. fiorina, well, a fresh face, therefore she represents in the mind of many voters, change. even though interesting, many of her core values fiorina said, are pro life, favors offshore drilling, opposing any accommodation on the immigration. these are at odds with many californians but putting that aside because they're looking twice at barbara boxer. >> always a big deal for one party to control congress. what's at stake this time,

though? >> a lot. an awful lot. this has been a very active year for the democrats. we have to remember that. they've done all kinds of things. most of us have focused on health care reform. that's been the real thing. but, in fact, the democrats in congress have done a bunch of things including new legislation on college loans, easier to get the loans, less expensive. credit card reform. tax credits for first-time home owner. tobacco regulation and making a tax on gay people of hate crimes. an awful lot of legislation. going crazy for the first two years. republicans have had it up to here. they would like to change a number of these policies. also, let's remember there's the issue of the tax cuts, the bush tax cuts, we've heard about that, which most democrats want to continue except for the very, very wealthy. republicans say, we want to continue them including the wealth yes. so, you put it together there is an awful lot at stake for both

sides. >> let's say the republicans get their way, they control one or both houses of congress. what does that mean for the president? >> yeah. look, the democrats are crying all over the place about this. this is a terrible thing. awful awful. clearly obama will be stymied. president obama will be stymied on many objectives because republicans will want to go in a different direction. you heard about health care, repeal and replace. that's what they said about that. let me tell you something, a little interesting tightbit that may go the other way. obama will have somebody to run against in 2012. until now the republicans have been the pesky minority called by some, you've heard this, the party of no. >> yes. >> that's what they've been called. if they become the majority in congress, then they're going to have to take responsibility for what they propose and become a much more visible target for obama and the voters. you know what, that's what happened to bill clinton in 1994 when he lost his democratic majority and he became a very
