from nbc bay area, reporting what matters to you, this is "today in the east bay." well, good morning, everyone. i'm scott mcgrew. it is 4:30, november 3rd. if you need to know what happened in your local race, our team has the results. we will get right to them. first the warmup continues. we start with rob and your hour-by-hour east bay forecast. >> just a little patchy fog in some spots around the east bay. we have 56 in oakland. as we go through the morning you'll see those temperatures starting to climb up into the 70s and 80s. currently in livermore you can see the winds are light. kind of a chilly start to the morning. we have a few high clouds off to the west but things will be dry and quite warm for this afternoon. look at your tri-valley temperatures today, getting into the low 80s around livermore, 79 in dublin and into richmond and oakland today, upper 70s for the afternoon as you head into the east bay hills. high in the low 80s. later on this week big changes and rain coming on back.

we'll have a look at that in just a few minutes. let's turn to mike inouye. >> we'll tell you about a full closure for eastbound highway 92 heading into hayward off of the san mateo bridge, now, it's just construction so this will be a surprise for some folks. take it to 10yson. bart is aood option through the east. especially if you're heading to the city. the giants are having a big celebration and parade. i'll give you more throughout the morning. scott, back to you. results still flowing in on this morning's decision 2010. election workers tallying up the votes in the east bay, one of the most interesting and high-profile races to watch is the race for oakland mayor. ten candidates vying for the seat. new mixed ranked voting also means that they probably will

not get results until later this week, but let's take a look at the numbers. don perata supporters, his supporters considered the front runner in this ten-man race, gene kwan a contender as well as rebecca kaplan. take a listen to what they had to say. >> optimistic. we've been walking and calling right up to the last moment. a lot of times in campaigns you stop trying to contact new voters. we've been contacting new voters right up through today. >> oakland is big enough to matter, small enough to manage. this city can be what it should be. there is no reason why we cannot make oakland what all of us believe in. >> so to be perfectly clear, we do not know who the next mayor of oakland will be yet because

of this ranked choice voting, but we will certainly keep our eye on it. one of the most highly publicized measures got shut down. prop 19 is the push to make marijuana legal under state law. it lost big. even in defeat, though, the measure has moved marijuana legalization into mainstream american politics. today in the east bay's christie smith is live in oakland with how it all tallied up. >> reporter: good morning to you. well, prop 19 was really the first widespread effort to legalize recreational marijuana use. the whole country was actually watching how this shook out here in california. it got strong support in places like the bay area and other parts of northern california, specifically along the coast, but it failed to gain traction in big urban areas like southern california, places like los angeles and san diego where the support was really needed. now, the chief supporters here in oakland said the defeat still

shows a growing tide of support for legalizing the drug overall, finding a silver lining in the fact that so many voters did support prop 19, but opponents say once voters really got into what it was about, they found that it was a jumbled mess. now, prop 19 would have allowed people over 21 to possess, cultivate or transport marijuana for personal use and allow local governments to regulate and tax it. but opponents believed this will actually dampen legalization efforts nationally. that's the latest from here. reporting live in oakland, christie smith, "today in the east bay." voters, meanwhile, in several cities weighed in on half-cent sales taxin decrees. in antioch measure p would raise the sales tax to 9.75% starting in july. measure p seems to have not passed. in concord, voters approved a half-cent city sales tax raising the total sales tax to 9.25%.

measure q would expire in five years. the money would help boost concord's ailing budgets. major r in elsa receipt owe would make shoppers may a 10.25% sales tax, the highest in contra costa county and the highest allowed by law. measure r did pass. and measure aa in union city, a temporary half-cent increase to 10.25, making it the highest rate in alameda county and it passed as well. measure o in contra costa county proposes a new $10 per auto registration fee to pay for transportation products such as road repairs and improving traffic flow. in oakland, voters decided the fate of measure x, a $360 parcel tax the next four years. the money would have gone to police and firefighters' salaries and that one overwhelmingly did not pass.

measure bb did pass. that is the one that asked voters to remove a requirement that the city maintain funding for a minimum of 739 police officers in order to collect money from the voter-approved measure y. since the city of oakland has under 700 officers, it's under the minimum, it can't collect the tax dollars. congressional district 7, democrat george miller wins over representative rick tubbs. congressional district 9, democrat barbara lee won a five-way race. congressional district 10, incumbent democrat john garamendi look a three-way race easily and congressional district 11 as well. this is one of the closest if not the closest in the country, but the democrat falls to david harmer by just a percentage point at this point. congressional district 13,

we do see some slowing, which is pretty typical as folks start to hit the roadways. meanwhile the light volume visible at our oakland camera shows you the nimitz freeway at the limit and past the coliseum there is no major delay. things are moving pretty smoothly through the maze. again, we're watching this pedestrian on 238 through san leandro, back to you. >> we were just talking about the harmer-mcnurny race being one of the closest in the country. meanwhile, let's turn to rob. the weather is going to be great. >> the numbers have been pretty much all week. we've been looking at 70s to near 80. this morning a chilly start with patchy fog. you'll find that around the north bay and out towards the delta. not much wind other than fairfield. northeast wind at 10. that's the hint of offshore winds and high pressure keeping us dry. around sunrise a little upper level disturbance bringing high clouds off to our west but the rain-producing clouds still quite a ways offshore. that will come our way as we

head towards friday leading to a cooldown after a very nice day today. highs inland low 80s, upper 70s not just for the tri-valley but even around places like berkeley and richmond, we should see highs in the mid to upper 70s. low 80s into orinda. concord about 81 degrees. we'll see warm temperatures lasting into tomorrow but friday a big drop in temperatures, chance of showers late friday evening. cool and unsettled as we head to the weekend with highs in the 60s. coming up, facebook will make a big announcement this morning. we'll let you know what industry experts say it could be. plus the latest airline scrambling to go wi-fi on its entire fleet and how much it will cost you to connect online in the air. before we go to break, let's take a look at some of the other election results from around the bay. 3q

rejecting this to pay for state parks, 58% to 42%. an $18 vehicle license fee. prop 23 would have suspended pollution control until statewide unemployment fell below 10% for a full year. that one failed and it will no longer take a supermajority to pass a state budget. the passage of prop 25 means it will take just a simple majority. state assembly 11th district susan banilla took out julie craven in the 11th district. in the 14th district it's skinner over ryan hatcher. hatcher is the democrat -- have i got that right? skinner is the democrat. i apologize there. in the next race, a tighter race, in the 15th district, joan buchanan beat abram wilson handily. sandy swanson won a three-way race in the 16th district very

easily, 83%. mary won easily in the 18th district. and in the 20th district, bob wak wakowski won big. ellen corbett won. be continue to check the ticker we have at the bottom of the screen for races that are important to you and your family. you said you care about the environment at the polls. now is your chance to care around the house. the city of san leandro holding an america recycles day event at 9:00 this morning. you can bring in a variety of things. batteries, unexpired unused medication. to take part, you have to live in san leandro. schoolchildren across contra costa county will practice what they will do if there were a chemical leak or other disaster in the east bay. they'll take part in a shelter

in place drill at 11:00. all public and private schools as well as child care centers are encouraged to participate. they'll react responding to community warning sirens which sound an alert when there is a dangerous chemical release or other disaster that requires shelter in place. let's talk to mike. some construction over there in pittsburg. it's going to be a gorgeous day for a parade as well. >> very nice. so in pittsburg if you're going in toward antioch, the eastbound side has one lane blocked potentially until 6:00 a.m. but the westbound commute heading out of antioch and over through highway 4, as you see these speed sensors, close to the limit. an early break heading from antioch in through the maze, like you said. but if you're heading to the city as we talked about, a good way to try the ferry to the parade because then you don't have to paurkt in the city. you can take the union metro over there. right now the east bay commute looking really good. let's talk to rob about the weather. i actually ran the air conditioning and got busted when

my wife got home. she said is the air conditioning on? no, honey, no. >> something you don't think you have to worry about in november. it warmed up close to 80 in some spots and today might be a little warmer than yesterday. it's 56 in oakland. patchy fog could slow your commute in spots. 51 degrees in concord and livermore starting off at 50 so dress in layers today. you're going to need the jacket for the morning and then maybe even need the air conditioning later on this afternoon. a few high clouds passing by to the west. the storm systems, though, still holding off for now. we will see a big change in our weather come friday. today looking at 81 around livermore, 79 for dublin. even the inner bay, the east bay around richmond and over towards oakland, upper 70s for the afternoon. low 80s across the east bay hill tops and near 80 up towards napa. tomorrow looks like a warm day, then friday a big drop in temperatures and a chance of showers as we head toward the friday evening commute. scott, back to you. new this morning, a fremont

company will announce later today its plan to layoff workers and not renew the contracts of 150 temporary workers and close a plant. "the new york times" is reporting the solar panel company will also announce it's postponing plans to expand a state-of-the-art robotic factory. the company ceo said despite the cutbacks the company's production of solar for commercial properties will double next year. now for more on news before the bell, let's turn to courtney reagan live at cnbc headquarters. >> reporter: good morning to you, scott. stock futures are pointing us to a flat to slightly higher open on wall street. stocks did post mild gains tuesday with the nasdaq hitting a year high, but investors remain cautious ahead of the fed's big announcement this afternoon. the central bank is expected to launch a new round of economic stimulus by buying billions in government bonds to drive down borrowing costs for both consumers and businesses. but economists say the action

may do little to lower unemployment and that is the big worry that's hanging over the markets in both the public and private sector. investors may also be a little worried about gridlock in washington. it may not end up being so good for the markets. typically split government is bullish for stocks as it means less interference in the matters of regulation and private business, but the current in fighting could result in government inaction on issues like taxes and cutting the deficit, things businesses do care about when action is needed on those issues. asia was mixed overnight, europe has opened higher. we'll get date e a on job growt 24 minutes and automakers report numbers as well. the opening bell will start for the dow at 11,188. the nasdaq was up 28 points to 2533. back to you, scott. >> thank you, courtney. palo alto's facebook plans to make a big announcement today. it's got a mobile event set for its headquarters this morning at

10:00. the company is giving out few details about it, but some experts say it could be anything from a facebook phone to a mobile operating system and perhaps an app as well. there's a new war in the air over wi-fi. airlines battling to install wireless internet service on more and more planes. now southwest is the latest to jump on board. it's scrambling to put wireless on every plane in the fleet. that's more than 500 planes. the system is set to power up automatically when the plane reaches 10,000 feet and they're charging $5 for the online connection. american airlines has also wired dozens of 737s. nationwide voters spoke out loud and clear for change once again, creating a new balance of power in congress. today in the east bay' tracie potts has a look at how our races affect the big picture. >> we will take back -- >> reporter: michele bachmann's victory in minnesota helped republicans win more than enough seats to control the house.

"today in the bay." californians won't be able to legally light up and smoke pot just for fun. voters snuffed out prop 19. christie smith is live in oakland. it lost by quite a big margin there. >> reporter: yeah, that's what we're hearing. really the whole nation tuned in to see if california would blaze a new direction here with its marijuana laws, but voters decided to go another way on prop 19. here with me this morning is dan rush with yes on 19. good morning. what is your reaction to how the vote went down? >> well, i think that we see a clear and decided movement in california to move in the right direction and create jobs and taxes. so, unfortunately, the irresponsible message that was sent by the attorney general resonated a little more than we thought it would. and unfortunately it's going to be a couple more years before we see the 60 or 80,000 sustainable

union jobs that are created from a legalized cannabis market. unfortunately it's going to be a few years before we see the billions in sustainable tax revenues. but obviously we see clearly that there is a grassroots movement out there. there's a social labor and political movement that's going to come together and do this. >> reporter: now, opponents said that once voters really got a look at the details they found that it was a jumbled mess and this wasn't the way to go with this. >> yeah, unfortunately the opponents were masters at taking anything that was clear and sensible and turning it into something that didn't look like it was together. but actually prop 19 was written really clearly and really sensibly and designed to conform to the constitution as well as be implementable in california. >> reporter: all right, thank you very much for being out here with us, dan. i'm sure this is not the end of it. that's the latest from here, reporting live from oakland,
